What Is the Turing Trap, and How Can Companies Avoid It?

The Turing Trap is the risk of treating human-like intelligence and the replacement of human labor as the main goals of artificial intelligence. Erik Brynjolfsson introduced the term in a 2022 Daedalus article. The danger is not automation itself; it is an incentive structure that rewards substitution while overlooking ways AI could expand workers’ capabilities, improve services, or create entirely new work. Companies can reduce that risk by defining the outcome first, testing augmentation options, funding training and workflow redesign, measuring more than labor savings, and revisiting job design after deployment.

The Turing Trap in plain terms

In his article “The Turing Trap: The Promise & Peril of Human-Like Artificial Intelligence,” published in Daedalus, volume 151, issue 2 (May 2022, pages 272–287), Erik Brynjolfsson argues that AI development has been pulled toward two related ambitions: making machines appear intelligent in human terms and making them capable of doing work that people currently perform. Those ambitions can produce useful systems, but they also encourage companies to ask, “How many employees can this replace?” before asking what better service, product, or capability the technology could create.

That is the trap. When substitution becomes the default objective, workers can lose bargaining power and become dependent on the owners and operators of the systems that perform their former tasks. Brynjolfsson puts the concern this way: “As machines become better substitutes for human labor, workers lose economic and political bargaining power and become increasingly dependent on those who control the technology.”

The concept is a warning about direction and incentives, not a prediction that every automated process destroys jobs. AI that handles routine work can free people for judgment, relationship-building, investigation, design, or other tasks. The same technical capability can therefore lead to very different outcomes depending on how a company redesigns work and distributes the resulting gains.

Why substitution is so tempting for managers

The business case is easy to state

A project framed as replacement appears to have a simple calculation: automate a task, reduce labor hours, and lower operating expense. That framing fits annual budgets and short payback requirements. It can also make a narrow pilot look successful even when the broader service becomes less reliable or employees lose the expertise needed to handle unusual cases.

The larger opportunity is harder to see

Improving a service, serving more customers, or creating a new product usually requires changes outside the software itself. Teams may need new roles, training, data practices, quality controls, and authority to act on what the system produces. Those benefits arrive later and are spread across departments, while payroll savings can be assigned directly to the automation project.

Brynjolfsson’s analysis emphasizes that technology works through complementary organizational changes. Buying a model or deploying an automated workflow without changing incentives, skills, and decision rights can produce disappointing results while still putting pressure on headcount.

Automation is not the same as worker harm

It is a mistake to use “automation” and “job loss” as synonyms. Anton Korinek and Joseph E. Stiglitz’s 2023 paper, “The Turing Transformation: Artificial Intelligence, Intelligence Augmentation, and Skill Premiums,” explains that changing the boundary of a task can improve job prospects for some employees and widen the scope of their work. An automated component may remove one activity while increasing demand for complementary judgment, communication, or technical skills.

The implication for a company is practical: a system’s technical label does not establish its effect on employment, wages, or inequality. Those effects depend on which tasks are moved to the system, which remain with people, how jobs are reorganized, and who receives the value created.

A practical way to diagnose an AI proposal

When a company has more than one viable design, compare the options on four dimensions. These are analytical questions derived from Brynjolfsson’s framework, not a validated numerical scorecard.

Decision dimension Substitution-oriented design Augmentation-oriented design Question for the project team
Relationship to workers Performs activities in place of employees Extends employees’ expertise, speed, or reach Which human decisions become better or possible only with the system?
Primary value claim Lower labor expense for an existing process Higher quality, capacity, new services, or new work as well as efficiency What customer or operational outcome improves beyond payroll reduction?
Required investment Software and deployment are treated as the main costs Budget includes training, workflow redesign, data work, and support What complementary capabilities must exist for people to use the output safely?
Distribution of gains Most measured gains accrue to the firm or technology owners Workers share in productivity gains through better roles, pay, progression, or voice Who benefits when the system increases output or reduces routine work?

Five steps companies can use to avoid the trap

1. Define the outcome before choosing the technology

Write the desired business and human outcome in plain language before selecting a model or vendor. “Reduce claims-processing labor by 20 percent” describes substitution. “Cut routine processing time so specialists can resolve more complex claims accurately” leaves room for augmentation. Both may involve automation, but they lead to different designs, metrics, and staffing plans.

