setup-x86_64.exe is Cygwin’s official 64-bit Windows installer and package updater. It installs the initial Cygwin environment, downloads packages from a selected mirror, and runs again later when you need to add or update packages. It is not a Windows system file.
It is safe when obtained from Cygwin and verified with Cygwin’s detached GPG signature. Most setup errors come from an incomplete download, invalid repository metadata, no mirror being selected, an unsupported Windows release, missing elevation, an unsafe install directory, or an incomplete offline repository.

What setup-x86_64.exe does
Cygwin uses setup-x86_64.exe for both a first installation and later maintenance. The program creates or updates a Cygwin installation, retrieves package information from a repository, and lets you choose which packages to install. The default selection is intentionally small: it contains the minimal base system, not every command-line tool available for Cygwin. Additional packages are selected in Setup’s package chooser.
You can run the same executable again after installation to add software or receive updates. Reusing the installer does not mean that the file is a Windows component; it is Cygwin’s distribution setup program.

What “x86_64” means
x86_64 identifies the 64-bit Intel/AMD Windows build. On a normal 64-bit Windows computer, this is the mainstream Cygwin installer to use. Cygwin also has a separate setup-x86.exe program for legacy 32-bit installations. Do not choose the legacy program simply because your processor is made by Intel or AMD: the relevant distinction is whether Windows itself is 32-bit or 64-bit.
Current file names change
Cygwin changes Setup versions and repository metadata over time. The official setup directory listed setup-2.940.x86_64.exe and its matching signature on October 11, 2026. Treat that as a dated snapshot, not a permanent version recommendation. Download the current file from the live Cygwin site rather than retaining an old executable or using an unofficial mirror.
Is setup-x86_64.exe safe?
The filename alone cannot prove that a copy is genuine. A malicious program can use the same name. Safety depends on obtaining the executable from Cygwin and checking its detached signature before running it.

Use Cygwin’s official download at https://cygwin.com/setup-x86_64.exe. Obtain the adjacent setup-x86_64.exe.sig file from the same official Cygwin location. Avoid copies supplied by download portals, file-sharing pages, or an unverified local archive.

5640 5CF6 FCC8 1574 682A 5D56 1A69 8DE9 E2E5 6300A successful result identifying a signature from Cygwin <[email protected]>, together with that fingerprint, supports the file’s authenticity. A missing signature, an invalid signature, an unknown or different fingerprint, or a verification error is a stop sign. Delete the executable, download both files again from cygwin.com, and repeat the check. Do not “fix” a failed verification by ignoring it.
Repository checks protect package downloads too
Setup separately downloads repository metadata such as setup.xz, setup.zst, setup.bz2, or setup.ini, along with a corresponding signature. Cygwin says Setup checks the signed package list against the Cygwin public key embedded in Setup. This protects the package catalogue selected from a mirror, not just the installer executable.
The -X option disables those signature checks. It should be reserved for exceptional legacy or offline situations in which you independently trust the repository and understand the risk. Disabling checks is not a normal solution for a mirror-signature error.
Prepare before installing
Use a supported Windows release
Setup releases can reject older Windows versions with an unsupported-Windows message. If that happens, the durable fix is to use a Windows release supported by the current Cygwin Setup. Only for a genuinely legacy computer should you follow Cygwin’s documented archived-release procedure; archived installers and repositories may have different security and package-availability limits.
Decide whether the installation is administrator-wide or per-user
By default, Setup requests administrator rights. That allows all users of the computer to start the Cygwin installation. If you cannot elevate or want an installation only for your account, launch Setup with:

setup-x86_64.exe --no-adminThe --no-admin switch enables a per-user installation. It does not turn an administrator-wide installation into a per-user one after the fact; choose the mode deliberately before selecting the root directory.
Choose a dedicated root directory
Use a directory such as C:cygwin64 for a 64-bit installation. Do not choose C: itself. Cygwin’s FAQ warns that ordinary Windows applications could then create or alter files in Cygwin’s etc, lib, or bin directories, potentially corrupting the environment. A dedicated root also makes backup, removal, and troubleshooting easier.

