Matter over Thread means a smart plug uses Matter as its control language and Thread as its local, low-power network. Matter is not the radio network: it can also run over Wi‑Fi or Ethernet. A Thread-based plug therefore needs both a Matter controller and a Thread border router, although one hub can provide both.
That distinction determines whether the plug will work in your home, how it is commissioned, what electrical limits apply, and whether it can help relay Thread traffic. The exact answer depends on the plug model, regional variant and smart-home platform.

Matter and Thread solve different problems
Matter is an application-level standard created so compatible smart-home products and controllers can exchange commands in a common way. A Matter controller can discover a device, commission it, read its state and send actions such as turning a plug on or off.

Thread is an IPv6-based, low-power mesh network technology. It carries packets between Thread devices and the rest of the home network. In a Matter-over-Thread plug, the device speaks Matter while sending that Matter traffic through Thread.

| Term | What it does | What it does not tell you |
|---|---|---|
| Matter | Defines device behavior, commands, commissioning and interoperability between compatible products and controllers. | It does not identify the radio or network transport. A Matter product may use Thread, Wi‑Fi or Ethernet. |
| Thread | Provides a low-power IPv6 mesh transport for devices such as sensors, lights and plugs. | It does not by itself make a device Matter-compatible or give a phone an app to control it. |
| Matter over Thread | Combines Matter’s common control model with Thread networking. | It does not mean the plug operates over Wi‑Fi, nor that every hub can connect it. |
Thread Group describes the two standards as addressing different challenges. Thread devices can communicate with Wi‑Fi and Ethernet devices through a Thread border router. Thread networks are designed to form themselves and maintain redundant paths, but those design goals are not a guarantee of a particular home’s speed or reliability.
What hardware a Thread plug requires
A Matter controller
The controller is the part of your smart-home platform that adds the device, maintains its Matter fabric and issues commands. Depending on the platform, the controller may be built into a hub, speaker, display or another home-automation device.
A Thread border router
The border router connects the Thread mesh to your ordinary home IP network. It is not the same thing as a generic Wi‑Fi router: the device must specifically support Thread border-router functions.
One device can provide both
Some hubs combine Matter-controller and Thread-border-router capabilities. That is convenient, but verify both features for the exact model and software version. A Matter controller without Thread support cannot commission and operate a Thread-only plug. Conversely, a Thread border router without a Matter controller supplies connectivity but no Matter control.

Eve states that its Matter-enabled Eve Energy requires a hub supporting both functions. The same two-part check applies when evaluating any other Matter-over-Thread plug.
How commissioning differs from normal operation
Commissioning is the onboarding process in which the controller gives a new device the credentials it needs to join the home’s Matter fabric and Thread network. Google’s Matter documentation describes Bluetooth as a way to commission Thread or Wi‑Fi devices: a phone or controller can use Bluetooth to deliver network information during setup.
Bluetooth in that step does not prove that the plug operates over Bluetooth afterward. Once commissioning is complete, a Thread plug normally communicates through its Thread network. The Connectivity Standards Alliance certification entry for Eve Energy lists both Thread and Bluetooth as transport interfaces, which is consistent with Bluetooth being available for onboarding as well as Thread being the operating network.
Screen names and the order of prompts vary by ecosystem. Look for an option to add a Matter device, scan the Matter QR code or enter its setup code, then follow the platform’s instructions for selecting the home and assigning a room.

Setup checklist for a Matter-over-Thread smart plug
- Confirm the platform. Check that your chosen controller supports Matter devices over Thread, not only Matter devices over Wi‑Fi.
- Confirm border-router service. Identify a Thread border router on the same home network. If your hub combines both roles, confirm that the feature is enabled.
- Check IPv6. Google’s consumer guidance says IPv6 is required for Matter to work properly across home networks. Verify that your router and internet or local-network configuration support IPv6 before changing any settings.
- Verify the electrical fit. Match the plug format, voltage, current, maximum wattage and indoor or outdoor rating to the country and appliance you intend to use.
- Power and identify the plug. Plug it into a suitable outlet and use the manufacturer’s reset or pairing procedure if it has previously been configured.
- Start Matter commissioning. In the controller’s app, choose the add-device flow, scan the QR code or enter the numeric setup code, and allow Bluetooth access if the platform requests it.
- Let credentials transfer. Keep the phone or controller close to the plug until the app confirms that commissioning has finished. Do not treat the temporary Bluetooth connection as the plug’s permanent network.
- Test control and state. Turn the outlet on and off, check that the controller reports the correct state, and test the plug from its intended room before relying on automations.
Concrete example: Eve Energy
The Connectivity Standards Alliance certification database lists Eve Energy as “Smart Plug & Power Meter with Matter & Thread.” The entry identifies the product as an on/off plug-in unit and lists Thread and Bluetooth as transport interfaces. Eve’s product material describes it as a smart plug and power meter with Thread connectivity.
Eve publishes different electrical limits for different markets. These are manufacturer limits for the listed regional variants, not a universal rating for every Eve Energy product.
| Market variant | Published maximum | How to use the figure |
|---|---|---|
| United States and Canada | 15 A / 1,800 W | Use only for the corresponding North American model and a compatible electrical system. |
| United Kingdom | 13 A / 2,900 W | Use only for the UK plug variant and stay within the stated load. |
| Europe | 11 A / 2,500 W | Use only for the European variant; confirm the local plug and voltage requirements. |
Before buying, identify the region shown on the product listing and compare the rating with the appliance’s nameplate. Motors, heaters and other loads can have startup or continuous-current characteristics that make a nominal wattage comparison insufficient; follow the manufacturer’s limits and any local electrical guidance.
Power measurement is a separate feature
Eve markets Eve Energy as a power meter as well as a switch. Do not assume that every Matter smart plug measures energy, or that every controller exposes identical consumption data. Check both the product specification and the platform’s supported Matter features if measurement is important to you.

