Tirumala Tirupati Devasthanams (TTD) is the statutory temple-management institution responsible for the Tirumala shrine and a wider group of temples, not merely another name for one temple. Its government-appointed Board of Trustees sets policy, exercises general supervision and review, and carries statutory responsibilities. The Executive Officer is TTD’s chief executive and runs day-to-day administration through specialist officers and departments.
That administration combines two demanding jobs: preserving worship, ceremonies, festivals and temple custom, while also operating a large public-service system for pilgrims. Transport, accommodation, food, sanitation, orderly darshan, security, medical care, education, finance, engineering and environmental management all form part of what “managing the temple” means.

What TTD is
TTD stands for Tirumala Tirupati Devasthanams. TTD describes itself as a conglomeration of temples covered by the First Schedule of the Andhra Pradesh Charitable and Hindu Religious Institutions and Endowments Act, 1987. In other words, the institution administers a network of temples and sub-shrines, with the Tirumala Venkateswara temple as its best-known centre.

The workforce supports religious, administrative, engineering, hospitality, health, security, finance, forestry and other functions across the TTD system.

This distinction matters when someone asks, “Who manages Tirumala temple?” The answer is not a single priest, department or local office. TTD is the institution; its Board provides governance and oversight; and its Executive Officer leads the administration that delivers the institution’s religious and public services.
Who makes decisions at TTD?
TTD’s governance has a policy-and-oversight side and an executive-administration side. The two are connected, but they are not interchangeable.
| Role | How it is constituted | Main responsibility |
|---|---|---|
| Board of Trustees | Members are appointed by the government, according to TTD’s official management description. | Sets policy, exercises general superintendence and review, manages TTD’s properties, funds and affairs, and ensures arrangements for worship, ceremonies and festivals in accordance with temple custom. |
| Executive Officer | TTD identifies this post as the institution’s chief executive. | Leads executive administration and implements the institution’s work through senior officers, operating departments and field staff. |
| Joint Executive Officers and specialist heads | TTD lists two Joint Executive Officers and senior posts for functions such as vigilance and security, forests, finance and accounts, and engineering. | Coordinate major operational areas and provide specialist management under the executive structure. |
The practical division is therefore straightforward: the Board decides policy and performs statutory oversight, while the Executive Officer directs administration. It should not be read as a claim that every decision follows a single, perfectly linear chain. Large operations require consultation among the Board, executive leadership and specialist branches.

What the Board is responsible for
TTD’s published reproduction of Section 97(2) of Act 30 of 1987 states: “The Board of Trustees shall manage the properties, funds and affairs of the Tirumala Tirupati Devasthanams and arrange for the conduct of the daily worship and ceremonies and of the festivals in every temple according to its custom and usage.”
That sentence captures two dimensions of governance. First, the Board is responsible for institutional assets and money. Second, it must ensure that religious observances are arranged according to each temple’s established custom and usage. The Board’s policy, general-superintendence and review functions are to be exercised with regard to public interest and to pilgrims’ services, amenities, welfare and safety.
The same statutory text says the Board may call for information and accounts to satisfy itself about administration and the use of funds. This gives the Board an oversight role rather than making it the front-line operator of every queue, kitchen, road or maintenance task.

How the Executive Officer runs the institution
TTD’s official management page calls the Executive Officer its chief executive. In practice, that means coordinating the administration that turns policy and statutory duties into daily operations: staff deployment, procurement, maintenance, pilgrim facilities, security arrangements, financial controls, engineering works, communications and emergency response.
The Executive Officer is supported by two Joint Executive Officers and senior officers assigned to specialist areas. TTD lists vigilance and security, forests, finance and accounts, and engineering among these senior functions, along with other administrative branches. This structure reflects the scale of the operation: a major pilgrimage centre needs expertise far beyond ritual scheduling alone.
Operational responsibility can be distributed across departments and locations. A security decision, for example, may require coordination among the executive leadership, vigilance officials, police or other public agencies and facilities teams. Likewise, an engineering project can affect traffic, accommodation, water, sanitation and crowd movement at the same time.
How religious duties are protected
Religious management is not an optional cultural programme added to a public-service operation. Section 97 assigns the Board responsibility for arranging daily worship, ceremonies and festivals in every temple according to custom and usage. Administration must therefore support the ritual calendar, prepare spaces and materials, coordinate personnel and maintain conditions in which worship can proceed safely and respectfully.

What pilgrim management includes
TTD’s published summary of Rule 13(1) describes a broad set of policy areas for pilgrim facilities. The summary appears in a 2009 Board document and refers to a 1990 government order, so it should be treated as TTD’s published explanation and not assumed to be the current wording of every applicable rule without checking the latest legal text.
Transport, roads and movement
Managing a pilgrimage site begins with getting people safely to, from and around the hill area. Transport services, roads, traffic arrangements and pedestrian movement must be planned around fluctuating attendance, ceremonial schedules, weather and emergency access.
Accommodation and catering
Accommodation is a core pilgrim amenity, as is the provision of food. Catering includes the systems needed to prepare and distribute meals at scale while meeting hygiene, timing and crowd-flow requirements. TTD’s responsibilities also include the wider facilities that allow pilgrims to wait, rest and move through the complex.

