UPI MDR is the merchant discount rate—a processing charge associated with a merchant payment. For the prescribed electronic modes that include BHIM-UPI and UPI QR, the Government of India says charges including MDR have not been applicable since 1 January 2020. That rule concerns the merchant-side cost; it does not mean a customer is paying MDR when the term appears on a merchant statement.
The important qualification is the payment instrument. Bank-account UPI payments under the prescribed modes must be distinguished from RuPay credit cards linked to UPI, where NPCI’s operating circular specifies a nil-MDR condition for small offline merchants on transactions up to ₹2,000 and separately discusses interchange for other transactions.

What MDR means in a UPI payment
Merchant discount rate (MDR) is the fee structure used to compensate payment participants for processing a transaction. Depending on the payment product, the economics can involve an acquiring bank, issuing bank, payment network, payment service provider (PSP), app provider and other participants. “Discount” does not describe a discount given to the shopper; it is a deduction or charge associated with settling a merchant transaction.
For ordinary bank-account UPI, a customer authorises a payment from a linked bank account to the merchant’s account, usually by scanning a QR code, selecting a UPI ID or using another UPI interface. The presence of a UPI transaction record does not by itself establish that the merchant paid MDR. The applicable mode, instrument, merchant category, transaction value and date determine which rule applies.

What the current government rule says
Government of India Circular No. 16/2020 explains the effect of Section 10A of the Payment and Settlement Systems Act. It states that no bank or system provider shall impose a charge on a payer or beneficiary for transactions through prescribed electronic modes. The government prescribed UPI (BHIM-UPI) and UPI QR under Section 269SU of the Income-tax Act.
The circular states: “any charge including the MDR (Merchant Discount Rate) shall not be applicable on or after 01st January, 2020 on payment made through prescribed electronic modes.” It also directs banks to refund charges collected on those transactions from that date and to refrain from imposing them in future.
For a merchant accepting the prescribed BHIM-UPI or UPI QR mode, this means MDR is not a lawful direct transaction charge under that direction. The rule is not a blanket statement about every product that can be connected to a UPI app. A card-funded UPI transaction, a separately billed service, or a product outside the prescribed modes must be checked against its own contractual and regulatory terms.

What “prescribed modes” means in practice
- BHIM-UPI: the bank-account UPI mode identified in the government clarification.
- UPI QR: the QR-based UPI mode identified in that clarification.
- Other payment products: do not inherit the no-MDR treatment merely because a UPI app or QR code appears somewhere in the customer journey.
If a merchant believes an MDR-like deduction was made on a prescribed transaction after 1 January 2020, the merchant should preserve the settlement statement, transaction reference, date, mode and acquirer details, then ask the acquiring bank or payment provider to identify the deduction and process any applicable correction or refund. The government circular’s refund instruction is tied to charges collected from the specified date and modes.
UPI MDR chronology: historical schedule versus current rule
| Date | Document or event | What it means |
|---|---|---|
| 30 August 2019 | NPCI press release on BHIM-UPI MDR rationalisation | A then-planned structure described 0.30% MDR capped at ₹100 for specified large-ticket transactions and zero MDR for certain offline QR transactions up to ₹100. This is historical. |
| 1 January 2020 | Government direction under Circular No. 16/2020 | Charges including MDR became inapplicable for the prescribed electronic modes, including BHIM-UPI and UPI QR. Banks were told to refund charges collected from that date and stop future charges. |
| Initial RuPay-credit-card-on-UPI phase | NPCI operating circular | Nil MDR, including interchange and PSP/app-provider charges, is specified for small offline merchants on transactions up to ₹2,000. The circular separately refers to interchange for other transactions. |
| 4 June 2026 | NPCI BHIM UPI guidelines update | The guidelines include materials for static QR displays and payment soundboxes. These are acceptance tools; they do not change MDR treatment. |
The 2019 NPCI release is useful for understanding how pricing was discussed before the statutory direction. It should not be quoted as today’s general UPI price. Applying its 0.30% or ₹100 figures to every current bank-account UPI payment would be misleading.
Who pays MDR: merchant, customer or another participant?
MDR is a merchant-side payment-processing concept. A customer does not become the MDR payer simply because a merchant’s settlement report contains the term. For UPI, NPCI’s FAQ says customers have no charges to pay for UPI transactions. That statement should be read in the context of UPI itself and the prescribed-mode clarification, not as a promise that every financial product or separately disclosed service fee is free.

