Invention is the creation of a new idea, device or process. Innovation is a significantly different new or improved product or process that has been implemented—made available to users or brought into use. Productivity growth is a measured increase in output relative to inputs over time. An invention can remain unused, an innovation can be adopted from elsewhere, and neither automatically produces measurable productivity growth.
The three terms describe different things: creation, implementation and an economic result. Keeping those boundaries clear prevents a prototype from being counted as an innovation, an adopted technology from being dismissed as “not innovative,” or a productivity statistic from being treated as proof that one particular innovation caused it.

The three concepts at a glance
| Term | What it describes | Practical test | Example |
|---|---|---|---|
| Invention | Creation of a new idea, device or process | Has something novel been created? It may still be unused. | A prototype manufacturing method that has not been deployed. |
| Innovation | An implemented new or improved product or process | Is it significantly different from the unit’s previous offering or process, and has it been made available or brought into use? | A company puts a substantially improved production workflow into operation, whether it developed the workflow itself or adopted it. |
| Productivity growth | Change over time in output relative to inputs | Has measured output per input, or a broader productivity measure, increased during a specified period? | Output per labor hour rises over several years. |
This framework follows the OECD/Eurostat Oslo Manual 2018, which is designed for measuring innovation across organizations and sectors. Everyday speech often uses “innovation” more loosely, so it is useful to state which meaning you intend. The Oslo Manual’s executive summary compares an organization’s current products and processes with its own previous ones, rather than requiring a world-first breakthrough.

An invention is a novel creation: an idea expressed in a design, machine, material, algorithm, production method or other process. The defining event is creation, not deployment. A laboratory prototype, a patented design that has never been manufactured, and an untested internal process can all be inventions.

The implementation test
Ask whether the new thing has been put into use or made available to someone who could use it. If the answer is no, it may still be an invention, but it has not crossed the implementation threshold used to classify an innovation. A technically impressive device sitting in a research laboratory remains an invention until an organization uses it or offers it to users.
Why patents do not settle the question
A patent documents a legal claim to an invention; it does not demonstrate that the invention works in routine conditions, has been offered to users or has changed an organization’s production. Some patented ideas are licensed, abandoned or held defensively. The patent can therefore be evidence of novelty while leaving implementation—and hence innovation—unresolved.
What is innovation?
Under the OECD/Eurostat measurement framework, an innovation is a new or improved product or process that differs significantly from the unit’s previous products or processes and is either made available to potential users or brought into use by the unit. “Unit” can mean a business or another organization being measured. The comparison is with that unit’s own earlier state, not necessarily with every product in the world.
Implementation is the decisive threshold
The Oslo Manual 2018 puts the distinction plainly: “The requirement for implementation differentiates innovation from other concepts such as invention, as an innovation must be implemented, i.e. put into use or made available for others to use.” OECD/Eurostat, 2018.

Implementation can occur in two ways:
- A product is made available to potential users, such as customers or a defined group of external users.
- A process is brought into use inside the organization, even if the process is never sold as a separate product.
Commercial success is not a required part of this definition. An implemented product that later fails in the market can still qualify as an innovation, provided it met the significant-difference and implementation conditions when introduced.
Innovation does not have to be original to the adopter
A firm can innovate by adopting a technology or method created elsewhere. The relevant question is whether the change is significantly different for that firm and has been implemented. The OECD’s 2025 discussion of science and innovation measurement identifies adoption of existing technology as a basic form of process innovation. OECD, 2025.
For example, a retailer that introduces automated inventory forecasting developed by a software supplier may be innovating in its own operations even though it did not invent the forecasting system. Diffusion—technology spreading from its developer to other organizations—is therefore part of how innovation occurs.
Do these 3 things before closing this tab:

The core statistical definition does not assume that an innovation is profitable, environmentally beneficial or socially desirable. A new process may reduce one cost while creating another, or may meet an organization’s objective without improving wider welfare. Judging its value requires a separate analysis of outcomes and impacts.

What is productivity growth?
Productivity growth is an economic measurement: output increases relative to the inputs used to produce it over a defined period. A simple labor-productivity example is output per hour worked, but analysts can also examine output relative to capital, materials, energy and labor together, depending on the chosen measure.
Every productivity statement needs four specifications
- Output: What was produced—physical units, services, revenue-adjusted volume or another measure?
- Input: Which resource is in the denominator, such as hours worked, workers, machinery or a combined input index?
- Period: What dates are being compared?
- Unit of analysis: Is the calculation for a worker, firm, industry, country or another group?
Without those details, “productivity increased” is incomplete. A firm can produce more while using proportionally more labor and equipment, leaving productivity unchanged. Conversely, output can stay flat while fewer hours are required, raising output per hour.
Productivity statistics do not identify a single cause
The OECD’s Measuring Productivity manual focuses on constructing and interpreting productivity measures, including the choices and limitations behind them. OECD, 2001. A rise in output per input may reflect better skills, management, infrastructure, demand, supply-chain conditions, measurement changes, or several technologies at once. The statistic itself cannot establish that one invention or innovation caused the change.
How invention, innovation and productivity growth connect
The concepts can form a pathway, but they are not mandatory stages in a fixed sequence.

