The current government framework keeps person-to-person payments free, keeps merchant payments up to ₹2,000 free, and protects eligible small QR merchants (P2PM) receiving up to ₹1 lakh a month from MDR on all transactions. Other eligible merchant payments may attract merchant discount rate (MDR), with the exact result determined by payment type, amount, merchant category code (MCC), provider schedule and GST.
Google Pay for Business says its published schedule starts on 15 October 2026. Because provider categories and implementation details can differ, confirm your MCC, rate, cap, GST treatment and effective date with your acquiring bank or payment provider before changing prices, equipment or acceptance settings.

What is changing, and when?
UPI is not becoming a single, universal paid service for every user or merchant. The framework described by the Ministry of Finance on 15 September 2026 separates free payment types from specified merchant transactions that can carry MDR.

The Ministry describes MDR as a charge inside the merchant-payment ecosystem, not a fee charged to a customer sending UPI. Banks are expected to ensure merchants do not pass MDR to customers. Google Pay for Business likewise says customers must pay the exact billed amount and that its MDR is not a platform fee added to the customer’s bill. A merchant should therefore not add a “UPI charge” or surcharge based on this framework.

The timing is provider-specific
The Ministry’s 8 August statement described a proposed, limited and threshold-based amendment. Its 15 September explanation set out the current rates and protections. Google Pay for Business states that its own schedule begins on 15 October 2026. On 13 October 2026, that implementation date was still two days away, so a merchant should not treat a deduction as already effective merely because a policy announcement exists.
Ask your provider for a written effective date and the first settlement statement on which the new line item can appear. If your provider has not issued a schedule, use the government framework as context rather than as a substitute for your contract or account configuration.
First identify which UPI payments are in scope
Classify transactions before estimating cost. The same QR code can receive different payment types, and an amount threshold is not the only determinant of MDR.
| Payment or merchant case | Current treatment described by official sources | What to verify |
|---|---|---|
| Person-to-person (P2P) | Free, regardless of the amount transferred. | That the payment is genuinely P2P and not being routed as a merchant purchase. |
| Merchant payment up to ₹2,000 | Remains free under the Ministry’s explanation. | Whether your provider records the transaction as P2M and applies the threshold to the single payment amount. |
| Eligible P2PM small merchant | Zero MDR on all UPI QR transactions when the merchant receives up to ₹1 lakh per month and meets the P2PM eligibility framework. | Your provider’s P2PM flag, monthly receipt measurement, QR eligibility and any evidence or account action required. |
| Other eligible P2M payment above ₹2,000 | MDR may apply under the applicable category rate and cap. | Your MCC, provider schedule, GST treatment and effective date. |
| RuPay credit card on UPI, credit line on UPI, prepaid wallet or UPI AutoPay | Not covered by the direct bank-account schedule described by Google Pay for Business; each follows its current product fee rules. | The payment rail shown in your settlement report and its separate pricing. |
Do not confuse P2PM protection with a general exemption
The ₹1 lakh figure is a monthly receipt condition for eligible small merchants using UPI QR codes. It is not a daily transaction limit and does not mean every merchant with a small average ticket is automatically exempt. Ask the acquirer which eligibility test it uses, when the monthly amount is measured and what happens if the threshold is exceeded.
Published rates, caps and category boundaries
The Ministry and Google Pay for Business describe similar headline rates but do not use identical category wording. Treat the following as two published descriptions, not a universal lookup table.