Require the proposal to answer:

  • What customer, patient, citizen, or employee problem is being improved?
  • Is the opportunity limited to an existing task, or could it enable a service that the company cannot currently provide?
  • Which decisions must remain with accountable people?
  • What would success look like if headcount stayed constant?

2. Map tasks and identify augmentation points

Break each job into tasks instead of classifying the entire occupation as automatable. Mark routine steps, judgment-heavy steps, information bottlenecks, and handoffs. Then test where AI could prepare options, summarize evidence, detect anomalies, or handle predictable volume while employees retain authority over consequential decisions.

For example, a support operation might use AI to retrieve account history and draft a response while an agent checks accuracy, handles exceptions, and decides whether a remedy is appropriate. The point is not to attach an “AI assistant” label; it is to specify what expertise the employee can apply more effectively.

3. Measure outcomes beyond labor savings

Set a baseline and track several categories at once. A project that lowers cost but increases errors, complaints, or employee turnover has not demonstrated durable value.

  • Quality: accuracy, rework, safety incidents, escalation rates, and customer outcomes.
  • Capacity: volume handled, response times, backlogs, and the number of complex cases employees can take on.
  • New value: services, products, analyses, or customer segments that were previously impractical.
  • Worker capability: time spent on learning, judgment, creativity, and other higher-value tasks.
  • Distribution: changes in pay, advancement, workload, autonomy, and who captures the productivity gain.

Keep these measures visible after launch. A one-time productivity improvement can disappear if people stop maintaining the data, leave because their expertise is ignored, or cannot challenge an incorrect output.

4. Fund complementary human and organizational capabilities

Technology spending is only one part of the investment. Brynjolfsson writes that, for each dollar spent on machine-learning technology, companies may need to spend nine dollars on intangible human capital. This is a qualified estimate from his article, not a universal budgeting rule or a measured ratio that applies to every project.

Use the estimate as a prompt to look for omitted costs:

  • Training employees to interpret outputs, recognize failure modes, and escalate uncertain cases.
  • Redesigning workflows so recommendations arrive where decisions are made.
  • Clarifying who can override a system and who is accountable when it is wrong.
  • Improving data definitions, documentation, access controls, and feedback loops.
  • Creating time for subject-matter experts to teach the system and review its performance.

If a proposal has no budget or owner for these activities, it is probably treating deployment as a software purchase rather than an organizational change.

5. Revisit jobs after deployment

Do not assume that automating one task determines the future of a job. After the system has operated long enough to reveal its real strengths and limits, review the task map with employees and managers. Ask what responsibilities have expanded, which new skills are needed, and where the system creates additional work such as checking, correcting, or documenting outputs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use that review to update job descriptions, training paths, staffing levels, and performance measures. If employees are expected to absorb more complex cases, their authority, time, and compensation should reflect that change. A project cannot claim to augment workers while measuring them only on the volume of routine tasks that the system removed.

Designing a business case that tests for the trap

A responsible business case should show at least two scenarios: one that emphasizes labor substitution and another that emphasizes worker augmentation. For each scenario, document expected costs, service levels, risks, staffing changes, and who receives the gains. The comparison exposes whether the replacement option is attractive only because the organization has failed to price training, quality failures, or lost expertise.

Set explicit stop conditions. Pause or redesign the project if error rates rise, employees cannot verify outputs, critical knowledge leaves the organization, or savings depend on shifting unpaid work to customers or remaining staff. Conversely, expand an augmentation design when it demonstrates higher capacity or quality without eroding workers’ ability to exercise judgment.

Illustrative design choices

Customer support

A replacement-first plan routes most inquiries to an automated agent and removes frontline positions. An augmentation plan uses automated retrieval and drafting, gives representatives authority to correct the system, and redeploys saved time to complex cases and proactive outreach. The second plan still automates portions of the interaction, but its success measures include resolution quality and the number of difficult issues handled well.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Professional analysis

A substitution-first plan delivers an automatically generated report with minimal review. An augmentation plan has the system gather and organize evidence, while a trained analyst validates sources, explains uncertainty, and makes the recommendation. The organization must then schedule review time and preserve a clear record of human accountability.

