Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Reshoring is the return to the United States of a production task that a U.S. company previously placed in another country. It makes financial sense only when the company’s full, risk-adjusted cost of serving customers from a U.S. operation is lower than—or strategically more valuable than—the realistic alternatives over its chosen investment horizon.
A lower overseas factory quote is only one input. Freight, inventory, defects, delays, intellectual-property exposure, service performance, supplier and customer proximity, transition spending, and any verifiable value customers place on domestic production can change the result. There is no universal percentage or dollar threshold at which reshoring pays off.

What reshoring means—and what it does not
The precise definition
The U.S. Department of Commerce’s SelectUSA definition is specific: a U.S. firm must have previously established a production task in its value chain in an international location and then decide to return some or all of that production to the United States. The task might be manufacturing, assembly, processing, or another identifiable production activity.

If a company has always made a product in the United States and adds another U.S. plant instead of building abroad, that is an expansion choice, not reshoring. Both decisions can involve similar site-selection and cost questions, but they begin from different facts.

Why the distinction affects a financial analysis
A reshoring case has an existing offshore baseline: current supplier prices, contracts, lead times, defect rates, freight lanes, duties, inventory policies, and service levels. The proposed U.S. operation must be compared with that baseline, not with a theoretical foreign quote. An expansion analysis may instead compare two future investments that do not yet have operating histories.
Why the quoted offshore price is not the decision
Manufacturing decisions should use total cost of ownership (TCO), sometimes called delivered or landed cost, rather than the price on a factory quotation. TCO includes measurable operating costs and the financial effect of risks that can be estimated with company data.
| Comparison area | What to include | Useful evidence |
|---|---|---|
| Direct production economics | Labor, materials, utilities, factory overhead, equipment, facility costs, maintenance, compliance, and local taxes or fees that differ by site. | Current supplier invoices, wage and productivity data, engineering estimates, lease or construction bids, and tax schedules. |
| Transportation and inventory | Ocean, air, rail and truck freight; customs and brokerage; duties; insurance; pipeline inventory; safety stock; expediting; and the cost of working capital tied up in longer transit. | Actual freight lanes, shipment history, inventory records, customs classifications, and carrier quotes. |
| Quality and yield | Scrap, rework, returns, warranty claims, inspection, recalls, customer concessions, and the internal cost of correcting defects. | Quality dashboards, warranty databases, supplier corrective-action reports, and finance-approved defect costs. |
| Delivery and responsiveness | Lost sales, line stoppages, late-delivery penalties, forecast error, change-order delays, and the value of shorter replenishment cycles. | Service-level agreements, order history, stock-out reports, production schedules, and customer commitments. |
| Risk and control | Intellectual-property exposure, cyber and data controls, geopolitical disruption, port or border interruptions, supplier concentration, and audit or compliance costs. | Incident history, insurance terms, legal assessments, business-continuity scenarios, and supplier-risk ratings. |
| Network and market effects | Proximity to critical suppliers and customers, engineering collaboration, field service, customization, and demonstrable customer preference for U.S.-made goods. | Supplier maps, travel and service records, customer research, contracts, and observed price or retention effects. |
| Transition and investment | Plant, tooling, automation, validation, hiring, training, dual-running, qualification, relocation, contract termination, and ramp-up costs. | Capital requests, implementation schedules, severance or exit clauses, and production-readiness plans. |
| Public incentives | Grants, loans, tax credits, technical assistance, workforce support, and state or local packages for which the project is actually eligible. | Written program terms, award letters, tax opinions, application deadlines, and compliance obligations. |
Some benefits are difficult to monetize. A domestic label, for example, may improve customer preference or reduce procurement friction, but that value belongs in the model only when the company can support it with customer evidence, pricing data, retention results, or a documented contract requirement. Treating an assumed premium as guaranteed savings makes the business case unreliable.

How to calculate a reshoring total-cost comparison
Build the model for the same product specification, annual volume, service level, currency basis, and accounting treatment at every location. Separate one-time transition spending from recurring operating cost so that management can see both the cash requirement and the ongoing economics.
- Define the decision boundary. State which production tasks may move, the products and volumes covered, the customer regions served, the target launch date, and the minimum service and quality levels. Do not compare a fully qualified U.S. line with an offshore line that has a different specification or service promise.
- Establish the current baseline. Use recent, company-specific data for purchase price, freight, duties, inventory, quality losses, payment terms, lead time, and disruption history. Identify which costs are truly avoidable if offshore production ends and which corporate costs will remain.
- Cost the U.S. alternative at its intended scale. Include wages by skill, benefits, productivity during ramp-up, materials, utilities, facility and equipment, maintenance, quality systems, compliance, local logistics, and the staffing needed for engineering, planning, procurement, and customer support.
- Value operating differences. Convert shorter transit, lower safety stock, fewer defects, faster engineering changes, or improved service into finance-approved amounts. Use observed internal costs where possible; document assumptions where measurement is not yet available.
- Model risk scenarios. Run at least a base case and adverse cases for freight disruption, demand changes, supplier failure, labor shortfalls, quality problems, and delayed qualification. A location that wins only under perfect utilization may not be the safer investment.
- Add one-time cash needs and timing. Include design transfer, tooling, construction, equipment, validation, hiring, training, dual production, inventory build, contract exits, and launch inefficiency. Show when each payment occurs rather than spreading every cost evenly across years.
- Test incentives separately. Present the economics before incentives, the value of confirmed awards, and the effect of losing or delaying an award. This prevents an unapproved package from becoming a hidden assumption.
- Calculate the decision metrics. A simple recurring-cost comparison is:
annual advantage = annual offshore TCO − annual U.S. TCO. A payback estimate is:payback period = net transition investment ÷ annual advantage. For a capital-intensive project, also calculate net present value and an internal rate of return using the company’s approved discount rate. Include residual value, taxes, working-capital changes, and shutdown costs where applicable. - Stress-test the horizon. Recalculate the result for shorter and longer holding periods, realistic volume ranges, and different wage, freight, productivity, and defect assumptions. The correct answer may be different for a two-year contract than for a ten-year platform.
SelectUSA identifies an Assess Costs Everywhere framework and an online total-cost-of-ownership tool as starting points for organizing manufacturing cost and risk inputs. They do not replace validated company assumptions, current quotations, engineering estimates, or finance review.
When the financial case is more likely to improve
High logistics or inventory burden
Long-distance supply chains carry freight, customs, buffer inventory, and forecasting costs. If products are bulky, fragile, time-sensitive, or frequently changed, a shorter domestic route can reduce delivered cost even when direct factory labor is higher. The benefit must be measured from actual lanes and inventory policies, not assumed from geography alone.

