SaaS sprawl is the uncontrolled accumulation of cloud applications across an organization, without a reliable inventory, clear owners, consistent access controls, or coordinated spending oversight. It is not simply “having too many apps.” An organization can have many well-governed services, or a smaller number of services that create serious exposure because teams adopted them independently.
Sprawl affects security when IT cannot see every service, account, integration, or sharing permission. It affects costs through unused seats, overlapping subscriptions, employee-expensed tools, missed renewals, and the staff time required to operate disconnected vendor consoles. The practical response is to build a continuously updated inventory, connect each app to an accountable owner and evidence of use, and manage identity, data access, contracts, and renewals as one lifecycle.

SaaS sprawl is a governance problem, not just an app-count problem
There is no single formal definition of “SaaS sprawl” in the sources used here, and the term is not presented as a NIST or CISA standard category. A useful practical definition is the accumulation of software-as-a-service applications without coordinated visibility, ownership, access governance, or spend control.

NIST’s cloud access-control guidance explains that responsibilities exist at several layers, including the customer’s responsibility to control access to its application data and keep access policies current. NIST SP 800-210 was published in 2020, so organizations should apply it alongside current policies and each provider’s actual configuration.

Sprawl usually develops incrementally. A marketing team buys a campaign tool, an engineer creates a project workspace, a manager approves a trial on a corporate card, and a contractor receives an account in a separate identity realm. Each decision may be reasonable in isolation. The risk appears when nobody can answer basic questions across the whole estate:
- Which applications are in use, including those paid by individuals or departments?
- Who owns the business relationship and who is responsible for technical security?
- What data is stored, shared, exported, or exposed through integrations?
- Which accounts, administrators, service accounts, and third-party connections still have access?
- What will renew, at what tier, and for how many active users?
The Cloud Security Alliance describes distributed adoption, inconsistent tools, and fragmented processes as causes of gaps in visibility, identity management, and third-party access. Its lead author, Hillary Baron, summarized the problem in an April 22, 2025 release: “The reality is that distributed adoption, inconsistent tools, and fragmented processes leave critical gaps in visibility, identity management, and third-party access.” CSA release
How SaaS sprawl develops
Decentralized purchasing and self-service trials
Cloud software is easy to start with a browser and a payment card. Teams can bypass a central procurement queue when they need a capability quickly, while free trials can become production systems before security or legal review occurs. Expense reports and departmental invoices may not use the same names as the application, making later discovery harder.
Different identity arrangements
Some providers connect to an organization’s identity provider and single sign-on (SSO). Others maintain their own user directory or allow a mixture of local accounts, social logins, and invited guests. CISA notes that providers differ in how they integrate with existing identity systems and where identity responsibilities sit. CISA Cloud Security Technical Reference Architecture
Acquisitions, contractors, and team changes
New business units may bring existing subscriptions. A contractor may create a workspace that remains after the contract ends. Employees who change roles can retain permissions that were appropriate for their former job. Without a lifecycle process, these exceptions accumulate.

Security effects of SaaS sprawl
Unknown applications create blind spots
You cannot assess a service you do not know exists. Conventional network scanning is not a complete SaaS-discovery method because the application may be hosted entirely by a third party and accessed through normal web traffic. CISA’s Binding Operational Directive 23-01 explicitly excludes third-party-managed SaaS from the directive’s covered network-scanning scope. That directive applies to U.S. federal networks; it is not a general private-sector legal requirement, but it illustrates why IP-based inventories miss cloud applications. CISA BOD 23-01
Offboarding can fail when accounts are unlinked
An employee’s central identity account may be disabled while a separate SaaS account remains active. The same problem affects contractors, shared mailboxes, dormant administrators, and guest collaborators. If a service is not connected to SSO or automated provisioning, leaver and role-change procedures require a deliberate manual step that is easy to miss.

