The Genesis Mission is a U.S. federal initiative launched by Executive Order 14363 on November 24, 2025. It directs the Department of Energy (DOE) to build the American Science and Security Platform, connecting supercomputers, scientific data, AI models, laboratories and experimental facilities. The intended result is an AI-assisted research system that can analyze evidence, run simulations, suggest experiments and, where appropriate, send those suggestions to robotic laboratories for testing.
The mission is an evolving government program, not a finished national supercomputer or a demonstrated scientific breakthrough. Its announced benefits—including faster research and better energy decisions—are goals and commitments. No independently measured mission-wide productivity gain or completed breakthrough has been established.

Its central idea is to combine capabilities that are usually separated: high-performance computing (HPC), large scientific datasets, AI systems, national-laboratory facilities and automated experimentation. Researchers could use that shared infrastructure to study difficult problems in energy, materials, biology, quantum science, semiconductors and national security.
#1 Best Overall
The White House describes a long-term ambition to double the productivity and impact of U.S. research and innovation within a decade. That is an administration objective, not a measured result. The mission’s practical test will be whether the platform produces reproducible scientific advances, faster validated experiments or better engineering decisions.
What is the American Science and Security Platform?
The American Science and Security Platform is the technical and organizational framework the executive order tells DOE to establish. It is intended to bring relevant DOE computing, storage, networking, data, models and experimental resources into a secure, coordinated environment rather than leaving each laboratory or agency to work in isolation.
The platform is best understood as a research stack:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Data: curated observations, simulations, measurements and historical records with metadata and provenance.
- Models: machine-learning systems and conventional scientific models that can recognize patterns, estimate outcomes or propose candidates.
- Compute: DOE supercomputers, cloud HPC systems and other federal or approved industry resources for training, inference and simulation.
- Facilities: particle accelerators, materials laboratories, energy testbeds and other instruments that can validate predictions.
- Automation: robotics and control software capable of carrying out selected experimental steps and returning results to the data pipeline.
- Security: identity, access, cybersecurity and information-handling controls suitable for sensitive federal and national-security work.
This is not a public chatbot and it is not an announced retail supercomputer that anyone can sign up to use. Access is expected to be provided through mission programs, user facilities, partnerships and future funding opportunities for qualified researchers, companies and institutions.
How could Genesis use AI compute?
In this context, AI compute means more than buying accelerators. It includes the processing needed to train and run AI models, the storage and networking needed to move scientific data, and the conventional HPC capacity required for physics-based simulations. A useful way to see the proposed operation is as a closed loop.

- Assemble trustworthy data. Researchers collect measurements, simulation outputs, laboratory records and approved external datasets. Each item needs metadata describing how it was produced, its units, uncertainty and permitted uses.
- Train or run models. AI systems look for patterns, estimate properties, identify anomalies or rank possible designs. HPC simulations can supply additional examples or test whether a model’s predictions are consistent with known science.
- Generate candidates. The combined workflow can propose a material with a target strength, a power-grid configuration, a biological experiment, a semiconductor design or another testable option.
- Validate experimentally. Scientists and facilities test the most useful candidates. Where the equipment supports it, robotic laboratories can execute repeatable procedures and adjust conditions automatically.
- Feed results back. New measurements, including failed attempts, return to the data and model systems. The next round can then select more informative experiments or improve its predictions.
The executive order and White House descriptions establish this as a direction and require DOE to pursue an initial operating capability. They do not show that a complete loop already operates across the nation’s laboratories. Different fields will also require different levels of automation; some experiments cannot be safely or meaningfully delegated to robots.
Which computing workloads are involved?
| Component | Primary job | How it complements the others |
|---|---|---|
| HPC simulation | Solves detailed numerical models of physical, chemical or engineered systems. | Provides high-fidelity results that can train or check AI models. |
| AI training | Adjusts model parameters using large collections of examples. | Turns data and simulation output into a reusable predictive model. |
| AI inference | Runs a trained model to rank designs, forecast outcomes or detect anomalies. | Produces fast candidate answers before expensive simulations or experiments. |
| Data engineering | Indexes, cleans, labels and moves information between systems. | Maintains provenance and makes results discoverable across facilities. |
| Experimental control | Schedules instruments, collects measurements and applies approved actions. | Connects model suggestions to physical validation and feedback. |
| Networking and storage | Transfers and retains large datasets, model files and experiment records. | Allows geographically distributed laboratories and cloud resources to work together. |
A model can be fast but wrong, while a first-principles simulation can be accurate but expensive. Combining both lets researchers use AI for screening and prioritization, then reserve costly computation or laboratory time for the most promising or informative cases.
What research could the mission support?
Executive Order 14363 lists advanced manufacturing, biotechnology, critical materials, nuclear fission and fusion energy, quantum information science, and semiconductors and microelectronics as priority areas. The White House fact sheet also identifies space exploration. These labels describe domains of intended activity, not guaranteed discoveries.
Energy systems and the electric grid
DOE’s announced challenges include grid planning, interconnection, operations and security. The department says its proposed AI approach could make some decisions 20–100 times faster and improve electricity cost and reliability by up to 10 percent. Those figures are stated targets for the grid challenge, not measured nationwide results.
Nuclear science and national-security knowledge
One challenge focuses on digitizing decades of nuclear research into a secure, searchable resource. Making historical reports and experimental records machine-readable could help scientists locate relevant evidence, while access controls would limit sensitive information to authorized users.

