The life insurance protection gap is the money dependents would still need after a primary income earner dies, after subtracting available life insurance, savings and investments, public benefits and other resources. Analysts estimate it by modeling income replacement and debt obligations, then comparing that need with the resources a household or population is expected to have. It is a modeled shortfall—not the number of uninsured people and not a personal recommendation for a policy’s face value.
What the life insurance protection gap means
The term is also called the mortality protection gap (MPG). Swiss Re Institute defines it as “the difference between the resources (or protection) needed to sustain a household’s living standards (including repayment of debts such as mortgages) in the event of the death of a breadwinner, and the resources available.”
As an Amazon Associate I earn from qualifying purchases.
In practical terms, analysts ask two questions:
- How much money would a household need to replace lost earnings and meet continuing obligations after the death?
- How much could it draw from insurance, assets and public benefits?
The difference is the gap. A positive result means modeled resources are insufficient to maintain the assumed standard of living. The calculation can be made for one household, but the headline figures most often reported in the media are population-level estimates built from national statistics.
That distinction matters. A market estimate does not tell an individual how much insurance to buy. A family’s answer depends on its own earners, dependents, debts, savings, existing policies, tax position and eligibility for benefits.

The basic calculation
The core arithmetic is:
Protection gap = modeled resources needed − modeled resources available
Both sides are estimates. “Needed” is not simply a person’s annual salary multiplied by an arbitrary number of years, and “available” is not limited to an existing policy. The result changes when an analyst changes the household definition, support period, income measure, debt assumptions, asset data or treatment of public benefits.
Swiss Re’s related mortality resilience ratio expresses the same relationship as coverage of need:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteMortality resilience ratio = available protection ÷ protection needed
A ratio of 44.4% means available protection covers 44.4% of modeled need; the corresponding modeled shortfall is 55.6%. It does not mean that 44.4% of people own life insurance.
How a population estimate is built
Swiss Re Institute’s Asia methodology, described in its 2025 report, illustrates the usual sequence. It uses national data and averages rather than a survey of every household’s policy file.

- Define the population. The model focuses on the working population with dependents and uses average economic and household measures for the markets being studied.
- Estimate the resources needed. This includes income replacement based on salary, wages or average earnings of wage workers, plus resources required to meet debt obligations such as mortgages.
- Estimate resources available. The model counts social security benefits, household financial assets and life insurance coverage, generally represented by the sum assured.
- Subtract available resources from need. The resulting amount is the modeled mortality protection gap for the population.
- Convert the result for aggregate reporting. Large monetary estimates may be presented in “premium-equivalent” terms so different markets and years can be compared. This unit is not the face value of a missing policy and is not the premium any one family would pay.
For the Asia analysis, the modeled support period is around 10 years on average after the primary earner’s death. That is an assumption used to make the population calculation consistent, not a universal rule for every family or country.
The report says its inputs are drawn primarily from central banks, the International Monetary Fund, the Organisation for Economic Co-operation and Development and the World Bank, including national data on income, life insurance ownership, social security and financial assets.
What counts as resources needed?
Income replacement
The largest component is usually the earnings the deceased would have contributed. Depending on the dataset, this may be salary, wage income or an average earnings measure for wage workers. A population model cannot observe the exact career path, raises, unpaid work or retirement plans of every household, so it applies an average or representative income assumption.
Income replacement is intended to preserve dependents’ living standards, not merely to pay immediate bills. It can therefore be much larger than funeral costs or a short-term emergency fund.
Debt obligations
Debt, especially a mortgage, is included because the surviving household may need to continue payments or repay the balance to keep its home. Other liabilities may be included when the available national data supports them. The treatment of debt is a major reason two otherwise credible estimates can differ.

A longer support period produces a larger need than a shorter one. The number and ages of dependents, whether another adult earns income, and the assumed standard of living also affect the modeled amount. These variables are often averaged in a market estimate and must be replaced with household-specific facts in personal planning.

What counts as resources available?
Life insurance
Existing life cover is generally represented by its sum assured—the amount payable on an insured death under the model’s definition of coverage. A policy’s exclusions, waiting periods, policy ownership and beneficiary arrangements may matter to a real claim but are not necessarily visible in national statistics.
Financial assets
Household financial assets can include savings and investments. Whether an asset is liquid, jointly owned, earmarked for another purpose or exposed to market losses is usually not captured in a broad average. Treating all reported assets as immediately usable can therefore overstate practical protection for some families.
Social security and public benefits
Survivor benefits and other social security payments reduce the amount private resources must replace. Eligibility rules, payment duration and benefit levels differ by country, and population models use national averages or published program data rather than an individual eligibility determination.

