Prime Minister Narendra Modi called for global standards for emerging technologies, technology-led responses to cyber fraud, and ways to help users identify the origin of deepfakes and AI-generated content ahead of India Mobile Congress 2026. The Prime Minister’s Office account describes proposals and discussion themes—not binding rules, an operating deepfake-identification system or an announced fraud program.

What Modi called for at the GSMA meeting

Modi met members of the GSMA Board at Seva Teerth on October 6, 2026, ahead of India Mobile Congress (IMC). The Press Information Bureau published the Prime Minister’s Office account of the meeting; it does not report a signed agreement or enacted policy. Read the official meeting account.

The PMO said Modi emphasized inclusive and sustainable development, affordable and accessible digital services, and technology that reaches people at the last mile. He highlighted Digital Public Infrastructure (DPI) as a possible springboard for countries in the Global South. The account presents this as his view; it does not report an assessment of DPI outcomes or new international deployments.

“Technology must become a tool for inclusive and sustainable development,” the PMO account quotes him as saying.

What the proposals mean for fraud and AI-generated content

Cyber fraud

The PMO account says Modi called for technology-driven responses to digital and cyber fraud, alongside sustained public-awareness messages warning people about potential fraud calls. It does not name a specific tool, agency, timetable or enforcement plan, and gives no estimate of fraud levels or the proposals’ expected impact.

Deepfakes and AI-generated material

Modi suggested exploring mechanisms that would let users identify the origin of deepfakes and other AI-generated content. That is a proposal to consider, not evidence that an origin-labeling system or technical standard is already in place. The PMO account specifies no agreed method, responsible body, deadline or enforcement framework.

Global standards

He also called for global standards and common rules for emerging technologies. The meeting account does not say that governments or companies agreed to such rules, or explain how they would be developed or enforced.

What GSMA members reportedly discussed

According to the PMO, GSMA Board members pointed to India’s 4G and 5G expansion, DPI, telecom and mobile-manufacturing ecosystem, and potential international cooperation in 5G, 6G, AI, cybersecurity, digital inclusion and satellite connectivity. These are statements reported from the meeting, not independently verified measurements in the release.

The PMO describes GSMA as an organization representing mobile operators and other organizations across the mobile ecosystem and adjacent industries. Its account does not say the October 6 meeting was an IMC session.
