The National Telecommunications and Information Administration (NTIA), an agency of the U.S. Department of Commerce, administers the program. States, the District of Columbia, and U.S. territories design plans and select projects, while approved providers and other subgrantees build or upgrade networks.
BEAD is not a consumer rebate or an internet service plan. It finances public broadband projects in unserved and underserved locations, along with related planning, adoption, multi-unit-building, anchor-institution, and workforce activities. Whether a particular address will receive a BEAD-funded connection depends on the applicable state or territorial plan and project selections.

What the BEAD Program is—and what it is not
BEAD stands for Broadband Equity, Access, and Deployment. Congress established it in the IIJA with a total federal allocation of $42.45 billion. NTIA sets national requirements, distributes each eligible entity’s allocation, reviews plans, and oversees awards. The eligible entities are the 50 states, the District of Columbia, and participating U.S. territories—56 entities in all.
The federal government generally does not choose every local construction project itself. Instead, each state or territory develops a proposal, runs a subgrantee-selection process under NTIA rules, and submits its final proposal for federal review. Providers, utilities, cooperatives, local governments, tribal entities, or other eligible organizations may become subgrantees where allowed by the governing rules and the jurisdiction’s plan.

- It is a grant program: Public money supports approved broadband infrastructure and related activities.
- It is not a household payment: Residents do not apply to NTIA for a BEAD check.
- It is not an internet plan: A BEAD award does not automatically make a provider available at every nearby address.
- It is not a single national construction contract: Projects are selected and administered through state and territorial processes within federal requirements.
The practical result is a federal framework with local implementation. NTIA determines the rules and approves plans; state and territorial broadband offices determine which proposed projects move forward; selected subgrantees deliver the work.
Why BEAD focuses on unserved and underserved locations
Building a network in a remote area can cost more per location than serving a dense urban neighborhood. Long distances, difficult terrain, sparse households, limited backhaul, and expensive maintenance can make a project financially unattractive without public support. BEAD is intended to close those gaps by helping fund deployment or upgrades where existing service is absent or does not meet the program’s definition of adequate broadband.
The program can also address places that are technically connected but still face practical barriers. State plans may include service to community anchor institutions, such as schools, libraries, health facilities, and public-safety locations; service improvements in multi-unit residential buildings; adoption and use initiatives; planning; and workforce-readiness activities. These categories support the network and the ability of residents and institutions to use it, but an entity’s eligibility and the exact funding rules come from the controlling federal policy and its state or territorial plan.

How BEAD money moves from Congress to a local project
- Congress authorizes the program. The IIJA provides the $42.45 billion federal allocation for broadband access and related eligible activities.
- NTIA allocates funds. NTIA announced allocations for all 56 eligible entities in June 2023. Each state, the District of Columbia, and participating territory receives an allocation to administer through its approved process.
- The eligible entity prepares a plan and selects subgrantees. The state or territory identifies eligible locations, designs its rules, solicits proposals, evaluates projects, and selects subgrantees. The selection must follow NTIA requirements, including any requirements in effect when the selection occurs.
- NTIA and NIST process the proposal and award agreement. NTIA approval of a final proposal and NIST approval are separate milestones. NTIA reviews the program proposal; NIST approval makes grant funds available according to the dashboard’s status definitions. An entity then signs and returns an award agreement.
- The selected subgrantee implements the project. The subgrantee performs engineering, permitting, construction, equipment installation, customer activation, or other approved work under the award terms. A federal approval count alone does not establish that construction has finished or that a particular household is connected.
Because each stage has a different meaning, a state can have a submitted proposal without an NTIA approval, an NTIA-approved proposal without NIST approval, or a NIST-approved proposal before its award agreement is signed. Those statuses should not be treated as interchangeable.
What BEAD can pay for
Infrastructure is the program’s central purpose, but the eligible-use list is broader than trenching fiber or installing fixed wireless equipment. The following categories are identified in the federal program description; a specific project must still be allowed by the applicable plan and award terms.
| Eligible-use category | What it can involve | Important qualification |
|---|---|---|
| Broadband deployment | New networks serving unserved or underserved locations. | Locations, performance requirements, and project boundaries are established through the jurisdiction’s process. |
| Network upgrades | Improving an existing network so it can meet required service standards. | An upgrade is not automatically eligible merely because service is slow; the state plan and federal definitions control. |
| Community anchor institutions | Connections for schools, libraries, health facilities, public-safety sites, and similar institutions. | Which institutions qualify and how they are prioritized depends on the approved plan. |
| Planning and administration | Planning work and activities needed to run the program. | Allowable costs and caps, if any, come from federal rules and the award. |
| Multi-unit residential buildings | Extending service within apartment or other multi-unit properties. | Building-level availability does not by itself prove that every unit has an activated subscription. |
| Adoption and use | Programs that help eligible residents obtain and use broadband. | These activities complement infrastructure and are not the same as a universal consumer rebate. |
| Workforce readiness | Training and preparation for jobs connected with broadband deployment and operations. | The funded activity must satisfy the program’s eligibility and the jurisdiction’s approved proposal. |
What changed with the 2025 restructuring
On June 6, 2025, NTIA issued the BEAD Restructuring Policy Notice. The notice modified and replaced certain requirements from the earlier Notice of Funding Opportunity. It required every eligible entity to conform its process to the revised policy and to run a new “Benefit of the Bargain” subgrantee-selection round.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
NTIA described the revised round as technology-neutral. In the agency’s stated approach, different technical solutions could compete, with emphasis on cost and deployment results rather than an automatic preference for one network type. “Technology-neutral” does not mean that every technology is equally suitable for every location. A proposal still has to meet the applicable performance, reliability, resilience, schedule, and other requirements, and the state or territorial plan determines how those factors are evaluated.

