What Local Businesses Should Know Before Investing in a Data Center Construction Boom

A nearby data-center project can create real work for local contractors, suppliers and service companies, but a construction surge is not the same thing as a permanent local market. Before you hire employees, buy equipment, lease space or stock materials, verify the project’s buyer, procurement route, schedule, funding, permits and utility capacity.

The safest approach is to underwrite two separate opportunities: short-lived construction revenue and smaller, recurring operations work. Treat announced investment, job projections, tax incentives and economic-multiplier claims as estimates until you can identify who is paying, what has been approved and how results will be measured.

What a data-center boom can mean for a local business

Data centers are large, specialized facilities that house computing, storage, networking, power and cooling systems. Building one requires a temporary concentration of trades and suppliers; operating one requires a narrower set of maintenance and support services. Those markets overlap, but they have different buyers, schedules, qualification rules and risk profiles.

The Citizens Research Council of Michigan summarized the distinction plainly in June 2026: “The primary economic activity created by data centers is during the construction phase.” The same report summary says, “The economic benefits of data center investments are modest.” Those are findings about the general pattern, not a guarantee about any particular site. Construction may generate a high volume of invoices for a limited period. Once commissioning is complete, the facility can run with a smaller permanent workforce and highly specialized vendors. A business that expands on the assumption of decades of local demand can therefore be exposed to a sharp revenue drop when a building phase ends.

Construction work and operations work are different markets

Construction-phase opportunities

Potential packages include site preparation, concrete, steel, electrical installation, engineering, safety services, logistics, equipment rental, materials supply and temporary facilities. Demand usually follows the general contractor’s master schedule and may arrive in bursts rather than as a steady stream of small orders.

The Illinois Department of Commerce and Economic Opportunity’s 2025 Data Center Investment Report says industry norms indicate that each project typically supports 150 to 300 construction jobs throughout its development lifecycle. That is an estimate based on industry norms, not a count for every Illinois project or a forecast for your community. Review the report at Illinois DCEO’s 2024 Data Center Investment Report.

Operations and maintenance opportunities

After turnover, recurring needs can include electrical testing, generator and battery service, HVAC repair, fire-protection inspections, security, landscaping, pest control, janitorial work, waste handling and emergency response. A congressional hearing submission lists several of these categories, including HVAC repair, landscaping, pest control and janitorial services. It is advocacy testimony rather than an independently audited forecast, so use it to build a list of questions, not to forecast sales. The submission is available from the U.S. House hearing record.

Illinois DCEO reported that 27 program participants reported 534 new full-time operations and maintenance jobs through December 31, 2024. The figure covers those Illinois participants and that reporting period; it is not a national average or a promise of staffing at a single facility.

How to verify that the project is real and reachable

Public announcements often combine a long-term campus vision with a first phase that is still conditional. Before committing money, turn the announcement into a documented project plan.

  1. Identify the exact site and phase. Record the parcel, building size, planned capacity, phase number and expected start and completion dates. Treat later phases as upside unless they have separate approvals and financing.
  2. Find the contracting chain. Determine whether the developer, a general contractor, an engineering and construction firm, an equipment supplier or the future operator will issue your purchase order. Ask for the name of the procurement contact and the process for registering as a vendor.
  3. Confirm approvals and enabling infrastructure. Check land-use approval, building permits, environmental permits, utility interconnection, water and wastewater arrangements, road access and financing. A public announcement without these milestones should not support a major fixed-cost decision.
  4. Obtain the work-package schedule. Ask when bids open, when mobilization begins, when materials must arrive, how long installation lasts and what commissioning or maintenance windows follow. Match your hiring and inventory to a credible schedule rather than to a headline investment amount.
  5. Read the commercial terms. Confirm insurance limits, bonding, safety training, cybersecurity rules, background checks, payment timing, retainage, change-order procedures and warranty obligations. These requirements can eliminate a seemingly attractive contract if you cannot finance the gap between delivery and payment.

Build a procurement and qualification plan

Questions for the buyer or prime contractor

  • Which legal entity signs the contract and pays invoices?
  • Is local or small-business participation required, scored in the bid or merely encouraged?
  • Which certifications, safety records, insurance limits and bonding capacity are mandatory?
  • Will the buyer provide a forecast, or only release work through short purchase orders?
  • What portion of the work is self-performed by the prime contractor?
  • What are the normal payment terms, retainage percentage and dispute process?
  • Are night, weekend or emergency response requirements part of the scope?
  • Will your employees need site-specific access badges, background checks or technical training?

