That context is consistent with a Realtek Ethernet diagnostic or driver utility. It does not prove that every file with this name is safe: the complete path, a valid digital signature, the version, and the file hash determine whether the copy on your PC matches the legitimate context. This guide shows how to check those details and repair missing, corrupt, unsigned, blocked, or suspicious copies without downloading a replacement executable from an untrusted site.
What rtkbind.exe does
The filename is associated with a Realtek Ethernet diagnostic component. The observed executable is labeled “RtkBind Application,” carries version 1.0.0.9, and is attributed to Realtek Semiconductor Corp. The report also shows it being called with Realtek diagnostic INF files, which fits a utility that binds or checks Ethernet-driver components. Windows or a Realtek utility may therefore launch it when the network adapter is diagnosed, configured, or serviced.

A process name alone is not an identity check. Malware can use the same filename, and a damaged or repackaged file can keep a familiar name while having a different location, signer, version, or hash. Treat the details below as a way to identify the particular file on your computer, not as a blanket verdict about every rtkbind.exe.
Is rtkbind.exe safe?
It is plausibly legitimate when all of the following agree: the file is in the Realtek program directory, Windows reports a valid signature from Realtek Semiconductor Corp. (or the computer maker that distributed the driver), the version and metadata fit the installed package, and its hash remains stable when you record it. A file in a temporary, profile, download, or randomly named directory needs additional investigation even if the filename is identical.

Check the complete path
- Press Ctrl+Shift+Esc to open Task Manager and select the Details tab. Locate
rtkbind.exeor the entry named RtkBind Application. - Right-click it and choose Open file location. If the process has already exited, search for
rtkbind.exein File Explorer and inspect each copy rather than assuming the first result is the active one. - Record the full path. The observed legitimate context is
C:Program FilesRealtekRealtek Ethernet Diagnostic Utilityrtkbind.exe. A path under%Temp%,%AppData%,Downloads, or a folder with an arbitrary name is not consistent with that context and should be treated as suspicious until verified.
Verify the publisher and signature
- In File Explorer, right-click the file, choose Properties, and open Digital Signatures.
- Select the signature, choose Details, and confirm that Windows says the signature is valid. The signer should be Realtek Semiconductor Corp. or the PC manufacturer that supplied the network package.
- Open the Details tab and note the file description, product name, and version. The observed report lists version 1.0.0.9; a different version is not automatically malicious, but it must be explainable by the package installed on your PC.
- If the Digital Signatures tab is absent, the signature is invalid, or the signer is unrelated, do not replace the file by copying an executable from another computer. Continue with the security checks and obtain a signed package from the correct driver source.
Record a hash before changing anything
A cryptographic hash lets you compare the exact bytes before and after a repair. In PowerShell, run the following with the path you recorded:

There is no universal “safe” hash published for every OEM package, so use the hash to document changes and to compare copies from the same signed installer, not as a substitute for checking the signer and source.
Why Windows may be running rtkbind.exe
If the path and signature check out, the most likely explanation is that the Realtek Ethernet Diagnostic Utility or its driver package invoked the component. Diagnostic packages commonly include INF files and helper executables; seeing the helper while a network test, driver installation, or adapter repair is in progress is consistent with that design.

Do not end the process or delete the file merely because it appears in Task Manager. First determine whether the Ethernet utility is being installed, updated, or used by a support tool. If the file is unsigned or lives outside the expected program directory, stop treating the activity as routine and follow the suspicious-file procedure below.
Fix a missing or corrupt rtkbind.exe error
1. Identify the exact adapter and computer model
- Press Windows+X and open Device Manager.
- Expand Network adapters and write down the Ethernet adapter name. If it is shown as an unknown device, open Properties, select Details, choose Hardware Ids, and record the values for the support technician or the OEM download search.
- Record the PC, motherboard, and Windows edition and build. Network packages are often customized by the computer maker, so the model is as important as the Realtek chipset name.
2. Obtain the complete signed package
Use the computer or motherboard maker’s official support page first, search by the exact model, and choose the Ethernet or LAN package that matches your Windows version and system architecture. If the OEM provides no suitable package, use Realtek’s official product download portal. Download the installer or driver bundle, not a standalone rtkbind.exe from a DLL or EXE-download site.
Keep the installer until the repair is confirmed. Check its digital signature where available and note its release date and version. An OEM package may include custom diagnostics, power settings, or firmware interaction that a generic package does not.

