Traditional city sims usually place you above the settlement as a planner, concentrating on roads, housing, jobs, services and city-wide simulation. The distinction is useful, but it is not a strict genre boundary. A game can offer first-person movement and still be a deep management sim, while a top-down city builder can let you explore at street level.
The short answer: viewpoint is only one part of the difference
Calling a game “first-person” describes how you experience its world. It does not, by itself, describe what you manage. The more meaningful distinction is the player’s role and decision scale.

In a traditional city sim, you normally act as an administrator or planner. You decide where roads, homes, workplaces and public services go, then watch residents respond. The settlement is the main unit of play, and individual citizens are usually represented through statistics, agents or visual activity rather than through your own daily routine.
In an embodied or first-person builder, you control a character situated in that settlement. You may walk to a construction site, collect materials, craft tools, meet residents, eat, sleep or protect yourself from environmental threats. Those actions can be the whole game, or they can feed into a larger system in which you also assign residents, expand districts and keep the settlement supplied.

That is why the categories overlap. A first-person camera does not automatically turn a game into a city builder, and a city sim does not stop being a city sim because it offers an optional street-level view.
How traditional city sims operate
The player is an overseer
Traditional city sims ask you to think in terms of networks and outcomes. You are less concerned with carrying one bundle of timber than with whether the settlement has enough production, transport capacity, housing and services to function. Your decisions are often made through planning interfaces, overlays and policy or budget tools.
Mariina Hallikainen, CEO of Colossal Order, described Cities: Skylines as being centered on roads, houses, jobs and citizen services. She emphasized simulation and gameplay, including the ability to observe citizens and their choices. That formulation captures the conventional city-sim promise: you design conditions, and the simulation produces consequences.

The settlement is the main scale
Road hierarchy, zoning or building placement, service coverage, traffic flow, employment and population behavior matter more than the administrator’s physical location. A fire station’s range, a school’s capacity or a congested junction can affect thousands of residents at once.
Even when you zoom in to inspect a neighborhood, your objective remains systemic. The camera helps you read the city; it is not necessarily a character’s eyes. This lets you compare districts quickly, pause time, rebuild infrastructure and test policies without interrupting an avatar’s survival routine.
Citizens are simulated participants
Residents may travel, work, consume services and make choices, but you generally do not perform their daily actions yourself. Their behavior is evidence that your plan works or fails. The satisfaction comes from understanding feedback loops: a new road changes traffic, traffic changes access to jobs, and job access affects growth and tax income.
What first-person and embodied builders add
You occupy a character in the world
The defining change is direct presence. Instead of selecting a road from an overhead map and moving on, you might walk to the location, judge the terrain from ground level and see the consequences of construction at human scale. A building is not only an asset with statistics; it is a place you can enter, leave and use.

Movement also changes how information arrives. Distance becomes something you feel rather than a number on a map. A remote quarry may be profitable but inconvenient. A settlement that looks efficient from above may be difficult to cross on foot. Visibility, weather, lighting and the condition of paths can become practical considerations.
Personal needs can drive the schedule
Many embodied builders include survival or role-playing systems. Hunger, stamina, health, equipment, shelter or seasonal exposure can limit what you accomplish in a day. The question is no longer only “Does the town have enough food?” but also “Can my character reach, obtain or prepare food before work stops?”
These systems create a tighter feedback loop between the individual and the settlement. A poor harvest can reduce community supplies and your own options. A better workshop can improve both your equipment and the village economy. The player’s routine becomes part of the simulation rather than a separate menu layer.
Construction and production become activities
In an overhead sim, construction is usually a placement command followed by a cost and a completion timer. In an embodied builder, you may need to gather materials, transport them, craft components or perform a construction step yourself. The work can be hands-on even when the game also provides management menus.