| Category or rule | Ministry of Finance explanation (15 September 2026) | Google Pay for Business published schedule |
|---|---|---|
| Standard specified P2M above ₹2,000 | 0.4% MDR; capped at ₹300 on transactions of ₹75,000 and above. | 0.40% up to a ₹300 cap for standard businesses. |
| Essential, special or named sectors | ₹5 flat MDR above ₹2,000 for railways, telecommunications, insurance, fuel and agricultural-input sectors. | ₹5 for its broader “essential and special industry” category list. |
| Capital markets | 0.02%, capped at ₹300. | 0.02%, capped at ₹300. |
| GST | The Ministry summary gives the MDR rules but does not state a universal GST calculation for every provider. | 18% GST on the MDR fee, according to its published guidance. |
Category descriptions differ between these documents. A merchant selling fuel, telecom services or another regulated product should not select a rate from a generic internet list. Obtain the MCC on file, the exact category label used by your provider, the applicable rate and the cap in writing. If your business has several outlets or business lines, check whether each outlet has the same MCC.
Build a transaction-level cost model
Use actual payment values rather than an average percentage. For each payment rail, calculate:
Net settlement = gross payment − MDR − GST on MDR − any other contractually disclosed deduction.
Google’s examples illustrate how the provider-specific schedule works. On a ₹3,000 standard-category direct bank-account UPI payment, 0.40% MDR is ₹12. At 18% GST, the tax on that fee is ₹2.16, making the total deduction ₹14.16 and the net settlement ₹2,985.84. On a ₹1,00,000 payment, the ₹300 MDR cap applies; 18% GST adds ₹54, producing a ₹354 deduction and ₹99,646 net settlement. These are Google’s examples, not a quote for every MCC or provider.
Model a sample that reflects your business
- Export a representative period of UPI payments and group them by single-payment amount, not by daily total.
- Separate direct bank-account UPI from credit-card-on-UPI, credit-line, wallet and AutoPay transactions.
- Apply the rate, cap and GST treatment that your provider assigned to each MCC.
- Mark transactions at or below ₹2,000 separately from those above it.
- Test whether your monthly QR receipts keep an eligible P2PM merchant within the ₹1 lakh condition.
- Compare the calculated net amount with the first settlement statement after implementation and investigate every difference.
Do not use the bank or NPCI daily transaction ceiling as a fee threshold. The Ministry says limits generally ranging from ₹1 lakh to ₹5 lakh, depending on category, are security and risk safeguards. They do not decide whether MDR applies.

Eight actions to take before the effective date
1. Confirm your MCC and legal entity details
Contact the acquiring bank or payment provider and request the MCC, merchant category name, outlet or virtual-payment-address mapping, P2PM status and the date those records were last changed. Ask how to correct a misclassification and which documents are required. A wrong MCC can place a business in the wrong rate band even when the payment amount is recorded correctly.

2. Ask for the complete fee schedule
Request the rate for each payment rail, the threshold, caps, GST treatment, refunds or reversals, settlement timing and any minimum or per-transaction charge. Ask whether the schedule applies to existing QR codes automatically or requires acceptance of revised terms.
3. Reconcile a controlled test payment
After the provider’s effective date, make or observe a small set of legitimate test payments in different amount bands. Match the customer receipt, provider transaction record, MDR, GST and bank credit. Do not create artificial volume merely to test a fee; use normal sales and retain the transaction IDs.
4. Update bookkeeping and cash-flow forecasts
Create separate ledger lines for gross UPI sales, MDR and GST on MDR. Forecast the cash received rather than treating the gross invoice total as the bank deposit. If your accounting system imports only a net payout, retain the provider statement so the fee and tax remain auditable.
5. Review settlement reports every day at launch
Google Pay for Business explains that its users can view transaction and payout details in its reporting tools. Other providers use different menus. Reconcile gross amount, fee, tax, refund and net settlement by settlement batch. Escalate a discrepancy with the transaction ID and MCC instead of a general complaint that “UPI is charging.”

