Humanoid robots are difficult because one machine must solve three hard problems at the same time: locomotion through human spaces, dexterity with real objects, and intelligence that connects perception to safe physical action. These capabilities are tightly coupled. A small error in body position can cause a fall; a small error in hand pose can drop or crush an object; a good plan from an AI model is useless if the motors, sensors, batteries, and safety controllers cannot execute it.
The U.S.-China Economic and Security Review Commission (USCC) describes this combination as embodied AI: hardware and software that sense, learn from, and interact with a physical environment. The UK Government Office for Science identifies mobility, balance, and safety in dynamic, unstructured environments as central challenges. Those constraints explain why impressive demonstrations do not yet amount to dependable, general-purpose robots.

What a humanoid robot must do
A useful humanoid is more than a machine with a head, two arms, and two legs. It must combine three capabilities that the USCC uses to define the category.

Locomotion
Locomotion means moving through spaces designed for people: floors, stairs, doorways, ramps, narrow aisles, and cluttered rooms. Walking requires the robot to place its feet, shift its center of mass, absorb disturbances, and recover when the ground or its load differs from the model.

Dexterity
Dexterity is controlled interaction with objects. Picking up a fragile item requires regulating contact force and finger position, not merely moving a hand to the right visual location. Friction, compliance, occlusion, and tiny pose errors can determine whether the grasp succeeds.
Intelligence
Intelligence is the ability to perceive the situation, understand objects and people, choose an action, and adapt when the expected result does not occur. In a physical robot, intelligence is inseparable from timing and mechanics: a decision must become a stable motion while uncertainty is still present.
Weakness in any one capability can block the entire task. A robot that walks well but cannot identify a cup, or one that recognizes a cup but cannot stabilize its arm while reaching, is not general-purpose.

Why the mechanical body is a systems problem
Actuators convert control commands into joint force and motion. A humanoid needs many of them, often in hips, knees, ankles, shoulders, elbows, wrists, and fingers. Each actuator must fit inside a compact body while delivering useful torque, precise position control, fast response, acceptable efficiency, long service life, and safe behavior near people.
The actuator trade-off
There is no independent “best” motor specification. A larger, stronger motor can provide more force and tolerate a heavier payload, but it also adds mass. That mass must be lifted and stabilized by the legs, increasing energy use and the forces required during a stumble or jump. A lighter actuator saves energy and space but may sacrifice torque, robustness, or endurance.
| Requirement | Why it matters | What makes it difficult |
|---|---|---|
| Torque and force | Supports walking, lifting, and recovery from disturbances | Higher capacity generally increases motor, gearbox, and structural mass |
| Precision and bandwidth | Allows stable balance and controlled contact with objects | Backlash, flex, friction, and sensor noise complicate exact control |
| Efficiency | Extends operating time and reduces heat | High-power bursts during acceleration or recovery can dominate energy use |
| Durability | Allows repeated steps, grasps, and impacts | Gears, bearings, seals, and cables experience shock and fatigue |
| Safety | Limits injury and damage around people | Compliance and force limits can reduce peak performance |
| Size and weight | Preserves a human-like form and keeps inertia manageable | Packaging motors, transmissions, wiring, cooling, and sensors is difficult |
The USCC identifies limited battery storage and current actuator limitations as obstacles to useful humanoids. Batteries must supply both continuous power and short, intense bursts while remaining light enough for the legs to carry. Heat, charging time, cable routing, and protection from impacts add further constraints. The 2025 review in Wiley’s robotics literature treats mobility, flexibility, reliability, load capacity, battery life, component size and weight, and hardware-software fusion as one integration problem rather than separate checkboxes.

