A personal account follows Microsoft’s consumer privacy guidance. A work or school account can use authorized Microsoft 365 data when the appropriate Copilot license and grounding features are enabled. In neither case is Copilot automatically an unrestricted view of every file or mailbox.
The practical rule is simple: Copilot can work with information you provide, public web information, and—when enabled for an eligible work account—Microsoft 365 content that your existing permissions already allow you to open. Privacy settings for Work IQ, web search, Edge page context, and organizational data protection control different parts of that process.

Start with the account, app, and license
There is no single access policy called “Copilot privacy.” Microsoft documents separate rules for personal Microsoft accounts, work or school accounts, Copilot Chat, Microsoft 365 apps, and Copilot in Edge. Before judging what Copilot can see, identify these four details:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Account: Is the session signed in with a personal Microsoft account or a work or school account managed through Microsoft Entra ID?
- Experience: Are you using the Copilot app, Copilot Chat, Copilot inside Word or Excel, or Copilot in Edge?
- License: Does the work account have a Microsoft Copilot add-on, or is it using Copilot Chat without that add-on?
- Administration: Has your organization enabled or restricted Work IQ, web search, Edge page access, retention, audit, or data-loss-prevention controls?
Those details matter more than the Copilot name shown on the screen. A response generated in a personal app is governed differently from one generated in an organization’s tenant, even if the prompt looks identical.

What a work or school Copilot can access
For an eligible work account, Microsoft describes Copilot as using three possible information sources: work data that the user is authorized to access, content attached to the prompt, and public web information. Work data can include emails, files, chats, meetings, people, projects, accounts, and opportunities, depending on the enabled experience and connected services.
Copilot does not receive an administrator’s universal view of the tenant. Its work grounding follows the signed-in user’s existing Microsoft 365 permissions and the organization’s security, compliance, and governance policies. If you cannot open a document or mailbox item with your normal account, Copilot should not be treated as a way around that restriction.
Work IQ is the work-data control
Microsoft’s current Work IQ guidance says Work IQ is available under the appropriate Microsoft Copilot add-on license and is on by default for eligible users in the described Copilot app experience. Work IQ lets Copilot reference permitted Microsoft 365 work information while answering a prompt. The user can turn it off.
When Work IQ is off, the response does not reference Microsoft 365 work data. Copilot can still use material you attach to the prompt, public web information, your user profile, and personalization preferences. Turning off Work IQ therefore narrows work-data grounding; it does not make the session identical to an anonymous, offline chatbot.

Examples of work grounding
- Ask for a summary of a meeting whose transcript you are allowed to view.
- Find project documents in OneDrive or SharePoint that your account can open.
- Draft a response using business email you are authorized to read.
- Summarize a Word document, Excel workbook, or PowerPoint file that you attach or can access.
The exact result depends on indexing, the app surface, permissions, and tenant policies. A missing result does not necessarily mean the data is inaccessible; it may be outside the current grounding experience or blocked by administration.
How the work license changes grounding
Microsoft’s work-account grounding guidance distinguishes Copilot Chat without a paid Copilot add-on from Copilot Chat with the add-on. The broad difference is whether Copilot may ground answers in organizational data in addition to the public web.
| Work-account setup | Grounding described by Microsoft | Typical material Copilot may use |
|---|---|---|
| Copilot Chat without a Copilot add-on | Public web data | Web information and content you explicitly attach or provide, subject to the app’s controls |
| Copilot Chat with a Copilot add-on | Public web data, work data, or both | Authorized business email, Teams meeting summaries, Word and Excel summaries, PowerPoint drafting, and discovery across OneDrive or SharePoint |
The table describes Microsoft’s documented capability distinction, not a guarantee that every tenant has every connector or feature enabled. Administrators can limit services, indexing, web search, retention, and other functions.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPermissions are inherited, not replaced
Copilot’s work grounding is designed to respect the permissions already attached to your identity. That has two consequences:

- Permission trimming: A response should be based only on internal items you are allowed to access, rather than exposing another employee’s restricted file.
- Permission risk remains: If a SharePoint site, mailbox, or shared folder is incorrectly open to too many people, Copilot may make that broadly accessible information easier to discover. Copilot does not repair an underlying access-control mistake.
Organizations should therefore review Microsoft 365 sharing, group membership, site permissions, sensitivity labels, and retention policies separately from Copilot settings. Users should not assume that a natural-language answer proves a document is confidentially isolated.
What happens to work prompts and responses
Microsoft’s “Data protection when using Microsoft Copilot Chat for work or school” guidance says signing in with a work or school account automatically provides enterprise data protection. Prompts—including work content pasted into a prompt—and Copilot responses are not used to train foundation models, according to that support page. Chat data is encrypted during the session.
That protection does not mean that nothing is retained or that nobody in the organization can inspect activity. Microsoft says prompts, Bing search queries triggered by prompts, and responses are logged. Microsoft tools can allow IT administrators to search and audit that logged information. Treat a work Copilot conversation as an enterprise system subject to your organization’s monitoring and compliance rules, not as a private diary.
Web searches are a separate boundary
When a prompt triggers web grounding, Copilot can send short query fragments informed by the prompt to Bing. The cited Microsoft work-data-protection page says those fragments are not linked to the user or organization in that description. Bing has its own data-handling practices, so “not used to train foundation models” should not be expanded into “no web service receives anything.” Ask your administrator which web-search and audit policies apply to your tenant.

