What It Takes to Retrofit an Aircraft Carrier With a Different Catapult System

Retrofitting an aircraft carrier with a different catapult is a ship-integration program, not an equipment swap. The new launcher must fit the hull, connect to the ship’s energy and control systems, withstand launch loads and the marine environment, work with the carrier’s aircraft, and be proven through dockside and at-sea testing. Replacing steam catapults with an electromagnetic system such as EMALS would therefore require a ship-specific design, installation sequence, workforce plan and test program. Public sources describe the engineering challenges, but do not establish a current conversion cost or schedule for any named legacy carrier.

Why a catapult change affects the whole ship

A catapult is part of the carrier’s launch system and operating cycle. It draws energy from the ship, stores or conditions that energy, transfers it through a launch machine and track, and is controlled by personnel and software. Its foundations and machinery occupy carefully allocated spaces, while the flight deck and aircraft handling process are arranged around its operation.

Naval Air Systems Command (NAVAIR) summarizes the relationship between the two technologies this way: “The mission and function of EMALS remains the same as the traditional steam catapult; however, it employs entirely different technologies.” That distinction is the central retrofit issue. The launch job is similar, but the machinery, energy path, controls, interfaces and support requirements are not.

EMALS was designed as a complete carrier-based launch system for USS Gerald R. Ford and future Ford-class ships, rather than as a universal bolt-in unit for every carrier class. A legacy carrier would need an engineering assessment to determine whether its spaces, structure, power distribution, cooling, controls and operating procedures could be modified to support it.

How steam and electromagnetic catapults differ

Comparison Steam catapult EMALS What the difference means for a retrofit
Energy technology Steam is stored under pressure in wet accumulators. Stored kinetic energy is combined with solid-state electrical power conversion. The carrier must be analyzed for a different energy-storage and conversion chain, not merely a new launch track.
Control approach Legacy steam equipment uses the operating methods and manual controls associated with fleet carriers. Computer control, monitoring and automation are central to the system’s design. Control rooms, software, sensors, networks, training and procedures would require ship-specific integration.
Stated launch characteristics Provides the established steam-catapult launch function used on fleet carriers. NAVAIR cites more precise end-speed control and smoother acceleration as design benefits. Aircraft launch envelopes and deck operating limits would have to be demonstrated for the converted ship.
Ship and aircraft effects Steam machinery and its operating loads are part of the original carrier design. NAVAIR says the design is intended to reduce stress on the ship and aircraft. Those benefits are program-described goals; they do not prove that a particular older hull can accept the system without structural or systems changes.
Personnel and upkeep Existing carriers are organized around steam-catapult maintenance and operation. NAVAIR identifies lower manning and maintenance requirements as intended benefits. The crew mix, technical manuals, spares, test equipment and maintenance spaces would have to be re-planned.

In 2009 testimony before the House Armed Services Seapower and Expeditionary Forces Subcommittee, Vice Admiral David Architzel described the fleet’s arrangement: “Today’s carriers in the fleet, the Enterprise and the 10 Nimitz class carriers, the catapult launches are accomplished through steam systems.” He also described EMALS as a program intended to reduce manual requirements, improve operational availability and support future air-wing needs. Those comments explain the technology’s historical aims; they are not a retrofit commitment or a current performance guarantee for another class of ship.

The engineering work a credible conversion plan would require

1. Survey the existing carrier before selecting equipment

Engineers would begin with a digital and physical survey of the specific hull. They would map every catapult machine room, accumulator or power-conversion space, launch track, foundation, cable route, access opening, ventilation path and adjacent compartment. The survey would also document the ship’s electrical generation and distribution capacity, cooling and drainage services, control networks, firefighting arrangements and damage-control boundaries.

The question is not whether EMALS can launch an aircraft in isolation. It is whether the selected carrier has enough usable volume and reserve capacity after accounting for structure, armor, fuel, aviation support equipment, crew spaces and safety margins. If the new system is heavier or its mass is distributed differently, naval architects must recalculate stability, trim, deck loads and weight growth across the ship’s service life.

