What It Takes to Deploy Humanoid Robots Safely in a Workplace

A humanoid robot is safe at work only when its complete job, workspace, controls and operating procedures have been assessed and verified. Human-like shape, artificial-intelligence perception or a “collaborative” label does not by itself prevent crushing, unexpected movement, electrical exposure, dropped loads or unsafe recovery work.

Before a pilot or production launch, define every task and operating mode, involve affected workers, identify hazards across the robot’s lifecycle, reduce risk through engineering and organizational controls, train everyone who may encounter the system, control hazardous energy during servicing, and reassess whenever conditions change. The applicable legal and standards requirements depend on the country, robot configuration, mobility, payload and task.

Start with the job, not the robot’s appearance

Write a task description before selecting safeguards or declaring a pilot safe. Document where the robot will work, what it will carry or manipulate, how fast it will move, where people may stand or walk, and which equipment and materials are nearby. Include shift changes, handovers, charging, battery changes, cleaning, software updates and periods when the robot is idle.

OSHA’s technical guidance recommends a documented risk assessment for each robot application before commissioning. The assessment should cover hazardous work during assembly, integration, operation and maintenance, and its results should be shared with the employer and affected workers. As OSHA puts it, “An effective RA process starts with including knowledgeable employees in the process.”

Define all operating modes

List the robot’s normal, reduced-speed, manual, teach, automatic, remote and fault-recovery modes. Record who is authorized to select each mode and what safeguards remain active. A mode that is safe during routine transport may be unsafe while a person is guiding an arm, changing a gripper or clearing a jam.

Map people and exposure

Identify operators, maintenance technicians, programmers, supervisors, contractors, cleaners, warehouse staff and visitors who could enter the area. Note how often they are present, how long they remain, whether they can see the robot, and whether they can reach its work envelope or approach from a blind side. Include people who do not work directly with the robot but may cross its route.

Identify hazards across the complete system

A humanoid deployment combines a robot, software, tools, payloads, floors, barriers, networks, power sources and human work practices. Assess the system as installed rather than relying on a vendor’s general safety statement.

Motion, contact and access hazards

  • Crushing and pinching can occur at joints, between the robot and a fixture, or between a mobile base and a wall, rack or vehicle.
  • An arm, hand, carried object or tool can strike a person even when the robot’s torso is stationary.
  • Reachable areas may extend beyond the apparent footprint, especially when the robot bends, kneels or carries a long tool.
  • Unexpected restart after a stop, power interruption or software fault can expose someone who entered the work area.
  • People may be trapped between a moving robot and a fixed structure or another machine.

Payload and process hazards

Assess the mass, center of gravity, edges, temperature, chemical properties and failure modes of every payload. A gripper can drop a load; a tool can cut, puncture, burn or eject material; and the surrounding process may create fumes, heat, pressure, noise or flying fragments. A robot that is force-limited at its joints may still present a hazard through a sharp tool or heavy object.

Control, sensing and software hazards

Consider failed cameras, lidar, force sensors, encoders, communications, safety circuits and positioning data. Determine what the robot does when a sensor is dirty, a network connection is lost, a map is wrong or software has been changed. Verify that a fault leads to a defined safe state and cannot silently disable a safeguard.

Stability and site hazards

Mobile humanoids can slip, tip or lose balance on uneven, wet or obstructed floors. Plan for ramps, thresholds, floor openings, pedestrian crossings, blind corners, forklifts and changing layouts. Fixed installations require assessment of anchoring, surrounding machinery and every access point. Include electrical energy, stored pneumatic or hydraulic energy, batteries, gravity-loaded parts and unexpected movement from connected equipment.

Human and organizational hazards

EU-OSHA highlights system failures, unclear interfaces, inadequate training and maintenance, and psychosocial effects. A robot that produces frequent false alarms can lead workers to ignore warnings; an apparently reliable system can create over-trust and reduce vigilance. Evaluate work pace, workload, monitoring, lone work, autonomy, escalation routes and whether workers can stop the process without penalty.

