A military robot is not autonomous in one all-or-nothing sense. The key question is what it can decide and do without an operator—especially whether it can select and attack targets after activation, or whether a person selects the target and the system carries out a bounded engagement. A platform can navigate or move autonomously without its weapon function being autonomous.
What “autonomous” means for a military weapon
Autonomy is best assessed function by function, not by asking whether a machine is a robot or uses artificial intelligence. In the weapons-policy context, the central issue is who selects targets and how force is applied.

The U.S. Department of Defense’s Directive 3000.09, updated January 25, 2023, defines an autonomous weapon system as one that, once activated, can select and engage targets without further intervention by a human operator. The ICRC likewise focuses on autonomy in the critical functions of selecting and attacking targets; this is the ICRC’s framing, not a universal treaty definition.

Autonomous and semi-autonomous weapon functions
In the DoD policy distinction, a semi-autonomous weapon engages individual targets or specific target groups selected by a human operator. A “fire and forget” weapon may use autonomous guidance after launch, for example, while the human has selected the target. That does not make target selection and engagement the same decision: the operator’s role in choosing a target is distinct from the weapon’s behavior afterward.

Conversely, a system’s autonomous navigation does not, by itself, establish that it can select and attack targets autonomously. The relevant question is what the weapon function does once activated.
Where human operators can remain in control
Human involvement can occur at several points: setting limits before use, authorizing activation, supervising operation, reviewing system-status information, and intervening or deactivating functions. The label “human in the loop” does not explain whether those roles are meaningful; the operator’s information, authority, and ability to affect the outcome matter.

Set limits on targets and operating conditions
Controls can bound what a system may do. The ICRC and SIPRI group practical measures into controls on weapon parameters, controls on the environment of use, and human supervision. In practice, those measures can restrict target types, location or environment, duration, task, and the scope of movement. Limits matter because they constrain the circumstances in which a system may act, including where its behavior could be unpredictable.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe ICRC identifies predictability and an operator’s understanding of the weapon, the environment, and how they interact as important to control. A person cannot meaningfully supervise a system if they lack enough information to understand what it is doing or what it may do next.

Make the interface understandable and interruptible
Directive 3000.09 treats interface design as part of responsible system design. Trained operators should be able to understand what they are required to do and what the system will do, receive transparent feedback about system status, and follow clear procedures to activate and deactivate functions. These features support supervision and intervention; an interface that hides status or makes deactivation unclear weakens an operator’s practical ability to control a system.
What U.S. policy covers—and what it does not
The January 25, 2023 DoD directive covers specified Department of Defense organizations and the design, development, acquisition, testing, fielding, and employment of autonomous and semi-autonomous weapon systems. Its scope includes certain guided munitions capable of automated target selection. It excludes, among other things, unarmed platforms and autonomous systems that are not weapon systems. It therefore should not be read as a rule covering every autonomous function on every military platform.

The directive says such systems will be designed to allow commanders and operators “appropriate levels of human judgment over the use of force.” DoD’s January 25, 2023 announcement quoted Deputy Secretary of Defense Dr. Kathleen Hicks: “DoD is committed to developing and employing all weapon systems, including those with autonomous features and functions, in a responsible and lawful manner.”

Technical controls describe what people can authorize, observe, limit, or stop. They do not transfer legal responsibility to the machine. The ICRC’s stated view is that the rules governing attacks apply regardless of the means or methods used, and that human combatants’ obligations and accountability cannot be transferred to a weapon system. As the ICRC put it in 2017, “These legal obligations, and accountability for them, cannot be transferred to a machine, a computer program, or a weapon system.” This is the ICRC’s legal framing; it should not be mistaken for a single definition of human control shared by every policy document.

A practical way to assess a system
To understand what a particular military system can do autonomously, ask these questions about its weapon function rather than relying on broad labels:
Quick Recap
- Who selects the target? Does a person choose an individual target or target group, or can the system select one after activation?
- When does the person act? Does the operator authorize before activation, supervise during operation, or have a meaningful chance to intervene after a target is selected?
- What are the operating bounds? Which target types, environments, duration, tasks, and movement areas are permitted?
- What can the operator understand and change? Is system status clear, is behavior sufficiently predictable, and can the operator interrupt or deactivate relevant functions?
- What does the governing policy cover? Does it address the armed weapon function specifically, or every autonomous capability of the platform?
