What Makes a Lunar Site Suitable for a Long-Term Moon Base?

A suitable Moon-base site is not simply the place with the most sunlight or the most promising ice. It must function as an integrated operating area: landers need safe approach and touchdown zones, crews and robots need traversable terrain, power and communications must remain available, science targets must be reachable without being damaged, and the layout must leave room for infrastructure to grow.

That is why the lunar south pole is attractive but not automatically suitable. Elevated terrain can receive useful sunlight near permanently shadowed regions that may preserve water ice, yet the same steep relief and low Sun angles create difficult lighting, navigation, landing and thermal conditions. NASA has not announced a final permanent Moon-base location.

The six tests a long-term site must pass

Site selection is a systems problem. A location that excels on one metric can fail because a different constraint makes the mission unsafe, unreachable or impossible to expand. The following tests should be assessed together for the specific lander, crew vehicle, communications architecture and mission schedule being considered.

1. Illumination, power and thermal conditions

Sunlight is valuable because solar arrays can generate electricity and help control some thermal swings. At the south pole, however, illumination is governed by local topography rather than latitude alone. Ridges and crater rims may remain lit for long intervals, while nearby crater floors can stay in near-constant darkness.

The Sun remains very low over the horizon in the relevant south-polar landing regions. NASA lighting guidance summarized in a 2024 technical-report record says the Sun does not rise above an approximate elevation of 7 degrees in the target regions. A low Sun casts long shadows, makes relief block line-of-sight illumination, and complicates visual navigation for both pilots and autonomous systems.

Consequently, engineers need time histories of sunlight and darkness for the exact landing ellipse, power-site locations, antenna positions and planned traverses. A label such as “permanently lit” is too broad unless it specifies the terrain point, season, date range and acceptable interruption duration. The Moon’s axial tilt is about 1.5 degrees, according to NASA’s 2021 explainer; that geometry reduces familiar seasonal changes but does not make every nearby point equally illuminated.

  • Model direct sunlight and shadow at the metre-to-kilometre scale, including terrain blocking.
  • Calculate battery storage and backup generation for every expected darkness interval.
  • Check whether a solar-array site, habitat and landing zone can all be connected by routes that remain usable in changing light.
  • Include glare, long shadows and low-contrast terrain in crew and rover navigation plans.

2. Resources and access to science targets

Permanently shadowed regions (PSRs) may contain water ice and other frozen volatiles. Water has scientific value and could eventually be processed into oxygen and hydrogen for life support or propellant. NASA chief exploration scientist Jacob Bleacher described lunar water ice as valuable both scientifically and as a potential source of those products.

“May contain” is not proof of a mineable deposit beneath a proposed base. A site assessment should distinguish remote indications from measurements of concentration, depth, physical form and accessibility. Resource-mapping missions are intended to establish where materials occur and in what abundance; a base decision should not assume that an ice signal equals an economically or operationally usable reserve.

Distance matters in two directions. A habitat close to a PSR could reduce rover travel time, but operations near a scientifically pristine crater may disturb the very record researchers want to study. NASA’s Artemis criteria therefore considered walking distance to shadowed regions while also emphasizing terrain and operational constraints.

3. Landing safety and surface mobility

A base needs more than one flat patch. Landers must avoid excessive slope, boulders, crater rims, rough ejecta and hidden hazards during final descent and touchdown. Once on the ground, crews and robots need routes between the landing area, habitat, power systems, communications equipment, science targets and resource sites.

South-polar terrain is spatially complex, so the functional footprint may be distributed across several zones. The best landing location might not be the best place for a habitat or solar array. A site plan should model traverses for the actual vehicles, including turning radius, wheel or leg performance, energy consumption, navigation visibility and safe stop locations.

Mobility is a resilience issue as well as a convenience. If a single route is blocked by a boulder field, a shadow boundary or a failed vehicle, crews need an alternative path or a way to shelter and communicate until help arrives. Repeated cargo landings also require a predictable, maintainable approach and a surface that can tolerate plume effects and traffic.

