What Is the E-Rate Program? How It Supports School Internet Access

E-Rate is the Federal Communications Commission’s Schools and Libraries Universal Service Support Mechanism, administered by the Universal Service Administrative Company (USAC). It lowers the price that eligible schools, libraries, districts and consortia pay for qualifying Internet access, data transmission, and on-site network infrastructure. Discounts can reach 90 percent, but the percentage depends on the applicant’s poverty level and urban or rural status, and every request must satisfy the rules for its funding year.

The program does not simply hand a school a check for any technology it wants. An applicant must verify eligibility, run a competitive procurement, select a service provider, submit the required FCC forms, receive approval, deliver the service or equipment, and document the costs before seeking reimbursement or a discounted bill.

What E-Rate pays for

E-Rate support is organized into two service categories. The division is important because an Internet circuit entering a building is funded differently from the switches, wireless equipment and cabling that distribute that connection inside the building.

Category One: bringing connectivity to the building

Category One covers services delivered to an eligible school or library. The principal components are data transmission and Internet access. Examples include a wide-area connection linking a school to a district network and the Internet service that provides external access for students, teachers and library users.

  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.

The request identifies each receiving entity, the service, the connection speed and the discount calculation. A circuit can therefore appear in an E-Rate application even though the wireless network used by students is funded under a different category.

Category Two: distributing connectivity inside the building

Category Two supports the internal network that turns an incoming connection into usable connectivity throughout a facility. Eligible items and services can include internal connections, managed internal broadband services and basic maintenance. Depending on the funding-year rules, this can encompass equipment such as wireless access points, network switches and structured cabling, along with qualifying installation or management services.

A product being sold as a “school Wi-Fi” device does not by itself make it eligible. The applicant must match the proposed equipment or service to the applicable funding-year Eligible Services List and to the approved funding request.

Who can apply

USAC identifies public and private K–12 schools, libraries, and consortia or districts as applicant groups. Eligibility is determined for the specific entity and funding year, so a school should confirm its status in the program’s application system rather than assume that every campus, program or affiliated organization qualifies.

Schools and libraries

Public schools and qualifying private K–12 schools may seek support for eligible services used by their students and staff. Libraries can apply for qualifying connectivity and internal network services used to serve library patrons. A district or library system may coordinate applications for several locations, while a consortium can submit a shared request for participating entities.

Consortia and districts

Group applications can simplify procurement and network planning, but they also require clear records showing which entities receive each service, how costs are allocated and which party is responsible for forms, contracts and invoices. The applicant remains responsible for compliance even when a consultant, district office or service provider helps prepare paperwork.

How the discount is calculated

USAC describes discounts of up to 90 percent. The exact percentage comes from the E-Rate discount matrix, which uses the applicant’s poverty level and whether the school or library is classified as urban or rural. Two applicants requesting the same type of Internet circuit can therefore receive different discounts.

For schools, the calculation uses entity information and student counts, including the number of students eligible for the National School Lunch Program. The resulting percentage is entered in FCC Form 471 for each funding request.

Factor How it affects an application
Poverty measure Higher qualifying poverty levels generally place an eligible school or library in a higher discount band under the matrix.
Urban or rural status The matrix applies different treatment based on the applicant’s location classification.
Service category Category One covers the connection to the building; Category Two covers internal distribution, managed services and basic maintenance.
Funding year The applicable year’s rules and Eligible Services List determine whether the requested service or equipment can be supported.

The discount is not a promise that E-Rate will pay every project cost. The school or library must cover the applicant share and any costs that are outside the approved scope. A 90-percent discount, for example, would leave 10 percent of an eligible cost for the applicant, subject to the approved price and the program’s rules.

How much money is available

For funding year 2025, the FCC set an annual E-Rate cap of $5.06 billion, adjusted annually for inflation. The program is demand-based up to that Commission-established cap. The figure is the total program ceiling for that funding year, not an automatic allocation for each school or a guarantee that every request receives its preferred amount.

Applicants should budget for the recurring service charge, equipment, installation, maintenance, the applicant share and the administrative work needed to meet procurement, recordkeeping and invoicing requirements. A low monthly price can still produce a large local obligation when a project includes significant internal-network equipment or installation.

What the application process looks like

USAC publishes a sequence that runs from account creation through final invoicing. Missing a step can delay funding or leave an applicant unable to claim a discount.

  1. Create an EPC account. The applicant establishes an account in USAC’s E-Rate Productivity Center and maintains current entity information for every school, library or other participating location.
  2. Define the project. Identify whether the request is Category One or Category Two, list the receiving entities, describe the service or equipment, record connection speeds where applicable, and verify that the proposal fits the current funding-year Eligible Services List.
  3. Conduct competitive bidding. Follow the program’s competitive-procurement requirements before selecting a provider. Keep the request documents, bids, evaluation records, communications and contract because USAC can require evidence that the process was open and properly documented.
  4. Select the service provider. Choose the provider under the documented procurement process and execute the required agreement. The selected price, scope, service dates and locations must match what will be requested on the application.
  5. File FCC Form 471. The form identifies the services or equipment, receiving entities, connection speeds and information used to calculate the discount. Review every entity, quantity and cost before submission.
  6. Complete application review. USAC reviews the request and may ask for additional information. Respond with procurement, eligibility and pricing records rather than changing the project informally after submission.
  7. Start the approved service. After approval and any required contract conditions are met, the provider delivers the service or equipment. Keep delivery, installation, acceptance and service records.
  8. Invoice USAC. The provider and applicant follow the applicable invoicing process so that USAC can pay the approved share. Retain invoices, proof of payment and related records for the program’s required retention period.

