What Is UPI MDR? How India’s 2026 Merchant Discount Rates Affect Payments

UPI MDR is a merchant-side fee for processing certain person-to-merchant (P2M) UPI payments. Under the Ministry of Finance framework announced on 15 September 2026 and scheduled to take effect on 15 October 2026, customers are not supposed to pay it. Person-to-person transfers remain free, merchant payments up to ₹2,000 remain free, qualifying small merchants retain zero MDR, and only specified higher-value merchant transactions attract category-based rates.

What UPI MDR means

MDR stands for merchant discount rate. In UPI, it is a fee inside the payment ecosystem for processing certain merchant payments. The fee is associated with participants such as the acquiring bank, issuing bank, payment service provider and UPI application provider; it is not a tax collected by the government or by NPCI.

The Ministry of Finance stated on 15 September 2026: “MDR is neither a tax nor a charge collected by the Government or NPCI.” The same release describes it as a merchant-ecosystem charge rather than a charge on customers making UPI payments.

The distinction matters because not every UPI transfer is a merchant payment. A transfer to a friend is person-to-person (P2P). Paying a shop, railway operator, insurer or investment intermediary is person-to-merchant (P2M). The announced framework treats those categories differently.

What the 15 October 2026 framework changes

The September statement sets rates for specified P2M transactions above ₹2,000. It does not create one universal fee for every payment above that amount. The merchant’s category and eligibility must be checked first.

Transaction or merchant condition Announced MDR Important qualification
P2P UPI transfer 0% Free regardless of amount.
P2M payment up to ₹2,000 0% Remains free under the September statement.
Qualifying small merchant in the P2PM category 0% Merchant receives up to ₹1 lakh per month through UPI QR and remains eligible for zero MDR on all transactions.
Specified P2M payment above ₹2,000 0.4% Standard rate where no special sector or capital-market rule applies; capped at ₹300 for a transaction of ₹75,000 or more.
Listed essential or thin-margin sectors ₹5 flat Applies to specified payments above ₹2,000 in railways, telecommunications, insurance, fuel and agricultural inputs.
Listed capital-market payments 0.02% Applies to mutual fund, securities, stockbroker and dealer payments; capped at ₹300.

The standard 0.4% rate is therefore a category rule, not an automatic surcharge on every UPI payment over ₹2,000. A payment can remain zero-rated because it is P2P, falls below the threshold, or is made to an eligible small merchant. A payment in a listed sector can use the ₹5 rule instead of the standard percentage, while a capital-market payment uses 0.02%.

Who pays UPI MDR?

Customers

The announced framework says customers must not be charged MDR. Banks are instructed to ensure that merchants do not pass the fee on to the person paying. UPI application providers are also prohibited from imposing platform or hidden charges in connection with this framework.

If a checkout screen adds a separate “UPI MDR” line, treat that as inconsistent with the announced customer-protection direction. Keep the receipt, screenshot and transaction reference, then ask the merchant or payment provider for an explanation before paying again.

Merchants and payment participants

MDR is handled within the merchant-payment chain. The release identifies banks, payment service providers and UPI application providers as participants sharing the ecosystem fee. It does not publish a precise percentage split for each participant, so a merchant should not assume that the full 0.4% goes to one bank or one app.

  • Slanted Back Support: To ensure that your pamphlet can maintain a certain Angle of tilt and not tip forward.
  • Stable Base Extended: Allows your book to be more stable on the table.

The statement also directs that 5% of total MDR collections be contributed to a fund intended to promote UPI acceptance by small merchants. That is a policy-level allocation, not an additional line item that a customer should see at checkout.

How to determine whether a transaction attracts MDR

  1. Identify the direction of payment. If money is moving between two individuals, classify it as P2P. If it is going to a business or institutional merchant account, classify it as P2M.
  2. Check the amount. P2M payments of ₹2,000 or less remain free under the announced framework. For an amount above ₹2,000, continue to the category checks.
  3. Check small-merchant eligibility. A qualifying P2PM merchant receiving up to ₹1 lakh per month through UPI QR keeps zero MDR on all transactions. Do not substitute a different turnover measure or apply this exemption to every business automatically.
  4. Check the merchant category. Look for the listed essential sectors—railways, telecommunications, insurance, fuel and agricultural inputs—or the listed capital-market categories—mutual funds, securities, stockbrokers and dealers.
  5. Apply the correct rate. Use ₹5 for an eligible essential-sector transaction, 0.02% for an eligible capital-market payment, or 0.4% for a specified standard P2M transaction. Apply the relevant ₹300 cap where stated.
  6. Separate MDR from account limits. A bank’s daily UPI limit is a security and risk-control setting, not a fee threshold. The government says such limits generally range from ₹1 lakh to ₹5 lakh by transaction category.
  7. Check the effective rule. The announced start date is 15 October 2026. Because the policy is recent, confirm any later implementation circular or bank notice before relying on a calculation.

Worked examples of the announced rates

Example Rate calculation Result
₹10,000 standard P2M purchase 0.4% of ₹10,000 ₹40 MDR within the merchant ecosystem, subject to merchant eligibility.
₹75,000 standard P2M purchase 0.4% equals ₹300 ₹300, which reaches the announced cap.
₹1,00,000 standard P2M purchase 0.4% equals ₹400 ₹300 after the cap for transactions of ₹75,000 and above.
₹20,000 payment in a listed essential sector Flat category rate ₹5, not 0.4%, if the transaction and merchant meet the listed rule.
₹50,000 mutual-fund or securities payment 0.02% of ₹50,000 ₹10, below the ₹300 cap.
₹2,000 shop payment At or below threshold ₹0 MDR under the announced P2M rule.