Choose safeguards from the risk assessment

Risk reduction normally combines inherently safer design, engineering safeguards, procedures and training. Select controls based on the severity and likelihood of harm and the possibility of avoiding the hazard; do not choose a control merely because it is common on another robot.

Separate people from hazardous motion when practical

Physical barriers, guarded doors, interlocked gates, fixed fencing and controlled access can prevent entry into a hazardous envelope. For mobile robots, an equivalent protected zone may require route controls, geofencing, traffic management, warning systems and a way to prevent approach from blind areas. Define who can authorize entry and how the robot is placed in a verified safe state first.

Use detection and safety-rated stopping deliberately

Presence sensing, protective stops, speed and separation monitoring, safe limited speed and force or power limitation can reduce exposure when separation is not feasible. Verify the complete safety function: detection, signal processing, stop command, stopping performance and prevention of restart. A sensor that detects a person but allows the robot to coast into them is not an adequate safeguard for that hazard.

Assess collaborative operation rather than assuming it

Any shared workspace requires an assessment of foreseeable contact, body-part trapping, force and pressure, tool geometry, payload energy and movement after a person enters or leaves the collaborative space. Soft coverings, artificial-intelligence perception and an emergency-stop button may supplement controls, but none automatically makes a humanoid safe for close interaction. Decide whether the task should instead use physical separation, a reduced-speed mode or a different process.

Make emergency and restart behavior explicit

Place emergency-stop devices where workers can reach them, define what equipment each stop affects and explain the resulting safe state. After an emergency stop, inspection and authorization should be required before reset; reset must not itself initiate motion. Written procedures should cover evacuation, medical response, loss of communication, fire, battery events and a person trapped or injured near the robot.

Apply the right standards and legal path

The jurisdiction and the installed configuration determine which requirements apply. In the United States, OSHA states that “There are currently no specific OSHA standards for the robotics industry.” That does not mean robotics are unregulated: employers must still meet applicable workplace requirements, and consensus standards can provide recognized engineering guidance. Verify the rules for the actual state, industry and task.

ISO 10218-1:2025

ISO 10218-1:2025, Edition 3, was published in February 2025. It addresses industrial robots as machines, including inherent safe design, protective measures, risk reduction and information for use. Its scope exclusions include certain service robots accessible to the public and robots fixed to or forming part of mobile platforms. Do not assume a humanoid is covered simply because it has industrial actuators.

ISO 10218-2:2025

ISO 10218-2:2025, Edition 2, also published in February 2025, addresses integration of industrial robot applications and cells. It covers commissioning, operation, maintenance, decommissioning and disposal and replaced the 2011 edition. An integrator should check the application against the current edition and document how each applicable safety function was validated.

ISO/TS 15066

ISO/TS 15066:2016 was reviewed and confirmed current in 2022. It supplements ISO 10218 guidance for collaborative industrial robot systems and does not apply to non-industrial robots, although its safety principles may inform other applications. EU-OSHA notes that the 2025 EN ISO 10218 revisions incorporated collaborative-robot requirements previously set out in ISO/TS 15066. It is not a humanoid-specific certification.

Resolve classification questions early

A mobile humanoid moving through a warehouse, a fixed arm performing assembly and a service robot in a public-facing area can fall under different standards and local rules. Obtain a deployment-specific determination from a qualified machine-safety professional or integrator, and record the reasoning. Standards guidance does not replace legal advice for the country where the robot operates.

