What Is Shadow AI, and How Do Employee AI Agents Create Risk?

Shadow AI is the use of artificial-intelligence applications or agents inside an organization without appropriate IT or security visibility, approval, or governance. It includes an employee pasting confidential material into an unsanctioned public chatbot and an autonomous agent deployed in a company environment without a registered owner, defined permissions, or monitoring.

Agents raise the stakes because they can read data, call tools and services, and take actions with limited human intervention. A practical response is not to ban all AI: discover what is in use, provide approved alternatives, restrict data and permissions, require human approval for consequential actions, and continuously monitor and audit activity.

What is shadow AI?

There is no single universally adopted legal definition of shadow AI. Microsoft’s enterprise guidance uses the term for AI tools—especially generative-AI services—used without the knowledge, approval, or governance of an organization’s IT or security teams. The same idea covers consumer-facing applications employees adopt on their own, standalone agents installed without review, and agents that exist in the corporate environment but were never registered, assigned an owner, or brought under policy.

The defining condition is not that a tool uses generative AI. An approved service used under your organization’s rules is not automatically shadow AI. The problem is AI operating outside the controls that let the organization know what it is, what information it can reach, who is accountable for it, and what it is allowed to do.

Typical examples

  • An employee copies customer details, source code, contracts, or internal strategy into a public AI application that security has not assessed.
  • A department signs up for an AI transcription, coding, recruiting, or analysis service with a corporate card, bypassing procurement and data-review processes.
  • A developer deploys an agent connected to an internal database or ticketing system without registering its identity, owner, tools, or permissions.
  • An approved pilot continues running after its sponsor leaves, with no lifecycle review, logs, or documented way to stop it.

Shadow use can be intentional, accidental, or driven by unmet business needs. Employees often reach for an unsanctioned tool because an approved option is unavailable, slow, or unable to handle a real task. That does not remove the risk, but it means governance works better when it supplies a usable sanctioned route rather than relying only on prohibition.

Why employee use creates organizational risk

Sensitive information can leave intended controls

A prompt may contain personal information, customer records, credentials, unpublished financial data, legal advice, health information, or proprietary code. Depending on the service, account type, settings, and contract, that material may be processed outside the organization’s intended security, retention, residency, or access controls. Data handling is service-specific: do not assume every provider trains on submitted prompts, and do not assume that none do. Review the provider’s terms and the tenant configuration for the particular use case.

Unapproved services obscure retention, access, and compliance

When a service has not gone through review, the organization may not know where data is stored, how long it is retained, which subprocessors can access it, whether administrators can retrieve records, or whether activity can be audited. Those unknowns complicate privacy requests, e-discovery, regulatory reporting, and breach investigation.

Decisions become harder to explain

Unsanctioned tools can influence hiring, customer support, fraud screening, engineering, or financial analysis without a documented model, approved workflow, or retained interaction history. Even when the output is only advice, the organization may be unable to reconstruct what information the employee supplied, what the system returned, or why a person accepted the recommendation. Microsoft’s guidance identifies sensitive-data leakage, regulatory noncompliance, and reputational harm as possible consequences and recommends discovery, appropriate blocking, sensitive-data controls, auditing, retention, and investigation.

There is no dependable prevalence number

The material reviewed for this article does not establish a reliable organization-wide percentage for shadow-AI use. Treat claims about how common it is with caution unless they identify a defined population, date, geography, and method.

What are the risks of AI agents at work?

NIST describes an AI agent as software that uses data and algorithms to perform tasks autonomously. Unlike a chat-only tool that generally returns text for a person to act on, an agent may plan, execute, adapt, invoke APIs, read multiple data sources, and coordinate with other services or agents. Each connection creates another place where authorization, input validation, logging, and failure handling can break down.