Step-by-step online installation
- Download the installer and signature. Save
setup-x86_64.exeand its adjacent.sigfile from the official Cygwin location. Keep them together in a folder you can access from a terminal. - Verify the executable. Run the GPG command shown above and confirm the Cygwin signer and fingerprint. If verification fails, do not continue.
- Start Setup. Run the verified executable. If you need an installation limited to your account, use
setup-x86_64.exe --no-admininstead of launching it without arguments. - Select a repository site. Choose at least one Cygwin repository or mirror when prompted. A recent Setup behavior treats having no selected repository as an error and exits with a non-zero status instead of quietly returning to attended mode.
- Set the root directory. Enter a dedicated path such as
C:cygwin64; never useC:as the Cygwin root. - Choose the package source and package set. Setup retrieves the repository catalogue and presents the package chooser. The default base selection is minimal. Mark additional packages only when you need them, then allow Setup to resolve dependencies.
- Let metadata and packages verify. Setup checks the repository’s signed metadata before package selection and installation. If the signature check fails, stop and repair the mirror or repository source rather than using
-Xcasually. - Finish and retain the installer. Once installation completes, the same verified Setup program can be run later to add or update packages. A future run may retrieve newer metadata, so an old local copy is not a substitute for checking the current official download when troubleshooting.
How to install without administrator rights
Administrator elevation is the default because it permits all Windows users to start the installation. When that is not appropriate, open the verified executable with the per-user switch:
setup-x86_64.exe --no-adminContinue through repository selection, root-directory selection, and package choice as usual. Use a location you can write to and keep the installation separate from any administrator-wide Cygwin tree. If Setup still asks for elevation, confirm that the switch was included in the command you actually launched and that you are not reusing a shortcut configured for the administrator-wide mode.
How an offline installation works
An offline installation needs more than the executable. You must have a complete local package repository containing the package files and the signed repository metadata expected by Setup. Point Setup at that local source when it asks for the repository location.

Files such as setup.ini or compressed metadata (setup.xz, setup.zst, or setup.bz2) must be accompanied by the matching signature. If the metadata is incomplete, copied from a different repository snapshot, or missing its signature, Setup can stop before package selection or refuse to install. Obtain a fresh, internally consistent repository copy and verify that its metadata and signature belong together. Do not solve a damaged local mirror by disabling signature checking unless the repository is independently trusted and the legacy exception is intentional.
Fix common setup-x86_64.exe errors
“The file is unsafe,” signature failure, or authenticity warning
- Delete the suspect executable and its signature file.
- Download both again from the official Cygwin location.
- Verify with
gpg --keyid-format=long --with-fingerprint --verify setup-x86_64.exe.sig setup-x86_64.exe. - Confirm the Cygwin fingerprint

“No setup.ini.sig found” or repository signature errors
This usually means the selected mirror or local repository does not contain the expected signed metadata, or the metadata and signature do not match. Retry the mirror, select another official mirror, or replace the incomplete offline repository with a complete copy. Check for all supported metadata forms, including setup.ini and the compressed variants, plus their corresponding signatures. Do not remove the signature requirement as a routine workaround.
Setup says no repository was selected
Return to the repository-selection screen and choose at least one repository site. Recent Setup releases can treat an empty repository selection as an error and exit with a non-zero status. This is different from a mirror being temporarily unavailable: first make sure a site is actually selected, then retry the connection if needed.
Unsupported Windows version
Install a Windows release supported by the current Cygwin Setup. If the computer must remain on a legacy release, use Cygwin’s archived-release instructions only after considering that archived package sets and installers may not receive current updates. Do not substitute a random older executable from an unverified download page.
Setup requests administrator approval
For an account-only installation, close Setup and relaunch the verified executable with --no-admin. For a shared installation, obtain administrator approval and keep the root directory dedicated to Cygwin. Mixing the two modes or pointing both at the same root can create permission and file-ownership problems.
The installation fails after choosing C: as the root
Cancel and restart with a dedicated directory such as C:cygwin64. Cygwin’s warning concerns ordinary Windows programs writing into Cygwin’s etc, lib, and bin directories when the root is the drive root. A dedicated directory prevents that collision.
An offline setup cannot find metadata or signatures
Inspect the local repository layout and compare the metadata file with its signature. A missing setup.ini.sig, a missing signature for compressed metadata, or files copied from different repository snapshots can all block Setup. Replace the local repository with a complete, matching set before trying again.
Why setup-x86_64.exe appears to do nothing
Several conditions can produce a silent-looking failure: no repository was selected, Setup rejected the Windows version, repository metadata failed signature validation, or the process exited because it could not use the chosen installation mode. Work through the checks in this order:

- Run the GPG verification again and check the signer and fingerprint.
- Launch with
--no-adminif elevation is unavailable. - Choose a repository site instead of leaving the repository list empty.
- Use a dedicated root such as
C:cygwin64. - If the message concerns metadata, switch mirrors or repair the offline repository rather than disabling checks.
- If the message concerns Windows support, move to a supported release or consult the archived-release procedure for a genuinely legacy system.
These branches address different failure points. Re-downloading the executable will not repair a missing setup.ini.sig, and changing the root directory will not make an unsupported Windows version compatible.
Which installer should you choose?
For 64-bit Windows
Use setup-x86_64.exe. It is the current mainstream Cygwin setup program for 64-bit Intel/AMD Windows and supports both initial installation and later package updates.
For legacy 32-bit Windows
Use setup-x86.exe only when Windows itself is 32-bit and the corresponding Cygwin release still supports that system. A 32-bit installer is not a compatibility shortcut for a current 64-bit Windows computer.
For debugging or special offline work
Use an independently verified uncompressed or debug build only when you have a specific diagnostic reason and understand how it differs from the normal compressed official Setup. The ordinary signed official executable remains the safer default for routine installation.