A merchant’s settlement can contain several line items that are not MDR: a terminal or soundbox rental, account maintenance, tax, a chargeback or dispute adjustment, a business-service subscription, or a fee for a different payment instrument. The correct question is not “Does this statement contain a fee?” but “What transaction and service generated this line item?”

- Match the deduction to the transaction reference and settlement date.
- Identify whether the payment was bank-account UPI, a card linked to UPI, or another instrument.
- Check the merchant category and whether the business is classified as an offline or online merchant.
- Read the acquirer or PSP’s fee description rather than assuming every deduction is MDR.
- Ask for the contractual and regulatory basis of any charge attributed to a prescribed UPI mode.
What no-MDR UPI means for merchants
Lower direct cost on prescribed transactions
When the payment falls within the prescribed BHIM-UPI or UPI QR modes, the government’s direction removes MDR as a direct per-transaction cost. The merchant can therefore compare UPI acceptance with other instruments without inserting a UPI MDR percentage that the 2020 rule prohibits for those modes.
More predictable reconciliation
Merchants should still reconcile gross collections with net settlement. A zero-MDR rule does not make every settlement equal to the customer’s amount: refunds, reversals, disputes, taxes, equipment charges and unrelated service fees can affect the amount credited. Separating those items prevents a merchant from treating a legitimate non-MDR charge as a UPI processing fee—or overlooking an incorrect deduction.

Effect on acceptance decisions
Removing a transaction charge can make digital acceptance easier to budget, especially for small businesses with low-value transactions. The available official material does not establish a quantified increase in merchant numbers, transaction volume or savings amount. RBI’s policy discussion is directional: lower participant costs can encourage merchant onboarding, but costs that are set too low may be insufficiently remunerative and could discourage investment in payment infrastructure.
What customers should expect
For a normal UPI payment from a bank account, the customer should not be asked to pay an MDR surcharge. A merchant may display a price, tax or another clearly disclosed charge for the goods or service, but that is different from adding a payment-processing fee to a prescribed UPI transaction.

If a customer sees a fee in a banking or app statement, the customer should identify whether it is actually a UPI transaction charge, a card-related fee, an account fee or another service item. NPCI’s FAQ states that customers have no charges to pay for UPI transactions; that does not erase fees that belong to a different product or service.

