Steel overcapacity is the condition in which installed or planned steelmaking capacity is greater than the steel that markets can absorb at prevailing demand and commercial conditions. It is a capacity-demand imbalance, not a synonym for warehouses full of unsold finished steel. When demand lags capacity, producers compete harder for orders, prices can face downward pressure, mills may run below efficient operating rates, and some output can be redirected into export markets.
The effects are not identical everywhere. A steel price depends on the product grade, region, input costs, exchange rates, demand and trade rules. No single percentage price cut can be attributed to global overcapacity across every market. The useful way to understand the issue is to separate capacity from output and inventories, then trace how utilization, prices, exports and trade remedies interact.

What steel overcapacity means
Steelmaking capacity is the maximum annual volume that existing plants can produce under stated operating assumptions. Demand is the amount buyers are willing and able to purchase. A simple description is:

The calculation is a structural indicator. It does not say that the difference has already been produced or is sitting in a stockyard. A mill can have spare capacity because it is operating fewer furnaces, taking maintenance downtime or receiving too few orders. Finished-steel inventories are a separate measure and must be analyzed separately.
Capacity also differs from actual output. If a region has 100 million tonnes of nominal capacity and produces 75 million tonnes, its utilization is 75 percent. That 25-million-tonne gap is not automatically the same as excess capacity in the OECD’s capacity-minus-demand measure: utilization reflects production, while the broader excess-capacity concept compares what the industry could make with what markets can absorb.
How large is the imbalance?
Official estimates must be read with their measurement year and forecast vintage attached. The OECD’s 2025 Steel Outlook reported global steelmaking capacity of 2,472 million metric tonnes in 2024 and excess capacity of more than 600 million tonnes, equivalent to about 24 percent of total capacity. On the same outlook’s scenario, excess capacity could reach 721 million tonnes by 2027 if planned additions were realized, with utilization falling to 73 percent.
The OECD’s later 2026 Outlook estimated excess capacity at 640 million tonnes for 2025 and projected 745 million tonnes by 2028. These figures are not contradictory readings of one year: they cover different years and forecasts. The 2027 and 2028 numbers are conditional projections, not observed production shortfalls.
| Estimate | What it measures | Status and qualification |
|---|---|---|
| 2,472 million metric tonnes (2024) | Global steelmaking capacity | OECD, published in the 2025 Steel Outlook; historical estimate for 2024 |
| More than 600 million tonnes (2024) | Global excess capacity; about 24% of capacity | OECD 2025 estimate; capacity-demand gap, not a stockpile count |
| 721 million tonnes (2027) | Projected excess capacity | OECD 2025 forecast if planned expansion is realized; utilization could fall to 73% |
| 640 million tonnes (2025) | Global excess capacity | OECD 2026 estimate for 2025 |
| 745 million tonnes (2028) | Projected excess capacity | OECD 2026 forecast; conditional on the outlook’s assumptions |
| 551 million tonnes (2023) | Global excess capacity | Figure reported in the 2024 GFSEC ministerial statement |
When two numbers appear to disagree, check five things before drawing a conclusion: the measurement year, whether the definition is capacity minus demand or idle operating capacity, the unit, whether the figure is historical or forecast, and whether planned projects are included.
Why capacity can grow faster than demand
OECD analysis identifies several contributing factors rather than one universal cause.

Planned investment and additions
Steel projects are large, long-lived investments. Once a blast furnace, electric arc furnace or rolling line is financed and built, the owner may continue operating it even when market conditions weaken because shutting permanently can destroy the value of the asset. A wave of projects can therefore keep capacity rising after demand growth has slowed.
Demand that lags supply
Construction, machinery, vehicles and other steel-using industries can expand more slowly than expected. If the demand forecast used to justify a project does not materialize, the new capacity remains available but underused. The resulting gap can persist for years because plants cannot be resized as quickly as a service business.
Policy and non-market incentives
The OECD also points to government subsidies and other interventions in some economies that can alter investment and operating incentives. These policies are identified as factors associated with capacity growth; they are not proof that every new tonne has the same cause or that one government explains the global total.
Capacity is unevenly distributed. OECD analysis for 2024 identified China as holding 46 percent of global steelmaking capacity. A later OECD measure found China accounted for 54 percent of the global capacity-demand gap in the third quarter of 2025. Those percentages describe different concepts and dates: one is a share of total capacity in 2024, the other a share of a gap in a specific quarter of 2025.
OECD committee material also identifies India and Southeast Asia as significant drivers of recent Asian capacity expansion. Expansion in those regions does not by itself establish that every plant is uneconomic; its effect depends on local demand, exports, technology and operating costs.