There is no universal vendor-registration route for data centers. Some projects use a developer portal, some rely on a general contractor’s subcontractor database and others source through national equipment or facilities-management firms. Do not buy inventory or recruit a crew merely because a project appears on a public economic-development list.

Capacity checks before you bid

Compare the requested scope with your actual ability to deliver. Document your crew size, supervisors, licenses, equipment, warehouse space, delivery vehicles, safety record and ability to work multiple shifts. Identify which tasks require subcontractors and whether your contract permits subcontracting. A small firm can win a package by specializing, partnering with another qualified contractor or serving as a responsive local supplier, but it should not promise hyperscale capacity it cannot staff.

Model two separate revenue cases

Create a construction case and an operations case in separate spreadsheets. Combining them can hide a cash-flow problem or make a temporary peak look like recurring revenue.

Construction case

Model mobilization, labor, materials, equipment leases, freight, insurance, bonding, overtime, rework, weather delays, retainage and payment lag. Use a monthly schedule and include a downside case in which the start date slips or a phase is deferred. Calculate the cash required before the first invoice is paid. A contract with strong gross margin can still damage the business if payroll and supplier bills arrive 60 or 90 days before customer payment.

Operations case

Model the number of service calls, required response time, coverage hours, technician travel, spare parts, preventive-maintenance visits, emergency premiums and contract renewals. Ask whether the facility will use one local vendor or a national facilities-management provider. Include customer-concentration risk: losing one data-center contract may remove a large share of your local revenue.

Potential categories identified in available material include electrical, engineering, materials, logistics, HVAC, landscaping, pest control and janitorial services. These categories describe possible demand, not guaranteed contracts. Validate each one with the project’s procurement contacts and the operating company.

Use the right evidence for jobs and economic claims

Job numbers can describe different things: peak construction positions, cumulative hires, full-time operations roles, contractor headcount or modeled indirect employment. Put the definition, geography, period and verification status beside every number in your notes.

Reported figure What it measures Qualification
150–300 construction jobs per project Estimated jobs over a project’s development lifecycle Illinois DCEO, 2025; based on industry norms, not a count for every project
534 new full-time operations and maintenance jobs Jobs reported by 27 Illinois program participants Illinois DCEO, through December 31, 2024; participant-reported program figure
296 construction and trade jobs Jobs reported for 2023 and 2024 refurbishment work Washington JLARC, 2026; 178 were electrical contractors
53 cumulative new family-wage jobs Reported new jobs connected with the reviewed Washington preference Washington JLARC, 2026; not verified against statutory employment targets at the time of review
At least 38 states with data-center-specific preferential tax treatment Count of states offering some form of targeted preference Washington JLARC, 2026; excludes broadly available incentives and does not establish that an incentive is appropriate locally

Do not combine these figures into a national multiplier. They cover different states, policies, periods and job definitions. No single independent national estimate establishes the expected return for an individual local small business.

Washington’s Joint Legislative Audit and Review Committee provides a useful verification model. Its 2026 review found no new urban data centers built under the preference it examined, while beneficiaries reported 296 construction and trade jobs and 53 cumulative new jobs. JLARC said the permanent positions had not yet been verified against statutory targets and that reporting lacked details such as wages and hours. Read the review at Washington JLARC’s 2026 tax preference review. The result is specific to Washington; apply the questions, not the outcome, to another state.

Analyze incentives without assuming they create demand

Tax incentives can influence where a project is built, but they do not guarantee local contracts. Obtain the actual statute, application, approval status, duration, eligible costs, job and wage commitments, reporting rules and clawbacks. Ask whether the benefit goes to the developer, operator, contractor or local government, and whether any obligation is enforceable if construction is delayed or ownership changes.

Separate proposed investment from realized spending, projected employment from verified hires and announced tax receipts from collected revenue. Louisiana Economic Development describes its state framework for digital factories, artificial-intelligence, cloud and hyperscale sites at its data-center information page; agency descriptions are promotional and should be checked against enacted rules and project documents.

Check infrastructure and community constraints

Data-center development can affect your own costs and operating reliability. Electricity demand, water use, wastewater capacity, road congestion, construction noise, air permits, land-use restrictions and emergency-service capacity may determine whether a project proceeds and how nearby businesses function during construction.

