What Is Tool Calling? How AI Models Turn Decisions Into Actions

Tool calling (also called function calling or tool use) is an API pattern in which an AI model requests an external capability with a structured payload. The model chooses a named tool and supplies arguments; your application—or a provider-hosted tool—validates and executes the request, then returns a result for the model to use. The model does not automatically run arbitrary code merely because it emitted a tool call.

Why tool calling matters

A language model’s training data cannot by itself check a current order, query your private database, send an email, charge a card or control a business system. Tool calling connects the model to those capabilities through an explicit interface. OpenAI describes function calling as a way for models to interface with external systems and access data outside their training data. Anthropic similarly defines tool use as letting Claude call functions you define or tools the provider supplies.

The pattern turns a conversation into a controlled workflow: the model interprets intent, proposes an operation, software decides whether that operation is allowed, and an executor returns the outcome. This is the foundation for many AI-agent systems, but it is also useful in a single request such as looking up a delivery status.

How the tool-calling loop works

  1. Declare the tools. Send tool names, descriptions and an input contract with the user’s prompt. Function tools commonly use JSON Schema; a schema describes required fields, types, allowed values and optional fields.
  2. Let the model decide. The model can answer without a tool or emit a call containing a tool name and arguments. A Google custom-tool response, for example, can contain {"name":"get_order_status","args":{"order_id":"123"}} plus a unique call ID.
  3. Validate and authorize. Your application checks types, ranges, identity, permissions, policy, rate limits and whether the requested side effect is permitted. Schema-valid arguments are not automatically safe or authorized.
  4. Execute. Client-owned tools run in your infrastructure. Provider-managed or server tools run on the model provider’s infrastructure. The execution location affects credentials, network access, data handling and observability.
  5. Return the result. Send structured JSON or text tied to the original call ID. Include a typed success value or a clear error rather than an ambiguous message.
  6. Continue the exchange. The model uses the result to produce a final answer, request another tool, or explain that the operation failed. A workflow may therefore contain one call or a chain of calls.

Who actually executes the function?

In the basic application-managed pattern, the model proposes the operation and your code performs it. The model might request refund_order, but only your service should decide whether the customer, amount and account satisfy the refund policy. The service then returns the outcome for the model to describe.

Some providers also offer built-in tools that execute on provider infrastructure. Google distinguishes provider-managed built-ins from client-managed custom functions; Anthropic distinguishes server tools from client tools. Treat those as different trust and data-flow arrangements, and verify the current provider documentation for the model and feature you are deploying.

A tool call is not proof of success

An emitted call proves only that the model requested an operation in a particular format. It does not prove that the function ran, that a record changed or that a payment succeeded. Your executor must report authoritative status, and your application should perform final checks for consequential actions.

Tool definitions, schemas and validation

Give every tool a narrow purpose and a description that states when it should and should not be used. Define required and optional arguments explicitly. For OpenAI function tools, the function input is described with JSON Schema; custom tools can instead accept free-form text. OpenAI’s strict mode can require generated arguments to conform to a supported JSON Schema subset when the request and schema meet strict-mode requirements.

Strict or validated output improves shape, not permission. Continue to validate every value in application code: confirm that an account belongs to the requester, dates are within policy, quantities are bounded and identifiers refer to real records. Reject unknown fields where appropriate, normalize values, and fail closed when authorization information is missing.

Tool calling versus structured output

Need Use tool calling when… Use structured output when…
Purpose The model needs an intermediate lookup or action against an external system. The final response must match a schema for a UI, database record or downstream parser.
Typical result A request for a named capability, followed by an external result and possibly more model turns. A final model response constrained to fields such as a title, priority and explanation.
Execution Your application or a hosted tool performs the operation. No external operation is implied; the schema controls the response format.
Example Call get_order_status, then summarize the returned status. Return a support-ticket object with validated fields after the answer is composed.

Google’s documentation makes the same distinction: function calling connects a model to tools or data systems for an intermediate step, while structured outputs constrain the final response shape. The two can be combined: call a database tool, then require the final explanation to conform to a UI schema.

How providers differ

The underlying loop is similar, but implementations are not interchangeable. Build an internal adapter rather than scattering provider-specific formats throughout business logic.

Comparison area What to account for
Execution location Application-managed custom functions versus provider-hosted tools, with different credential and retention implications.
Call envelope Different response items, content blocks, result wrappers and call-ID formats.
Tool choice Automatic selection and provider-specific controls such as tool_choice; names and available modes vary.
Parallelism Some models can return multiple calls, while orchestration features may coordinate calls programmatically.
Schema guarantees Strict or validated modes differ in supported JSON Schema features and enforcement behavior.
Hosted catalog and policy Built-in tools, approval requirements, observability and pricing or retention terms change over time.

Google’s custom-function format includes a unique ID that the client must use when returning the result. Anthropic documents automatic tool selection and tool-choice controls. OpenAI documents a high-level sequence of sending tools, receiving a call, executing application code, sending tool output and receiving a final response or more calls. Check current model-specific documentation before relying on a capability.

Designing a safe and reliable tool layer

  • Separate reads from writes. A weather lookup and an account deletion should not share the same approval path.
  • Require approval for consequential actions. Refunds, purchases, deletions, permission changes and messages sent to third parties should pass an explicit authorization check or human confirmation.
  • Constrain scope. Limit tools to the minimum data, systems, records, timeouts and rate limits they need. Never expose unrestricted shell, database or network access by accident.
  • Make retries safe. Use idempotency keys for retryable writes so a timeout does not create duplicate charges or orders.
  • Return typed errors. Distinguish validation, authorization, not-found, timeout and upstream failures so the model can recover or explain the actual problem.
  • Trace every call. Log call IDs, validated arguments, actor identity, policy decisions, executor status and latency while redacting secrets and unnecessary personal data.
  • Preserve evidence. If a workflow requires citations, files or other native artifacts, retain them through the tool result and perform final validation before presenting the answer.

When programmatic tool calling is useful

OpenAI describes programmatic tool calling as generated JavaScript that coordinates tools with loops, conditions, parallel calls and intermediate processing. It is valuable when the control flow is predictable and code must filter, join, rank, deduplicate or aggregate large tool results before the model sees them.

Use direct calls instead when each result needs fresh model judgment, an approval boundary must be visible, or final citations and artifacts must be preserved exactly. In either mode, keep routing, retries, authorization and observability in application code rather than assuming the model will enforce them.

A practical mental model

  1. The model is a planner and argument generator, not an authority.
  2. The tool schema is an interface contract, not a security policy.
  3. The executor is the authority for real-world state and side effects.
  4. The tool result is evidence the model can interpret, not a guarantee that every business rule was satisfied.
  5. The application owns approvals, retries, limits, logging and final validation.

Frequently Asked Questions

Can a model call any API on its own?

No. It can request only the tools exposed in the request or made available by the provider. Your application or the provider’s tool service must execute the request and enforce credentials, permissions and policy.

Does strict schema mode make tool use safe?

No. Strict validation can improve argument shape, but it does not confirm that a user is authorized, that an account exists or that a side effect should occur. Application-level checks remain mandatory.

Can one response contain multiple tool calls?

Some providers and models support parallel or multiple calls, while others require sequential turns. Your adapter should handle the provider’s documented envelope and preserve a separate call ID and result for each request.
