What Is the Agentic Economy? How AI Agents Pay for Services and Transact

The agentic economy is an emerging system in which software agents pursue a person’s or organization’s goals, use online services, and may initiate purchases or payments within rules the user has approved. It is not one finished marketplace or universal payment network. The International Monetary Fund (IMF) described adoption as early-stage experimentation in its April 2026 Note 2026/004.

Two different activities are often called “agent payments.” An agent can complete a consumer or business checkout under a user’s delegated authority, or it can pay an API, data source, or other digital service during a request. AP2 focuses on proving that a checkout was authorized. HTTP-native protocols such as x402 and MPP put a payment challenge directly into a web request. Understanding that distinction is the key to understanding how agents transact.

What the agentic economy means

In a conventional online purchase, a person chooses an item, reviews a final basket, enters payment details, and confirms the order. In an agentic economy, software can perform much of that work after receiving an objective such as finding a suitable service, monitoring a price, or buying tickets when sales open. The agent interprets the objective, contacts merchants or digital services, compares results, and acts within limits set by the user or organization.

The “economy” is therefore a pattern of delegated activity rather than a single product. It combines an agent that plans and communicates, services that expose products or APIs, payment credentials or networks, and controls that determine what the agent is allowed to do. Different protocols address different points in that chain.

The IMF’s April 2026 analysis separates three layers that should not be confused:

  • Intent and orchestration: probabilistic software interprets goals and decides which action might satisfy them.
  • Authorization and control: deterministic rules check whether the proposed action is within the user’s permission.
  • Settlement: a payment network, processor, facilitator, or other system transfers value and records the result.

An agent may use a large language model for discovery or planning, but the payment boundary should rely on explicit, testable rules. The fact that an agent can reason about a purchase does not by itself prove that the purchase is authorized.

Two different ways an AI agent can pay

1. Completing a merchant checkout

In this scenario the agent shops on the user’s behalf. It may discover products, assemble a basket, select delivery options, and submit an order. The central question is: Did the user authorize this exact checkout, or authorize constraints that make this checkout acceptable?

Google’s Agent Payments Protocol (AP2) is designed for this evidence problem. It is payment-instrument agnostic: the protocol carries authorization and accountability information without requiring one particular card, wallet, or bank rail. AP2 is intended to work with a broader commerce protocol, such as the Universal Commerce Protocol (UCP), which supplies catalog and checkout functions. AP2 itself does not define every product-search or checkout API.

2. Paying for an online resource during a request

Here the agent is not necessarily buying a physical product. It might call a market-data API, request a generated file, invoke a specialized tool, or retrieve a data record. The service can require payment before returning the response.

The documented pattern is an HTTP 402 Payment Required challenge. The client makes a request, the server describes the amount and payment terms, the agent supplies payment authorization, and the client retries. A service or facilitator verifies and settles the payment before returning the resource, usually with a receipt or payment-related response headers.

x402 and MPP (Machine Payments Protocol) address this HTTP-native pattern. They are not interchangeable with AP2: they focus on access to a paid resource, while AP2 focuses on proving authorization for a commerce checkout.

AP2, x402 and MPP compared

Dimension AP2 x402 MPP
Primary problem Evidence and authorization for agent-mediated checkouts Payment-gated access to HTTP resources, often per request Payment-gated HTTP access, including metered sessions
Typical flow Agent shops under a user-signed mandate and submits a closed checkout Server returns a payment challenge; client pays and retries Server returns a payment challenge; client authenticates payment and continues
Payment model Designed to be payment-instrument agnostic Cloudflare documentation describes on-chain stablecoins, including USDC on Base, Ethereum and Solana, with optional facilitator verification and settlement Cloudflare documentation describes cards through Stripe and stablecoins, with one-time, usage-based and recurring arrangements
Key evidence Signed mandates tied to a checkout, plus checkout and payment receipts Challenge and receipt headers, payment authorization and settlement records Authentication-style payment headers, payment intents and metering records
Main design question Who signed, what constraints apply, and did every role verify them? Which networks and schemes are supported, and who verifies settlement? Does the service need one-off charges or an ongoing metered session?
Important limit Not a complete catalog or checkout protocol Network and implementation support varies by provider Payment-method and implementation support varies by provider

The comparison reflects documentation from the AP2 specification and FAQ, Cloudflare’s Agents documentation (updated August 5, 2026), and Solana developer documentation. Support for a protocol does not mean that every API, merchant, wallet, or payment network accepts it.

How an HTTP-native agent payment works

Step 1: The agent requests a resource

The agent sends a normal HTTP request to an API, tool, data endpoint, or other service. The request can originate from an application, an automated workflow, or an agent framework.