The rule summary identifies protected water supply and sanitation. These are operational necessities in a high-density pilgrimage environment: water quality, toilets, drainage, waste removal and cleaning affect both public health and the sanctity of the surroundings.
Orderly darshan and worship
TTD must organize access so that darshan and worship can proceed in an orderly way. Queue design, entry controls, information, timing and crowd monitoring all support the religious experience while reducing dangerous congestion.
Personal and property safety
Safety includes protecting people from crowd incidents, theft, lost belongings and other hazards. The policy summary specifically refers to personal and property safety. TTD’s senior structure also includes vigilance and security responsibilities, indicating that security is an institutional function rather than an incidental service.

Medical and health facilities
Medical and health facilities are part of pilgrim management because visitors may face exhaustion, illness, injury or emergencies during travel and waiting. Health provision must be coordinated with crowd movement, access roads and emergency response.
Education and related institutions
The summary includes education and other institutions financed by TTD. These activities extend the institution’s responsibilities beyond the immediate temple visit, although the existence of a listed policy area does not by itself prove the outcome or quality of any particular programme.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Managing the wider Tirumala–Tirupati area
TTD’s general management description also refers to preserving the serenity and sanctity of the Tirumala–Tirupati area and addressing social, economic, religious and environmental needs, especially those of people in need. These statements describe institutional scope and purpose. They are not independent measurements of programme results.
Environmental and forest responsibilities are especially significant in a hill pilgrimage setting. TTD lists a senior forests function alongside security, finance and engineering, showing that land, ecology and infrastructure are treated as part of the management system. The same integrated approach is needed for water, roads, accommodation and crowd safety, because a change in one area can create pressure in another.
What the 2026–27 budget shows
On 28 February 2026, TTD announced that its Board had approved a ₹5,456.26 crore budget for financial year 2026–27. The announcement is evidence of TTD-reported approval and priorities; it is not an independent audit of spending or proof that every proposal has been completed.

| Announced item | Figure or description | How to interpret it |
|---|---|---|
| Total approved budget | ₹5,456.26 crore for FY 2026–27 | TTD-reported Board approval announced on 28 February 2026. |
| Education allocation | ₹118.89 crore | Allocation identified in TTD’s budget announcement; actual outcomes require separate reporting. |
| Annaprasadam facilities | Modern complex and kitchen highlighted | A decision or proposal in the announcement, not evidence that construction or operation was complete. |
| Pilgrim protection and control | Security personnel, baggage scanners, metal detectors and a command-and-control centre highlighted | Announced priorities and planned measures, not independently verified performance results. |
The budget illustrates why TTD cannot be understood only as a ritual administrator. A single financial plan can cover education, food production, security technology, personnel and pilgrim infrastructure alongside religious obligations.

How a major decision typically moves through TTD
- A need is identified. A safety issue, service bottleneck, festival requirement, maintenance problem or community need is documented by the relevant operating branch.
- Specialists develop options. Engineering, finance, security, health, forests or other departments examine feasibility, cost, legal requirements and effects on pilgrims and temple practice.
- Executive administration coordinates the proposal. The Executive Officer and senior officers integrate the technical and operational details, identify funding and prepare material for consideration.
- The Board considers policy and oversight questions. The Board may review the proposal’s public-interest, pilgrim-service, welfare and safety implications, and may call for information or accounts.
- An approved decision is implemented. Departments execute procurement, construction, staffing, scheduling or service changes, with monitoring and reporting through the administrative structure.
Not every routine action requires a new Board resolution. Day-to-day administration operates under delegated authority and established procedures, while matters of policy, major expenditure or institutional direction may require Board consideration.
What TTD’s figures do—and do not—establish
The figures in TTD’s overview and budget announcement should be read with their ownership and date attached. “About 14,000 employees” is TTD’s own approximate figure, not an independently audited count. The 12-temple description is TTD’s institutional account of its scope. The ₹5,456.26 crore budget and ₹118.89 crore education allocation are announcements for FY 2026–27, not proof of final expenditure.
This distinction is important when evaluating management. An approved project can be delayed, redesigned or funded in stages. A listed responsibility can exist without a published performance metric. To assess outcomes—such as waiting times, sanitation quality, safety rates or educational results—a reader would need separate, current evidence rather than relying on the governance structure or a budget headline alone.
The clearest answer to “Who manages Tirumala temple?”
TTD manages Tirumala as part of a larger temple institution. Its government-appointed Board of Trustees sets policy, supervises and reviews administration, manages institutional properties and funds, and ensures that worship and festivals follow temple custom. The Executive Officer, identified by TTD as chief executive, leads the administration that carries out those responsibilities with Joint Executive Officers and specialist departments.
The result is a combined model: religious stewardship at the centre, supported by a public-service and infrastructure operation designed to serve pilgrims, protect people and property, maintain the surrounding area and sustain TTD’s wider institutional work.
