Diesel is tied to freight, farming, heating oil and other distillates, while gasoline is driven more by summer driving demand and regional emissions-control formulations. Different tax rates, inventories, refinery output, import routes, transport limits and station-level competition can widen the gap, narrow it or occasionally reverse it.
That is why diesel is often, but not invariably, more expensive than regular gasoline. The price difference is a moving result of supply, demand, formulation and location rather than a single surcharge.

The short answer: diesel and gasoline share costs but not the same market
Both fuels begin with crude oil and pass through refining, wholesale distribution and retail sales. The U.S. Energy Information Administration (EIA) describes those four broad components as crude-oil cost, refining costs and profits, distribution/marketing and station costs and profits, and taxes. A change in crude prices can therefore move both pumps in the same direction without preserving the same spread.
The finished fuels then follow different markets. Diesel is a distillate fuel used by trucks, buses, construction equipment, farms, generators and some heating systems. Gasoline is primarily a spark-ignition vehicle fuel whose demand rises during the summer driving season and whose formulation varies by region. Their wholesale prices can therefore diverge even when they come from the same refinery and the same barrel of crude oil.

EIA’s historical wording is deliberately qualified: on-highway diesel fuel prices have been higher than regular-grade gasoline prices, on a dollar-per-gallon basis, almost continuously since September 2004. Almost continuously is not always, and the relationship differs by season, region and market conditions.
What both pump prices have in common
Crude oil is the shared starting point
Crude oil is a major cost for both products. EIA’s diesel analysis reports that crude oil represented about 51% of monthly average U.S. retail on-highway diesel prices over 2004–2025. That is an average for diesel across the stated period—not a current weekly percentage, not a fixed share in every year and not a statistic for gasoline. The remaining price reflects refining, movement, retail operations and taxes.
Crude prices can rise because of global production changes, geopolitical risk, shipping disruptions or stronger world demand. When that happens, gasoline and diesel often rise together. Their different yields from a refinery barrel, inventories and demand patterns determine how much each one moves.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Refining is a product-specific cost
Refineries do not simply produce one interchangeable motor fuel. They adjust operations to make gasoline, diesel and other products in response to specifications and market prices. A refinery outage can remove more diesel than gasoline, or the reverse, depending on the equipment and maintenance schedule. Refinery margins—the difference between a product’s selling price and the cost of crude and other inputs—also change independently for each fuel.
Why diesel is linked to distillates, freight and heating oil
Diesel shares a market with heating oil
Heating oil and diesel are practically the same fuels and are produced at the same time, according to EIA. That connection matters because refiners and wholesalers serve both transportation and heating customers from overlapping supplies. When households and businesses increase heating-oil purchases during cold weather, available distillate supply can tighten and diesel prices can rise with it. The effect is strongest where heating demand is high and replacement supplies are difficult to move.

Transportation and farming add distinct demand
Diesel demand follows economic activity because trucks move manufactured goods, food and packages, while construction and industrial equipment consume large volumes. Agricultural work can create seasonal demand in farming regions as equipment is used for planting and harvest. International demand for distillate fuels—including transportation and, in some countries, electricity generation—can also affect U.S. wholesale prices because fuel markets trade across borders.
Diesel is often less flexible when supply is disrupted
If a refinery problem or delayed imports reduce diesel availability, inventories can fall quickly. EIA says wholesalers and marketers may bid more aggressively for the remaining barrels when stocks are low or declining. A region with limited pipeline, marine or rail connections cannot immediately draw fuel from a surplus elsewhere, so a local diesel premium may persist even if national crude prices are stable.
Why gasoline follows a different seasonal and formulation cycle
Summer driving normally lifts gasoline demand
Gasoline demand usually increases in summer, when driving and vacation travel rise. Higher consumption can raise refinery utilization and wholesale gasoline prices. Gasoline prices may therefore climb during a period when diesel demand is flat, even if crude oil is unchanged.
Gasoline formulations vary by location and season
To reduce air pollution, gasoline sold in different areas can require different volatility limits, oxygenate content or other specifications. EIA notes that blending requirements and ingredients such as ethanol affect gasoline refining costs. A formulation change can make one regional gasoline market more expensive than another and can alter the gasoline-versus-diesel spread at the same time.
These rules also make substitution difficult. A refinery or terminal cannot always replace a specialized gasoline grade with any gasoline available elsewhere. The resulting logistics premium belongs to gasoline, not diesel, and can temporarily narrow or reverse diesel’s usual advantage.