An agent is not automatically unsafe, and a standalone application can still expose sensitive data. The difference is the combination of reach and autonomy. Use these dimensions when assessing a deployment:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Risk dimension Standalone employee application Connected or autonomous agent
Data sensitivity and breadth Often limited to information a person chooses to paste or upload, although that information may still be confidential. Can query datasets and retrieve information through connectors, potentially at a scale the operator does not inspect item by item.
Permissions and tools Usually produces an answer or file; external effects require a person or another system. May call APIs, edit records, send messages, run code, or trigger workflows through granted tools.
Autonomy and external effect Human action normally separates output from a real-world change. Planning and execution can create real-world effects with limited intervention, including repeated or cascading actions.
Human review and stopping A user can often ignore or correct an output before using it. Approval gates, rate limits, rollback, and a tested pause or stop mechanism are needed while the agent is running.
Identity, ownership, and lifecycle The user account is often the apparent actor, even if the application is unapproved. Each agent needs a distinct identity, accountable owner, documented purpose, permission review, and retirement process.
Logging and auditability Logs may be held by an external service or absent from corporate systems. Organizations need records of prompts or relevant inputs, tool calls, decisions, approvals, outputs, and resulting changes.

This is a practical comparison, not an official numeric risk score. A narrowly scoped, heavily supervised agent may be safer than an employee using a broad public service with confidential data; assess the actual data, permissions, autonomy, and controls.

Task deviation and weak oversight

An agent can interpret a goal differently from its operator, pursue an unintended subtask, or continue after conditions change. If no person reviews intermediate steps, a small misunderstanding can become a sequence of incorrect updates, messages, purchases, or access requests. High-impact workflows need explicit boundaries and a human decision point before irreversible actions.

Limited intelligibility

Some agent frameworks make it difficult to explain why a particular plan, tool call, or data source was selected. Without sufficient event records, investigators may see only the final outcome rather than the chain that produced it. Explainability here means operational evidence—what the agent received, decided, called, and changed—not a promise that every internal model computation is transparent.

Agent hijacking through indirect prompt injection

Indirect prompt injection hides instructions inside content an agent is asked to read: an email, document, web page, calendar entry, support ticket, or data record can look like ordinary task material while containing text designed to redirect the agent. If the agent treats those instructions as authoritative, it may disclose information, call an unintended tool, or alter records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NIST’s Center for AI Standards and Innovation (CAISI) describes this as agent hijacking. Its January 17, 2025 technical blog states: “Currently, many AI agents are vulnerable to agent hijacking, a type of indirect prompt injection in which an attacker inserts malicious instructions into data that may be ingested by an AI agent, causing it to take unintended, harmful actions.”

CAISI reported attack success rates from 11% for its strongest baseline attack to 81% for its strongest new attack in an evaluation of a particular upgraded Claude 3.5 Sonnet agent using selected AgentDojo Workspace tasks. Those figures describe that model-and-task evaluation, not the proportion of deployed agents that will be hijacked. They show why evaluations should use task-specific attacks, multiple attempts where appropriate, and adaptive testing as attack techniques change.

Data leakage and over-broad access

An agent with access to several repositories can combine information that no single employee is permitted to assemble casually. Excessive retrieval scope, weak tenant separation, or a tool that returns more fields than the task requires can turn a legitimate request into a disclosure. Least privilege must apply to data, actions, and the granularity of returned results.

Supply-chain compromise and agent sprawl

Agents depend on models, plugins, libraries, connectors, prompts, and hosted services. A compromised component can alter behavior or capture data. Meanwhile, untracked agents multiply faster than administrators can review them: temporary prototypes become production dependencies, duplicate identities accumulate, and nobody knows which owner can approve a change or shut a system down. Microsoft’s risk guidance names supply-chain compromise and unmanaged or over-permissioned agent sprawl among the risks to address.

A staged governance plan

1. Discover applications and agents

Start with an inventory rather than a policy memo. Combine identity, endpoint, network, browser, procurement, and cloud telemetry to identify AI applications, agent runtimes, connectors, users, devices, owners, and observed data flows. Discovery should include unsanctioned browser use and agents running in development, departmental, and production environments. Microsoft’s shadow-AI guidance treats app discovery as a first step because policy cannot govern what the organization cannot see.