These examples show the merchant-side calculation only. They do not authorize a separate customer fee, and they do not override the zero-MDR provision for an eligible small merchant.

The small-merchant zero-MDR provision

The government specifically protects qualifying small merchants in the P2PM category, including street vendors. If the merchant receives up to ₹1 lakh per month through UPI QR, the statement says the merchant continues to receive zero MDR on all transactions.

This is a monthly-receipts condition tied to UPI QR acceptance. It is not a universal ₹1 lakh exemption for every merchant, nor does it mean that a business with a different turnover measure automatically qualifies. Merchants should confirm how their acquiring bank or payment service provider determines the category and monthly limit.

For a small shop, the policy question is therefore not simply “Is this payment over ₹2,000?” The shop must first establish whether it falls within the protected P2PM definition and whether its monthly UPI QR receipts stay within the stated ceiling.

MDR thresholds are not daily UPI limits

A transaction can be below a bank’s daily limit and still be subject to MDR if it is a specified P2M payment above ₹2,000. Conversely, a high daily limit does not create a fee. Daily limits exist to manage fraud, security and operational risk; the September statement says they generally range from ₹1 lakh to ₹5 lakh depending on transaction category.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a payment fails, is declined or is blocked, check the bank’s daily or per-transaction limit separately from the MDR rules. A decline does not prove that MDR was charged, and an accepted payment does not prove that the standard 0.4% rate applied.

Why UPI MDR is being introduced now

The policy follows several stages. On 8 August 2026, the Ministry of Finance described a change to the Payment and Settlement Systems Act as an enabling provision. That announcement said any MDR would be threshold-based and that the UPI and Services Steering Committee would decide the rates. The detailed category rates came later, in the Ministry’s 15 September statement, with an effective date of 15 October 2026.

This sequence is important: the August release established legal and institutional authority, while the September release supplied the announced schedule. They are not two competing rate cards.

Earlier policy operated in a largely zero-MDR environment for important low-value digital-payment channels. A 2025 Prime Minister’s Office Cabinet release described zero MDR for RuPay debit-card and BHIM-UPI transactions beginning in January 2020, along with government incentives for low-value BHIM-UPI P2M transactions. It reported incentive payouts of ₹1,389 crore in financial year 2021–22, ₹2,210 crore in 2022–23 and ₹3,631 crore in 2023–24. Those figures are historical government support payments, not charges deducted from an individual customer.

The same 2025 release cited an earlier NPCI P2M MDR context of up to 0.30%. That figure belongs to the historical policy discussion and should not be substituted for the September 2026 announced rates.

A Rajya Sabha Standing Committee on Finance report also recommended stakeholder consultation involving NPCI and the Ministry of Finance on UPI MDR and the payment-service-provider fee structure. That recommendation explains the funding debate but is not itself a current rate-setting instrument.

How widely will the fee affect payments?

The Ministry of Finance estimates that approximately 4% of merchant transactions will attract MDR and that about 96% will remain unaffected. It also says P2P transactions account for 70% of UPI transaction value and remain outside MDR.

Those are government-published estimates. The September release does not provide the underlying dataset or calculation method, so they should be read as official projections rather than independently verified measurements. The practical implication is still clear: the framework targets a limited set of merchant categories and values rather than all UPI activity.

What merchants should prepare for

Confirm the account category

Ask the acquiring bank or payment service provider which merchant category is attached to the UPI QR account. A business cannot safely calculate MDR from its trade name alone; the listed-sector and capital-market rules depend on classification.

Track monthly QR receipts

Small merchants that may qualify for the ₹1 lakh P2PM provision should keep monthly UPI QR receipt records. The relevant condition concerns receipts through UPI QR, so mixing cash, cards and other channels into one informal total can obscure eligibility.

Review settlement reports

After implementation, compare the gross transaction amount with the settlement amount and the fee description supplied by the acquiring participant. The announced framework does not permit the merchant to pass MDR to the customer, but the merchant still needs accurate records for reconciliation.

Keep customer pricing separate

Do not add a UPI-specific surcharge merely because a transaction falls into an MDR category. The government says banks must prevent pass-through to customers, and UPI application providers may not add platform or hidden charges connected with this framework.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What customers should check

  • Use the amount and recipient type to distinguish a P2P transfer from a merchant payment.
  • For a merchant payment, check whether the amount is above ₹2,000 and whether the merchant is in a listed sector.
  • Do not accept a separately itemized MDR charge without asking the merchant or provider to explain it.
  • Save the transaction reference and receipt if a fee appears; those details help the bank or app investigate.
  • Remember that a bank’s daily UPI limit concerns authorization and risk, not whether MDR is payable.

Effective date and implementation caution

The Ministry’s 15 September 2026 statement says the framework begins on 15 October 2026. Because that date is close to the announcement and operational details may be issued through later bank, payment-service or committee notices, verify the live rule before publishing a merchant policy, changing checkout language or forecasting costs.

The Department of Financial Services confirms that a FAQ document was posted on 15 September, but the answers in that PDF were not exposed in the page text used for the announced rate summary. The rates and protections described here therefore follow the Ministry of Finance’s press release itself. If a later circular changes a category definition, cap, exemption or implementation process, that later notice should control.

Bottom line for a UPI payment

UPI MDR is a merchant-side ecosystem fee, not a government tax and not a customer fee under the announced 2026 framework. P2P transfers and P2M payments up to ₹2,000 remain free. Eligible small P2PM merchants receiving up to ₹1 lakh per month through UPI QR retain zero MDR, while specified higher-value merchant payments use a 0.4% standard rate, a ₹5 essential-sector rate or a 0.02% capital-market rate, each subject to its stated conditions and caps.
