An indie game is best understood by asking who controls its money, creative decisions, and route to market—not by applying a single team-size or budget cutoff. A small studio can make a heavily publisher-controlled project, while a larger independent team can retain substantial financial and creative autonomy. “Indie” is a contested, context-sensitive label rather than an industry-wide legal category.
The clearest way to assess a particular game is to examine three separate dimensions: financial independence, creative independence, and publishing independence. Team size, budget, visual style, experimental design, digital distribution, and retro presentation may be associated with indie games, but none is mandatory on its own.

What makes a game an indie game?
There is no universally accepted threshold that turns a game into, or out of, the “indie” category. Academic discussions commonly treat independence as a combination of related questions rather than a checklist. The most useful framework separates financial independence, creative independence, and publishing independence.
Those dimensions can point in different directions. A developer might pay for development itself but sign away substantial creative authority. Another studio might receive outside funding while keeping control over design and ownership. A third might make all creative decisions but rely on a publisher for manufacturing, marketing, storefront placement, or customer support.

That is why a label such as “indie” should be qualified when the underlying arrangement is unclear. The game’s marketing, genre, pixel art, download-only release, or small team may explain why players use the term, but those features do not prove independence.
Financial independence
Financial independence asks who supplied the money and what obligations came with it. A studio may use founders’ savings, revenue from earlier games, friends-and-family contributions, grants, crowdfunding, a bank loan, venture capital, a publisher advance, or co-development payments. Funding itself does not answer the classification question; the agreement’s control rights and repayment or delivery obligations matter too.
For example, a grant may provide money without demanding ownership or approval of the game’s creative direction. A publishing advance may finance production while giving the publisher approval rights over milestones, launch timing, platforms, or budgets. Both are external money, but their effect on independence can be very different.
Creative independence
Creative independence concerns who can make the decisions that define the game: mechanics, story, art direction, scope, monetization, audience, and release priorities. Contracts can divide authority. A publisher may control marketing assets and launch dates while the developer retains design authority, or it may have approval over major creative changes.
Do not infer creative control from a game’s appearance. A distinctive art style can result from a developer’s choices, a publisher’s market positioning, or a negotiated compromise. Reliable information about the agreement is needed before making a firm claim.
Publishing independence
Publishing independence asks whether the developer also handles the work of bringing the game to players. Publishing can include storefront submissions, age ratings, localization, manufacturing, marketing, public relations, distribution, customer support, platform negotiations, and sales operations. A studio can perform some of these tasks and outsource others.
Self-publishing is therefore one route to players, not a synonym for “indie.” A developer can work with an outside publisher and remain independent in financial, creative, or organizational respects. Conversely, a self-published game may still rely on investors, contractors, platform programs, or marketing partners.
Does a game need to be self-published to be indie?
No. Self-publishing is not a required condition. It is one way of managing the publishing dimension. A team may retain ownership and creative control while hiring a publisher to fund marketing, negotiate console distribution, localize the game, or operate sales channels.

Jason Della Rocca’s description of a 2014 Game Developers Conference session makes the broad point that “publishing is the superset that encompasses all forms and methods of getting your game into player hands,” including traditional development deals, crowdfunding, self-publishing, incubator assistance, angel investment, and marketing-only distribution. That wording describes the session’s viewpoint, not a binding industry definition.
When assessing a project, describe the actual arrangement: who funded it, who owns the relevant rights, who approves creative changes, and which party performs publishing work. “Self-published” can be stated when the developer demonstrably manages that function; it should not be used as a shortcut for every independent project.
Can an indie game have a publisher?
Yes. A publisher may provide money, production assistance, marketing, distribution, platform access, quality assurance, localization, or a combination of these services. The presence of a publisher changes the project’s dependencies, but it does not automatically settle whether the game is indie.