6. Keep the customer-facing price unchanged
Do not add a UPI surcharge or display a higher price only for UPI. If you need to change prices for broader business reasons, publish the new price as a normal price change and apply it consistently, not as a pass-through of MDR.
7. Check whether an acceptance control is available
Google Pay for Business says its merchants can turn off acceptance of UPI payments above ₹2,000 while continuing to accept payments up to that amount. This is provider-specific. Before using such a control, confirm whether it applies to all QR channels, what message the customer sees, whether refunds remain possible and whether the setting affects recurring or invoice links.
8. Leave working QR hardware in place
Google says its existing QR standees, stickers and SoundPods continue to work and that its schedule update is automatic. A different provider or device may have different terms, so verify compatibility before replacing signage, speakers or terminals. A fee change alone is not evidence that new hardware is required.
What to do if the charge looks wrong
Use a four-part dispute record
- Payment date, amount, transaction ID and payment rail.
- MCC, outlet identifier and P2PM status shown in the provider account.
- Rate, cap, MDR, GST and net settlement actually posted.
- The provider schedule and effective date you were given.
Ask support to explain the discrepancy against those fields. If a provider says your category changed, request the old and new MCC, the change date and the notice or account action that authorized it. Keep invoices and settlement statements together; they are more useful than a screenshot showing only the customer’s success message.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCommon causes of an unexpected deduction
- The payment was above ₹2,000 and the merchant is not covered by P2PM zero MDR.
- The outlet was assigned a different MCC from the head office or another branch.
- The payment used a credit card on UPI, wallet or another rail with separate rules.
- The displayed MDR was correct but GST on that fee was not included in the initial estimate.
- A cap was applied only after the transaction crossed the provider’s stated amount band.
- A refund or reversal appeared in a different settlement batch.
Should you stop accepting UPI above ₹2,000?
Restricting acceptance can avoid a fee on affected transactions, but it can also cause abandoned sales, slower checkout and manual work for customers who expect UPI. Make the decision with transaction data, not a headline rate.

| Question | If the answer is yes | If the answer is no |
|---|---|---|
| Are affected payments a material share of sales? | Model the lost-conversion cost before restricting them. | Keeping acceptance open may be operationally simpler. |
| Is your MCC or P2PM status uncertain? | Resolve classification first; a restriction may be unnecessary. | Use the confirmed schedule in your margin model. |
| Does the provider offer a selective threshold control? | Test customer messaging, refunds and outlet coverage. | Ask whether another acceptance method is available under your contract. |
| Can your accounts reconcile MDR and GST? | Keep acceptance open only with a daily reconciliation owner. | Fix reporting before expanding high-value UPI sales. |
There is no evidence in the cited material that switching providers removes an industry-wide MDR. If you compare providers, compare MCC treatment, rate and cap, GST and net settlement, reporting quality, support for corrections and threshold controls. A lower advertised percentage is not necessarily cheaper if its category assignment or tax treatment differs.
Why the government’s 96% estimate should not drive your forecast
The Ministry estimates that approximately 96% of P2M transactions remain unaffected because they are below ₹2,000 or covered by the zero-MDR framework. That is a government estimate across the payment ecosystem, not a prediction of an individual shop’s mix. A business selling high-value goods may have a very different exposure from a convenience store with mostly small tickets. Use your own payment export and confirmed MCC rather than applying 96% to projected revenue.
Policy background and what it means for merchants
The Prime Minister’s Office says zero MDR for RuPay debit cards and BHIM-UPI began in January 2020 through changes to the Payment and Settlement Systems Act and Income-tax Act, alongside government incentives supporting low-value digital payments. It reports BHIM-UPI incentive payouts of ₹957 crore in FY2021-22, ₹1,802 crore in FY2022-23 and ₹3,268 crore in FY2023-24. Those historical amounts explain why the ecosystem has used public incentives, but they do not set the fee on your current settlement statement.

For operational purposes, the later 15 September 2026 Ministry explanation and your provider’s implementation notice matter more than the earlier August proposal. Policy and provider schedules can still be updated, so archive each notice with the date you received it and recheck the schedule when your contract, MCC or payment products change.
A practical decision rule
Keep accepting UPI while you verify the four facts that determine exposure: payment rail, single-payment amount, MCC/category and P2PM eligibility. Then reconcile the actual deduction, including GST, against the provider’s written schedule. If the numbers match, adjust forecasting and accounting rather than customer pricing. If they do not, pause any acceptance change, document the discrepancy and have the acquirer correct or explain the account classification.
