SEGA describes it as a forerunner of real-time strategy and simulation, but the available evidence does not establish it as the genre’s sole inventor.
What is Herzog Zwei?
Herzog Zwei is a strategy game associated with Technosoft and Sega’s Mega Drive, known as the Genesis in North America. Rather than issuing orders from an entirely detached overview, the player also pilots a combat unit across the battlefield. That blend of direct action and army management is central to why the game is remembered as an RTS precursor.

SEGA’s publisher-provided description sums up the strategic objective: “Protect your base, expand your territories, and capture as many free and enemy bases as possible by accumulating resources and building units to assist you.” Nintendo’s US listing attributes that description to SEGA.

How does its strategy gameplay work?
Capture bases and build an army
The player protects a home base, pushes outward to claim available and enemy bases, gathers resources, and produces units. Capturing territory is not a side objective: it supports expansion and brings the opposing home base within reach. SEGA’s Japanese official SEGA AGES description likewise describes producing AI weapons at the home base, deploying forces, and contesting intermediate bases while trying to destroy the enemy’s home base.
#1 Best Overall
Pilot a transforming fighter
The player directly operates a fighter that changes between an aircraft and a grounded mobile-infantry form. In the publisher’s description, aircraft mode offers faster movement and unit transport; the grounded robot form is less mobile but supports energy management and greater damage. The result is a strategic trade-off: the player is both coordinating forces and personally moving through the same contested space.
Did Herzog Zwei invent the RTS genre?
It is more accurate to call Herzog Zwei an influential forerunner than the uncontested inventor of RTS. SEGA’s official Japanese page describes it as a forerunner of real-time strategy and real-time simulation. Nintendo Life’s review says the game was instrumental in RTS evolution and reports that developers of Dune II and Warcraft cited it as an influence.

That influence account is secondary reporting, not direct developer testimony in the sources cited here. It supports the view that the game helped shape recognizable RTS conventions—real-time territorial competition, resource use, unit production, and command—before the genre became widely named and popularized. It does not prove that Herzog Zwei alone created the genre or was definitively the first RTS.
