What Is Techno-Fascism? Understanding the Term in Technology and Politics

Techno-fascism is a contested term for the interaction between digital technologies—especially artificial intelligence, data systems and online media—and political tendencies associated with fascism. It does not mean that a device, algorithm or company is inherently fascist. The claim is instead that technical features, corporate infrastructures and political actors can combine in ways that weaken democratic institutions, enable repression or support an anti-democratic ideology.

Mark Coeckelbergh’s 2026 account in AI & Society presents techno-fascism as a proposed synthesis of digital technology and fascist political tendencies. Other writers question whether the label is applied too broadly or whether a focus on contemporary technology companies overlooks much older systems of state violence. The most accurate way to use the term is therefore as an analytical question, not as a settled diagnosis: what political project is involved, what democratic norms are being attacked, and what role does technology actually play?

What does techno-fascism mean?

In current political and technology debates, techno-fascism names a relationship rather than a machine with an ideology. The relationship has three parts:

  • Digital capability: systems that collect data, classify people, predict behavior, distribute information or influence emotions.
  • Political power: governments, corporations, movements or leaders that use those capabilities to organize authority and shape public life.
  • Fascist tendencies: anti-democratic politics, exclusionary or ultranationalist ideology, repression of opponents and a drive toward an authoritarian political order.

Coeckelbergh’s article, published on 25 January 2026 and later corrected and updated on 29 July 2026, argues that the relevant issue is the synthesis of these elements. Technology may enable or amplify a political tendency through its design, infrastructure and deployment. It can also produce unintended effects that make manipulation or control easier. None of this gives technology a fixed political essence: the same system may be used for public services, commercial purposes, democratic participation or repression depending on institutions and choices.

Because the term combines a specific political tradition with rapidly changing technologies, its use remains disputed. Calling a policy, platform or movement “techno-fascist” makes a stronger claim than saying that it is authoritarian, intrusive or badly regulated. A careful explanation should identify the political evidence and the technical mechanism instead of treating the label as a synonym for any abuse of power.

Why “fascism” is more specific than “authoritarianism”

Authoritarianism is a broad description of political authority concentrated in a ruler, party, military or narrow elite, with limited checks on that power. A government can be authoritarian without displaying every feature associated with fascist movements. Fascism is generally used for a more historically and politically specific form of anti-democratic mobilization, often involving a mythic national community, a leader-centered movement, exclusion of designated enemies, organized political violence and the destruction of pluralist institutions.

Coeckelbergh uses this distinction to argue that techno-fascism should not simply mean “technology under strong government.” His proposed framework concerns the interaction of corporate power, state power, anti-democratic ideology and a trajectory toward repression. The framework is an authorial proposal, not a universally accepted definition.

Term What it describes What evidence would be needed
Authoritarianism Concentration of political authority and reduced accountability or opposition. Restrictions on checks and balances, opposition, media or civil liberties.
Fascism A more specific anti-democratic political formation with distinctive ideological and historical features. Evidence of the relevant movement, ideology, exclusionary politics, repression and institutional transformation.
Techno-fascism A proposed synthesis in which digital infrastructures and technical capabilities support or reshape fascist tendencies. Evidence linking a political project and its anti-democratic aims to concrete technological design, ownership, deployment or dependence.

This distinction prevents two opposite errors. It avoids calling every surveillance-heavy state fascist, while also recognizing that digital systems can change how political control is organized, scaled and hidden.

How technology can contribute to a techno-fascist political project

Digital tools do not prove that a movement is fascist. They supply capacities that can be directed toward different ends. The mechanisms below describe how technology can enter the argument and what additional political evidence would still be required.

Surveillance and behavioral tracking

Networked cameras, location records, biometric systems, communications data and platform logs can make people’s activities more visible to institutions with access to the data. Tracking can be used for ordinary administration or legitimate investigations. In a repressive setting, the same capacity can identify protesters, map associations, monitor minority communities or deter lawful dissent.

The important question is not simply whether surveillance exists. It is who controls the system, which legal limits apply, whether people can challenge decisions, how long data are retained and whether monitoring is directed at political opponents or protected groups. A surveillance program may be invasive and authoritarian without meeting a meaningful definition of fascism.

Profiling and classification

Machine-learning systems can sort individuals into categories, infer interests and assign risk scores. Profiles may be created from browsing behavior, purchases, social connections, facial images or public records. Political actors can use such profiles to target messages, allocate scrutiny or decide who receives opportunities and services.

Profiling becomes politically significant when categories are tied to unequal rights, collective punishment or an ideology that treats some people as internal enemies. A technical model can reproduce discrimination without its operators openly adopting fascist beliefs; that is a serious problem, but the label still requires evidence about the surrounding political project.

Prediction and pre-emption

Predictive systems claim to estimate what a person or group may do. Authorities or companies may then intervene before an event occurs. Pre-emptive logic can shift attention from an individual act to a statistical suspicion, making it difficult for people to know why they were flagged or how to contest the decision.