- Funding: Did the publisher pay an advance, milestone-based financing, or another form of development support?
- Rights: Who owns the game, characters, technology, sequels, and distribution rights?
- Creative authority: Who can approve or reject major design, scope, monetization, and release decisions?
- Publishing duties: Which party handles storefronts, marketing, localization, ratings, support, and sales?
- Organizational control: Is the studio independently owned, or controlled by a larger parent company?
A publisher deal can leave a developer independent in some dimensions and dependent in others. The correct conclusion may be “independent developer with a publishing partner,” rather than a categorical yes or no.
Does publisher funding mean a game isn’t indie?
Not automatically. Publisher funding is evidence that the project is not fully self-funded, but it does not reveal the extent of financial, creative, or organizational control. The deal could be a limited marketing arrangement, a recoupable advance, a co-development contract, or a comprehensive production agreement.
Use cautious, specific language when the terms are not public. You can say that a publisher financed or distributed the game if a reliable source establishes that fact. You should not claim that the publisher controlled development, or that the studio retained complete independence, unless the arrangement supports it.
This distinction also applies to platform programs, investors, and grants. External support may reduce a studio’s financial risk without dictating its creative direction. Conversely, a nominally independent studio can accept conditions that give a funder significant influence.

A publisher helps bring a game to its audience. Depending on the agreement, that can include financing, milestone management, marketing, public relations, storefront and platform negotiations, localization, ratings, physical distribution, sales operations, and customer support. Some publishers also provide development services or own internal studios.
The roles overlap. A developer can publish its own game, and a publisher can develop games internally. “Indie developer” usually describes an independently controlled creator or studio; “indie publisher” usually describes a smaller publishing business that signs or supports games from one or more developers. Neither term, by itself, reveals the contract for a particular title.
How to evaluate whether a specific game is indie
Use the same axes for every project instead of relying on branding or visual style.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Axis | Questions to answer | What a conclusion can establish |
|---|---|---|
| Financial independence | Who paid for development? Were there advances, grants, investments, loans, or milestone obligations? | Whether the project relied on outside money and what financial conditions may apply. |
| Creative independence | Who had final authority over design, story, art, scope, monetization, and launch decisions? | How much control the development team retained over the game itself. |
| Publishing independence | Who submitted the game, marketed it, localized it, negotiated platforms, and supported players? | Which publishing functions the developer performed or delegated. |
| Ownership and organizational control | Who owns the studio and the relevant intellectual-property rights? | Whether the creator is independently controlled and which entity holds key rights. |
| Scope and presentation | How large is the team, budget, and production? What aesthetic or distribution model does it use? | Why people may describe the game as indie, without treating those traits as a universal test. |
If a source does not establish contract terms, ownership, or decision rights, say that the arrangement is not clear. A game’s store description or “indie” marketing label is not proof of any particular independence dimension.
How do indie games get funded?
Indie developers combine funding sources according to their location, experience, project stage, and risk tolerance. Common routes include:
Self-funding
Founders may use savings, employment income, revenue from earlier releases, or personal credit. Self-funding can preserve control, but it exposes the creators to direct financial loss and can extend development if money runs out.
Publishing or project-based deals
A publisher may provide an advance or milestone payments in exchange for agreed rights and delivery obligations. The developer should understand recoupment, ownership, approval rights, territories, platforms, termination clauses, and post-launch support before treating the money as unrestricted capital.

Venture capital and private investment
Investors can supply larger or longer-term capital, but equity investment may dilute founders’ ownership and add governance expectations. The effect on independence depends on the investment structure and voting rights.
Co-development contracts
A studio can earn money by building technology, content, or features for another company while developing its own project. Co-development can provide predictable revenue and expertise, but schedules and client obligations may constrain the studio’s available capacity.
Crowdfunding
Crowdfunding can validate interest and finance production directly from prospective players. It also creates delivery promises, public expectations, platform fees, and customer-support responsibilities. A successful campaign does not eliminate the need for budgeting and milestone planning.
Friends, family, seed funding, loans, and accelerators
Early-stage creators may combine personal networks, seed investors, bank loans, incubators, or accelerator programs. These routes vary widely in cost, eligibility, repayment, equity, mentorship, and control. They should be evaluated as contracts or financial products, not as automatic markers of indie status.