The CSA’s 2025 report page says 58% of surveyed organizations struggled to enforce privileges and 54% lacked lifecycle-management automation. These are findings from that report, not universal rates for every sector or country, and the indexed summary does not provide enough methodology to establish population-wide representativeness. CSA State of SaaS Security report
Excessive permissions expose data
NIST says the customer organization must consider who can access application data and ensure that current access-control policies are enforced. In practice, review:
- Administrators and users with broad workspace or project permissions.
- External collaborators and guests whose contracts or projects have ended.
- Public links, open sharing settings, and export permissions.
- OAuth and other third-party connections that can read, write, or delete data.
- Service accounts and API keys that no longer have a documented purpose.
The presence of an integration is not evidence that it is unsafe, and the cited sources do not quantify how common OAuth-related incidents are. The control is to document each connection, limit its scope, assign an owner, and remove it when the business need ends.

Fragmented consoles weaken detection and response
Each application can have its own audit logs, alerting, retention period, administrator roles, and incident process. Security staff may not know where to look during an investigation, or may lack a central record of which applications contain a particular data set. The CSA groups discovery, SaaS posture management, threat detection, remediation, and identity governance as related parts of a more unified approach. CSA report

Provider responsibility varies by service
SSO improves account visibility, but it does not automatically configure application permissions, sharing defaults, backups, retention, or third-party access. CISA’s architecture emphasizes documenting responsibility because providers expose different controls and integration models. Treat the contract, service configuration, and your own operating procedures as separate evidence; do not assume that a provider’s security statement covers customer-side mistakes.
How SaaS sprawl increases costs
Unused or over-licensed seats
A subscription can continue billing for a person who left, moved to another team, or stopped using the service. A user who logs in only once a quarter may still need access, so usage data must be interpreted with the owner rather than used as an automatic deletion trigger. Compare active use with the contracted tier and reclaim seats only after confirming business need.
Overlapping capabilities
Separate teams may pay for multiple tools that handle similar work, such as file sharing, project tracking, surveys, design, or customer communication. Consolidation can reduce fees, but it can also create migration, training, data-export, and business-continuity costs. Evaluate the actual workflows and data before cancelling a service.
Employee-expensed applications
Apps paid through expense reports or personal cards can avoid negotiated pricing, procurement review, standard support terms, and security assessment. They may also be difficult to find when the employee changes roles. A low-cost subscription can become expensive if it stores regulated or confidential information without an agreed retention and offboarding process.

Renewal and contract leakage
Renewals often occur automatically. If the owner, invoice, renewal date, and cancellation window are not recorded, an organization may pay for another term before usage is reviewed. Contract commitments, minimum seat counts, price escalators, data-export terms, and termination assistance belong in the same record as usage information.
Operational overhead
Every additional console, vendor contact, integration, and policy exception consumes staff time. That overhead is a real cost even when license utilization is high. It can also delay incident response and make audit evidence harder to assemble.
What published figures do—and do not—show
| Finding | How to interpret it |
|---|---|
| $18 million in average annual license waste | Zylo’s 2024 SaaS Management Index release reports this as a vendor benchmark. It is not a typical company’s expected savings or a guarantee that an organization will recover that amount. Zylo release |
| 65% of employee-expensed apps had a Poor or Low risk score | This is also a Zylo-reported benchmark. It must not be restated as “65% of all SaaS apps are insecure”; the release does not establish how representative the sample is across company sizes, regions, or industries. |
| 58% struggled to enforce privileges; 54% lacked lifecycle automation | These are survey findings reported on the CSA’s 2025 report page. The available summary does not support treating either percentage as a universal prevalence rate. |
Use these figures to understand the kinds of leakage and control gaps worth measuring, not to forecast your own savings. Your baseline should come from invoices, active users, license tiers, overlap analysis, renewal commitments, and verified risk records.

