In a bank, that authority may let it read documents, query systems, call APIs, edit records, send messages, or initiate work. The safe question is not simply whether an agent is “approved.” It is: what can this agent access, who approved and owns that access, what can it do, and can an independent reviewer reconstruct its actions?
U.S. banking guidance already expects institutions to control non-human users such as service accounts, apply least privilege, use layered safeguards, and retain logs that support investigation and accountability. Applying those principles to AI agents is a practical extension, not a claim that regulators have issued a complete agent-specific rulebook. Your institution’s own approval and escalation procedures always control.

Start with the agent’s identity and accountable owner
An agent should not be treated as an anonymous feature inside an application. It needs an identifiable account, a documented purpose, and a human or organizational owner who is answerable for its use. The Federal Reserve and other federal banking agencies say access-control programs should cover information systems and their components, identify every user—including service accounts and other non-human users—and assess the access rights associated with those users. See the interagency authentication and access guidance.

- the agent’s unique identity, account, or credential;
- the business process and task for which it was approved;
- the accountable owner and the team responsible for operating it;
- the systems, data stores, APIs, and tools it can reach;
- the actions it may perform, such as read, write, transmit, approve, or initiate; and
- the review date, expiration date, or conditions for withdrawing access.
This inventory makes a later audit meaningful. A log that shows an unfamiliar service account changed a record is far less useful if nobody can identify the agent, its owner, or the permission set that was active at the time.

What can this AI agent access?
Before using an agent in research, document processing, workflow automation, or another approved activity, map the complete path from the prompt to the systems that may be touched. An apparently simple request can cause an agent to retrieve files, call a data service, create an output, and send that output to another application.
Inventory data, systems, and tools
List the information systems and components involved, including document repositories, shared drives, customer or deal databases, messaging systems, model endpoints, plug-ins, and external APIs. Identify the data classification for each source and whether the agent can see entire records or only selected fields. Include indirect access: a tool that can search a database may expose more information than the agent’s user interface suggests.
Separate reading from changing or initiating
Reading a public filing, reading an internal policy, editing a draft, transmitting customer information, changing a production record, and initiating a transaction are different authorities. Grant only the actions required for the stated task. If the job is to summarize documents, a read-only design may be sufficient; a permission to alter source files or send the summary externally is a separate decision.

Least privilege means limiting access to resources related to a user’s job function or role. For an agent, apply that idea to the approved workflow: the agent should not inherit a broad employee profile merely because it runs on the employee’s behalf. Treat this as a practical application of existing access-control principles, not as wording that the interagency guidance reserves specifically for AI agents.

Use risk to determine how strong the controls must be
The interagency guidance describes layered controls and says stronger authentication is appropriate for higher-risk users and transactions. It gives examples including multifactor authentication, time-outs, system hardening, network segmentation, monitoring, transaction limits, and least-privilege provisioning. Relying on one authentication or security control can increase risk.
The following comparison is an illustrative review aid, not a regulator-prescribed scoring system:
| Control dimension | Lower-impact design | Higher-impact design | Review question |
|---|---|---|---|
| Identity and owner | Dedicated agent identity with a named business owner | Dedicated identity plus an operational owner and independent oversight | Can a reviewer identify the agent and the people accountable for it? |
| Data and systems | Limited, read-only set of approved documents | Customer, confidential, or production systems spanning multiple applications | What data can the agent retrieve, combine, or expose? |
| Actions | Generate a draft for a person to review | Modify records, transmit information, or initiate a consequential workflow | Does the agent merely recommend, or can it commit a change? |
| Authentication and safeguards | Normal approved authentication with short sessions and restricted network paths | Stronger authentication, segmentation, transaction limits, time-outs, and additional monitoring | Are controls proportionate to the possible impact? |
| Logging and review | Prompt, output, identity, and timestamp retained for routine review | Detailed event records, exception alerts, privileged-access monitoring, and independent review | Can the institution reconstruct consequential actions and investigate anomalies? |
Do not confuse approval with unlimited access
An agent can be approved for one task while remaining prohibited from other tasks. A document-analysis agent might be allowed to read a specified deal folder but not a customer master database. A workflow agent might prepare a payment instruction but require a human to approve and release it. Permission boundaries should be explicit enough that a reviewer can tell whether a later action was inside or outside the approved scope.
Build an audit trail that answers what happened
Logs are not a substitute for prevention. The interagency guidance says transaction and audit logs help identify unauthorized intrusion or suspicious internal activity, reconstruct adverse events, and promote employee and user accountability. Monitoring and reporting also support investigation and timely response. Logs are one layer in a broader control system.

A useful record should allow an authorized reviewer to answer these questions:
- Which identity acted? Record the agent or service account, not only the employee who opened the interface.
- Who was accountable? Preserve the owner, delegated role, and permission set in effect when the action occurred.
- What did it receive and use? Record the relevant request, tool calls, data sources, and system context, subject to the institution’s privacy and retention rules.
- What did it produce or change? Capture outputs, destination systems, record identifiers, and whether an action was proposed, approved, rejected, or completed.
- When did each step occur? Use reliable timestamps and enough sequence information to reconstruct the chain of events.
- What exceptions occurred? Preserve denied requests, policy violations, failed tool calls, overrides, and alerts rather than logging only successful activity.
- Who reviewed it? Record investigations, approvals, escalations, and closure decisions.
This is editorial review guidance inferred from the purposes of monitoring and logging. The cited sources do not prescribe one universal AI-agent log schema. Your institution’s policy may require particular fields, retention periods, access restrictions, or immutable storage.
Use independent review where impact warrants it
If the agent owner is the only person who can inspect its activity, an error or misuse may go unnoticed. For higher-impact workflows, ask whether monitoring and review are independent of the owner, whether alerts reach a team able to act, and whether privileged access is itself monitored. NIST’s Privileged Account Management for the Financial Services Sector resource explains how monitoring, auditing, and authentication can work together to detect unapproved privileged use. NIST marks that resource as archived and says further development of the draft ceased, so treat it as a reference rather than current mandatory guidance.