It makes it more immediate. You see the resource pile, the unfinished wall and the route between them. The trade-off is time: a task that takes one click in a conventional sim may take several actions when you play it through a character.
Camera, role and scale: the three tests that prevent confusion
| Design question | Traditional city-sim emphasis | First-person or embodied-builder emphasis |
|---|---|---|
| Who are you? | A planner, administrator or governing authority overseeing the settlement. | A character living in the world, sometimes also responsible for a community. |
| What scale dominates? | City-wide systems: roads, services, jobs, housing and citizen behavior. | Local activity and traversal, often connected to survival, crafting or direct building. |
| What decisions drive play? | Infrastructure, service coverage, capacity and simulation outcomes. | Personal needs and actions alongside settlement growth or resident management. |
| How is information presented? | Maps, overlays, statistics, budgets and fast camera movement. | World-space observation, travel, physical tasks and character interfaces, with management screens in hybrids. |
| What does failure feel like? | Congestion, shortages, unemployment, poor coverage or a stalled economy. | Those community problems plus exhaustion, hunger, unsafe travel or an inability to complete a local task. |
Use all three tests rather than relying on the label. A game can have a first-person camera but remain primarily an exploration or construction game with little settlement simulation. Conversely, a top-down game can simulate a complex city while offering optional street-level inspection.
Why hybrids are common
Settlement management and personal activity solve different design problems. Management systems make growth legible at scale; first-person systems make places and routines tangible. Combining them lets a game move between a strategic question and a human-scale answer.

For example, a settlement may need more food. At the management level, you decide whether to allocate land, labor or storage capacity. At the embodied level, you may travel to a field, obtain seed, repair equipment or protect the harvest. The first layer explains the shortage; the second makes solving it an activity.
The combination also changes pacing. Traditional sims often let you pause, accelerate time or redesign a district quickly. An embodied game may make you wait for daylight, walk between locations or plan around a character’s needs. That slower rhythm can create attachment to a place, but it can also make repetitive logistics feel like busywork if the underlying management choices are thin.
Medieval Dynasty: an example of the embodied-management blend
Render Cube designer Michal Nowak described Medieval Dynasty as a combination of survival, role-playing, strategy and management simulation. The developers identified resident management and the introduction of city-building elements as a major design challenge.
That description explains why it should not be categorized solely by camera. You are a person in the settlement, dealing with personal survival and local work, yet your decisions also concern residents, production and the growth of a community. The settlement is not just scenery for an adventure, and the character is not merely a cursor for placing buildings.
The hybrid structure creates two kinds of dependency. Your character needs the settlement for tools, food, shelter and labor. The settlement needs your planning, construction and resource decisions to expand. A player who prefers a pure city sim may find the personal routines demanding; a player who wants only first-person building may find resident management deeper than expected.
Manor Lords: city building shaped by connected systems
Manor Lords demonstrates that the important contrast is not simply “first person versus top down.” Its official description emphasizes gridless, organic placement shaped by trade routes and the landscape, historical inspiration, changing seasons, and threats including war, disease and famine.
The publisher has also described burgage plots that can produce resources, linking housing to the local economy rather than treating homes as passive population containers. Settlement planning is tied to soil, groundwater and food sources, while combat depends on the equipment economy that supports an army.

Those connections make the game distinct from a modern infrastructure-focused city sim even though it is not primarily a first-person survival builder. A road is a historical route and a commercial link, not only a traffic segment. A housing decision can affect production. Seasonal and military pressures force you to plan beyond the next construction order.
Game director Greg Styczeń explained in an Unreal Engine interview published April 25, 2024: “I try to find a balance between gameplay and realism, and I don’t want it to become just a simulation or something.” The point is not that one category is more realistic. It is that both embodied builders and traditional sims select which real-world processes to model so decisions remain understandable and enjoyable.

