Governments raise it from domestic savers and financial institutions, international investors, other governments, and multilateral lenders. They use the proceeds to bridge tax shortfalls, cushion recessions and disasters, and pay for investments whose benefits arrive over many years.
Borrowing is not automatically safe or dangerous. Currency, interest-rate structure, maturity, creditor mix, economic capacity, and market conditions determine how costly and resilient a government’s financing will be. The same debt-to-GDP ratio can be manageable for one country and risky for another.

What Is Sovereign Debt, and How Do Countries Borrow on Global Markets?
What is sovereign debt?
Sovereign debt is debt issued by a national government. The government may sell bonds, sign loans, or use other borrowing arrangements; in each case it receives money now in exchange for promised interest, principal repayments, or both in the future. Debt issued by a state-owned company or a local authority can be publicly guaranteed, but it is not automatically the same thing as the central government’s own debt.
Borrowing lets a government spread the cost of a long-lived project over the years in which citizens use it. It can also prevent an abrupt spending cut when tax receipts fall. As Ali Abbas and Alex Pienkowski wrote in the IMF’s Finance & Development on December 1, 2022, “Sovereign debt allows governments to keep their economies afloat during recessions and other unexpected shocks and to finance investments that lift productivity and growth.” Read the IMF explainer.

Why a government borrows
- Smoothing revenue: Tax income can be seasonal or fall during a recession, while essential services continue.
- Responding to shocks: Emergency borrowing can finance disaster relief, health measures, or support during an economic downturn.
- Funding investment: Transport, energy, education, and other projects may generate benefits long after the initial construction bill.
- Managing existing obligations: New borrowing can repay maturing debt, a process called refinancing. Refinancing does not reduce the underlying obligation; it replaces one maturity with another.
Who provides the money?
Sovereign borrowers draw on several channels. The mix differs by country and changes over time, so no single lender or issuance route describes every government.
| Lender group | Typical channel | What it can offer | Important limitation |
|---|---|---|---|
| Domestic banks, asset managers, and households | Local-currency government bonds or domestic loans | A nearby, recurring investor base and less direct foreign-exchange exposure | Local savings, bank balance sheets, and lending horizons may be limited |
| Private international investors | Foreign or local-currency bonds and commercial loans | Potentially larger amounts and longer maturities than a shallow domestic market can provide | Investor sentiment can reverse quickly, especially for lower-income borrowers |
| Other governments | Official bilateral loans | Negotiated financing that may support a project or broader public program | Terms and eligibility depend on the bilateral agreement |
| Multilateral institutions | Project loans from the World Bank or regional development banks; balance-of-payments financing from the IMF | Official expertise, policy support, and financing linked to an institution’s mandate | Access, conditions, and repayment terms vary by institution and borrower |
Bonds versus loans
A sovereign bond is a security sold to many creditors. It normally specifies a face value, an interest payment or coupon, and a maturity date when the principal is due. Ownership can move between investors after issuance, but the government still owes the contractual payments.
A loan is arranged with one lender or a group of lenders and normally has a repayment schedule spread over several years. A syndicated loan has multiple participating lenders under one arrangement. Official bilateral loans and multilateral loans are both loans, even though their purposes and terms can differ substantially from commercial credit.
How countries borrow on global markets
The following sequence is a map of the decisions involved, not a universal auction or settlement recipe. Countries use different legal systems, debt offices, underwriting arrangements, exchanges, and governing-law choices. The available evidence does not establish one process that every sovereign follows.