A practical review workflow for junior bankers
Before you use an agent
- Confirm that the tool and the specific use case are approved through your firm’s channels.
- Identify the agent’s account, owner, purpose, and expiration or review date.
- Check the data sources and tools it can reach. Do not paste information into an unapproved agent to “test” it.
- Determine whether the agent can only read and draft or can modify, transmit, or initiate actions.
- Find out what activity is logged, where records are retained, and who reviews alerts.
- Verify the human approval point for any action with customer, legal, financial, or operational impact.
While the agent is running
- Use the approved identity and workspace; do not share credentials or bypass access controls.
- Give the narrowest prompt and data set that can complete the task. Avoid including unrelated customer or deal information.
- Check tool calls, retrieved sources, and proposed changes when the interface exposes them.
- Pause if the agent requests a new permission, follows an unexpected link, attempts to export data, or produces an instruction outside the task.
- Keep the required human review in place. Plausible language is not evidence that an output is accurate or authorized.
After completion
- Verify the output against authoritative records before relying on it.
- Confirm that the final action was approved by the person or role required by firm procedure.
- Check that the relevant event appears in the expected audit trail and that exceptions were captured.
- Report missing logs, unexplained access, inaccurate output, or suspected exposure through the firm’s approved incident channel.
Public guidance cannot tell you whether that channel is a manager, information-security team, model-risk function, compliance office, or another group. Follow your institution’s current procedure rather than inventing an approval route.

Risks that deserve extra attention
Prompt injection and contaminated instructions
An agent that reads documents or web content may encounter instructions designed to redirect it, reveal data, or call an unsafe tool. NIST’s 2026 concept work identifies prompt-injection mitigation as an area for consideration. Treat content retrieved by an agent as data, not automatically as an instruction, and require confirmation before high-impact actions.
Access across multiple data sets
Combining individually permissible sources can create a sensitive result. An agent with access to customer files, internal research, and messaging may expose more through its output than any one source reveals. Review the complete data flow and destination, not just the permission on each individual connector.
Inaccurate or irreproducible outputs
In an April 4, 2025 speech, Federal Reserve Governor Michael S. Barr discussed possible uses of generative AI in document analysis, customer service, and capital-markets analytics, while noting concerns about plausible but inaccurate outputs and the difficulty of meeting banking expectations for precision and reproducibility. His observations are not binding rules, but they explain why a reviewer must validate material outputs.
“To the extent that a Gen AI-powered agent is accessing sensitive customer data and authorizing transactions, it becomes an attractive target for malicious actors.” — Michael S. Barr, Federal Reserve Board, April 4, 2025 (speech)
What U.S. guidance currently does—and does not—say
Interagency access guidance
The federal banking agencies’ interagency guidance is the main cited foundation for practical controls: inventory systems and users, include service accounts and other non-human users, assess access rights, use least privilege, apply layered safeguards, and monitor and log activity. It is general access and authentication guidance, not an AI-agent permission regulation.
NIST’s 2026 agent-identity initiative
On February 5, 2026, the National Cybersecurity Center of Excellence announced interest in launching a project to demonstrate identity standards and best practices for software agents, focusing on agentic AI applications. NIST describes agents as software systems that use data and algorithms to perform tasks autonomously and highlights questions about identification, authorization, auditing, non-repudiation, and prompt-injection controls. NIST’s wording is important:
“The National Cybersecurity Center of Excellence is interested in launching a project to demonstrate how identity standards and best practices can be applied to software agents, with a focus on agentic AI applications.” — NIST, February 5, 2026 (announcement)

This is an active standards and implementation topic, not a finalized universal agent standard.
OCC model-risk guidance
The OCC’s 2026 revised model-risk guidance says generative AI and agentic AI models are novel and rapidly evolving and outside that guidance’s scope. It also says the document is not enforceable or prescriptive. Do not use it as an agent-permission rulebook or claim that it settles audit-trail requirements. Read the scope statement in the OCC bulletin.
Questions to ask when something looks wrong
- The agent asks for broader access: stop and obtain documented approval through the firm’s process; do not grant access ad hoc.
- The log shows an unfamiliar identity: preserve the record, identify the owner, and escalate according to incident procedures.
- An expected event is missing: do not assume the action did not occur. Ask the system owner whether logging failed, was delayed, or is recorded elsewhere.
- The output contains confidential information: stop distribution, preserve evidence, and report the possible disclosure promptly.
- The agent initiated an action you did not expect: use the approved kill, disable, or containment procedure and notify the responsible control team.
- A result is plausible but unsupported: verify it against authoritative records and document the correction before use.
The junior banker’s standard for a defensible deployment
You do not need to design the bank’s entire control architecture to review an agent responsibly. You should be able to answer four questions before relying on it: What identity is acting? What data and systems can it reach? What actions can it take without a human? Can the firm reconstruct and review what happened? If any answer is unclear, pause the workflow and use the institution’s approved escalation path. That discipline aligns agent use with established access-control, monitoring, and accountability principles while recognizing that U.S. regulators have not yet issued a single, agent-specific permission standard.