4. Communications and mission geometry

Earth visibility or relay coverage determines whether controllers can command vehicles, receive health data and support crews. A promising ridge can still be unsuitable if terrain blocks the Earth line of sight or if relay satellites do not provide adequate coverage at the required times.

Mission geometry extends beyond communications. Launch windows, translunar transfer opportunities, rendezvous options, lander performance, descent trajectories and the time available on the surface all constrain feasibility. NASA’s 2025 Artemis III technical update emphasizes end-to-end opportunity analysis rather than ranking regions on a single environmental measure.

For each candidate, planners should calculate:

  • Direct-to-Earth visibility and relay-satellite access throughout surface operations.
  • Descent and ascent trajectories that avoid hazardous terrain and preserve abort options.
  • Launch windows and transfer durations for crew, cargo and emergency missions.
  • Surface-stay time, lighting conditions and consumables margins for the intended vehicle.
  • Navigation performance when the Sun is only a few degrees above the horizon.

5. Room to build and expand

A long-lived outpost needs a sequence of installations, not a single lander. The footprint may eventually include habitats, power generation and storage, mobility systems, communications, radiation protection, landing and cargo zones, waste handling, spare parts and logistics staging.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NASA describes an incremental campaign in which robotic missions explore and prepare the area, infrastructure is pre-deployed and checked, and longer-duration crew stays follow. Site suitability therefore includes routes for moving heavy hardware, separation between landing plumes and occupied areas, and enough stable ground for later additions.

Expansion should be planned before the first crew arrives. Reserve corridors for cables, pipelines, roads and antenna viewsheds. Keep high-energy landing operations away from delicate instruments and sleeping quarters. Design power and communications networks with spare capacity and physically separated paths so one failure does not isolate the base.

6. Scientific and environmental stewardship

The south pole contains ancient terrain and shadowed areas that may preserve records of lunar history, volatile delivery and surface processes. Science protection is therefore a site-selection axis alongside engineering safety.

Landing ejecta, rover traffic, exhaust, drilling and construction can alter surfaces or contaminate samples. A responsible plan identifies protected areas, establishes approach routes and limits operations near undisturbed deposits. Preserving access for future instruments can be more valuable than placing every facility at the shortest possible distance.

Why the south pole is attractive—and difficult

The south pole offers a rare combination: some elevated sites receive long periods of sunlight, while nearby deep craters remain permanently shadowed or nearly so. That pairing could support solar power, thermal management and access to volatile-rich environments within a manageable regional network.

The advantages are tightly coupled to the hazards. Low-angle sunlight produces long shadows and severe lighting changes over small distances. Crater rims can be narrow and irregular; a route that looks short on a map may cross steep slopes or lose communications. A base may need to operate across bright and dark terrain, with different vehicles, sensors and power systems for each.

NASA’s 2022 Artemis III announcement said all 13 then-proposed regions included sites with continuous sunlight during the planned 6.5-day surface mission. That was a mission-plan figure, not a permanent property of every site and not a guarantee for a later mission. Illumination must be recalculated for the actual landing date, trajectory, vehicle and operational duration.

How to compare candidate regions without hiding decisive weaknesses

A useful comparison records evidence separately before applying any weighting. A single composite score can make a site with excellent sunlight appear equivalent to one with an unacceptable landing hazard. Decision-makers should publish the underlying values, the uncertainty and the mission assumptions.

Axis Questions to answer Evidence that matters
Landing and mobility Can the lander touch down safely, and can vehicles reach every required zone? Slope, roughness, boulder and crater-edge maps; validated traverse simulations; alternate routes.
Illumination and thermal behavior How long are power sites, habitats and routes lit or dark on the actual mission dates? Time-resolved terrain-shadow modelling, temperature estimates and storage requirements.
Communications Will Earth or relay access be available during descent and surface operations? Line-of-sight analysis, relay coverage, antenna locations and outage margins.
Science and resources How close are PSRs and other targets, and what is known about deposits? Measured location, depth and composition evidence; protected-area plans; safe approach corridors.
Mission geometry Can the intended vehicle reach, land, operate and depart within its constraints? Launch windows, transfer and rendezvous opportunities, trajectory options and lander margins.
Growth and logistics Can repeated landings and additional infrastructure be accommodated? Stable construction zones, traffic separation, cargo routes, spare capacity and expansion corridors.
Stewardship Can operations preserve scientifically valuable terrain? Exclusion zones, plume modelling, traffic rules and monitoring plans.