2. Reconcile weight, arrangement and foundations

Changing the machinery changes where weight is carried. Foundations must transfer launch and machinery loads into the hull without unacceptable distortion or fatigue. The flight-deck track, below-deck equipment and surrounding structure must align to the aircraft shuttle and to the carrier’s catapult geometry. Removal of steam equipment can leave openings, tanks, piping and foundations that are not suitable for the replacement system.

The Government Accountability Office’s 2007 review of Ford-class development documented weight-allocation changes and the systems-engineering effort needed to coordinate the ship and EMALS design. That history is a warning against treating a legacy carrier’s unused volume as automatically available. Detailed finite-element analysis, shock qualification and production drawings would be needed before installation.

3. Provide the new energy and support services

Steam catapults and EMALS do not draw and condition energy in the same way. A conversion would need to establish where electrical energy is generated, how it is routed and protected, how stored kinetic energy is charged and controlled, and how heat is removed. Engineers would check fault-current levels, switchgear, transformers or other conversion equipment, cable separation, electromagnetic emissions, cooling-water capacity and emergency isolation.

Those changes could affect generators, distribution boards, chilled-water systems, ventilation, fire protection and damage-control procedures outside the catapult compartment. The design would also have to preserve redundancy and survivability after battle damage or equipment failures. A ship that can physically house the machinery may still lack the electrical or thermal margin to operate it safely alongside radar, communications, propulsion and aviation loads.

4. Prove electromagnetic compatibility and environmental survivability

High-power electrical equipment can affect nearby sensors, communications, navigation systems and aircraft electronics. The integration program would define electromagnetic environmental-effects limits, grounding and bonding requirements, cable shielding and separation, and test methods for normal and fault conditions. These are ship-wide compatibility questions, not just catapult-room checks.

GAO identified electromagnetic environmental-effects questions, shipboard shock and vibration requirements, and coordination between the Navy, contractors and shipyard during Ford development. A legacy carrier would need its own analysis because compartment geometry, cable routes, equipment generations and deck structure differ from Ford-class ships.

5. Rebuild controls, software and operating procedures

EMALS’s computer control and monitoring require interfaces with launch-control stations, sensors, ship networks, maintenance terminals and safety interlocks. A retrofit team would define software boundaries, cybersecurity controls, data logging, manual backup modes and fault-recovery procedures. Operators and maintainers would need new training, qualification standards, technical publications and watch-bill assignments.

Existing deck procedures would also change. Personnel would have to learn new inspection points, launch sequencing, abort criteria, troubleshooting steps and isolation procedures. The carrier’s aviation department, reactor or engineering department, supply organization and damage-control teams would all have roles in the revised operating concept.

Aircraft compatibility is a separate qualification effort

A launcher is acceptable only when it can safely launch the carrier’s planned aircraft across the required weight, speed, wind and deck conditions. The conversion study would define the aircraft set, launch-energy limits, end-speed tolerances, shuttle interfaces, holdback or release arrangements, and effects on landing and taxi operations.

NAVAIR describes EMALS benefits such as smoother acceleration, more precise end-speed control and a broader aircraft launch envelope. Those are design claims for the system. A retrofit program would still have to demonstrate the actual envelope on the selected ship with the aircraft types, deck geometry and environmental conditions that apply there.

The Navy’s reporting of aircraft compatibility testing aboard USS Gerald R. Ford illustrates that compatibility testing is part of fielding the system. A legacy-carrier conversion would require a comparable campaign: laboratory and hardware-in-the-loop work, dockside checks, instrumented launches, aircraft qualification and at-sea trials. Test results would feed design changes before the system could be accepted for operational use.