Back-office processing

A narrow cost project may eliminate staff who enter and reconcile information. A broader design can automate extraction while moving employees into exception handling, process improvement, and data-quality roles. Whether that transition works depends on training and on giving those employees authority to fix the underlying process rather than merely clear a queue.

Governance questions for executives and boards

  • Does the project have a value proposition that remains meaningful if headcount does not fall?
  • Which employee groups helped define the tasks, risks, and success measures?
  • What expertise could disappear if experienced workers leave, and how will it be retained?
  • Can a worker or customer challenge an output and obtain a timely human review?
  • How will productivity gains be shared through pay, progression, staffing, or reduced drudgery?
  • What evidence will trigger redesign rather than automatic expansion?

These questions turn augmentation from a slogan into a set of observable commitments. They do not guarantee a particular employment outcome, but they make the company’s choices and trade-offs visible.

Why incentives and public policy matter

Individual firms operate within tax rules, competitive pressures, labor markets, and technology supply chains that can favor rapid substitution. A 2026 NBER working paper by Daron Acemoglu, David Autor, and Simon Johnson, “Building Pro-Worker Artificial Intelligence,” discusses misaligned incentives, path dependence, and pro-automation ideology as contributors to underinvestment in systems that help workers. The paper lists possible policy directions including investment in health care and education, tax reform, antitrust enforcement, and protections for worker expertise.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because it is a working paper, those recommendations should be treated as proposals for debate rather than settled consensus. For a company, the immediate lesson is that responsible choices may require changing internal incentives, not simply asking a technical team to build a more helpful interface.

Common mistakes and how to correct them

Calling a replacement project “augmentation”

If the business case depends on eliminating roles and offers no expanded responsibilities, the label does not change the underlying design. Rewrite the outcome and metrics or acknowledge that the project is substitution-oriented and address its distributional effects directly.

Buying software before mapping work

Starting with a tool often forces the organization to find a problem that fits it. Begin with tasks, bottlenecks, and desired outcomes; then select technology that supports the chosen design.

Ignoring hidden human work

Employees may spend hours correcting, supervising, or documenting automated outputs. Add those activities to the workflow and capacity model. If they are essential, they are part of the system’s real cost.

Measuring only the pilot

A pilot can show that a model performs under controlled conditions without showing that the surrounding organization can sustain quality. Continue monitoring after rollout, when volumes, incentives, and edge cases change.

What the Turing Trap does—and does not—claim

The Turing Trap does not say that human-like AI is inherently harmful, that every automated task removes a job, or that companies can guarantee shared prosperity by declaring an initiative worker-friendly. It identifies a recurring bias: substitution is often easier to justify financially than the complementary investments required to help people do more valuable work.

Korinek and Stiglitz’s analysis reinforces why outcomes must be evaluated empirically at the task and job level. Brynjolfsson’s argument explains why companies should broaden their objectives before deployment. Taken together, they support a disciplined approach: pursue automation where it improves results, deliberately search for augmentation opportunities, invest in the people and processes that make those opportunities real, and measure who gains after the system changes work.

Frequently Asked Questions

Is the Turing Trap a prediction that AI will eliminate most jobs?

No. It is a warning about development and deployment incentives. Employment effects depend on which tasks change, how jobs are reorganized, and how gains are distributed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does an augmentation project guarantee that no jobs will be lost?

No. Augmentation can change the mix of tasks and skills, and some roles may still shrink. The approach requires the company to evaluate alternatives and make the resulting trade-offs explicit.

Should companies reserve nine dollars for human capital for every dollar of machine-learning spending?

No. Brynjolfsson presents that figure as a qualified estimate that companies may need, not as a universal ratio. It is a reminder to budget for training, workflow redesign, data work, and governance.

What is the most useful unit for analyzing AI’s effect on work?

Tasks within jobs. Examining tasks reveals where a system substitutes for effort, where it complements expertise, and what new responsibilities could emerge.

How can a board tell whether gains are being shared?

Require reporting on changes in pay, advancement, workload, autonomy, staffing, and worker capability alongside financial and service metrics.
