Building a semiconductor fabrication plant (fab) is a multibillion-dollar industrial project that combines a precision cleanroom, power and water infrastructure, chemical and gas systems, process equipment, environmental controls, and a highly specialized workforce. The building is only one milestone: a fab must install and qualify its tools, prove stable processes, and ramp yields before it can make chips at commercial volume.
Costs and schedules vary with process technology, wafer size, capacity, location, and what the investment includes. Intel says a fully equipped new fab costs about $10 billion and takes about three years to complete, while the U.S. Government Accountability Office (GAO) says a new facility can take two to five years to become operational when approvals, construction, utility connections, and equipment installation are included.

How much does a semiconductor fab cost?
There is no universal price for a fab because public announcements often describe different scopes. One figure may cover a single production module; another may include several modules, research space, packaging, distribution, site infrastructure, or a future campus. Equipment, labor, utilities, land preparation, permitting, financing, and local construction conditions also change the total.

|---|---|---|
| Intel press kit, August 8, 2024 | About $10 billion for a fully equipped new fab | An Intel benchmark for a complete equipped facility, not a fixed industry price |
| U.S. Government Accountability Office, GAO-26-107882 | Several billion dollars for constructing a new facility, including labor and utilities | A broad estimate; actual scope depends on technology, capacity, geography, and equipment |
| U.S. Department of Commerce OIG program overview | $39 billion authorized for CHIPS Act direct assistance for facilities and related semiconductor activities | Program-level authorization, not an amount paid to one project |
When evaluating a proposed investment, ask whether the headline number includes process tools, utility plants, roads, employee facilities, research and development, advanced packaging, and later expansion. Comparing a tool-equipped module with an entire campus can make two projects appear to have radically different economics when their scopes simply differ.

How long does it take to build a chip factory?
The schedule has several separate finish lines. GAO describes two to five years for a new facility to become operational, counting approvals, construction, utility connections, and equipment installation. Intel’s benchmark for a fully equipped fab is about three years and roughly 6,000 construction workers. Neither figure means that the first day of construction is the first day of high-volume chip production.
Milestones that should not be conflated
- Site and permits: land, zoning, environmental reviews, building permits, utility agreements, and workforce plans are completed.
- Building and infrastructure: the shell, cleanroom structure, sub-fabs, utility plants, chemical rooms, waste treatment, and distribution networks are constructed and commissioned.
- Tool installation: process equipment is delivered, moved into the cleanroom, connected to power, gases, chemicals, exhaust, cooling, and data systems, then checked.
- Qualification: tools and process modules are tested together, wafers run through recipes, and measurements are compared against specifications.
- Pilot and ramp production: output increases while engineers improve yield, cycle time, equipment availability, and quality-control performance.
- High-volume production: the fab repeatedly meets customer, quality, and delivery requirements at its planned scale.
A building can be structurally complete while tool installation is still underway. A cleanroom can be accepted while process qualification continues. Financial plans and customer commitments should therefore state which milestone a date refers to.
What infrastructure must surround the cleanroom?
A fab is an integrated utility system. EPA permitting guidance describes flexible arrangements for cleanroom power, ultrapure water, wastewater removal, process feed lines, and air-pollution-control devices. Flexibility matters because process lines are modified, new tools are added, and production priorities change over the facility’s life.

Modern process tools require stable, high-quality electrical power. The site needs incoming transmission or distribution capacity, substations, switchgear, backup generation or other continuity measures, and monitoring that protects sensitive equipment from disturbances. Cooling systems reject heat from tools, air-handling equipment, pumps, and data systems. Chillers, cooling towers, heat exchangers, and treated-water loops must be sized for both initial load and planned expansion.

Cleanroom air control
Patterned wafers can be damaged by particles, chemical contamination, temperature swings, vibration, or humidity changes. Air-handling systems filter and recirculate large volumes of air while maintaining pressure relationships between spaces. The design includes gowning rooms, material airlocks, personnel flows, vibration control, and continuous monitoring. The cleanroom is only one layer; much of the mechanical, electrical, and chemical infrastructure sits in a sub-fab below or in service areas around it.
Ultrapure water and wastewater
Water is used to rinse wafers, clean equipment, generate steam or cooling flows, and produce ultrapure water (UPW). NIST’s 2024 environmental assessment reports a median UPW use of 1.16 million gallons per day across 29 facilities in a 2021 dataset. That is a dataset-specific median, not a requirement for every fab; technology, wafer starts, equipment mix, and reuse systems can move a site far above or below it.
The site must include pretreatment, UPW production, storage and distribution, segregated drains, wastewater treatment, monitoring, and contingencies for interruptions. Reuse can reduce demand on municipal or regional supplies. TSMC’s 2024 annual report says reclaimed-water supply for its Tainan fabs exceeded 67,000 cubic meters per day, with more than 19.65 million cubic meters used there cumulatively by the end of 2024. That is a facility example rather than a universal performance target.