- Define the financing need. The finance ministry or debt office estimates the budget deficit, upcoming maturities, cash buffer, and any project or emergency requirement.
- Choose the source and instrument. Officials decide how much can reasonably come from domestic investors, international bond buyers, official bilateral lenders, or multilateral institutions. A bond may reach many creditors; a loan may provide a negotiated schedule.
- Select currency, interest structure, and maturity. These choices determine who bears exchange-rate, interest-rate, inflation, and refinancing risk. They also affect which investors can participate.
- Prepare terms and obtain a price. The government and its advisers set the amount and contractual terms. In a market issue, investors’ orders and the perceived credit risk influence the interest rate; in an official loan, negotiations determine the terms.
- Complete issuance or signing. Once the transaction closes, funds move to the government and the bond or loan becomes an outstanding liability. The exact documentation, underwriting, auction, and settlement steps depend on the jurisdiction and instrument.
- Service and refinance. The government pays interest and scheduled principal, then plans for maturities that will come due. It may issue new debt to repay old debt, provided investors remain willing to lend on workable terms.
Domestic borrowing
Borrowing at home is often denominated in the country’s own currency, so a fall in that currency does not mechanically increase the principal in domestic-currency terms. Domestic banks and funds may provide a steady buyer base. However, a small financial system can absorb only limited issuance, and concentrating government debt in local banks can leave both the public sector and the banking system exposed to the same shock.
International capital markets
International markets can supply more capital or longer maturities than a domestic market, but access is sensitive to global risk appetite. A government that depends on foreign investors may face higher rates or no new issuance when investors retreat. Foreign investors can also hold bonds issued in local currency, so “international” describes the creditor, not necessarily the denomination.
Currency, interest, and maturity trade-offs
| Choice | Potential advantage | Risk or cost to examine |
|---|---|---|
| Local-currency debt | Revenue and principal are in the same currency, reducing direct exchange-rate exposure | Domestic rates may be high, and the local investor base may be too small for the desired amount |
| Foreign-currency debt | May offer a lower interest rate or access to deeper global markets | A depreciation raises the debt burden when translated into domestic currency, even if the foreign-currency principal is unchanged |
| Fixed-rate debt | Interest payments are predictable for the life of the instrument | The government may lock in a high rate, and refinancing is still required when principal matures |
| Variable-rate debt | Can start with a lower payment when benchmark rates are low | Debt service rises if the benchmark rate rises, making budgets more volatile |
| Inflation-linked debt | Can attract investors seeking protection against inflation and may broaden the market | Principal or interest can increase with inflation, raising nominal payments |
| Short maturity | May carry a lower initial rate and can suit investors seeking liquid instruments | Principal must be refinanced sooner, exposing the budget to a sudden rise in rates or a closed market |
| Long maturity | Spreads repayment over a longer horizon and reduces the frequency of refinancing | Investors may demand a higher rate for committing funds longer |
A lower coupon is not automatically a better deal. The relevant question is whether the government can meet total payments under plausible exchange-rate, interest-rate, inflation, growth, and refinancing conditions.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
- Economic development and fiscal capacity: A broad, reliable tax base and a resilient economy make future payments more credible.
- Financial-market depth: A large domestic investor base and liquid trading can make it easier to issue and refinance debt.
- Record of honoring obligations: Previous defaults, restructurings, or payment disputes can increase the premium investors demand.
- Exposure to shocks: Dependence on one export, imported energy, volatile commodity prices, natural disasters, or large foreign-currency liabilities can make future revenue less predictable.
- Global financial conditions: Changes in major-market interest rates and worldwide risk appetite affect the cost and availability of capital even when a country’s own policies are unchanged.
- Debt structure and repayment capacity: The currency, interest type, maturity schedule, creditor concentration, and size of upcoming payments matter alongside the headline debt total.
Debt-to-GDP is therefore a useful scale indicator, not a stand-alone sustainability test. Two countries with the same ratio can face very different risks if one borrows mainly in its own currency at long fixed maturities while the other relies on short-term foreign-currency debt.
How to interpret sovereign-debt statistics
Before comparing a number across countries, identify exactly what it measures. External debt is owed to creditors outside the country, while public debt usually refers to government obligations under the definition used by a particular dataset. General-government debt may include central, state, and local governments and social-security funds. These categories are not interchangeable.
The World Bank’s Debt Statistics overview describes its International Debt Statistics as annual external-debt stock and flow data for low- and middle-income countries that report public and publicly guaranteed external debt through the Debtor Reporting System. The World Bank also publishes quarterly series and other products with different coverage; its Debt Statistics program explains those offerings.