2. Assess each use case and service

For every entry, document the business purpose, data entered or reachable, model and provider, retention and data-use terms, geographic processing, access model, audit records, subprocessors, and failure impact. Classify whether the system only drafts content or can read, write, send, purchase, delete, execute, or grant access. Microsoft identifies security, compliance, legal, data-sovereignty, and company-information availability as relevant app-risk factors. Record the decision and the person responsible for it.

3. Provide an approved route and clear rules

Publish a short, enforceable standard that says which tools are approved, what data classes may be used, and which actions require a person. Make the approved route capable of handling common employee needs, with support and training. A sanctioned service should have understandable account boundaries, administrator controls, contractual terms, and a way to retrieve or delete records. Clear alternatives reduce the incentive to work around controls, but they do not replace monitoring.

4. Constrain data, identity, and permissions

Use data-loss-prevention and access controls to stop sensitive material from reaching unapproved applications and to limit what approved tools can retrieve. Give every agent a distinct, non-shared identity and a named owner. Grant only the minimum datasets, tools, operations, and time window required for its purpose. Separate read from write privileges, restrict destinations, use short-lived credentials where possible, and review permissions after model, connector, or workflow changes. NIST’s February 5, 2026 concept-paper announcement on software-agent identity and authorization highlights identification, authorization, auditing, non-repudiation, and prompt-injection mitigation as areas under consideration; it is a project direction, not a completed binding standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft’s April 3, 2026 deployment guidance names Microsoft Purview, Microsoft Defender for Cloud Apps, Microsoft Entra, and Microsoft Intune as components in one vendor’s model. Comparable controls can be implemented with other products; verify current licensing and capabilities before selecting a platform.

5. Keep people in control of consequential actions

Define actions that always require explicit approval: external communications, financial commitments, deletion, privilege changes, production deployment, sensitive-record export, and decisions affecting a person’s rights or access. Show the proposed action and material inputs to the reviewer, not just a generic “approve” button. Build a reliable pause and shutdown path, test it during normal operations, and document who can invoke it during an incident.

6. Monitor, retain, and investigate

Log agent identity, owner, model or version, relevant inputs, retrieved sources, tool calls, approvals, outputs, errors, and resulting state changes. Protect logs from tampering and set retention periods consistent with organizational policy and applicable requirements. Alert on unusual destinations, volume, privilege use, repeated failures, prompt-injection indicators, and attempts to bypass approval. Investigation procedures should cover credential rotation, connector isolation, rollback, notification, and evidence preservation.

7. Reassess continuously

Review agents on a schedule and whenever their model, prompt, tools, data sources, owner, or business purpose changes. Re-run abuse cases, including indirect prompt injection, malformed inputs, permission escalation, data exfiltration, and tool failure. CAISI recommends adaptive evaluations and notes that testing should include task-specific attack performance and multiple attempts where appropriate. Retire agents that no longer have a documented owner or business need.

Common governance mistakes

  • Treating all AI as shadow AI: This drives useful work underground and obscures the distinction between approved and unmanaged use.
  • Relying on a written ban: A policy cannot discover an unregistered service or stop data from flowing through an unmanaged account.
  • Approving the application but not the workflow: A low-risk drafting tool can become high-risk when connected to customer records or outbound messaging.
  • Using a shared service account: Shared credentials destroy accountability and make least-privilege review difficult.
  • Logging only final outputs: Without tool calls, approvals, and retrieved sources, investigators cannot reconstruct what happened.
  • Quoting attack rates as field prevalence: The 11%–81% CAISI figures belong to one model-and-task evaluation and should not be presented as the likelihood that any deployed agent will be hijacked.

Bottom line: govern capability, not novelty

Shadow AI is an accountability gap: the organization cannot reliably identify an AI tool or agent, understand its data and permissions, or reconstruct its decisions. Employee experimentation can expose confidential information and weaken compliance evidence, while connected agents add autonomous planning, tool use, and external effects. The proportionate response is staged governance—discover, assess, offer an approved path, minimize permissions, require human approval for consequential actions, preserve evidence, and test continuously. That approach allows useful AI adoption while making the risks visible and controllable.