Every headline number should be read with its reference year, geography, unit and ratio definition. The following figures come from Swiss Re Institute publications and are not interchangeable.
| Estimate | Reference and scope | What it represents |
|---|---|---|
| USD 432 billion | Global, 2024; published in Swiss Re Institute’s 2025/26 online mortality-protection-gap article | Global mortality protection gap in premium-equivalent terms |
| 44.4% | Global, 2024; same article | Mortality resilience ratio: available protection as a share of modeled need |
| 43.6% | Global, 2023; same series | Prior-year mortality resilience ratio |
| 45.6% | About a decade before 2024; same series | Earlier mortality resilience ratio cited for comparison |
| USD 414 billion | Global, 2023; Swiss Re Institute’s 2024 resilience publication | Prior-year global gap in premium-equivalent terms; it is not a revised 2024 figure |
| USD 132 billion | Asia, 2024; 12 markets in Swiss Re Institute’s 2025 report | Regional gap in premium-equivalent terms |
| USD 97 billion | Asia, 2017; same report | Comparison point showing the 2024 Asia estimate was 35% higher |
| 57% | Advanced markets, 2024; global article | Mortality resilience ratio |
| 32.6% | Emerging markets, 2024; global article | Mortality resilience ratio |
The global 2024 estimate was described as a record in nominal terms. Swiss Re attributes the widening to rising protection needs, including income replacement, debt, inflation and economic development. Emerging markets accounted for 81% of the aggregate 2024 Asia mortality protection gap in the regional report.
Why a premium-equivalent figure is not an insurance quote
Insurers normally quote a premium for a specified person, policy term, benefit amount, underwriting class and payment schedule. An aggregate premium-equivalent estimate is a conversion used to express a modeled market shortfall in a comparable monetary unit. It does not say that a household is missing a policy with that face value, nor that buying premiums equal to the published amount would close the market gap.

For the same reason, the USD 432 billion global estimate and the 44.4% resilience ratio answer different questions. The first is an aggregate monetary shortfall in a specified presentation; the second is the share of modeled need covered by available protection.
How to compare two protection-gap estimates
Before concluding that one number has risen or fallen, align the assumptions across both publications:
- Geography: global totals, a group of 12 Asian markets and a single country cover different populations.
- Reference year and publication date: a 2023 estimate published in 2024 should not be silently relabeled as a 2024 estimate.
- Population definition: working people with dependents, all households and insured households are not equivalent groups.
- Included resources and liabilities: check whether income, mortgages, other debt, assets, insurance and public benefits are included.
- Support period: the number of years of assumed support strongly affects the required resources.
- Unit: distinguish nominal currency from premium-equivalent presentation.
- Metric type: a monetary gap is not the same as a resilience ratio or the percentage of people with a policy.
What the concept means for one household
A market statistic cannot determine a reader’s recommended sum assured. A personal needs assessment should instead map the surviving household’s actual cash flows and resources.
- List dependents and responsibilities. Record children, adults requiring care and anyone whose support depends on the earner.
- Measure the income contribution to replace. Use after-tax earnings or the household contribution that would disappear, and consider how long each dependent needs support.
- List liabilities. Include mortgage balances and other debts that the household would need to service or repay.
- Inventory usable resources. Include existing life cover, cash, investments, survivor benefits and other dependable income, while distinguishing liquid assets from money committed to retirement or other goals.
- Calculate the shortfall. Subtract dependable resources from the cost of replacement income and obligations, then account for inflation, taxes, investment returns and policy duration where appropriate.
- Review the result. Changes in earnings, a new mortgage, a child leaving education or a policy renewal can materially change the need.
This household exercise is conceptually similar to the population method but uses personal facts instead of national averages. A licensed adviser or qualified needs-assessment service can help with tax, estate and policy details that a simple spreadsheet may miss.
Why people remain underinsured
Consumer research helps explain behavior but does not replace the gap methodology. LIMRA’s 2025 US Insurance Barometer materials describe life insurance as misunderstood and overlooked and study attitudes and behavior among Americans who are uninsured or underinsured. Those findings provide US context; they are not the source of Swiss Re’s global dollar estimate.
Swiss Re’s Asia consumer survey, covering 12 markets, reports that respondents cited price, lack of knowledge and lack of product relevance among reasons for not buying insurance. These responses cannot be substituted for US results because the markets, products and social-security systems differ.

Common interpretation errors
Confusing the gap with the uninsured population
The gap measures unmet financial resources. Someone may own a policy and still have a large gap if the benefit is too small, while someone without private cover may have substantial assets or public benefits.
Using a global average as a personal target
Average income, debt and assets conceal large differences between households. A global or regional figure is useful for understanding systemic exposure, not for selecting an individual policy amount.
Mixing life, health and catastrophe gaps
“Protection gap” is a broad resilience term. The mortality protection gap concerns death of a breadwinner and the resulting household financial resilience. Health-care shortfalls and uninsured property or natural-catastrophe losses are separate applications of the phrase.

Ignoring the measurement year
Economic growth, inflation, interest rates, insurance ownership and benefit rules change the inputs. Always attach the reference year and publication when quoting a figure, and expect later annual releases to revise the picture.
Bottom line
The life insurance protection gap is modeled unmet support for dependents after a breadwinner’s death. Analysts estimate required income replacement and debt resources, subtract life insurance, financial assets and public benefits, and may express the aggregate shortfall in premium-equivalent terms. The latest cited global estimate is USD 432 billion for 2024, alongside a 44.4% mortality resilience ratio; neither figure is a personal insurance quote. To know a household’s actual shortfall, use its own income, dependents, debts, assets, existing cover and benefits.