| Status on May 4, 2026 | Entities | What the number means |
|---|---|---|
| Final proposals submitted | 56 of 56 | Every eligible entity had submitted a final proposal for federal review. |
| Final proposals approved by NTIA | 54 of 56 | NTIA had approved the proposals; this is not a construction-completion measure. |
| Proposals approved by NIST | 52 of 56 | NIST approval made grant funds available under the dashboard’s milestone definition. |
| Award agreements signed and returned | 50 of 56 | These entities had completed that agreement step with the federal government. |
NTIA also reported an estimated $21 billion in savings on February 9, 2026, after the policy reforms. That figure is NTIA’s estimate, not an independently established national saving. It should be described with the date and attribution whenever it is used.
None of these figures tells you whether a road, town, county, or address has been built out. A signed agreement can precede construction, and an approved proposal can cover thousands of locations with different schedules. Local completion and service availability require project-level information from the responsible state or territorial office or from the subgrantee.
Who actually receives BEAD funding?
Federal funds are allocated to eligible entities, but the organizations that build networks are generally subgrantees selected through state or territorial competitions. A state broadband office may evaluate proposals from private providers, public entities, cooperatives, partnerships, or other organizations permitted by its rules. The winning applicant then operates under the subaward and federal requirements.
Best Value
The state or territory remains responsible for carrying out the selection and oversight process. It must document eligible locations, evaluate proposed technology and costs, set project obligations, monitor progress, and report according to federal requirements. NTIA’s role is national administration and review; it does not replace the state or territorial project-selection process.
How to find out whether BEAD applies to your area
A national program description cannot determine eligibility for a particular home or business. Use the location-specific process below:
- Identify the responsible broadband office. Start with your state’s broadband office or the equivalent office for your territory or the District of Columbia.
- Check the current eligibility or project map. Look for the address-level map, challenge results, awarded-project list, or other tool that office currently publishes. Map categories and update dates matter.
- Read the project status, not just the color on a map. Determine whether a location is proposed, selected, under construction, completed, or merely listed as eligible.
- Check the provider and service obligations. A project may identify a subgrantee, planned technology, performance commitments, construction schedule, and any applicable low-cost offering requirement.
- Ask the state office for unresolved details. If an address is missing, mapped incorrectly, or shown with no schedule, the state office can explain its challenge, correction, and appeal procedures.
Because implementation changes over time, the office’s current map and award documents are more useful for an address than national approval totals. The national program rules establish the framework; they do not answer every local question.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteHow to compare BEAD plans or awards
If you are evaluating two state plans, proposed projects, or awards, compare like with like. A low announced cost is not necessarily the best value if it covers fewer locations, has a weaker schedule, or relies on a technology that is difficult to maintain in the terrain.
| Comparison axis | Questions to ask |
|---|---|
| Eligible locations and coverage | How many unserved or underserved locations are included? Are community anchors and multi-unit buildings covered? Are boundaries and exclusions clearly documented? |
| Technology and suitability | What technology is proposed, what performance is promised, and why is it appropriate for local terrain, density, weather, and backhaul conditions? |
| Cost and contributions | What is the proposed public cost, and what other public or private contributions are identified? Are the figures one-time project costs or ongoing operating commitments? |
| Schedule and milestones | When do permitting, construction starts, substantial completion, and customer service availability occur? What remedies apply if deadlines slip? |
| Service terms | What speeds, latency, reliability, installation terms, support obligations, and applicable low-cost offering requirements are written into the award? |
| Federal and agreement status | Has the proposal been submitted, approved by NTIA, approved by NIST, or converted into a signed award agreement? Treat each as a separate status. |
The available national figures do not provide a common, current table of every state’s projects, prices, technologies, or service terms. Ranking states solely by dashboard counts would therefore be misleading.
Common misunderstandings and how to avoid them
- “My state was approved, so my house is connected.” Approval covers a state or territorial proposal, not every address. Check the local project and construction status.
- “NIST approval means construction is complete.” NIST approval is a funding-availability milestone in the dashboard sequence. It is not a completion certificate.
- “Technology-neutral means any technology will work anywhere.” Competing technologies still have to satisfy the plan’s requirements and be suitable for the proposed locations.
- “BEAD will send me money to buy service.” BEAD primarily funds infrastructure and approved supporting activities. It is not a direct consumer rebate.
- “A map listing proves service is available today.” A map may show an eligible, proposed, or selected location. Read the map legend, update date, and project documents.
- “The $21 billion savings figure is a settled national measurement.” It is NTIA’s February 9, 2026 estimate and should be attributed as such.
Bottom line
BEAD uses $42.45 billion in federal grants to help states, the District of Columbia, and U.S. territories extend dependable broadband to places the commercial market has not adequately served. NTIA supplies the federal rules and approvals; eligible entities select and oversee subgrantees; those subgrantees build and operate approved projects. The 2025 restructuring required a Benefit of the Bargain selection round and emphasized a technology-neutral competition, but local plans determine the actual technology, provider, schedule, and service terms. To learn what BEAD means for a specific address, use the current broadband office map and project records rather than relying on national milestone counts.