Creditor composition in published group aggregates
| Population and reference date | Finding | How to read it |
|---|---|---|
| Emerging markets, end-2024 | Domestic debt was three-quarters of total debt | Aggregate for the emerging-market group, not a figure for every country |
| Low-income countries, end-2024 | Domestic debt was 35% of total debt, down from 37% in 2020 | Group comparison over the stated dates |
| Emerging-market external public debt, end-2023 | Private creditors held about two-thirds, predominantly in bonds | Refers to external public debt and the stated creditor population |
| Low-income-country external public debt, end-2023 | Private creditors held 20%; bonds and commercial loans were evenly split | Does not describe all low-income-country debt, only the external public-debt measure |
These figures come from the IMF’s 2025 policy paper, “A Stocktaking of The Current International Architecture for Resolving Sovereign Debt Involving Private Sector Creditors”. They are group aggregates at the dates shown, not current 2026 estimates for every sovereign.
A checklist before quoting a debt number
- Write down the definition: external debt, public debt, publicly guaranteed debt, or general-government debt.
- Record the country group and the reporting population covered by the dataset.
- Check the reference period and whether the value is a stock at a date or a flow during a year.
- Note the currency basis and whether exchange-rate conversion affects the comparison.
- Check whether the source is annual, quarterly, or revised, and read its coverage notes.
What happens when repayment becomes difficult?
Payment pressure can result from heavy or poorly structured borrowing, a recession that cuts revenue, a natural disaster, or another external shock. A government may first try to adjust spending and revenue, draw on available financing, or refinance maturing obligations. If creditors no longer provide workable terms, the government can seek to change the debt’s schedule or amount.
Unlike a company, a sovereign does not enter a standard bankruptcy court with a single judge who can impose a settlement on every creditor. The IMF states that sovereign-debt resolution is negotiated between the government and its creditors; there is no sovereign bankruptcy court. The government itself decides whether to pursue restructuring.
Restructuring before or after default
A pre-emptive restructuring is negotiated before missed payments. The IMF says it generally has smaller costs and spillovers than a restructuring after default, because it can reduce an impending payment burden before arrears disrupt the economy and financial system. An after-default restructuring follows a missed or suspended payment and may involve deeper disruption, prolonged negotiations, and broader effects on creditors and residents.
Best Value
The exact deal depends on the contracts and creditor groups involved. Bondholders may negotiate collectively under the bond’s terms, while official bilateral lenders and commercial banks use their own forums and agreements. A settlement can alter maturities, interest, principal, or payment timing; the article’s central point is that outcomes are negotiated rather than produced by a universal court procedure.
What the IMF can and cannot do
The IMF can provide balance-of-payments financing and support policy adjustment. Its lending is subject to the requirement that debt be sustainable; it is not a court that cancels debts or a substitute for negotiations with creditors. Whether to request a restructuring remains the sovereign government’s decision. The IMF’s sovereign-debt topic page provides its current overview of these roles.
How to judge a borrowing decision
For a government evaluating a new issue or loan, the useful test is not simply “Is the interest rate low?” It is whether the financing fits expected revenues and remains serviceable if conditions worsen. That means examining the currency of revenues against the currency of debt, the share of payments due soon, exposure to variable rates or inflation, the range of potential exchange-rate moves, and the reliability of future market access.

For a reader comparing countries, start with a clearly defined dataset and then inspect the debt structure and creditor mix. A country with more debt in total can still face less immediate refinancing risk than a country with a smaller total but large foreign-currency payments due next year. Conversely, a low current rate can conceal substantial exposure to a rate reset, inflation adjustment, or currency depreciation.
Sovereign borrowing is therefore a system of contracts and risks, not a single number. Governments borrow through domestic and global channels to manage time, shocks, and investment; creditors price the probability and consequences of repayment; and, when terms become unworkable, the government and creditors must negotiate a path back to sustainable payments.