In an anti-democratic environment, prediction can support preventive detention, political blacklisting or intensified policing of communities already treated as dangerous. The model’s existence is not itself fascist. The relevant evidence concerns the objective being predicted, the consequences of an error, the availability of due process and the ideology that determines who is considered threatening.

Emotional influence and media manipulation

Digital platforms can personalize messages, optimize timing and test which images or narratives provoke attention. Automated accounts, recommendation systems and targeted advertising may amplify anger, fear or loyalty. Political organizations can use these tools to bypass public scrutiny, create separate realities for different audiences or direct hostility toward opponents.

Influence becomes part of a techno-fascism argument when it is connected to an anti-democratic movement that seeks mobilization, obedience or the removal of pluralist debate. Persuasion itself is normal in politics; the questions are whether manipulation is concealed, whether it is coordinated with coercive power and whether it helps dismantle the conditions for informed participation.

Infrastructure and dependence

Cloud services, identity systems, payment networks, content-distribution channels and data centers form infrastructure on which public and private life may depend. Ownership or control of these layers can give a small number of corporations or state agencies leverage over communication, access and visibility.

Infrastructure matters politically because control can be exercised without a dramatic act of censorship. A change in access rules, ranking, identity verification or service availability may determine who can speak, organize or receive essential information. To support a techno-fascism claim, an analyst would need to show how that leverage is connected to anti-democratic goals and institutional repression, rather than assuming that concentration alone is fascist.

Corporate–state interaction

Coeckelbergh’s framework emphasizes relationships among companies, governments and political movements. Firms may build systems that governments later use; governments may require data access or encourage particular forms of platform governance; political leaders may rely on private infrastructure while attacking democratic oversight.

This interaction can blur responsibility. A company may describe a system as a neutral service while a state uses it for coercion. Conversely, a government may outsource a function and then deny accountability. The analysis should identify the contracts, legal powers, ownership arrangements and operational decisions that connect the technical system to political authority.

A three-question method for testing the label

A useful way to assess a claim of techno-fascism is to separate political purpose from technical capability. Ask these questions in order:

  1. Which actors and aims are involved? Identify the government, party, company, movement or coalition using or controlling the technology. Describe the stated and observable aims: administration, profit, electoral persuasion, repression, exclusion or mobilization. Do not infer an ideology solely from the existence of a powerful tool.
  2. Which democratic norms or institutions are being challenged? Look for attacks on elections, independent courts, legislatures, a free press, opposition parties, civil rights, minority protection or the peaceful transfer of power. A claim becomes stronger when the technology is part of a documented effort to remove accountability and pluralism.
  3. What exactly does the technology do? Specify the data collected, the model or system used, the decision it informs, who can access it, and the consequence for affected people. Explain whether the system tracks, classifies, predicts, persuades, blocks access or automates coercion. Distinguish an actual mechanism from a vague statement that technology is “powerful.”

This method is an editorial framework derived from the distinctions in Coeckelbergh’s account. It does not create a universal test. It helps readers see why a dramatic analogy may be either illuminating or misleading.

Why the term is contested

Coeckelbergh’s proposed synthesis

Coeckelbergh argues that the phrase captures more than corporate influence, weak regulation or ordinary digital surveillance. In his account, the combination of AI and other digital infrastructures with specific anti-democratic political tendencies can produce a distinct trajectory toward authoritarian order and repression. The emphasis is on interaction: technical features and institutional arrangements can support a political ideology, while political actors shape how the technology is built and used.

That is a substantive theoretical claim. Readers should attribute it to the author rather than present “techno-fascism” as a settled category accepted across political theory, technology studies and journalism.

The historical critique of a Silicon Valley-centered story

Norma Möllers’s 2025 commentary warns that a focus on contemporary technology companies can obscure longer histories of state violence. Her intervention directs attention to infrastructures built through the domination of colonized, enslaved, indentured, exterminated and otherwise oppressed peoples. From this perspective, the question is not only what new platforms are doing now, but which older systems of classification, extraction, policing and exclusion made present arrangements possible.

This critique does not deny that current technology firms have political influence. It challenges an analysis that treats recent corporate power as the beginning of technofascist conditions or separates digital innovation from the state violence embedded in earlier infrastructures.

Public disagreement over application

KQED’s discussion, titled “The Broligarchy Pt 2: Is this Techno-Fascism?”, presents the application of the term as an open question rather than a settled conclusion. The East Asia Institute’s 2026 report examines the spread of “techno-fascism” as a political discourse and considers what changing relationships between U.S. technology power and politics could mean for middle powers. Together, these sources show that the phrase is being used in live political debate while its boundaries remain disputed.

Comparison axis One possible use of the term Question a reader should ask
Definition A proposed synthesis of AI, Big Tech and fascist tendencies. Is the writer describing fascism specifically, authoritarianism generally or a metaphor for concentrated power?
Political actors Corporate power and government power operating together. Who makes the decisions, who benefits and who can be held accountable?
Mechanism Surveillance, profiling, prediction, emotional influence or media control. What system performs what function, and what happens to the people affected?
Historical scope Recent technology-sector politics or a longer history of state violence and exclusion. Does the analysis explain earlier institutions and affected communities?
Evidence threshold A documented link between technical infrastructure and anti-democratic politics. Are there verifiable actions and institutional changes, or only an inflammatory comparison?