Pathway 1: invention becomes innovation
An engineer creates a new production technique. After testing, a factory adopts it on the production line. The technique is now an innovation for that factory because it is significantly different from the factory’s previous process and has been brought into use. If the change later allows the factory to produce more saleable output with the same labor hours, measured productivity may grow.
Pathway 2: invention never becomes innovation
A research team develops a working prototype, but the organization cannot justify the cost of deployment. The prototype is an invention; because it was neither put into use nor made available to users, it is not an innovation under the formal framework. No productivity effect should be attributed to it.
Pathway 3: innovation without a new invention by the adopter
A hospital introduces an existing scheduling system and changes its internal process around it. The hospital has implemented a significantly different process, so the adoption can count as process innovation for the hospital even though another organization invented the software.
Pathway 4: innovation with no measured productivity gain
A company launches a redesigned product that customers can buy. It meets the implementation test and is an innovation. However, if development costs, training time or production complexity rise as quickly as sales, output per input may not increase. Innovation can be real while productivity growth is zero or negative.

Pathway 5: productivity growth without a clearly identified innovation
Workers may become more skilled, a supply bottleneck may disappear, or management may reorganize tasks using existing tools. Output per hour can rise even when no specific new product or process is recorded. Productivity growth therefore does not prove that innovation occurred.

A prototype battery material
A materials laboratory creates a battery compound with a novel chemical structure. It is an invention. If the compound is licensed and a manufacturer makes it available in a commercial battery, the manufacturer’s product introduction can be an innovation. Whether battery output per worker or per unit of capital rises is a separate productivity question requiring measured inputs and outputs over time.
An adopted cloud workflow
A small business replaces locally installed systems with a cloud workflow designed by a vendor. The vendor may have invented the underlying architecture years earlier. For the small business, the implementation can qualify as process innovation if it significantly changes the firm’s previous process. Any productivity effect depends on such factors as setup time, employee hours, service quality and the output measure selected.

A manufacturer changes a product’s materials and user interface substantially, then offers the revised product to customers. It is an implemented product innovation for that manufacturer. A sales increase is not itself a productivity measure: analysts still need an output definition and an input comparison.
How to classify a case in practice
- Describe the change precisely. Identify the product, service or process and what is different from the organization’s previous version.
- Check implementation. Determine whether the product was made available to potential users or the process was brought into use. A proposal, prototype or shelved design fails this test.
- Identify the comparison unit. State which firm or organization is being assessed. An imported technology can be innovative for the adopter even if it is not novel globally.
- Separate outcome evidence. If you claim productivity growth, specify output, input, period and unit of analysis. Do not substitute launch, revenue or user enthusiasm for a productivity calculation.
- Use cautious causal language. Say that an innovation may have contributed to a measured change unless a credible analysis isolates its effect from other factors.
Common mistakes and the accurate correction
| Mistake | Why it is wrong | Better wording |
|---|---|---|
| “Every new idea is an innovation.” | An idea can remain unused. | “It is an invention; it becomes an innovation when implemented or made available and significantly different for the unit.” |
| “Innovation means a world-first breakthrough.” | The formal comparison is with the unit’s previous products or processes. | “Adoption can be innovation when the change is significant for the adopting unit.” |
| “Innovation always improves productivity.” | Implementation does not guarantee a favorable output/input result. | “Innovation can contribute to productivity growth, but the effect must be measured.” |
| “Higher productivity proves a particular technology worked.” | Many influences can move a productivity statistic. | “Productivity rose under the stated measure; additional evidence is needed to identify causes.” |
| “A successful product launch is productivity growth.” | Sales and productivity use different concepts and denominators. | “The launch is an implemented product innovation; productivity requires an output/input comparison.” |
Why the distinction matters
For managers, separating implementation from creation clarifies whether a research project has reached operational use. For policymakers, it prevents innovation surveys from counting every proposal while still capturing adoption and diffusion. For investors and analysts, it avoids treating a patent portfolio or a product launch as direct evidence of efficiency gains. For readers of economic statistics, it makes clear why innovation indicators and productivity accounts answer different questions.
The distinction also improves project evaluation. A team can track invention milestones such as prototypes and technical feasibility, innovation milestones such as deployment and user availability, and productivity outcomes such as output per hour over a defined period. Those dashboards can be related, but they should not be merged into one score without explaining the definitions.