Why sensing is unusually difficult
A humanoid has to estimate its own state while its body is vibrating, rotating, accelerating, and repeatedly making or breaking contact with the floor. The 2024 review Perception for Humanoid Robots in Current Robotics Reports notes that mobile humanoid sensors are exposed to jerky, unstable motion created by the body’s many articulable joints.
Internal state estimation
Balance controllers need timely estimates of body pose, joint angles, velocity, acceleration, center of mass, and which parts of the feet are touching the ground. Joint encoders report motor or joint position, but mechanical flex and transmission errors mean that encoder readings are not the same as a perfectly known body configuration. Inertial measurement units (IMUs) sense acceleration and angular rate, but their readings drift and are contaminated by vibration. Foot sensors and force measurements help establish contact, yet contact can be partial, changing, or uncertain on uneven surfaces.
External perception
Cameras and other range sensors must recognize places, objects, obstacles, and people. The robot may need to distinguish a step from a shadow, determine whether a surface can support its weight, or locate a handle partly hidden behind an object. Its own motion creates blur and changing viewpoints, while hands and arms can occlude the very object being manipulated.
Sensor fusion and timing
Practical systems combine cameras, IMUs, joint encoders, and leg odometry to estimate pose. A 2025 review describes centimeter-level localization and pose outputs above 1 kHz, implying sub-millisecond update intervals, as demanding engineering targets in some applications. These are review-described targets, not a universal performance guarantee for humanoid robots. The key issue is not just resolution; it is whether all measurements are time-synchronized and arrive quickly enough for the controller to react before the robot’s state changes.
Perception and control therefore cannot be designed independently. A camera pipeline that is accurate but slow may be less useful for balance than a less detailed estimate delivered on time. Conversely, a fast estimate with an unrecognized bias can make a controller confidently apply the wrong correction.
Why walking and balance are hard
A biped is inherently unstable and under-actuated. Its feet alternate between support and swing phases, so there are moments when only one foot—or a small part of one foot—touches the ground. The support area is narrow, and the center of mass must remain within a recoverable region while the robot moves forward.

Dynamic-model error, uneven terrain, changing loads, changing tasks, and physical interaction with people all disturb the ideal plan. A controller may know where the robot intended to place its foot but not exactly how the floor will deform, whether a package has shifted, or how a person will brush against its shoulder.
What happens during one ordinary step
- Estimate the state: Fuse IMU, joint, foot-contact, and odometry data to estimate pose, velocity, joint configuration, and center of mass.
- Plan a foothold: Select a step location and timing that preserve stability while avoiding obstacles.
- Shift the body: Move the center of mass toward the supporting foot before lifting the other foot.
- Swing and place: Command the airborne leg while compensating for body motion and keeping the foot clear of the ground.
- Detect contact: Use force, position, and motion changes to determine whether the foot landed as expected.
- Correct immediately: Adjust ankle, hip, torso, and next-step commands if the landing is early, late, slippery, or off target.
Every stage runs in a feedback loop. A delayed or incorrect contact estimate can cause the robot to shift its weight in the wrong direction. Recovery may require coordinated motion across the whole body rather than a single joint command.
The UK Government Office for Science lists mobility, balance, and safety in unstructured, dynamic, unpredictable environments among the central technical challenges. That is why a robot that walks across a flat, prepared floor has not demonstrated reliable walking on arbitrary household surfaces.

Walking and manipulation expose different failure modes. A robot may have a stable gait but still fail to pick up an object because a hand must control many contacts at once.
A reach is not a grasp
Vision can produce a convincing trajectory toward a cup, but the final centimeters depend on depth accuracy, wrist orientation, finger placement, friction, and the cup’s compliance. A small localization error may make the fingers touch the rim instead of the body. A glossy surface can confuse vision; an occluded handle can invalidate the planned approach; a heavier-than-expected object can pull the arm off balance.
Manipulation changes the whole body
When the robot lifts a load, its center of mass moves. The legs and torso must compensate while the arm regulates contact force. If the object shifts, the controller must detect that change and alter the grasp without crushing the item or losing balance. Hand, arm, torso, and leg control are therefore coupled.

The USCC uses fine motor control—such as picking up fragile objects without crushing them—as an example of dexterity. This is substantially harder than repeating a fixed pick-and-place motion at a known location.