Accelerators and autonomous instruments
Another challenge seeks adaptive, autonomous particle accelerators. AI could adjust operating parameters in response to beam conditions or experimental goals, but any deployment would require validated control limits, human oversight and safety procedures.

Models may search for materials that meet specified combinations of strength, conductivity, heat resistance or other properties. Manufacturing systems could use the same approach to optimize processes, identify defects and reduce the number of physical prototypes.
Subsurface and energy development
DOE also lists modeling underground environments for energy development. Integrating geological data, sensor readings and simulations could improve estimates of subsurface conditions, although uncertainty in sparse or noisy measurements remains a major constraint.
Biotechnology, quantum science and electronics
In biotechnology, the platform could help compare molecular designs or prioritize experiments. Quantum projects may use AI to calibrate devices and interpret complex measurements. Semiconductor work could combine process data, device simulations and automated inspection to identify better designs or manufacturing settings.
Who is involved?
DOE is the implementing department and is expected to integrate relevant national-laboratory resources. The White House science and technology adviser coordinates participating agencies through the National Science and Technology Council. DOE presents the mission as a partnership among national laboratories, industry and universities.

DOE announced the Genesis Mission Consortium on February 9, 2026. Its working groups address AI model development and validation, data integration and standards, HPC and cloud infrastructure, and robotics and automation. DOE says TechWerx, a partnership intermediary operated by RTI International, administers the consortium.
The executive order permits cooperative research and development agreements, user-facility partnerships and other arrangements. It also contemplates coordinated grants, prizes, fellowships, internships and apprenticeships, subject to federal law and available appropriations. Participation therefore depends on the specific program, facility rules, security review and funding opportunity; consortium membership alone does not guarantee platform access.

The order sets staged implementation tasks. DOE was told to identify at least 20 science and technology challenges within 60 days, identify federal and industry computing resources within 90 days, identify initial data and model assets and plans for incorporating outside datasets within 120 days, review laboratories capable of robotic and AI-directed experimentation within 240 days, and seek an initial operating capability within 270 days. These are directives and deadlines, not proof that every milestone was completed on schedule.
On February 12, 2026, DOE announced 26 science and technology challenges. On July 22, 2026, the White House said more than 15 federal agencies would contribute awards, funding opportunities, datasets and facilities. The same announcement described more than $5 billion in federal commitments and said 278 projects had been selected. “Commitments” and “selected projects” do not necessarily mean money has been disbursed, systems are operational or scientific impact has been achieved.

How will security and data provenance work?
Scientific AI is only as reliable as the records behind it. The executive order calls for dataset integration plans that address provenance and cybersecurity. In practice, a useful record should identify the source instrument or simulation, processing steps, calibration information, uncertainty, version and access restrictions.
Security matters because the same infrastructure may handle ordinary scientific data and work related to energy systems, nuclear technology or national defense. The platform is therefore expected to apply federal cyber standards, identity controls, compartmentalized access and monitoring rather than treating all datasets as public training material. External contributions would need screening for legal, privacy, export-control and national-security issues.
Will Genesis Mission replace scientists?
No. The official descriptions frame AI as an aid to researchers and experimentation. Scientists still define questions, select meaningful measurements, judge whether a result is physically plausible, design controls, interpret uncertainty and decide when a finding is ready for publication or deployment.

Automation can reduce repetitive work and allow more experiments to be considered, but it can also amplify bad data, hidden assumptions or poorly chosen objectives. Human review is especially important when a model proposes an unfamiliar material, an unusual operating condition or a decision with safety consequences.
What would success look like?
A credible evaluation would separate infrastructure delivery from scientific impact. Early evidence might include functioning data catalogs, reproducible model benchmarks, secure access for qualified users, validated instrument integrations and documented reductions in experiment or simulation time. Stronger evidence would require independently reproducible discoveries, better engineering performance or reliable improvements over existing methods.
The administration’s aspiration to double research productivity, DOE’s grid speed and reliability figures, and the announced funding totals should therefore be read as goals, targets or commitments. They are not substitutes for published measurements showing what the platform has actually delivered.
What does the mission mean for researchers and institutions?
- Researchers may gain access to larger datasets, national-laboratory instruments or specialized computing through future calls and user-facility processes.
- Projects will likely need clear data documentation, reproducible workflows, cybersecurity plans and a credible path from model output to experimental validation.
- Institutions should distinguish ordinary cloud or campus computing from access to restricted federal resources, which may require agreements, screening and compliance reviews.
- Teams that combine domain scientists, data engineers, AI specialists and laboratory operators are better aligned with the platform’s integrated design than teams offering a model without validation capacity.
The most important practical question is not whether a project uses AI, but whether AI is connected to trustworthy data, appropriate physics or domain constraints, and an experiment that can test the result.