Commission the installation in controlled stages

  1. Define acceptance criteria. Specify permitted tasks, maximum payloads and speeds, safe states, stopping distances, access rules, training prerequisites and evidence required before production use.
  2. Build and inspect safeguards. Check barriers, interlocks, scanners, emergency stops, warning devices, floor conditions, anchoring, route controls and interfaces with other machinery.
  3. Validate safety functions. Test detection, stop timing, mode selection, restart prevention, fault handling and loss-of-power behavior under foreseeable conditions. Record results and corrections.
  4. Test non-routine work. Perform controlled trials for setup, teach, tool changes, charging, cleaning, jam clearing, software recovery and maintenance. Confirm that workers can complete each procedure without defeating safeguards.
  5. Train and authorize people. Train operators, maintainers, programmers, supervisors and incidental entrants on hazards, modes, stop controls, boundaries, communication and escalation. Authorize program changes and restart rights by role.
  6. Run a limited pilot. Use defined hours, payloads, routes and staffing. Capture near misses, nuisance stops, faults, worker concerns and maintenance findings before expanding exposure.
  7. Approve production release. A responsible manager should sign that residual risks are communicated, procedures are available, records are complete and corrective actions are closed.

Control hazardous energy during service

Programming, testing, maintenance, cleaning and fault recovery are common points of exposure because a person may enter the robot’s working envelope. OSHA describes incidents in which a worker was pinned after entering a restricted space and a maintenance worker was struck after a robot was repowered.

Apply the site’s lockout/tagout or applicable electrical-work-practice procedure to electrical, pneumatic, hydraulic, mechanical, thermal, gravitational and stored energy. Identify every isolation point, release or restrain stored energy, verify zero energy before work and control keys or devices. If a task requires temporary energization for testing, define a written sequence that limits who is inside, who controls motion and how energy is removed again.

Keep inspection and maintenance records, including the date, equipment state, person performing work, defects found, repairs and post-maintenance verification. A generic lockout/tagout kit is only a product category; devices must match the installed isolation points and the site’s written procedure.

Give workers usable procedures and a voice

Provide concise instructions at the point of work for entry and exit, startup, shutdown, emergency stops, recovery from faults, charging, cleaning and reporting concerns. Explain status lights, sounds, displayed messages and the meaning of each safe mode in language workers understand.

Clarify who may change a program, who may acknowledge a fault, who may reset a stop and who may authorize a restart. Include housekeeping, warehouse and contractor personnel in orientation if they can enter the area. Workers should be able to stop the process and report a concern without being blamed for lost output.

Review whether automation changes staffing, work pace, surveillance, job control or lone-work arrangements. Collect feedback during the pilot and investigate repeated alarms, workarounds, near misses and signs that people are bypassing controls to meet production targets.

Compare deployment choices on the same evidence

When evaluating a fixed cell, a mobile route or different task designs, compare equivalent conditions rather than vendor feature lists.

Decision axis Questions to document
Task and exposure What task is required; how often and how long are people nearby; can contact occur; can third parties enter?
Mobility and workspace Is the system fixed or mobile; are there crossings, blind corners, uneven floors or changing layouts; can a protected zone be maintained?
Hazard controls Which barriers, interlocks, sensing, safety-rated controls, safe states, emergency stops and restart controls are validated?
Payload and tooling What are the mass, shape, temperature, gripping force, dropped-load potential and tool-change exposures?
Non-routine work How are teach, setup, recovery, cleaning, charging, inspection, maintenance and lockout performed?
Human factors Are interfaces clear; is training adequate; can workers stop and escalate; do pace, workload, trust or autonomy change?
Lifecycle evidence Are the risk assessment, instructions, safety-function validation, inspection records, change controls and support responsibilities complete?

No product-level performance comparison establishes one humanoid as safest. Compliance cannot be inferred from a marketing claim or a humanoid silhouette; it must be demonstrated for the installed task.

Maintain and reassess after every meaningful change

Treat commissioning as the first verification point, not the end of safety work. Update the assessment after changes to tasks, programs, tools, payloads, routes, floors, safeguards, staffing or operating modes. Reassess after incidents, near misses, software updates, maintenance findings and repeated nuisance stops.

Before workers are exposed to the changed system, verify safety functions, revise procedures, brief affected personnel and record who approved the change. Keep a change log linking each modification to tests, training and residual-risk communication. This discipline prevents a robot that was safe for one carefully bounded pilot from becoming unsafe when its duties expand.
