No single substance can survive every location inside a fusion reactor. A reactor divides the job among plasma-facing armour, heat-transfer layers, structural steels, neutron shields and (in future power plants) breeding blankets. Each layer is selected for a different combination of heat flux, particle bombardment, neutron damage, plasma purity, vacuum compatibility and maintainability.
For ITER, the planned blanket first-wall armour changed from beryllium to tungsten in 2023. That choice reflects the needs of future burning-plasma machines, but the tungsten panels still require development and qualification. It should not be mistaken for proof that a complete, commercially deployable material set has already demonstrated a full reactor lifetime.

Why fusion-reactor materials face an unusually difficult environment
A fusion vessel must keep a hot, dilute plasma away from the machine while continuously removing the energy and particles that escape it. The first wall sees plasma radiation, fast ions, recycled hydrogen isotopes and transient events such as edge-localized heat loads. Behind that surface, heat sinks must conduct energy into coolant channels, while structural parts carry mechanical and electromagnetic loads. High-energy fusion neutrons then penetrate much farther than the charged particles and can displace atoms, cause swelling and activate materials.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsITER summarizes the compatibility requirement across all of these conditions: materials must satisfy plasma-purity needs while also operating in harsh thermal, radiation and vacuum environments (ITER, “Making fusion work”). A material that has an excellent melting point can still fail through cracking, erosion, neutron damage, poor heat transfer or unacceptable plasma contamination.

What protects the inside of ITER?
Tungsten: ITER’s planned first-wall armour
ITER says its organization decided in 2023 to replace the planned beryllium armour on the blanket first wall with tungsten (ITER Blanket | ITER Machine Systems). The change is intended to make the experimental machine more relevant to later burning-plasma devices. ITER cites concerns about beryllium dust, toxicity and the consequences of melting during off-normal events.
Tungsten is therefore the plasma-facing surface in ITER’s current direction, not a claim that tungsten is indestructible. The armour must still be engineered as panels, joined to a heat sink, cooled, inspected and qualified for repeated thermal cycling. Erosion can introduce tungsten into the plasma, and excessive impurities can radiate energy and reduce fusion performance. Procurement and qualification work remain part of the design path.
Beryllium: the earlier first-wall configuration
An earlier ITER blanket explanation described beryllium tiles because beryllium’s low atomic number makes it relatively benign when a small amount enters the plasma (What will the blanket teach us?). That description applies to the older design. ITER’s current blanket page records the later decision to use tungsten armour, so the two materials should not be presented as simultaneous first-wall choices.

The older beryllium-era design illustrates why the visible surface is only one part of a reactor wall. Copper alloy sits beneath the tiles to conduct heat toward cooling channels. Austenitic 316 stainless steel forms the structural material for the first-wall panels and shield blocks in that design. These layers perform different jobs: copper moves heat efficiently, while steel provides strength and contains the blanket assembly.

That 316 choice is an ITER design detail, not a proven high-fluence baseline for a commercial power plant. ITER’s explanation warns that much higher neutron exposure could produce swelling in such steels, which is one reason future machines are considering reduced-activation alloys.
How much heat and radiation must the materials handle?
ITER’s first-wall heat-flux design point
In the beryllium-era blanket explanation, ITER gives a first-wall design heat flux close to 5 MW/m². René Raffray, identified there as ITER’s Blanket Section Leader, compared that design figure with heat fluxes on space-shuttle carbon tiles during re-entry, saying it is about ten times higher (ITER, “What will the blanket teach us?”). This is a design value for that described configuration, not a universal limit for tungsten, beryllium or any other material and not a reported operating measurement.
Neutron fluence in a demonstration power plant
ITER’s blanket account expects the neutron fluence in a future DEMO demonstration plant to be about 30 times higher than in ITER (ITER, “What will the blanket teach us?”). The comparison is an expectation used to motivate different structural materials; it is not a measured lifetime result. Higher fluence changes the design problem by increasing the likelihood of displacement damage, swelling, embrittlement and activation over the component’s service life.

ITER’s blanket comprises 440 modules covering the inner wall. They absorb heat and high-energy neutrons before those loads reach the vessel structure and superconducting magnets (ITER Blanket | ITER Machine Systems). The modules combine armour, heat-transfer and structural functions rather than relying on one bulk material to do everything.