Router capability is product-specific
Eve identifies its always-powered Eve Energy as a Full Thread Device (FTD) that can act as a Thread router node and relay packets. That means a powered unit may help carry Thread traffic for other devices. It does not mean every smart plug is an FTD, that every mains-powered plug routes traffic, or that adding one will repair a weak mesh. Check the candidate’s Thread role in its documentation or certification record.
Choosing Thread versus Wi‑Fi Matter
Both transports can deliver Matter control. The practical choice is based on infrastructure, device requirements and the features you need rather than a universal ranking.
| Decision point | Matter over Thread | Matter over Wi‑Fi |
|---|---|---|
| Required network equipment | Thread border router plus a Matter controller; one hub may combine them. | Home Wi‑Fi network plus a Matter controller. |
| Mesh role | Some mains-powered products can route Thread traffic, but verify the model’s role. | The plug uses Wi‑Fi; it does not become a Thread router. |
| Platform compatibility | Controller and platform must support Matter over Thread specifically. | Controller and platform must support Matter over Wi‑Fi. |
| Electrical checks | Plug type, voltage, current, maximum load and indoor/outdoor rating still depend on the exact regional product. | |
| Energy measurement | Available only when the particular plug and controller expose it. | |
Choose Thread when you already have a compatible border router or want a low-power mesh for devices that support it. Choose Wi‑Fi when your controller and network already provide the required Matter path and you do not want to add Thread infrastructure. Neither choice automatically delivers better coverage or reliability in every building.

“My Matter hub cannot find the plug.”
Check whether the hub is a Thread border router as well as a Matter controller. If it is only a controller for Wi‑Fi or Ethernet Matter devices, it cannot provide the Thread connection this plug needs. Add a supported border router or use a controller that combines both roles.

“The plug worked during setup, then disappeared.”
Bluetooth may have completed commissioning while the Thread network was unavailable or unstable. Confirm that the border router is online, the plug is within Thread coverage, and IPv6 is functioning on the home network. Avoid assuming that moving the phone closer will solve a post-commissioning Thread problem.
“It joins the network but automations cannot control it.”
Verify that the controller and the automation platform share the Matter fabric and that the device’s on/off endpoint is supported. Check whether the platform exposes power-meter data separately from switching. A successful network join does not guarantee that every platform displays every optional feature.
“I bought the wrong electrical version.”
Regional plug shapes and ratings are not interchangeable. Compare the exact model’s voltage, current and wattage limits with the outlet and appliance before connecting a load. Do not infer the rating from a product photo or from another country’s listing.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsQuestions to ask before purchase
- Does my intended controller support Matter over Thread?
- Where is the Thread border router, and is it already enabled?
- Will IPv6 work across my home network?
- Is the plug’s regional format and electrical rating suitable for my outlet and appliance?
- Do I need power measurement, and does my platform show it?
- If mesh routing matters, is this model documented as a Full Thread Device or router-capable node?
- What reset and commissioning procedure does the manufacturer specify?
Why the phrase matters
Understanding the two words prevents an expensive category error. “Matter” tells you about interoperability and device behavior; “Thread” tells you how a particular product reaches the network. A Matter plug can be Wi‑Fi, Ethernet or Thread, and a Thread device can exist without Matter. For a Matter-over-Thread plug, the controller, border router, IPv6-capable network and regional electrical model all have to line up.
Eve Systems CEO Jerome Gackel described the company’s historical approach in a March 28, 2023 announcement: “We set off on our journey towards Matter in fall 2020 by introducing Thread technology to our product line, starting with Eve Energy.” That statement explains the product’s development timeline; it is not evidence that every Matter plug uses Thread.
Bottom line
A Matter-over-Thread smart plug is a Matter device transported over a Thread mesh. To use one, provide a Matter controller and a Thread border router, complete commissioning (often with temporary Bluetooth assistance), and verify IPv6 and the exact regional electrical rating. Treat routing, power measurement and platform-visible features as model-specific. Once those checks pass, the label tells you precisely what to expect: Matter interoperability carried by Thread, not Matter as a replacement for the network itself.