Competitive bidding and recordkeeping

Competitive bidding is a core E-Rate requirement, not an optional way to lower the price. The applicant should define a neutral scope, publish or otherwise issue the required solicitation, allow providers a fair opportunity to respond, evaluate offers using documented criteria and retain the winning and losing bid records.

Records should connect the procurement to the final Form 471 request. Keep the solicitation, amendments, proposals, evaluation notes, scoring, contract, purchase orders, delivery evidence, invoices and payment records together. If a district applies for several campuses, maintain a location-level record showing which service or equipment each entity received.

Internet service versus Wi-Fi equipment

A common misunderstanding is that E-Rate pays for “the Internet” as one undivided expense. In practice, the external connection and the internal network are separate funding questions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Project component Typical E-Rate category What the applicant must verify
Internet access circuit Category One That the service, speed, location and contract meet the current Eligible Services List and application rules.
Data transmission between sites Category One That the connection is an eligible transmission service for the participating entities.
Wireless access points and switches Category Two That the equipment, installation and quantities are eligible for the funding year and included in the approved request.
Managed internal broadband service Category Two That the managed service scope and provider arrangement satisfy the current rules.
Basic maintenance Category Two That the maintenance is a qualifying service rather than an unrelated support contract.

Buying a Wi-Fi access point or managed Ethernet switch from a retail marketplace does not establish eligibility. The applicant must first include an eligible configuration in a compliant procurement and obtain approval for the specific project.

Funding-year rules can change

The FCC and USAC update eligibility by funding year. The current year’s Eligible Services List controls, even when a device or service was eligible in an earlier year. Applicants should check that list before writing specifications, issuing a solicitation or renewing a contract.

FY2025 school-bus Wi-Fi change

The FCC’s FY2025 notice made school-bus Wi-Fi and similar access-point technologies ineligible for E-Rate support beginning in funding year 2025. This change does not make ordinary in-building Wi-Fi infrastructure ineligible; a building-based wireless project can remain supportable when it meets the current rules and is included in an approved Category Two request.

The distinction matters when a district designs a connectivity plan. A school may seek support for wireless equipment inside a school building while paying separately for technologies intended to provide Internet access on buses or through comparable mobile access points.

Planning a project before filing

Start with an inventory of buildings, existing circuits, current speeds, wireless coverage, switches, cabling and maintenance contracts. Map each need to Category One or Category Two, then identify the funding-year eligibility rule that applies.

  • Define the outcome: for example, higher wide-area capacity, reliable Internet access at each campus, full classroom wireless coverage or replacement of unsupported switches.
  • Separate recurring and one-time costs: Internet and managed services may recur, while equipment, installation and cabling are usually project costs.
  • Estimate the local share: apply the applicant’s approved discount to eligible costs and reserve funds for the remainder and for non-eligible items.
  • Coordinate dates: align procurement, contract terms, service start, installation and invoicing with the funding-year schedule published by USAC.
  • Check the list twice: confirm eligibility when drafting specifications and again before filing Form 471, because a rule or list can change between planning and application.

A simple cost example

Suppose an approved eligible service costs $100,000 and the applicant receives a 90-percent discount. The E-Rate share would be $90,000 and the applicant share would be $10,000, before any non-eligible cost or adjustment. This is an illustration of the percentage, not a promise that an applicant will receive 90 percent; the actual matrix result and approved cost control the calculation.

If the same project includes equipment that is not eligible in that funding year, the applicant must pay that portion separately even if the related Internet circuit is approved. Separating line items in the budget makes this distinction visible to school boards, finance staff and auditors.

Common mistakes and how to correct them

Assuming every network product qualifies

Problem: A vendor calls a product “E-Rate eligible,” or a school finds the product in an online store and assumes it can claim a discount.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Compare the exact equipment or service to the current FCC Eligible Services List, include it in the competitive-bid scope and submit it in the approved request. Keep the product description, quantity and configuration that were evaluated.

Using an old discount percentage

Problem: A district copies a percentage from a prior funding year or another campus.

Correction: Recalculate using the current entity data, National School Lunch Program information and urban or rural classification for the applicant and year being filed.

Skipping procurement documentation

Problem: The school selects a familiar provider but cannot show how competing offers were solicited and evaluated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Preserve the solicitation, all responses, evaluation criteria, selection record and executed contract. Make sure the Form 471 description and price agree with the final procurement documents.

Correction: Keep evidence that the approved service started or the equipment was delivered and installed, then follow the applicable USAC invoicing process with matching invoices and proof of payment.

Why E-Rate matters for school Internet access

School connectivity has two cost layers: the connection that reaches the campus and the internal network that distributes it to classrooms, offices, libraries and shared spaces. E-Rate addresses both layers through Category One and Category Two, allowing an eligible applicant to plan an end-to-end network instead of treating Internet service as an isolated bill.

The program’s discount structure also directs more help toward applicants with greater financial need while accounting for urban and rural status. Because support is tied to competitive procurement, approved services and detailed records, the benefit is a lower compliant cost rather than an unrestricted technology grant.

For a school or library considering an upgrade, the practical sequence is clear: establish eligibility, check the current funding-year list, design the Category One and Category Two portions, bid the work, file Form 471 accurately, document delivery and retain every cost record through invoicing. That discipline is what turns E-Rate from a potential discount into dependable Internet and Wi-Fi access.