What changes for the player moment to moment
Planning versus performing
In a conventional sim, you might identify a housing shortage, zone land, connect utilities and monitor demand. In an embodied builder, you may first need to inspect the site, gather materials, construct the home and ensure someone can maintain it. The same outcome requires more physical participation.
Global optimization versus local knowledge
Overhead interfaces are excellent for comparing the whole settlement. First-person play rewards remembering where things are, which paths are safe and which residents or workstations need attention. You gain context, but you lose some of the instant overview that makes city-wide optimization efficient.
Abstract failure versus personal consequence
A traffic jam in a city sim appears as a network problem. In an embodied game, you may experience that congestion while carrying supplies or trying to reach a job before nightfall. The system has not necessarily become more complex; its consequences have become more immediate.
Fast iteration versus attachment
Traditional tools support rapid experimentation. You can relocate roads, compare service areas and observe results at speed. Embodied builders make each place more familiar because you repeatedly pass through it. That attachment is a strength when the game’s routines are meaningful, and a weakness when travel adds time without adding decisions.
How to identify the kind of builder you want
- Choose a traditional city sim if you want to optimize infrastructure, services, budgets and population behavior from a high-level view.
- Choose an embodied builder if you want to walk through the settlement, perform resource and construction tasks, and manage personal needs.
- Choose a hybrid if you want both a character’s routine and responsibility for residents, production or settlement growth.
- Look beyond the camera if your priority is historical planning, trade, seasons, disease, famine or warfare. Those systems can define a game more strongly than its viewpoint.
Before buying or starting a game, check four details in its feature list or documentation: whether construction is direct or menu-based, whether residents have needs and autonomous behavior, whether the player has survival or role-playing needs, and whether the settlement can be managed at city-wide scale. These answers reveal the actual workload better than the phrase “first-person city builder.”

Common misconceptions
“First-person” means every building is constructed by hand
Not necessarily. A game can let you walk around in first person while using menus for most construction. Conversely, a game with a top-down camera can require detailed placement and logistics. Camera and construction method are separate features.
A street-level view turns a city sim into a survival game
No. Street-level exploration may simply be an optional way to inspect citizens and neighborhoods. Survival enters the design only when personal needs, danger or resource limits affect the player’s ability to act.
Traditional city sims ignore individual people
They usually abstract individual activity rather than omitting it. Cities: Skylines, for example, is built around citizens, their choices and the services that support them. The difference is that you manage the conditions governing those lives instead of living one resident’s routine.
More physical interaction automatically means deeper simulation
Hands-on tasks increase embodiment, not necessarily systemic depth. A deep simulation can exist behind a clean interface, while a first-person game can offer detailed crafting but limited population behavior. Evaluate the decisions and consequences, not the number of actions required.
A practical way to compare two games
- Write down the player role. Is the character a governor, a founder, a worker, a survivor or several of these?
- List the dominant decisions. Count how often you choose roads and services versus gathering, crafting, fighting or meeting personal needs.
- Check the feedback scale. Does one action affect a household, a district or the entire settlement?
- Separate optional views from required actions. A walkable camera may be cosmetic if all meaningful decisions remain in an administrative interface.
- Assess the connected systems. Look for links among housing, labor, food, terrain, seasons, trade and defense rather than judging realism from visuals alone.
- Decide which friction you enjoy. Travel and manual work can create immersion, while overlays and automation create speed. Neither is universally better.
The result is a more reliable description than a genre label. You might find that one game is a city sim with optional first-person sightseeing, another is an embodied settlement game with management layers, and a third is a historical strategy builder whose defining feature is how terrain, economy and warfare interact.
Bottom line
First-person city builders differ from traditional city sims mainly because they make settlement building embodied. You experience the place through a character, perform local work and often manage personal needs, while traditional city sims prioritize planning and simulation at the scale of the whole settlement. The camera helps create that difference, but player role, decision scale and connected systems matter more. Medieval Dynasty shows how survival, role-playing and resident management can coexist; Manor Lords shows how organic planning, resources, seasons and conflict can redefine city building without relying on first-person play.