The State of Michigan’s official information page notes: “As local communities consider proposals from data center developers across Michigan, questions often arise regarding electricity costs and reliability, water use, environmental impacts, infrastructure needs, jobs, taxes, permitting requirements, and local quality of life.” Michigan’s overview explains that state agencies regulate electric service, water withdrawals, air emissions, wastewater, wetlands, construction and related matters, while local governments control land use and community impacts. Read it at State of Michigan’s Data Centers page. Other states divide authority differently, so identify the agencies for your jurisdiction.

Questions for your own business

  • Could construction traffic delay deliveries or employee travel?
  • Will electricity rates, demand charges or reliability change under the local utility’s plans?
  • Are water, sewer or stormwater upgrades funded by the project, taxpayers or ratepayers?
  • Do zoning limits, noise rules or work-hour restrictions affect your ability to serve the site?
  • Could labor competition from the project raise your wage and recruiting costs?
  • Will your insurance, equipment and facility leases remain useful if the project is postponed?

Michigan’s assessment that its grid and water resources can accommodate substantial development under current policies is specific to Michigan. It should not be generalized to another state or utility territory.

Compare opportunities on attainable value, not headline size

Comparison What to measure Decision question
Temporary construction versus recurring operations Contract length, renewal probability, peak staffing and exit costs Can the business absorb the post-construction revenue drop?
Projected versus verified outcomes Source, definition, period, wage data and audit status Is the number an estimate, a self-report or a verified result?
Gross demand versus attainable contract value Vendor eligibility, competition, certifications, labor and payment terms Can this business realistically win and finance the work?
Incentive benefit versus public obligation Tax relief, promised jobs, wages, infrastructure and enforcement Who receives the benefit and what happens if commitments fail?
Project opportunity versus local constraints Power, water, roads, zoning, noise and permitting Will the project improve or worsen this business’s operating environment?

Recognize the main failure modes

The project is announced but not shovel-ready

Land, power, water, permits or financing may remain unresolved. Keep spending exploratory until those milestones are documented. Use non-cancellable orders and new leases only after a signed contract or a highly credible schedule supports them.

The prime contractor captures most of the work

A large local demand estimate does not mean small firms can access it. Ask what is self-performed, what is subcontracted and when the bid list closes. Register early and present a concise capability statement with licenses, safety metrics, service area, capacity and references.

Cash flow fails despite a profitable contract

Model retainage, slow approvals, change orders and disputed invoices. Negotiate mobilization payments where possible, set a credit limit for the customer and avoid financing permanent overhead with a single project’s expected invoices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Labor competition damages the existing business

Data-center construction can draw electricians, technicians, drivers and laborers away from local firms. Price recruitment, training, overtime and retention before accepting work. Protect your established customers with service-level commitments and cross-training.

Operations demand is smaller than expected

A completed facility may use centralized or national vendors. Obtain written scope, response requirements and renewal terms before hiring a permanent service team. If the contract is uncertain, use flexible staffing or a partnership rather than a large fixed payroll.

A practical go/no-go checklist

  • Project: Site, phase, permits, utility plan, financing and schedule are documented.
  • Buyer: The contracting entity, procurement contact and payment terms are identified.
  • Scope: Your work package, specifications, insurance, bonding and safety requirements are clear.
  • Capacity: You can staff, supervise and deliver without endangering existing customers.
  • Cash: A downside model covers delays, retainage, change orders and slow payment.
  • Duration: Construction and operations revenue are forecast separately.
  • Evidence: Job, tax and incentive claims are labeled as projected, reported or verified.
  • Constraints: Power, water, roads, zoning, noise and permitting risks are understood.
  • Exit: You know how to scale down if a phase is cancelled or the facility changes vendors.

Proceed when a specific buyer has a defined package, credible schedule and terms your balance sheet can support. Stay exploratory when the opportunity consists only of a public announcement, an unapproved incentive or an unsourced job estimate.

Will a data center bring lasting jobs and business?

It may bring a construction peak and some ongoing service contracts, but neither is automatic. The Illinois figures show that substantial operations employment can be reported in a state program, while Washington’s review shows why reported jobs and statutory targets must be checked independently. Michigan’s independent analysis cautions that broad economic benefits are often modest and concentrated in construction.

For a local business, the relevant question is narrower: can you identify an attainable contract, finance the delivery period, retain the necessary workers and remain healthy if the project ends? Answer those questions with project documents and signed commercial terms, not with the size of the developer’s announcement.