Quality and service are economically important
For products with expensive failures, regulatory consequences, or demanding customers, defect prevention and faster corrective action can outweigh a lower offshore conversion cost. Quantify warranty, return, inspection, line-stop, and customer-support costs before assigning a quality advantage to either location.

Companies in the Commerce Department’s six-company case study often wanted production, distribution, suppliers, and customers closer together. That arrangement can accelerate design changes, simplify collaboration, and support customization. It can also require new facilities, tooling, and domestic supplier development, so proximity is a potential value driver rather than an automatic saving.
Intellectual property and continuity have material value
If proprietary designs, process know-how, or sensitive data are difficult to protect across borders, stronger control may reduce expected losses. Likewise, a company may value a more diversified or geographically controllable network after experiencing disruptions. Put a probability and financial consequence on each material risk; do not turn a general concern into an unsupported premium for domestic production.

Investment horizon, payback, and implementation difficulty
Reshoring usually creates a mismatch between immediate cash outlays and benefits that accumulate over time. Construction, equipment, qualification, recruiting, training, dual-running, and learning-curve inefficiency can arrive before the new line reaches target productivity. A project can therefore be strategically sensible but unattractive if the company cannot fund the transition or retain the business long enough to recover it.
The six selected cases in the 2019 SelectUSA publication illustrate this trade-off: reported investments ranged from $1.8 million to $90 million, and reported jobs created ranged from 9 to 160, with one job figure identified as an estimate. These figures describe individual cases, not a representative benchmark or expected return. The same report says most participants believed long-term benefits would outweigh short-term costs, while also documenting implementation difficulties.
The report’s conclusion is explicit: the companies “did not choose to reshore or expand production in the United States because they believed it to be easy.” It adds that they “faced and continue to face many difficulties.” Use that warning when setting milestones for permitting, workforce availability, supplier qualification, yield, and customer approval.

How incentives should enter the decision
The International Trade Administration’s Manufacturing Incentives Overview Report collects selected federal and state grants, loans, tax incentives, technical-assistance programs, export-financing options, and state programs. It is not exhaustive, its eligibility rules can change, and it is not legal or tax advice.
Verify before counting a benefit
- Confirm that the project, industry, location, spending category, and job commitments meet the current rules.
- Check application windows, funding limits, matching requirements, wage standards, reporting duties, clawbacks, and tax treatment.
- Obtain written confirmation from the responsible agency and review the terms with qualified legal and tax professionals.
- Model the project without the incentive, with only formally confirmed benefits, and with a delayed or reduced award.
SelectUSA notes that state and territorial governments are often a primary source of assistance for new or expanding operations and provides state incentive resources. State packages can materially change site economics, but they also create performance obligations. A headline offer is not savings until the company can satisfy and document every condition.
Evidence limits and how to avoid overclaiming
The 2019 Commerce publication is a selected case-study report, not a current benchmark database or representative survey. Reshoring activity is difficult to identify systematically, and documented announcements do not establish a national total or a general success rate. The examples are useful for identifying questions—quality, logistics, control, market value, and time horizon—but they cannot predict the outcome for a different product, volume, geography, or workforce.
Economic data also require date and geography checks. SelectUSA cautions that some data series can lag by up to two years. Use current, location-specific wages, prices, productivity, freight rates, utility costs, and supplier quotes for a live decision, and record the release date of every external dataset.
A practical go/no-go framework
Proceed to detailed design when
- The modeled U.S. option remains competitive after including transition spending and realistic utilization.
- Quality, delivery, service, intellectual-property, or continuity benefits are supported by measured costs or customer requirements.
- Management can fund the upfront investment and sustain the operation through ramp-up.
- Critical suppliers, labor, permits, utilities, and customer qualifications have credible plans.
- The case still works under adverse freight, wage, volume, and productivity assumptions.
Pause or reject when
- The result depends on an unconfirmed incentive, an assumed customer premium, or perfect capacity utilization.
- One-time costs, contract exits, inventory, or qualification work are missing from the model.
- The U.S. site cannot meet required quality, labor, environmental, or delivery conditions.
- The expected production life is too short to recover investment under the company’s approved hurdle rate.
- Decision-makers cannot explain which assumptions would reverse the result.
The financially sound answer may be partial reshoring, dual sourcing, a domestic pilot, or continued offshore production with stronger controls. The definition of reshoring allows some or all of a production task to return, so the decision does not have to be an all-or-nothing plant move.