Fabs receive acids, solvents, photoresist and other lithography materials, cleaning agents, dopant sources, and high-purity gases. Distribution systems use dedicated storage, double-contained piping where required, leak detection, automatic shutoffs, ventilation, fire protection, and trained handling crews. Gas cabinets and chemical delivery equipment must be compatible with each process and permit condition.

Exhaust, abatement, and emissions monitoring
Etch, deposition, cleaning, and lithography can generate hazardous or climate-relevant emissions. EPA guidance identifies fluorinated gases used to create circuit patterns and to clean chemical-vapor-deposition chambers. Abatement equipment can destroy or transform exhaust constituents before release; scrubbers, filters, thermal or plasma systems, and continuous monitoring are selected according to the process and jurisdiction. Permit limits, reporting, inspections, and maintenance remain operating obligations after construction.
What equipment does a fab need?
The exact bill of materials depends on the product, process node, wafer diameter, capacity target, and integration scheme. A logic fab, memory fab, analog line, and power-device facility can use different sequences and tool mixes. The following categories explain the jobs equipment performs without implying that every plant uses identical models or recipes.
| Equipment group | Primary job | Typical integration concern |
|---|---|---|
| Patterning and lithography | Prints circuit features onto resist-coated wafers | Overlay, focus, vibration, reticle handling, and resist chemistry |
| Deposition | Adds dielectric, metal, semiconductor, or barrier films | Film thickness, composition, uniformity, and precursor delivery |
| Etch | Removes selected material to transfer patterns | Selectivity, profile control, chamber condition, and exhaust treatment |
| Cleaning | Removes particles, residues, and contamination between steps | Chemical compatibility, UPW quality, and waste segregation |
| Polishing | Flattens layers for subsequent patterning | Surface planarity, slurry control, pad condition, and wastewater |
| Inspection and metrology | Measures defects, dimensions, films, and electrical characteristics | Sampling plans, data integration, and feedback to process control |
| Wafer transport and storage | Moves wafers between tools and buffers them safely | Particle control, traceability, scheduling, and capacity flexibility |
Automated material handling can improve efficiency and allow production to be redirected as demand changes. It also requires software integration, equipment interfaces, maintenance coverage, and cybersecurity controls. Tool selection should follow the process flow and capacity model, not precede them.

Which materials and suppliers must be qualified?
Supply continuity is part of fab design. TSMC’s 2025 annual report identifies raw silicon wafers, chemicals, lithographic materials, gases, and slurry, pads, and disks as important supply categories. Each material is qualified against purity, performance, packaging, delivery, and change-control requirements. Supplier reviews examine process capability, quality systems, business continuity, and incident response.