Which materials are being considered for future blankets?
Reduced-activation ferritic/martensitic steels
ITER identifies reduced-activation ferritic/martensitic (RAFM) steels as prime candidates for future blanket structures. Their attraction is a combination of neutron tolerance and reduced long-lived activation compared with some conventional steels. They are candidates, not materials with a demonstrated commercial-reactor lifetime under the complete combination of plasma heat, neutron exposure, coolant chemistry, maintenance cycles and mechanical stress.
EUROFER97 in European test blankets
Fusion for Energy identifies EUROFER97 as the proposed European RAFM steel for test-blanket structures, with intended resistance to neutron irradiation, corrosion and high temperatures (Fusion for Energy, “ITER Tokamak Fusion Reactor”). Its role in a test blanket is evidence of a development and qualification program, not a guarantee that the alloy will be the final structural material of a commercial plant.
Breeder, multiplier, structure and coolant
A power-producing fusion plant must also make its own tritium fuel. In a breeding blanket, lithium-containing materials react with fusion neutrons to produce tritium. Some concepts add a neutron multiplier to increase the number of neutrons available for breeding. The blanket’s structural material contains these regions, and a coolant removes the resulting heat. ITER’s glossary describes these functions and notes that blanket concepts vary in their breeder, multiplier, structure and coolant (ITER Fusion Glossary).
Beryllium can appear here as a possible neutron multiplier even though ITER moved away from beryllium as its first-wall armour. Those are separate functions with different design requirements. Likewise, lithium breeder materials are not substitutes for plasma-facing armour.

Why melting point is an incomplete way to rank materials
Material comparisons have to be made by location and job, then across several coupled performance axes:
| Performance question | Why it matters | Typical design response |
|---|---|---|
| Heat flux and thermal cycling | Repeated heating and cooling can create gradients, fatigue and cracking even when the surface does not melt. | Use a plasma-facing armour bonded to a conductive heat sink and active coolant channels. |
| Heat transfer | Heat must cross joints and interfaces without producing local hot spots. | Separate high-conductivity heat-sink alloys from load-bearing structural steels. |
| Erosion and plasma impurities | Atoms released from the wall can radiate plasma energy or dilute the fuel. | Select low-contamination surfaces and control conditions with coatings and operating procedures. |
| Neutron damage and lifetime | Displacement damage, swelling and embrittlement can limit replacement intervals. | Develop RAFM steels and other low-activation candidates for high-fluence structures. |
| Tritium behavior | Breeding systems must produce, contain and recover tritium without excessive retention. | Match lithium breeder, multiplier, structure and coolant as one blanket system. |
| Activation and end-of-life handling | Neutron-exposed components become radioactive and affect maintenance and waste strategies. | Favor reduced-activation compositions where performance permits and qualify remote-replacement methods. |
This is why a simple list ordered by melting point gives a misleading answer. Plasma compatibility, interfaces, neutron exposure and maintainability can dominate the design even when a surface has a high-temperature capability.

Boronization is a coating process, not a wall material
ITER defines boronization as applying a thin boron layer to capture oxygen that could otherwise increase plasma radiative losses (ITER Fusion Glossary). It is a surface treatment used for impurity control, not a replacement for tungsten, beryllium, copper alloy or structural steel. The coating illustrates that reactor performance depends on maintaining the condition of surfaces as well as choosing the underlying bulk materials.

What is still unresolved before commercial fusion?
ITER states that additional materials-science research is needed to identify materials capable of withstanding long-term fusion operation (ITER, “Making fusion work”). The open problem is not finding one extraordinary substance; it is qualifying an integrated stack that survives heat, particle erosion, neutron damage, vacuum, coolant chemistry, electromagnetic forces and repeated remote maintenance.
Best Value
ITER is an experimental machine, and its blanket choices are intended to teach engineers how these systems behave. A DEMO-class plant would experience a different neutron fluence and would need longer component lifetimes, tritium-breeding performance and an economically manageable replacement strategy. Consequently, tungsten armour on ITER, EUROFER97 in a test blanket or any other named material should be described with its project and development status attached.
Practical answer: which material protects which part?
- Facing the plasma in ITER’s current plan: tungsten armour, engineered as cooled panels rather than used as an unsupported block.
- In the earlier ITER first-wall design: beryllium tiles over a copper-alloy heat sink, with 316 stainless steel carrying structural loads.
- Behind the first wall: blanket and shield modules that protect the vessel and superconducting magnets from heat and neutrons.
- In future breeding systems: lithium-containing breeder materials, optional neutron multipliers such as beryllium, structural alloys and coolant working together.
- For future high-fluence structures: RAFM steels, including EUROFER97 in European test-blanket work, remain development candidates rather than completed commercial solutions.
The defensible answer to “does tungsten survive inside a fusion reactor?” is therefore conditional: tungsten is ITER’s planned first-wall armour because it addresses important plasma-facing concerns, but its performance depends on panel design, cooling, impurity control and qualification. The reactor survives through the coordinated behavior of many materials, not through a single heat-proof substance.
Frequently Asked Questions
Why did ITER move from beryllium to tungsten?
ITER says its 2023 decision reflected the relevance of tungsten to future burning-plasma devices and concerns about beryllium dust, toxicity and off-normal melting. The tungsten panels still require development and qualification.
What protects a fusion reactor’s walls from neutrons?
Blanket and shield modules absorb heat and high-energy neutrons before they reach the vessel and superconducting magnets. Future breeding blankets add lithium-containing materials, structural alloys, coolant and, in some concepts, a neutron multiplier.
Is EUROFER97 already proven for a commercial fusion reactor?
No. Fusion for Energy identifies EUROFER97 for European test-blanket structures. It is a reduced-activation candidate under development, not a demonstrated full-lifetime commercial solution.