Taxes: an important difference, but not the whole explanation
Federal fuel taxes contribute directly to the pump-price gap. The EIA FAQ states a source-stated federal excise tax of 24.40 cents per gallon for on-highway diesel, 6 cents higher than the gasoline federal excise tax. EIA’s gasoline factors page separately describes total federal gasoline tax as 18.40 cents per gallon, made up of an 18.30-cent excise tax and a 0.1-cent Leaking Underground Storage Tank (LUST) fee.

Those figures come from pages that describe the taxes differently, and tax laws can change. Treat 24.40 cents as the cited diesel excise-tax figure and 18.40 cents as the cited total federal gasoline tax, rather than comparing unlike categories. State, county and municipal taxes can add much more variation. The same fuel can therefore show a different diesel-gasoline spread across state lines.
| Tax question | Diesel | Gasoline | How it affects comparisons |
|---|---|---|---|
| Federal figure cited by EIA | 24.40 cents per gallon on-highway diesel excise tax | 18.40 cents per gallon total federal gasoline tax, including 18.30-cent excise tax and 0.1-cent LUST fee | Diesel has a higher cited federal excise amount, but the descriptions are not identical |
| State and local taxes | Varies by jurisdiction | Varies by jurisdiction | Can widen, narrow or reverse the local spread |
| When the figures apply | United States; source-stated EIA figure | United States; source-stated EIA figure | Check current law before treating either number as a current quote |
Taxes are collected at different points in the supply chain and are generally included in the posted retail price. They explain part of a persistent diesel premium, but they cannot explain every weekly move because wholesale supply and demand can change by more than the tax difference.
Supply, inventories and transportation determine where the gap appears
Refinery outages and import delays
A planned maintenance shutdown, an unplanned failure or a storm can remove fuel from a regional market. If imports are late or unavailable, wholesalers compete for fewer domestic barrels. Diesel prices can jump rapidly when distillate inventories are already low. Gasoline can experience the same mechanism, especially before the summer driving season, but the affected product and timing depend on the outage.
Regional connectivity matters
EIA identifies the Gulf Coast as the source of about half of U.S. diesel production. Pipelines, terminals, barges, rail and trucks move that fuel to other markets, but every link has capacity and cost limits. The West Coast, particularly California, is relatively isolated from other U.S. fuel markets and relies heavily on in-region refineries. Taxes and supply constraints help explain why its diesel prices are often higher than those in other regions and why replacing fuel after an outage can be expensive.

Distance adds a delivered-fuel premium
A station far from a refinery, pipeline or terminal pays more to receive product than one near a major supply hub. Long trucking distances, limited delivery windows, storage requirements and congestion all enter the wholesale-to-retail cost. A national average can conceal those delivered-cost differences.
Why the price at one station differs from the price next door
Retail prices include station labor, maintenance, rent, credit-card processing, equipment, environmental compliance and the retailer’s margin. Owners also set prices according to traffic, nearby competitors and whether they want to attract commercial fleets. EIA notes that high-volume truck stops often sell diesel for less than smaller-volume service stations because they spread operating costs across more gallons and compete for fleet customers.
Gasoline stations face the same local pressures. A station near a highway interchange may price differently from one in a neighborhood, even when both purchase fuel from the same terminal. Brand contracts, delivery schedules and the age of underground storage equipment can further separate prices. Comparing two pumps is meaningful only when their taxes, fuel grade, timing and market conditions are comparable.