1. Build a living inventory
Combine multiple evidence sources because no single feed is complete:

- Expense reports, corporate-card transactions, accounts-payable records, and procurement systems.
- Browser or endpoint discovery where permitted by policy and privacy requirements.
- Department interviews, vendor lists, contract repositories, and help-desk records.
For each application, record its name, business purpose, business owner, technical or security contact, data classification, users and administrators, authentication method, integrations, contract and renewal dates, license tier, spend, retention or export terms, and current risk status. Include services that are free, in trial, or paid outside central procurement.
Best Value
2. Prioritize the highest-consequence entries
Start with applications that handle sensitive or regulated information, permit external sharing, have privileged accounts, lack an accountable owner, cannot use central authentication, or expose broad API access. Confirm actual use before cutting an account or license. A rarely used system may support a critical legal, finance, or operational process.
3. Establish onboarding and ownership rules
Before adoption, require a named business owner and technical or security contact. Assess data handling, identity integration, administrator controls, third-party connections, contractual responsibilities, backup or export, retention, and offboarding. Document which controls the provider supplies and which your organization must operate, following CISA’s shared-responsibility approach.
4. Manage access throughout the lifecycle
- Connect the application to SSO and automated provisioning where the service supports it.
- Use least privilege for users, administrators, service accounts, and API tokens.
- Review privileged roles, guest users, external collaborators, sharing settings, and third-party connections on a defined schedule.
- Test leaver and role-change procedures, including applications with separate local accounts.
- Remove dormant identities, unnecessary tokens, and integrations whose owners or purposes cannot be confirmed.
NIST’s access-control guidance and CISA’s ransomware guidance both support keeping permissions current and applying least privilege. NIST SP 800-210 PDF CISA ransomware guide

Match invoices and contract commitments to active users, assigned tiers, overlapping capabilities, and renewal dates. Ask the owner to confirm business need before reclaiming seats or consolidating tools. Record the decision, effective date, data-export action, and cancellation evidence so that a future audit does not have to reconstruct it.
6. Measure the process continuously
Useful operating metrics include:
- Percentage of known applications with an accountable owner.
- Percentage connected to central identity and automated deprovisioning.
- Overdue access reviews and unresolved stale accounts.
- Spend linked to verified usage and current contracts.
- Renewals reviewed before their cancellation windows.
- High-risk integrations and applications without documented remediation.
Review the inventory after acquisitions, reorganizations, major projects, and incidents. Sprawl is a recurring operating condition, not a one-time cleanup project.
Choosing an approach or management tool
Small organizations can begin with identity, finance, procurement, contract, and ticketing records they already operate. Larger or more regulated environments may need a dedicated SaaS discovery or security-posture category, but a product is useful only if it improves a workflow and produces accountable action.
| Comparison area | Questions to ask |
|---|---|
| Discovery coverage | Does it ingest SSO, identity, expense, procurement, endpoint, browser, contract, and API data? How does it identify employee-expensed or unconnected apps? |
| Identity visibility | Can it show users, administrators, service accounts, guests, OAuth connections, and orphaned identities? |
| Lifecycle workflow | Does it support provisioning, deprovisioning, role changes, periodic access reviews, approvals, and evidence of completion? |
| Configuration and posture | Can it check security settings, sharing, privileged roles, logging, and other SaaS configuration controls, and route remediation to an owner? |
| License and contract data | Can it reconcile utilization, tiers, invoices, renewal dates, commitments, and overlap without treating every infrequent user as waste? |
| Integrations | Does it connect to the organization’s identity, finance, procurement, ticketing, and reporting systems? |
| Deployment and fit | What data access, implementation effort, privacy review, regulatory controls, and ongoing administration are required for the organization’s size? |
The CSA’s report identifies discovery, posture management, threat detection, remediation, and identity governance as relevant domains, but the available sources do not compare named platforms or establish a best product. Evaluate coverage and workflow fit against your own inventory gaps.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe bottom line for IT and finance
SaaS sprawl creates a chain reaction: unknown applications hide accounts and data, disconnected identities complicate offboarding, excessive permissions expand exposure, and fragmented contracts make unused or overlapping subscriptions harder to remove. The answer is not an arbitrary app-count limit. Build a living inventory from independent evidence sources, assign ownership, enforce least privilege and lifecycle reviews, and reconcile verified use with contracts before each renewal. That combination reduces security blind spots while giving finance a defensible basis for changing licenses or consolidating tools.
