There is no single best proxy for web scraping. The right choice depends on what the target accepts, whether your workflow needs a stable session, the locations you need, and your total operating cost. For tolerant public pages, start with datacenter proxies; consider residential or ISP/static residential when network reputation or session continuity is the issue. Use mobile proxies only when mobile-network identity is genuinely relevant. If you would rather outsource proxy handling and more of the scraping stack, compare a managed scraping API instead.
Choose the type against an authorized, representative target before comparing providers. A proxy changes the network route and visible exit IP; it does not itself solve browser fingerprinting, JavaScript challenges, poor request behavior, or access authorization.
Choose a proxy type for the workload
Treat these categories as starting points, not a ladder from inferior to superior. A target can respond differently by endpoint, location, request pace, and time. If the site offers an API for the data you need, begin there.

Understand rotation and sticky sessions
Rotating proxies for independent requests
A rotating proxy assigns a different exit IP per request or at configured intervals. That can suit independent, stateless requests where one request does not depend on cookies or state created by another. Rotation policies and controls vary by provider, so check the specific service configuration rather than assuming every “rotating” pool behaves the same way.

Sticky sessions for continuity
A sticky session retains the same exit IP for a period. This can fit a legitimate workflow involving cookies, a login, a cart, or several consecutive steps. Check the session duration and renewal behavior for the product you select. Changing the IP in the middle of a stateful flow can break the session; do not rotate mid-workflow to evade a block or rate limit.
Diagnose the actual failure before upgrading
A proxy only changes the route and visible exit IP. If a request fails, first determine whether the cause is the IP range, session handling, request rate, browser behavior, or authorization. Moving from datacenter to residential or mobile without identifying the cause can raise cost without fixing it.
- Hosting-range rejection: If evidence indicates the target rejects hosting-provider IP ranges, residential may be worth evaluating on authorized pages.
- Broken multi-step state: If cookies or login state are lost between steps, test a sticky session or a suitable static option.
- JavaScript or browser challenge: A different exit IP alone does not provide browser execution or resolve a challenge. Consider whether a browser-based workflow or managed scraping platform fits, and respect the site’s access controls.
- Rate limiting or denial: Back off and review the site’s rules. Do not use rotation as a way to evade limits.
Compare providers after choosing a type
Make a shortlist only after the type and session behavior fit the task. A provider’s published pool size, success rate, or response-time claim is not an independent comparison and cannot predict results for every site. Measure your own authorized workload with a defined response and content-validation method.

- Target results: Define success precisely—for example, a valid response plus the expected page content—and measure it on representative target pages.
- Session controls: Compare rotation behavior, sticky-session duration, and stability across the full workflow.
- Location coverage: Check whether the service offers the country, state, city, or carrier context you actually need.
- Compatibility: Confirm protocol support and compatibility with your HTTP client, browser, crawler, or framework.
- Total cost: Estimate expected traffic, response sizes, retries, and concurrency. Per-GB and per-IP plans are not directly comparable by headline price alone.
- Transparency and support: Review what the provider says about IP sourcing, usage limits, and support.
- Operating effort: Compare self-managed proxy operations with a scraping API or platform, including engineering and maintenance—not just the proxy line item.
As one concrete example, Decodo’s product page, accessed September 29, 2026, lists residential, datacenter, ISP, and mobile products. Its published pool counts and starting prices are vendor claims and can change; they are not independent measurements or proof of performance on your target. Verify current configurations and pricing directly with the provider before making a purchase decision.
When to use a managed scraping API instead
A managed scraping API is a different delivery model, not another proxy type. It can make sense when your team would rather pay for a service that handles proxy selection and more of the scraping stack than build and operate those pieces itself. Compare the service’s supported targets, output, controls, price, and failure handling against the work you would otherwise own. Apify is one example of an adjacent managed scraping platform; its suitability depends on the workload, not on a universal claim that it is better than self-managed proxies.

Collect data responsibly
Use a proxy only for access you are authorized to make. Check the site’s terms, robots.txt, and rate limits; identify your crawler when appropriate; use reasonable request rates; and stop or back off when the site denies or limits access. RFC 9309, published by the RFC Editor in September 2022, says the Robots Exclusion Protocol specifies rules crawlers are requested to honor when accessing URIs: RFC 9309. That protocol statement is not a complete account of access rights, contractual terms, or law in a particular jurisdiction. A proxy does not grant permission or override login walls, paywalls, or other access controls.

Run a workload-specific evaluation
- Choose an authorized target and representative pages. Prefer an official API when available, and define the pages and locations you need.
- Define success before you compare. Specify what counts as a valid response and expected content, plus acceptable session continuity and latency for your task.
- Start with the least complex fitting option. For tolerant pages, evaluate datacenter first. Test another type only when you have evidence that network reputation, geography, or session continuity is the problem.
- Test the full workflow. Include the actual request pace, cookies, login steps if authorized, expected response sizes, and concurrency. Do not infer performance from a provider’s general marketing claims.
- Calculate total cost and operational burden. Include usage, retries, and the time needed to configure and maintain the solution; compare that with a managed scraping service if relevant.
- Respect denials and limits. If the site blocks or limits access, stop or back off rather than using proxy rotation to get around the restriction.
Common selection mistakes
- Buying the largest pool before testing: A pool-size claim does not establish target success. Validate the actual workflow.
- Assuming residential means unblockable: Residential IPs may address an IP-reputation or geography issue, but not every challenge.
- Rotating through a stateful flow: A changing IP can disrupt cookies or login state. Select a session strategy around the workflow.
- Comparing unlike price units: Convert expected usage and retry volume to total workload cost before comparing per-GB and per-IP plans.
- Treating a proxy as permission: Network routing does not grant access rights or override a site’s rules.
Frequently Asked Questions
Is a residential proxy always better than a datacenter proxy?
No. Residential may fit when hosting-provider IP ranges are the specific obstacle or consumer-network geography is needed; datacenter is a sensible lower-cost starting point for tolerant targets.
Should I use rotating proxies for a login workflow?
Usually, a workflow that depends on cookies or login state calls for IP continuity. Check sticky-session duration and provider behavior, and do not change IP mid-flow to evade a restriction.