Multiple sourcing can reduce exposure to a single failure, but a second supplier is not instantly interchangeable. New sources usually require qualification lots, reliability testing, documentation updates, and controlled introduction. A fab also needs inventory policies for long-lead items, emergency logistics, incoming inspection, and a process for handling defects or shortages without contaminating production.
What workforce is required?
Construction requires civil, structural, mechanical, electrical, controls, cleanroom, and tool-installation trades. Intel’s benchmark of roughly 6,000 construction workers illustrates the scale of a fully equipped project. During ramp, the staffing profile shifts toward process and equipment engineers, technicians, computer scientists, facilities operators, quality specialists, production planners, safety professionals, and supply-chain teams.
These roles are interdependent. Facilities staff keep power, gases, water, air, and abatement within specification; equipment technicians restore tools; process engineers tune recipes; metrology teams detect drift; manufacturing software links data and schedules; and quality groups control changes and release product. GAO cites a July 2023 industry estimate that more than half of projected U.S. semiconductor job growth through 2030 might go unfilled at the education rates then observed. That is a dated projection, not a current vacancy measurement, but it shows why training pipelines and partnerships with schools matter.
How is a fab operated after construction?
Operations run continuously, often in shifts, because wafers move through hundreds of controlled steps and expensive tools are designed for high utilization. A typical operating system includes:
Best Value
- Preventive and predictive maintenance: scheduled parts replacement, sensor analysis, calibration, and rapid recovery from failures.
- Statistical process control: measurement limits, excursion response, and data-driven adjustments before defects spread.
- Production scheduling: matching wafer starts and routes to bottleneck tools, maintenance windows, customer priorities, and available materials.
- Quality and traceability: lot genealogy, recipe control, engineering change management, and release decisions.
- Facilities reliability: monitoring utilities, alarms, emergency systems, environmental conditions, and spare capacity.
- Supplier coordination: forecasting demand, auditing quality, qualifying alternatives, and managing logistics.
- Continuous improvement: reducing cycle time, waste, energy, water demand, and unplanned downtime while protecting yield.
Yield and utilization drive the economics of a fab, but no single comparable benchmark applies across manufacturers or technologies. A mature process may prioritize stable output, while a new process accepts lower initial yield during learning and qualification.
What environmental responsibilities continue during production?
Environmental management does not end when permits are granted. Operators must track water withdrawals and discharge, segregate and treat waste streams, maintain gas abatement, document chemical inventories, monitor emissions, and report according to local requirements. Reuse projects require consistent water quality, treatment capacity, testing, and contingency plans for periods when reclaimed supplies are unavailable.
Energy efficiency is also an operating issue. Air handlers, chillers, pumps, UPW plants, exhaust systems, and abatement equipment can consume substantial power even when wafer output is reduced. Maintenance and control strategies should therefore be evaluated for both production performance and utility intensity.

A practical sequence for developing a new fab
- Define the product and process: set wafer size, technology, products, monthly starts, defect targets, and expansion assumptions.
- Select and test the site: assess geology, seismic and weather risks, land, transportation, labor, power, water, wastewater capacity, and permitting.
- Design the campus: place cleanrooms, sub-fabs, utility plants, chemical and gas systems, offices, warehouses, waste treatment, and future modules.
- Secure approvals and contracts: obtain permits, utility commitments, construction packages, equipment orders, and supplier agreements.
- Build and commission infrastructure: complete the shell, cleanroom envelope, mechanical and electrical systems, UPW, exhaust, abatement, and safety systems.
- Install and qualify tools: connect each tool, verify utilities, run acceptance tests, and integrate measurement and manufacturing software.
- Run pilot wafers: establish process windows, identify defects, train operators, and validate material and maintenance flows.
- Ramp volume: increase starts in controlled stages while improving yield, cycle time, uptime, and customer qualification.
- Operate and expand: maintain equipment and permits, manage suppliers, reduce resource use, and add tools or modules as demand changes.
How should two fab projects be compared?
Headline investment and promised completion dates are meaningful only after the underlying scope is normalized. Use the same questions for each proposal:
| Comparison axis | Questions to ask |
|---|---|
| Product and process | Which products, technology generation, and performance targets will the line support? |
| Wafer size and capacity | What wafer diameter and planned monthly starts are included? |
| Investment scope | Does the figure include one module, multiple modules, packaging, R&D, utilities, and future expansion? |
| Site readiness | Are power, water, wastewater, roads, buildings, and permits available on the stated schedule? |
| Schedule definition | Does the date mean construction completion, tool qualification, pilot output, or high-volume production? |
| People and suppliers | Can the region provide trained staff, construction trades, materials, maintenance, and logistics? |
| Environmental plan | What are the water, waste, emissions, abatement, reuse, and reporting requirements? |
What current project examples show
Company reports illustrate why dates and milestones need context. TSMC’s 2025 annual report says its N2 technology entered high-volume production in the fourth quarter of 2025. The same report says its first Arizona fab entered high-volume production in the fourth quarter of 2024, while later modules were described as under construction or planned. Those are dated company statements about specific projects, not a timetable that every new fab can match.
The broader lesson is that technology readiness, site work, equipment installation, and customer qualification can progress on different schedules. A credible plan identifies each phase, the dependencies between them, and the evidence required to move to the next one.
Quick Recap
Common planning mistakes
- Using a single industry-wide cost figure without defining what the project includes.
- Calling a completed building an operational fab before tools are qualified and output is stable.
- Under-sizing power, cooling, UPW, wastewater, exhaust, or chemical distribution for future process changes.
- Assuming a second supplier can be substituted without qualification and change control.
- Treating construction labor and operations staffing as the same workforce problem.
- Publishing water or emissions numbers without stating the facility, dataset, year, and reuse conditions.
- Ignoring maintenance, spare parts, software integration, and environmental compliance in the operating budget.