Historical scope: what can and cannot be claimed

Current debate often begins with AI companies, social platforms and the political influence of technology executives. That focus is understandable because digital systems now mediate communication, work, public services and elections. It is not, however, a complete history of the term or of the conditions it describes.

Scholarship discussed in this debate points to longer relationships between technology, administration and state violence. Classification systems, identification technologies, record keeping and communication networks have been used in colonial rule, forced labor, mass persecution and warfare. A present-day analysis should ask whether it is extending those histories, transforming them or inaccurately treating new software as an unprecedented cause.

No single inventor or universally accepted starting date for “techno-fascism” is established by the sources considered here. Literature on historical uses in Japan and other contexts exists, but a definitive chronology would require separate historical verification. It is safer to describe the phrase as a term with multiple uses whose current meaning is still being negotiated.

Illustrative cases: when the same technology leads to different judgments

The following hypothetical cases show why political context matters. They are analytical examples, not descriptions of specific governments or companies.

A transparent public-service model

A city uses an algorithm to schedule inspections, publishes the model’s purpose and error rates, limits the data collected, allows appeals and subjects the system to independent audits. The tool may still raise privacy or discrimination concerns. On the facts given, it does not establish techno-fascism because there is no evidence of an anti-democratic political project or coercive targeting.

Secret political profiling

A governing movement combines voter records, location histories and online behavior to create hidden profiles. It sends different groups emotionally charged messages, suppresses criticism through coordinated moderation requests and denies people a meaningful way to challenge the decisions. This would support a serious inquiry into digital manipulation and authoritarian practice. Calling it techno-fascist would require additional evidence about the movement’s ideology, exclusionary aims and effort to dismantle democratic institutions.

Predictive repression of an internal enemy

A state labels a minority population as inherently dangerous, uses predictive systems to identify supposed future offenders and imposes detention or movement restrictions without hearings. Here the technology is not merely collecting information; it is embedded in an ideology of collective suspicion and a coercive political order. Those facts provide a stronger basis for the term, although the analyst should still explain the historical and institutional evidence rather than rely on the label alone.

  • Define the word. Does the author specify which features of fascism are meant, or use the term as a general insult?
  • Name the decision-maker. Is the relevant actor a state agency, elected movement, private company, platform coalition or some combination?
  • Identify the democratic harm. Look for evidence involving elections, courts, legislatures, rights, opposition, independent media or minority protection.
  • Trace the mechanism. Follow the data, model, infrastructure or media process from collection to decision and consequence.
  • Check agency and alternatives. Could the same system be governed differently? Are there safeguards, oversight and routes of appeal?
  • Separate intent from effect. A system can produce exclusion or manipulation without an explicit fascist intention; conversely, a declared intention does not prove that the technology caused the result.
  • Include historical context. Ask whose labor, dispossession or exposure to state violence made the infrastructure possible.
  • Look for counterevidence. Independent oversight, competitive elections, successful legal challenges and transparent correction mechanisms may complicate a sweeping diagnosis.
  • State the level of certainty. “This system can enable authoritarian control” is different from “this movement is techno-fascist.” The wording should match the evidence.

Common mistakes in using “techno-fascism”

Treating every surveillance system as fascist

Surveillance is a mechanism. It can be used by democratic, authoritarian or mixed institutions, and its legality and accountability vary. The political diagnosis requires more than the presence of cameras, data collection or monitoring software.

Assuming technology determines politics

Algorithms and infrastructures shape choices, but they do not remove human and institutional responsibility. Ownership, procurement, law, design, deployment and resistance all affect outcomes.

Collapsing corporate power into fascism

A large company may have enormous influence, weak accountability or harmful business practices without constituting a fascist movement. The stronger label requires a connection to specific anti-democratic ideology and political development.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using history as decoration

Invoking fascism without explaining historical features turns the term into rhetoric. Conversely, presenting today’s platforms as unprecedented can erase the experiences of people subjected to older systems of classification and state violence.

Ignoring unintended effects

Coeckelbergh’s account includes both intended uses and unintended consequences. A system may facilitate repression even when its original purpose was commercial or administrative. Analysis should show the pathway from design and infrastructure to political effect.

What readers can reasonably conclude

Techno-fascism is best understood as a contested analytical label for a possible alliance between digital capability and fascist political tendencies. It asks whether technologies that track, classify, predict or influence people are being incorporated into an anti-democratic project, and whether corporate and state power are reinforcing one another.

The term should be used with precision. State the definition being used, distinguish fascism from authoritarianism, identify the technical mechanism, document the political harm and place current developments in a longer history of power and violence. That approach preserves the warning the concept is meant to express without turning every powerful technology or unpopular policy into proof of fascism.