Step 2: The server returns a 402 challenge

If payment is required, the server responds with HTTP status 402 Payment Required. The response describes the amount, currency or token, destination, expiry, and any scheme-specific information needed to continue. The exact fields and headers depend on the implementation.

Step 3: The agent evaluates the terms

The agent checks whether the charge fits its authority. Useful checks include maximum amount, allowed service, network, recurrence, time window, and whether the requested resource is within the user’s purpose. An agent should refuse a challenge it cannot map to an approved rule rather than blindly paying.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Payment authorization is supplied

The client returns the required authorization in the protocol’s headers or request format. With x402, Cloudflare describes stablecoin payment flows and optional facilitators that verify and settle transactions. MPP uses payment headers and can support one-time, usage-based, or recurring arrangements; Cloudflare documents card payments through Stripe as well as stablecoins.

Step 5: The service verifies and responds

The service or its facilitator checks the authorization and settlement status. If valid, the server returns the requested resource and a receipt or confirmation. If the payment is invalid, expired, unsupported, or already used, the request should fail without releasing the paid resource.

This flow can reduce custom billing code for small, machine-generated charges, but it does not remove fees, exchange-rate exposure, network confirmation time, fraud controls, or the need to handle failed and disputed payments. The cited documentation establishes protocol patterns and implementation support, not universal interoperability.

How AP2 authorizes a checkout

The five roles

AP2 v0.2 defines five roles. One organization can perform more than one role.

  • Shopping Agent: discovers products, assembles the basket, and executes the purchase.
  • Credential Provider: supplies or validates the payment credential.
  • Merchant: offers the product or service and receives the order.
  • Merchant Payment Processor: processes the payment for the merchant.
  • Trusted Surface: presents the user experience in which consent is obtained and mandates are signed.

Checkout and payment mandates

A Checkout Mandate gives the merchant cryptographic evidence that the agent is authorized to buy the assembled checkout. It binds the authorization to the details that matter, such as the items, quantities, price and other checkout data.

A Payment Mandate gives the credential provider, payment network and merchant payment processor evidence that the agent is authorized to pay for that checkout. Mandates and receipts are linked so participants can establish what was approved and what was processed.

Human-present mode

In human-present mode, the agent prepares a closed checkout and the user sees and approves it. This is closest to an assisted purchase: the agent does the searching and preparation, while the person confirms the final transaction.

Autonomous mode

In autonomous mode, the user signs constraints in advance. The agent may then assemble a closed checkout that matches those constraints without asking for approval on every transaction. A request such as “buy concert tickets the moment they go on sale” could include limits on event, quantity, price, timing and payment instrument. The agent still has to produce a checkout that satisfies the signed rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AP2 recommends short expiries for autonomous mandates and requires constraints to be checked. Validation and processing must occur in deterministic code even if an LLM participates in discovery or negotiation. The specification also calls for limiting disclosure to information needed to evaluate the mandate.

Safeguards that make delegated payments safer

Set narrow authority before delegation

Define permitted merchants, services, categories, amounts, currencies, time windows, quantities and recurrence. A broad instruction such as “buy anything useful” is difficult to verify and easy to misuse. Constraints should be machine-readable and enforced before a payment is submitted.

Bind authority to the exact transaction

Do not treat a general user preference as proof for an unrelated charge. AP2’s mandates are linked to the checkout and assign verification duties to specific roles. An implementation should compare the proposed basket and payment details with the signed authorization, including expiry and any one-time-use condition.

Keep the payment boundary deterministic

Use ordinary code for amount limits, allowlists, signature checks, expiry checks, replay prevention and settlement confirmation. The model can suggest an action; it should not be the final authority that decides whether irreversible value may move.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preserve receipts and audit evidence

Store the mandate, the final checkout, payment authorization, settlement result and receipt together. This allows the user, merchant and processors to reconstruct what happened. AP2 provides checkout and payment receipts, although its specification leaves some dispute retrieval and resolution details outside scope.

Minimize disclosure

Send only the information required to evaluate and process the transaction. AP2 treats privacy as a protocol goal and advises limiting autonomous-agent disclosures. Avoid exposing a full profile, unrelated purchase history or payment credentials when a narrower proof will work.

Plan for failure and revocation

Agents need explicit behavior for an expired mandate, a changed price, duplicate challenge, unavailable network, partial fulfillment, refund, credential compromise and a user’s request to revoke authority. A failed check should stop the transaction and produce a useful error, not trigger an automatic fallback to a less restricted payment method.