The special case: RuPay credit cards linked to UPI
Linking a credit card to UPI changes the funding instrument. It is not the same economic transaction as debiting a bank account through BHIM-UPI. NPCI’s operating circular for RuPay credit cards linked to UPI specifies the following condition:
| Factor | Condition described in the NPCI circular | Why it matters |
|---|---|---|
| Merchant type | Small offline merchant | The nil-MDR condition is scoped to this merchant classification. |
| Transaction value | Less than or equal to ₹2,000 | The threshold is part of the condition; it is not a universal UPI limit. |
| Included charges | Nil MDR, including interchange and PSP/app-provider charges | The circular describes the components included in the nil-MDR treatment. |
| Other transactions | The circular separately discusses interchange in the initial phase | Do not extend the small-offline-merchant rule to every card-funded UPI payment. |
Before stating that a RuPay-credit-card-on-UPI payment is “free,” confirm the merchant classification, transaction amount and applicable phase or circular. The cited operating circular does not establish every later commercial arrangement, so a provider’s current terms and the latest NPCI direction should be checked for a live transaction.
Examples that show why the distinctions matter
| Example | Likely treatment under the cited rules |
|---|---|
| A customer scans a shop’s UPI QR and pays ₹450 from a bank account. | This is the prescribed UPI mode described by Circular No. 16/2020; MDR should not be imposed for the transaction. |
| A merchant sees a 0.30% figure copied from a 2019 article. | The figure belongs to the historical NPCI schedule and should not be used as today’s general bank-account UPI rate. |
| A small offline merchant accepts a ₹1,800 payment funded by a RuPay credit card linked to UPI. | The NPCI circular specifies nil MDR, including interchange and PSP/app-provider charges, for this qualifying condition. |
| A card-funded UPI payment exceeds ₹2,000 or the merchant is not classified as a small offline merchant. | The specific nil-MDR condition does not automatically apply; the circular’s separate interchange provisions and current provider terms must be considered. |
| A merchant buys a static QR stand or soundbox. | The display or device helps present or confirm payments. It does not itself change MDR or create eligibility for a fee exemption. |
Practical steps for merchants accepting UPI
- Identify the acceptance mode. Record whether the QR or UPI ID receives ordinary bank-account UPI, card-linked UPI, or multiple instruments.
- Confirm your merchant classification. Keep the acquirer’s description of your offline or online status and any small-merchant designation.
- Keep the effective dates visible. The no-charge direction for prescribed modes applies from 1 January 2020; the 2019 NPCI schedule is historical.
- Reconcile every settlement. Match transaction references, gross amount, refunds, reversals, taxes and any service or equipment fees.
- Challenge an unexplained deduction. Send the statement line, transaction date, payment instrument and mode to the acquiring bank or PSP and request the rule or contract supporting it.
- Separate hardware from payment pricing. A static QR board or soundbox can improve visibility and confirmation, but its purchase or rental cost is not MDR.
- Recheck current circulars before changing prices. Payment rules and commercial arrangements can change; the latest applicable NPCI, government and provider documents control future decisions.
Common mistakes and how to avoid them
- Using the 2019 schedule as a current tariff: always place the 1 January 2020 government direction first when explaining today’s prescribed UPI rule.
- Calling every UPI-linked payment identical: ask whether funds came from a bank account or a RuPay credit card linked to UPI.
- Assuming the customer pays MDR: MDR is a merchant-side concept; a customer-facing fee needs its own disclosed basis.
- Ignoring merchant category and value: the RuPay-credit-card rule depends on small offline status and a ₹2,000-or-less transaction.
- Treating a device fee as MDR: QR displays and soundboxes are acceptance equipment, not a change to the payment-network rule.
- Claiming measured economic benefits without evidence: official policy material discusses incentives and sustainability but does not provide a quantified UPI merchant-growth or savings figure in the cited sources.
Why policymakers debate payment costs
Payment systems require banks, networks, technology providers and support infrastructure. RBI’s discussion presents a balance: lower costs can reduce friction for merchants and support onboarding, while a rate that is too low may not adequately remunerate participants and can weaken incentives to invest. That is a policy rationale, not proof of a specific growth rate, saving or market outcome.
The government’s no-MDR direction therefore answers a legal and pricing question for prescribed modes, while the broader ecosystem question remains how payment infrastructure is funded. A merchant deciding how to accept payments should distinguish the statutory treatment of a transaction from the provider’s separate costs for equipment, support or other services.
Bottom line for a merchant or customer
For prescribed BHIM-UPI and UPI QR transactions, MDR has not been applicable from 1 January 2020, and banks were instructed to refund charges collected from that date and stop imposing them. Customers should not be charged MDR for an ordinary UPI payment. Do not apply that conclusion indiscriminately to every UPI-linked product: RuPay credit card transactions have their own scoped NPCI rules, including nil MDR for qualifying small offline merchants on payments up to ₹2,000 and separate interchange provisions for other transactions.