How installation would be sequenced

  1. Define the operational requirement. Identify the carrier class, aircraft mix, sortie goals, launch rates, environmental limits and survivability requirements. Without a fixed ship and mission, there is no meaningful retrofit design.
  2. Complete a feasibility and ship-survey phase. Build an as-is model of structure, machinery, electrical generation, cooling, controls, access routes and weight margins. Resolve whether equipment can be removed and replacement modules can be transported into the ship.
  3. Develop the preliminary ship-integration design. Select equipment arrangements, foundations, cable routes, power-conversion spaces, cooling interfaces, control stations and safety boundaries. Recalculate stability, structural strength, shock, vibration and electromagnetic compatibility.
  4. Perform land-based and component testing. Test power conversion, energy storage, control software, sensors, interlocks and representative aircraft interfaces before committing the ship to final installation.
  5. Plan the shipyard availability. Sequence deactivation and removal of steam equipment, structural cutting and reinforcement, installation of machinery and cables, software loading, compartment restoration and quality inspections. The plan must account for access, hazardous work, preservation of adjacent systems and restoration of damage-control boundaries.
  6. Conduct dockside integration tests. Energize equipment in stages, verify cooling and protective trips, check network and sensor behavior, and test electromagnetic emissions, shock-related instrumentation and emergency shutdowns.
  7. Run aircraft and at-sea qualification. Progress from controlled checks to instrumented launches and operationally representative sorties. Verify launch performance, aircraft loads, deck procedures, maintainability, reliability and recovery from faults.
  8. Accept and sustain the system. Deliver technical manuals, training, spares, maintenance tooling, software-support arrangements and a configuration baseline. The Navy would need continuing data to manage modifications and future aircraft changes.

What drives downtime, workforce and lifecycle cost

The largest schedule risks are usually integration and testing rather than simply placing machinery in a compartment. Shipyard work can expand when surveys reveal inaccessible structures, contaminated spaces, obsolete switchgear, damaged foundations or insufficient cooling and power capacity. Design changes discovered during dockside tests can then require rework before sea trials.

The workforce would combine naval architects, structural and shock specialists, electrical-power engineers, controls and software teams, electromagnetic-compatibility experts, aviation engineers, shipfitters, welders, electricians, test directors and aircraft-maintenance personnel. A carrier operator would also need to train sailors and revise qualification programs while preserving safe operation of the ship’s other aviation systems.

Lifecycle economics would include design and certification, removal and disposal of steam equipment, structural modifications, new power and cooling equipment, software support, spares, training, shipyard labor, test aircraft and lost operational availability. EMALS’s stated lower-manpower and lower-maintenance goals could matter over decades, but they cannot be converted into a business case without carrier-specific acquisition, installation, reliability and support data.

What the published cost figures do—and do not—tell you

There is no source-supported current price or duration for converting a named in-service carrier from steam to another catapult system. Two historical figures from GAO’s 2007 Ford-class review provide context only:

  • The Navy had invested “over $3 billion” to research and develop technologies for the new Ford carrier class.
  • Expected design and construction spending for the lead ship, USS Gerald R. Ford, was described as “almost $11 billion.”

Neither figure is a retrofit estimate. The first covers historical technology development, and the second covers the design and construction of a new lead ship. They cannot be used as a conversion price, a per-catapult price or a schedule proxy for a legacy carrier.

Why a ship-specific answer is unavoidable

Whether a particular carrier can accept a different catapult depends on its class design, remaining service life, modernization baseline, power margin, structural condition, aircraft requirements and planned shipyard availability. The reviewed official material explains how EMALS was integrated into Ford-class development and why compatibility testing matters, but it does not establish that any named legacy carrier can practically accept the system.

A defensible answer for one ship would therefore require current Navy requirements, the carrier’s configuration data, a shipyard survey, preliminary design studies, cost estimates and a test-and-certification plan. Until those exist, the technically accurate conclusion is that a catapult conversion is feasible only as a major, ship-specific engineering and modernization program—not as a catalog replacement.