The Game Developers Conference’s 2025 State of the Game Industry report provides a snapshot of surveyed developers’ financing experience. These are survey findings, not universal rates or guarantees for every indie studio.
| Funding route | Share reported | Qualification |
|---|---|---|
| Developers’ own money | 56% | Share of surveyed developers who said they had invested money into their own games. |
| Publishing deal or project-based funding | 28% | Share who said they had pursued one of these routes. |
| Government funding or grants | 15% | Share who said they had pursued this route. |
| Venture capital | 15% | Share who said they had pursued this route. |
| Co-development contracts | 15% | Share who said they had pursued this route. |
| Indie developers’ own money | 82% | Share of indie developers in the survey who said they had put their own money into their games. |
The same report said self-funding appeared at least somewhat successful for 89% of developers who used it. That is a reported perception or outcome in the survey context, not a prediction that self-funding will succeed for a new project.
Platform programs: the ID@Xbox example
Microsoft’s ID@Xbox illustrates how a platform can offer an independent-development route without defining “indie” for the whole industry. Microsoft describes the program as supporting independent developers that want to self-publish on Xbox, with developer tools, promotional opportunities, publishing pitches, and assistance through the Developer Acceleration Program.
Microsoft’s materials describe Developer Acceleration support such as education, porting, and prototype assistance. A 2023 Microsoft article characterized some DAP support as non-recoupable funding; availability and terms can change, so applicants should verify the current program conditions.
Best Value
Microsoft Learn’s onboarding guidance gives Xbox-specific steps:
- Submit at least one game concept for approval. Microsoft states: “An approved game concept is required for all XBOX games and to continue your application to ID@XBOX, you must submit at least one game concept for approval.”
- After approval, sign the Title Licensing Agreement and the Game Development Kit license agreement.
- Complete onboarding before receiving full development and publishing permissions.
- Once enrolled, pitch eligible opportunities such as Xbox Game Pass or the Developer Acceleration Program as appropriate to the project.
These requirements apply to the ID@Xbox process, not to every platform or to the definition of an indie game. Eligibility, geography, support, and funding terms should be checked in the current official documentation.
Common mistakes when classifying indie games
- Using team size as a gate: A small team is common, but no universal headcount defines indie status.
- Equating low budget with independence: Limited money may reflect necessity rather than control, while an independently controlled studio can have substantial resources.
- Assuming digital-only means indie: Digital distribution is associated with indie releases but is available to every scale of developer.
- Treating retro or experimental design as proof: Aesthetic and design choices do not reveal who funded or controlled production.
- Assuming a publisher ends independence: The agreement may delegate publishing while leaving creative or ownership control with the developer.
- Assuming self-publishing proves complete independence: A self-published game may still rely on investors, grants, platform funding, contractors, or external rights holders.
- Inferring contract terms from a label: Verify ownership, approval rights, financing, and responsibilities rather than repeating promotional language.
A practical wording guide
Precise wording prevents an uncertain classification from becoming a false fact. If the evidence shows that a studio funded and released its game itself, you can call it self-funded and self-published. If a publisher financed production but the developer retained design authority, describe it as publisher-funded with developer-led creative control. If only distribution is documented, say that the publisher distributed the game and leave unestablished dimensions open.

Bottom line: “indie” describes a relationship, not a visual style
An indie game is most accurately identified by the degree of financial, creative, publishing, and organizational independence involved in its creation and release. No single budget, headcount, funding source, storefront, or art style decides the matter. Publisher funding can coexist with meaningful independence, and self-publishing is optional rather than mandatory. To classify a game responsibly, examine the actual parties, rights, money, decisions, and publishing tasks behind it.
Frequently Asked Questions
Is every game made by a small studio indie?
No. Small teams are commonly associated with indie games, but team size is not a universal criterion. Funding, creative authority, ownership, and publishing arrangements must also be considered.
Can a publisher own an indie game?
It can, depending on the contract. Ownership and control should be verified for the specific project rather than inferred from the word “indie” or from the existence of a publishing deal.

Are grants compatible with indie development?
Yes. Government or cultural grants can fund independent projects. Their eligibility, reporting, matching, and creative conditions vary by program.