The comparison should distinguish mission-specific feasibility from general long-term promise. A region removed from one mission’s shortlist may remain valuable for another vehicle, season or architecture.

What NASA’s candidate lists do—and do not—mean

NASA announced 13 candidate Artemis III regions within six degrees of the south pole in 2022. A technical update issued in 2025, after more than two years of assessment, described nine regions for the evolving Artemis III architecture. The change reflects vehicle, trajectory, communications, illumination and terrain constraints.

The update explicitly says that downselection does not make removed regions unsuitable for future exploration and does not select sites for Artemis IV or later missions. These are candidate regions for a specific mission architecture, not a final permanent-base decision.

NASA’s Moon Base FAQ, accessed in October 2026, describes planning phases beginning in 2026 and extending through the 2030s and beyond. Robotic missions are expected to explore and prepare locations before foundational infrastructure is deployed. NASA’s 2026 overview also reports announced commercial work on lunar terrain vehicles and landers, plus demonstrations involving power, autonomous robotics, dust mitigation and communications. Those announcements describe capabilities under development, not completed lunar infrastructure.

A practical site-selection workflow

  1. Define the mission. Specify crew size, surface duration, lander performance, cargo cadence, power demand, communications architecture and science objectives.
  2. Build a high-resolution terrain model. Map slopes, roughness, boulders, crater rims, shadow boundaries and potential landing ellipses.
  3. Calculate illumination over time. Model direct sunlight, darkness, thermal conditions and visibility for every proposed facility and traverse on the intended dates.
  4. Test communications and trajectories. Verify Earth or relay access, descent and ascent paths, launch windows, transfer geometry and abort options.
  5. Map science and resource zones. Record evidence for volatile deposits, uncertainty in concentration or depth, PSR access routes and protected terrain.
  6. Design the complete footprint. Place landing, habitat, power, storage, communications, waste and expansion zones with safe separation and redundant routes.
  7. Simulate failures. Test loss of a rover, power string, relay link, route or landing attempt, including crew shelter and rescue timelines.
  8. Publish the trade-offs. Show raw measurements, uncertainties, weighting choices and which constraints are mission-specific.

Common mistakes in judging a Moon-base location

  • Calling a site permanently lit. Local ridges and crater walls can create shadows even in a generally favorable region.
  • Treating a water-ice indication as a reserve. Usable extraction requires evidence about location, concentration, depth, physical form and access.
  • Choosing the shortest route. A direct line may cross slopes, boulders, darkness or a communications dead zone.
  • Ranking by one number. Sunlight, distance to a PSR or a composite score cannot replace end-to-end mission analysis.
  • Assuming a shortlist is permanent. Candidate regions change as vehicles, trajectories, schedules and communications plans evolve.
  • Ignoring expansion. A site that fits one lander may not support cargo traffic, power growth, radiation protection and science operations later.
  • Using an atlas as an engineering instrument. A lunar atlas can orient readers to regions and terrain names, but it cannot verify landing safety, illumination windows, subsurface ice or communications coverage.

What a genuinely suitable site would look like

The strongest candidate would combine a demonstrably safe landing area with traversable connections to power, habitat, communications and science zones; measured, mission-date illumination; reliable Earth or relay access; evidence-based proximity to volatile targets; and enough stable, separated ground for repeated landings and expansion. It would also include explicit protections for ancient and permanently shadowed terrain.

No currently announced NASA shortlist establishes that one region is objectively best for every future base. Suitability is conditional on the mission architecture and must be demonstrated through integrated terrain, lighting, communications, resource, trajectory, safety and growth analysis.