| Situation | Likely pressure on diesel | Likely pressure on gasoline | What can happen to the gap |
|---|---|---|---|
| Cold winter with strong heating demand | Heating-oil demand competes for distillates | Driving demand is often less seasonally intense | Diesel can become more expensive |
| Summer travel season | Freight demand may continue, but no universal diesel surge is implied | Driving demand and summer formulations raise gasoline costs | Gasoline can narrow or temporarily exceed diesel |
| Diesel refinery outage or delayed imports | Stocks fall and available barrels command higher bids | May be unaffected if gasoline supply remains adequate | Diesel premium widens quickly |
| Gasoline specification change or regional shortage | Diesel supply may be normal | Replacement gasoline is costly or slow to obtain | Gasoline premium widens or the spread reverses |
| Crude-oil price shock | Both products usually move higher | Both products usually move higher | Spread depends on each product’s wholesale response |
These are tendencies, not a calendar rule. Weather, refinery reliability, imports, inventories and regional transport can overwhelm normal seasonal patterns.

How to interpret a diesel price that is higher—or lower—than gasoline
When diesel is higher
- Check whether heating demand or freight activity is drawing down distillate inventories.
- Look for a refinery outage, import delay or pipeline constraint affecting the local region.
- Account for diesel’s higher cited federal excise tax and the actual state and local taxes where the pump is located.
- Compare stations with similar volume, traffic and supply access; a truck stop and a small service station may have different margins.
When the gap is unusually small
- Gasoline may be entering the summer driving season or facing a regional formulation premium.
- Diesel inventories may be comfortable while gasoline supply is temporarily tight.
- Local gasoline taxes or competition may be lower or higher than assumed.
When gasoline is more expensive
That reversal is possible. Gasoline can rise above diesel when summer demand, a specialized blend requirement, a refinery problem or constrained imports affect gasoline more severely. A reversal does not disprove the long historical pattern; it reflects the conditions of that market and time.

What the long-term record actually says
The EIA’s historical statement describes diesel as more expensive than regular gasoline on a dollar-per-gallon basis almost continuously since September 2004. The wording matters because diesel was cheaper during many earlier periods, and cold-weather heating demand can still produce sharp increases. A long-run average is useful context, not a guarantee about today’s pump or tomorrow’s price.
Use the comparison consistently: on-highway diesel versus regular-grade gasoline, in the United States, at comparable locations and dates. Premium gasoline, low-volume stations, different state taxes or a one-day outage can make an apparently contradictory comparison without changing the underlying explanation.
How to check current prices without misreading the numbers
- Match the products. Compare on-highway diesel with regular-grade gasoline, not premium gasoline or off-road dyed diesel.
- Match the geography. Use the same state, metropolitan area or regional series; national averages hide local tax and transport differences.
- Match the date. Prices can move daily while published weekly series smooth short-lived spikes.
- Check the tax context. Separate federal excise figures from total federal tax and include state and local charges.
- Look for supply news. Refinery outages, storms, import delays and inventory changes often explain sudden spread changes.
- Use EIA as a data reference. Its weekly gasoline and diesel updates provide a consistent public benchmark, while individual stations can still be higher or lower.
Bottom line for drivers, fleets and businesses
Diesel prices differ from gasoline prices because the fuels occupy different wholesale markets after sharing crude oil, refining and retail infrastructure. Diesel’s links to heating oil, freight, agriculture and international distillate demand make its supply sensitive to cold weather and industrial activity. Gasoline’s summer driving cycle and regional blending rules create a different set of pressures. Federal and local taxes, refinery output, inventories, transport distance, market isolation and station competition then determine the price displayed at a particular pump.
The most accurate expectation is not that diesel is always more expensive, but that diesel often carries a premium in the United States and that the premium changes with product-specific supply and demand.