Generative and other machine-learning systems can help robots learn tasks instead of relying entirely on hand-written programs. The USCC reports progress toward more complex interaction with people and environments. AI can interpret a spoken goal, identify relevant objects, suggest a sequence, or learn a policy from demonstrations.
It does not remove the physics or safety problem. The USCC says much more progress is needed before humanoids can reason through an unexpected situation and act on it. The 2025 review describes generalized intelligence as an open problem involving semantic perception, object and environment understanding, and human-like skills that transfer across varied tasks.
The closed loop a physical robot must complete
- Sense: Gather visual, inertial, joint, and contact data.
- Estimate: Infer the robot’s state, the environment, and uncertainty in both.
- Choose: Select an action that advances the task while respecting stability and force limits.
- Move: Convert that action into synchronized commands for many actuators.
- Feel the result: Detect contact, slip, collision, or an unexpected object response.
- Recover: Correct the motion, re-plan, or stop safely.
A language or vision model may propose “pick up the bottle,” but actuators, state estimation, low-level safety controllers, and recovery behaviors determine whether the bottle is actually grasped. The robot must complete this loop within real-time limits, not merely produce a plausible plan.
Integration, software, and reliability
The 2025 review characterizes humanoids as systems containing hundreds of parts, real-time operating and communication layers, synchronized multi-joint control, and a need for seamless hardware-software fusion. A change to one subsystem can create problems elsewhere: a heavier battery alters gait dynamics; a new gearbox changes backlash; a camera mount that improves visibility may add vibration; a software update can change timing assumptions.

Reliability is harder than demonstrating a single successful run. A deployable robot must tolerate repeated cycles, dust, temperature changes, minor impacts, battery variation, sensor dropouts, and component wear. It also needs diagnostics and maintenance procedures that identify whether a failure came from perception, control, a mechanical part, or an unsafe environment.

Human interaction adds a separate safety problem
Humanoids are intended to operate in spaces occupied by people, so they must detect human presence, predict motion, limit contact forces, and communicate intent. A safe response to an unexpected person is not simply “stop”: the robot may need to remain balanced, avoid dropping a load, and choose a safe posture.
The UK assessment identifies safety standards, public acceptance, privacy, ethics, and inequality as deployment issues beyond core mechanics. Cameras and microphones can collect sensitive information; autonomous decisions can affect bystanders; and the acceptable risk level differs between a fenced industrial cell and a home.
Why demonstrations do not prove general-purpose autonomy
The USCC states that “there are no general-purpose, autonomous humanoid robots constituting viable products today,” while noting announced prototypes and near-term commercial offerings with major limitations. A controlled demonstration can still be technically meaningful, but its conditions matter.
- A staged factory task may use fixed lighting, known object locations, prepared floors, and predictable timing.
- A household task adds clutter, reflective surfaces, changing people, fragile objects, narrow passages, and unknown layouts.
- A scripted sequence may avoid the recovery decisions required when an object slips or a foot lands incorrectly.
- A short run does not establish endurance, maintenance intervals, or reliability over thousands of cycles.
The UK assessment reports substantial uncertainty about improvement timescales, cost-effectiveness, and how businesses and the public will respond compared with alternative automation. Greater dexterity, mobility, and autonomy remain more uncertain than narrowly defined, repeatable tasks.
How to compare humanoid systems fairly
Do not treat a polished video or a single speed figure as a complete evaluation. Compare systems against the task and environment in which they will operate.
| Comparison axis | Questions to ask |
|---|---|
| Task success | Does the robot complete the task in an unstructured setting, or only on a prepared route? |
| Balance recovery | Can it handle uneven ground, a moving load, a shove, or an unexpected foot contact? |
| Manipulation | Can it grasp varied, fragile, slippery, or partly occluded objects? |
| Payload and endurance | What load can it carry, for how long, and under what duty cycle? |
| Sensing and latency | Which sensors are used, how are they fused, and how quickly do estimates reach the controller? |
| Autonomy under uncertainty | Can it recognize failure, re-plan, and ask for help rather than continue blindly? |
| Safety controls | How are forces limited, people detected, collisions handled, and unsafe commands prevented? |
| Reliability and maintenance | What evidence exists for repeatability, diagnostics, service, and component life? |
| Total cost | What are the costs of integration, supervision, charging, maintenance, and downtime—not only the machine? |
A household trial should not be compared directly with a staged factory cycle: the household generally contains more environmental variation and higher dexterity demands.
The central takeaway
Humanoid robots are difficult because mechanics, sensing, control, power, software, and AI form one closed-loop system. Sensors must estimate a moving body’s state; actuators must deliver precise, safe force without making the body too heavy; batteries must support bursts and endurance; balance must survive intermittent contact and disturbances; and AI must turn uncertain perceptions into actions that work in the physical world.