- More available supply meets slower demand. Mills have capacity they want to use, but buyers do not increase purchases at the same pace.
- Producers compete for contracts. A mill may offer lower prices, easier payment terms or different delivery conditions to keep a line running.
- Lower utilization raises unit costs. Steelmaking has economies of scale. Fixed costs such as furnaces, maintenance and staffing are spread over fewer tonnes when a plant runs below its efficient rate.
- Margins are squeezed from both sides. Selling prices can weaken while the cost per tonne rises, threatening the viability of higher-cost producers.
- Output can move across borders. If domestic orders are weak, a producer may seek foreign buyers, changing competitive conditions in importing markets.
These steps create downward pressure, not a guaranteed uniform decline. A specialty grade with tight supply can rise in price even while commodity flat steel is under pressure. Freight costs, energy and raw-material prices, currency movements, regional construction cycles and tariffs can overwhelm the global capacity signal. The OECD’s estimates do not establish a single current price reduction caused only by overcapacity for all grades and regions.
How excess capacity changes steel trade
Exports are one outlet when domestic demand is insufficient. The OECD’s 2025 Outlook reported that China exported 118.2 million metric tonnes of steel in 2024, a record at that time. The OECD’s 2026 Outlook reported a new record of 131 million tonnes in 2025. Each figure must remain tied to its publication and data year.
Additional exports can lower delivered prices for buyers in an importing market, but they can also displace local production. Domestic mills may lose orders, reduce operating rates or seek protection. Import volumes can therefore become politically salient even when the exporting country’s underlying capacity problem is not solved.

Trade flows can change direction when a government imposes a duty or quota. Cargoes may be rerouted to markets with fewer barriers, product categories may shift, and exporters may move from finished steel to semi-finished products. A measure can relieve pressure in one market without removing the global capacity-demand gap.
What trade remedies do—and do not—establish
Import statistics alone do not prove an unfair-trade violation. Governments must apply the legal tests relevant to the instrument.
| Instrument | Core question | What an investigation means | Relationship to overcapacity |
|---|---|---|---|
| Antidumping (AD) | Are products being sold at less than the applicable normal value, and is the domestic industry injured or threatened? | An investigation is an inquiry, not a final finding that dumping occurred. | May address injury from particular imports; does not remove excess global capacity. |
| Countervailing duty (CVD) | Did a foreign government provide a countervailable subsidy linked to injury? | The opening of a case does not establish subsidization or liability. | Can respond to legally established subsidization, while leaving physical capacity in place. |
| Safeguard | Have increased imports caused or threatened serious injury, under the applicable safeguard rules? | It is not a finding that exporters dumped or received subsidies. | Can provide temporary relief from import surges but does not identify a single root cause of excess capacity. |
| Security-based measures | Does the jurisdiction’s national-security authority permit action under its own statute? | Evidence, scope and review standards depend on the jurisdiction and legal instrument. | May restrict trade for a policy objective distinct from ordinary AD, CVD or safeguard injury analysis. |
The OECD counted 81 antidumping investigations involving steel products initiated by 19 governments in 2024. Its 2026 Outlook reported 75 new AD/CVD investigations in 2025, compared with 90 in 2024. Those are counts of investigations, not counts of final determinations or proof that every case resulted in a duty.