Security, legal and operational risks

The IMF identifies authorization traceability, opacity, correlated agent behavior, cybersecurity, and unresolved legal and liability questions as major concerns. An agent can make a plausible but wrong interpretation, repeat an action across many accounts, or amplify a bad instruction at machine speed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Payment protocols can provide signatures, constraints and receipts, but they do not decide who is legally liable for an unauthorized purchase, guarantee that a merchant will honor a refund, or eliminate compromised credentials. Governance, identity, consumer-protection rules and operational monitoring remain necessary.

The IMF’s central warning is: “The main risk with agentic payments does not come from using probability-based reasoning itself, but from letting adaptive systems make irreversible payments without proper controls, checks, or accountability.” This sentence comes from Sonja Davidovic and Hervé Tourpe’s IMF Note 2026/004; the note states that its views are those of the authors and do not necessarily represent the IMF, its Executive Board or Management.

What developers need to build an agent payment service

  1. Define the resource or commerce boundary. Decide whether the system sells a catalog item, a single API response, a metered session, or a recurring service.
  2. Choose the matching protocol. Use an AP2-style authorization flow when the core problem is delegated checkout evidence. Use an HTTP payment protocol when a server should challenge a client before returning a resource.
  3. Publish payment terms machine-readably. State amount, currency or token, destination, expiry, supported network, recurrence and refund conditions in the challenge or mandate data.
  4. Implement deterministic validation. Verify signatures, constraints, freshness, replay protection, amount limits and settlement before releasing goods or data.
  5. Separate secrets from the model. Give the agent narrowly scoped capabilities instead of unrestricted card numbers, private keys or processor credentials.
  6. Return receipts and stable errors. A successful response should identify the paid resource and transaction. Errors should distinguish unsupported payment methods, expired authorization, insufficient funds and settlement failure.
  7. Monitor and revoke. Log decisions, detect unusual volume or repetition, and provide an immediate way to suspend an agent, credential or mandate.

Cloudflare’s Agents documentation describes implementation guidance for x402 and MPP. AP2’s specification and FAQ provide the mandate, role and verification model. These documents are useful starting points, but an implementation still has to confirm current protocol versions, supported payment methods and jurisdiction-specific compliance requirements.

How mature is the agentic economy?

The strongest current maturity statement is cautious. The IMF’s April 2026 note characterizes activity by technology companies, payment networks and financial institutions as experimentation and says adoption remains early-stage. That does not support claims that autonomous payments are already routine, universal or interoperable across providers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google reported on September 16, 2025 that it was collaborating with more than 60 organizations to shape AP2. The announcement named organizations including Adyen, American Express, Coinbase, Etsy, Mastercard, PayPal, Revolut and Worldpay. The figure counts announced collaborators; it is not a count of active users, successful transactions or market share.

AP2’s specification and ecosystem are evolving. Availability, deployment evidence, protocol versions and commercial terms can change, so a team should verify those details before production use.

Practical examples

Buying event tickets

A user signs an autonomous mandate for one event, up to two tickets, below a stated price, during a defined sale window. The shopping agent finds inventory and assembles a closed checkout. Deterministic checks compare the event, quantity, price and expiry with the mandate. If all constraints match, the merchant and payment participants can verify the checkout and payment mandates without asking the user to click a new approval for every attempt.

Calling a paid market-data API

An analytics agent requests a current price feed. The API returns a 402 challenge specifying a per-call charge and accepted payment method. The agent checks its spending limit, supplies the required authorization, retries, and receives the data plus a receipt. If the challenge asks for a recurring commitment when only a one-time call was authorized, the agent should refuse.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Running a metered tool session

A software agent invokes a tool whose cost depends on compute time or output volume. An MPP-style flow can establish a usage-based or recurring arrangement, while the service records metering events and returns payment confirmations. The implementation must define when a session starts, how usage is measured, and what happens if the authorization expires mid-session.

What the term does not mean

  • It does not mean every website can already accept autonomous payments.
  • It does not mean an agent may spend without limits or human accountability.
  • It does not mean AP2, x402 and MPP are one universal standard.
  • It does not guarantee refunds, legal protection, privacy or interoperability.
  • It does not turn probabilistic model output into valid authorization by itself.

The bottom line

The agentic economy is best understood as delegated software action connected to verifiable authorization and machine-readable payment rails. AP2 addresses the question “Was this checkout authorized?” x402 and MPP address “What must this client pay before receiving this HTTP resource?” The practical design rule is to let agents plan and negotiate within a narrow scope, then require deterministic checks, explicit settlement and durable receipts before irreversible value moves. Current evidence points to an important but early experimental field, not a finished global marketplace.