Personal Microsoft accounts follow different guidance
For a personal Microsoft account, use Microsoft’s current individual privacy overview for the Copilot app. Microsoft states that the updated Copilot app for web, desktop, and mobile was available on August 18, 2026. The overview directs people using Copilot in Microsoft 365 apps, or signing in with work, school, or organizational accounts, to different guidance.
This version boundary matters because Microsoft’s separate Privacy FAQ labels its model-training discussion as applying only to the older Copilot app version. Do not copy an older consumer statement into a current-app or enterprise explanation without checking which app and account it covers. Personal-account controls such as personalization, history, and model-improvement choices are not substitutes for Work IQ, tenant administration, or enterprise data-protection policies.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Copilot in Edge can use the page you are viewing
Copilot in Edge is a separate access path from ordinary chat grounding. When an organization enables the feature, Copilot may use the current webpage, website, or PDF as context. A user may receive a consent dialog, but an administrator can also explicitly enable or disable page access without showing one.
Edge page context is still subject to organizational protection. Microsoft says data-loss-prevention (DLP) controls can prevent access to protected webpages and PDFs and can block sensitive files from being uploaded. Content from an Edge work profile can be handled under organization data-protection policies, and the exact handling varies by feature.

What to check before sharing a page
- Confirm that the Edge window is signed in to the intended work profile.
- Look for the page-context or consent indicator before asking Copilot to summarize.
- Assume a protected page may be blocked by DLP rather than silently summarized.
- Do not paste confidential text into a personal Copilot session to bypass an Edge or tenant restriction.
Controls that are often confused
| Control | What it governs | What it does not decide by itself |
|---|---|---|
| Work IQ | Whether eligible Copilot responses can reference permitted Microsoft 365 work data | Whether attached text, public web data, profile information, or personalization can be used |
| Work-account data protection | Enterprise handling such as encryption, foundation-model training exclusions, and logging | Whether an individual item is correctly shared inside Microsoft 365 |
| Web search | Whether a prompt can be enriched with Bing results and what query fragments are sent | Access to private tenant content |
| Edge page access | Whether the current webpage or PDF can provide context | All Copilot experiences or every browser profile |
| DLP and other admin policies | Blocking, restricting, auditing, or governing sensitive content | Personal-account settings outside the organization |
How to determine what your Copilot used
- Identify the identity. Check the account avatar and tenant or organization name. If it is a work or school identity, treat the session as enterprise activity.
- Identify the surface. Note whether the prompt is in the Copilot app, Copilot Chat, a Microsoft 365 application, or Edge.
- Check the license. Ask your administrator whether the account has the Microsoft Copilot add-on. Without it, Microsoft’s documented Copilot Chat grounding is primarily public-web based; with it, authorized work grounding may be available.
- Inspect Work IQ. If the toggle is available, note whether it is on. Turning it off prevents the response from referencing Microsoft 365 work data for that interaction, while attached content and other permitted sources remain possible.
- Check page context in Edge. Look for consent or administrator indicators and remember that DLP can block protected pages and files.
- Review organizational policy. Ask IT how prompts, triggered Bing queries, and responses are logged, who can audit them, and how long records are retained.
- Audit the source material. For a work answer, open the cited or referenced document yourself and verify that your account has legitimate access. Correct the underlying Microsoft 365 permission if the result exposes more than it should.
Common mistakes and safer practices
“Copilot can see everything in the company”
That is too broad. Work grounding is constrained by the signed-in user’s permissions, enabled services, and administrative policies. It can make authorized information easier to find, but it is not an all-files or administrator-level view.
“No model training means no record exists”
For work or school Copilot Chat, Microsoft separates foundation-model training from service logging. Prompts, triggered Bing queries, and responses may be logged and available to IT audit tools even though Microsoft says they are not used to train foundation models.
“The Edge consent dialog is the only protection”
Organizations can enable or disable page access through policy, and DLP can block protected content. The presence or absence of a dialog is not a complete privacy diagnosis.

Microsoft’s current personal-account overview and its older-app Privacy FAQ have different scopes. Check the app version and account type before relying on a model-training or personalization statement.
“Turning off Work IQ makes all data private”
It stops Microsoft 365 work-data references in the described experience, but attached content, public web information, profile details, personalization preferences, and applicable logging or administration can still matter.
A practical privacy decision rule
For a personal account, read the current individual privacy overview for the exact Copilot app you use. For a work or school account, ask whether the answer needs internal data, verify that your permissions are appropriate, check Work IQ and web-search status, and assume the interaction may be logged under enterprise policy. In Edge, treat webpage and PDF context as an additional capability that can be enabled, disabled, or blocked by DLP.
Copilot is therefore best understood as a permission-aware interface over several data sources—not as one switch that either sees everything or sees nothing. The reliable way to predict access is to match the account, app, license, source, and administrator control before entering sensitive information.