The OECD’s assessment is that trade measures can alter flows and provide relief where legal requirements are met, but most measures do not address the root causes of excess capacity. Removing one market’s imports does not automatically close an uneconomic plant or cancel a planned project.
Why the same overcapacity number affects regions differently
Product mix
Capacity statistics combine products that are not perfect substitutes. A mill making commodity hot-rolled coil cannot instantly replace a producer of automotive sheet, stainless steel or specialized plate. The relevant surplus for a buyer is therefore the available capacity in the grade, specification and delivery window that buyer needs.
Cost structure and inputs
Electricity, coking coal, iron ore, scrap, labor, carbon costs and freight vary by location and technology. A low-cost producer may remain profitable at a price that forces a high-cost producer to cut output. Overcapacity can be painful without producing a uniform world price.
Domestic market conditions
Infrastructure spending, housing construction, vehicle production and manufacturing cycles determine whether a local market absorbs supply. A country can export during a domestic slowdown even while another region experiences tight supply.
Trade rules and logistics
Tariffs, quotas, standards, shipping rates and port capacity determine whether surplus steel can reach a prospective buyer. These frictions can delay or redirect the effect of excess capacity.
How to read a new headline about steel overcapacity
- Identify the year. A 2024 estimate, a 2025 observation and a 2028 forecast are not interchangeable.
- Check the definition. Ask whether the number means capacity minus demand, idle capacity, production, exports or inventories.
- Check the denominator. “24 percent” in the OECD 2025 estimate refers to excess capacity as a share of total capacity, not a 24 percent price fall.
- Separate planned from operating capacity. A forecast that assumes every announced project is built is different from a forecast based only on facilities under construction.
- Locate the product and market. Global crude-steel capacity cannot by itself predict the price of a particular coated sheet in a particular country.
- Distinguish investigations from outcomes. An AD or CVD case signals a legal process, not a final finding.
- Look for utilization. Falling utilization indicates that more capacity is chasing available demand, but it is not a direct inventory measure.
What the issue means for different participants
Steel producers
Producers face the combination of lower selling prices, higher per-tonne fixed costs and more volatile export opportunities. Decisions about maintenance, product mix, temporary shutdowns and capital spending become more important than simply maximizing nominal output.
Best Value
Steel-consuming manufacturers
Buyers may see negotiating leverage or lower offers in some products, but they also face supplier-risk questions. A mill that cannot cover costs may reduce production or leave a market, so the cheapest quotation is not always the most reliable long-term supply.
Importing countries
Authorities must balance cheaper inputs for downstream manufacturers against injury risks for domestic steelmakers. The appropriate response depends on evidence under the relevant trade law, not on the existence of a global capacity number alone.
Workers and steel-producing communities
Low utilization and persistent margin pressure can lead to curtailed shifts, delayed investment or closures. The impact is concentrated geographically because steel plants support regional suppliers and services.

International coordination and the GFSEC
The Global Forum on Steel Excess Capacity (GFSEC) was established by G20 leaders in 2016 and is hosted and facilitated by the OECD. Its work addresses monitoring, policy drivers and cooperation on steel trade. The 2025 ministerial meeting focused on tracking drivers of excess capacity, including non-market policies and practices, and on cooperation over steel trade.
A 2024 GFSEC ministerial statement reported 551 million tonnes of excess capacity in 2023 and described effects on member economies through rising imports and market distortions. That figure and those descriptions are the forum’s official position and estimate; they should be attributed to GFSEC rather than treated as an independent causal measurement.
The practical bottom line
Steel overcapacity is excess ability to make steel relative to demand, not necessarily steel already produced and stored. Its usual economic path is lower utilization, tougher competition for orders, downward pressure on some prices and weaker producer margins. When domestic demand is weak, exports can rise and put pressure on import-competing mills, prompting AD, CVD or safeguard cases where legal tests are met. Trade remedies can change where steel is sold, but they do not by themselves eliminate the underlying capacity. To judge any claim accurately, attach every number to its year, definition, source and forecast assumptions, then narrow the question to the relevant product and market.