3. Reinstall without mixing driver branches
- If the OEM package has its own uninstaller, use Settings → Apps → Installed apps (or Apps & features on older Windows) to remove the Realtek Ethernet Diagnostic Utility or the related package. Remove only the component identified by the installer; do not uninstall unrelated network software.
- If the installer requires Device Manager, right-click the Ethernet adapter, choose Uninstall device, and select the option to remove the driver package only when the downloaded replacement is ready and the OEM instructions call for it.
- Restart Windows.
- Run the complete signed installer as an administrator if requested. Let it install the driver and its diagnostic components together; do not copy
rtkbind.exefrom another computer or from a different driver branch. - Restart again, then test wired networking and reopen the utility that originally reported the error.
If the error disappears but the adapter loses advanced features, roll back through Device Manager or reinstall the OEM package. A generic Realtek package can be technically compatible while still omitting model-specific settings.
Fix a “driver cannot load” or “unsigned” message
Windows kernel Code Integrity checks whether driver images are properly signed and whether their hashes can be verified. Microsoft documents that Code Integrity records events when it cannot verify a driver image hash. Use the log to identify the exact file and reason instead of disabling signature enforcement.
- Press Windows+R, enter
eventvwr.msc, and press Enter. - In Event Viewer, open Applications and Services Logs → Microsoft → Windows → CodeIntegrity → Operational.
- Filter or inspect events created at the time of the failure. Record the file path, publisher, event ID, and any hash or status text.
- Compare that path with the file you checked in Properties. If the event names a copy in a temporary or profile directory, investigate it as a potentially unwanted or malicious file rather than reinstalling it over the top.
- If it names the Realtek package under
Program Files, uninstall the affected package only as directed by the OEM installer, reboot, and install the current signed package from the OEM or Realtek channel.
Do not turn off driver-signature enforcement to make the executable load. That bypass can allow an untrusted kernel driver to run and can hide the underlying packaging or integrity problem.

When a Windows update or policy change caused the failure
Microsoft’s vulnerable-driver blocklist is designed to prevent vulnerable or malicious drivers from loading. Blocking can also cause a device or related utility to malfunction when an older package depends on a driver that is now prohibited. A failure that begins immediately after a Windows update, security-policy change, or driver update is a reason to examine Code Integrity events and the installed driver version.
- Note the Windows update or driver installation date in Settings → Windows Update → Update history.
- Check the CodeIntegrity log for a blocked-driver event and record the blocked file name and path.
- Look for a newer OEM Ethernet package that supports the current Windows build. Install it using the signed-package procedure above.
- If no current package is available, contact the computer or motherboard maker with the model, Windows build, event details, and the recorded file version. Do not disable the vulnerable-driver blocklist as a permanent workaround.
What to do if the file looks suspicious
A copy outside the expected Realtek directory, an invalid or missing signature, an unexplained publisher, or a file that appeared after installing unrelated software warrants a malware check. The filename by itself cannot tell you whether the file is malicious.

- Open Windows Security → Virus & threat protection → Scan options and run a Full scan.
- For a scan that runs before normal Windows processes start, choose Microsoft Defender Offline scan. Save work first; Windows will restart.
- Microsoft Safety Scanner can provide an additional, on-demand check. Download it only from Microsoft, use the current version, and follow its result and removal instructions.
- After remediation, reboot and repeat the path, signature, and hash checks. If the suspicious copy remains or returns, preserve its path and scan results and seek help from the PC maker or a qualified incident-response professional.
Do not “repair” a suspicious file by downloading an identically named executable from an unofficial archive. Quarantine or removal should be guided by the security tool’s findings, because deleting the wrong copy can also damage a legitimate network installation.
OEM package or generic Realtek package?
Both sources can contain a valid driver, but they are not interchangeable in every computer. Use these decision points before selecting a download.

Whichever source you choose, keep the installer version, date, signer, and hash in your repair notes. If the package restores connectivity but not the diagnostic utility, reinstall the complete OEM bundle rather than adding a loose executable.
