Radio spectrum is the range of radio frequencies used to carry wireless signals. For satellite communications, international rules specify which services may use particular frequency bands and under what conditions; satellite operators must also coordinate networks, and countries set domestic authorization rules. A band allocation is therefore not, by itself, permission for any operator to transmit.
What radio spectrum means
Radio spectrum is the portion of the electromagnetic spectrum used for radio transmissions. Because many services share it, rules divide frequencies into bands and establish who may use them and on what terms. Spectrum is a limited resource, and signals that overlap or interfere can disrupt communications, so allocation and coordination are central to making wireless services coexist.

The International Telecommunication Union (ITU) describes its Radio Regulations as a framework for equitable access and rational use of radio-frequency spectrum and associated satellite orbits. The ITU says this framework supports efficient operation of radiocommunication services and, where needed, the introduction of new technologies. ITU announcement on the updated Radio Regulations.
Who sets the rules
The ITU’s Radio Regulations are the international treaty framework for sharing frequencies among terrestrial and space services. ITU Member States update the rules at World Radiocommunication Conferences (WRCs), which normally meet every four years. The regulations include a Table of Frequency Allocations showing which radiocommunication services are assigned to particular bands, subject to regional differences, footnotes and conditions. See the ITU’s overview of global radio-frequency spectrum management.

The 2024 edition of the Radio Regulations, incorporating the outcome of WRC-23, entered into force on 1 January 2025. WRC-27 agenda topics include satellite earth stations in motion, gateway access, sharing conditions, equitable access to some satellite bands and regulatory issues involving non-geostationary systems. These are topics for consideration, not already completed allocations or final rules. The applicable table, footnotes and national rules remain decisive for a specific system or location.
How satellite allocations are described
A satellite allocation is more specific than a frequency range alone. To understand what an entry allows, identify the service, transmission direction, ITU region, allocation status and any footnotes or sharing conditions. The table may distinguish Earth-to-space (an uplink), space-to-Earth (a downlink) and, in some cases, space-to-space links.

Satellite service types
- Fixed-satellite service (FSS): satellite links between specified points, commonly used for communications infrastructure and fixed terminals.
- Mobile-satellite service (MSS): satellite communications involving mobile earth stations.
- Broadcasting-satellite service (BSS): satellite transmissions intended for reception by the public, such as broadcast distribution.
These labels identify a service category, not a blanket right to use every frequency for every satellite application. A band’s permitted use depends on the particular allocation entry and its conditions.

The ITU divides the world into three regions for allocation purposes. The same frequency range can have different service status or conditions in different regions, and footnotes can modify or constrain a general table entry. An allocation may also be primary or secondary, which affects its relationship to other services. For a real network, check the applicable region and exact entry rather than relying on a simplified list of “satellite bands.” The ITU satellite coordination material describes regional and technical considerations.

How coordination and authorization work
International allocation identifies services that may use frequencies; it does not grant an operator an individual license. Satellite networks must also follow ITU procedures intended to manage interference and enable networks and services to share frequencies and orbital resources. National administrations apply domestic authorization requirements, so international coordination does not replace a country’s licensing rules.
- Check the allocation: Consult the current Radio Regulations table for the relevant frequency band, service, link direction, region and footnotes.
- Assess sharing conditions: Determine whether the entry is primary or secondary and identify technical limits and any applicable coordination requirements.
- Coordinate the network internationally: ITU procedures include Article 9 coordination and Article 11 notification. The ITU explains these processes in its satellite coordination overview.
- Obtain domestic authorization: Check the rules of the national regulator for the countries where earth stations will operate and where service will be offered.
These steps are related but not interchangeable: an allocation is not a network filing, an international filing is not a national license, and a national authorization cannot change the international allocation framework.

- 2-WAY RADIOS: The walkie-talkies are equipped with 36 FRS (Family Radio Service) channels, and communication options. Additionally, they offer a convenient channel scan feature that allows users to easily check for activity on different channels. For power, these walkie-talkies offer dual options. They can be powered by the included rechargeable battery pack, providing a reliable and reusable energy source. Users have the option to use 3 "AAA" batteries (not included) for flexibility.
- UP TO 30-MILE RANGE: Unlock the power of long-range communication capabilities in, unobstructed environments with minimal or no obstacles. With enhanced signal reach, these devices enable seamless and reliable connections over greater distances. Enjoy clear communication across open spaces, whether exploring vast outdoor landscapes, participating in outdoor events, or engaging in professional activities. Benefit from extended-range capabilities to stay connected, and coordinate efficiently.
- 121 CTCSS PRIVACY CODES: With privacy codes, the Continuous Tone-Coded Squelch System provides a wide selection of up to 2,662 channel options. These codes offer the ability to block out other conversations, ensuring clear and interference-free communication. The walkie-talkies feature a silent operation mode, allowing users to turn off all tones and operate discreetly without any audible signals. This feature proves particularly useful in situations where silent communication is desired.
- NOAA WEATHER SCAN: Stay informed and prepared with the NOAA Weather Scan + Alert feature. With this functionality, your walkie-talkies automatically scan through 10 weather channels, identifying and locking onto the strongest weather channel available. This ensures that you receive critical updates and alerts regarding severe weather conditions. When a potential risk of severe weather is detected, the NOAA Weather Alert triggers an audible alarm, notifying you to take necessary precautions.
- INCLUDED IN THE BOX: Radios (x2), Belt clips (x2), rechargeable battery packs (x2), Desktop charger, AC Adapter, Owner's Manual
Why allocation matters
Allocations help prevent incompatible transmissions from disrupting one another and support predictable sharing among satellite and terrestrial services. The framework also helps preserve frequencies for distress and safety communications. In the ITU Constitution, Article 44 describes radio frequencies and associated orbits as limited natural resources that Member States must use rationally, efficiently and economically, in conformity with the Radio Regulations. The satellite coordination explainer quotes that provision and explains the role of coordination.

The scale of international rulemaking reflects the number of administrations involved: the ITU reports that nearly 4,000 delegates from 163 Member States attended WRC-23, and 151 Member States signed its Final Acts. These figures describe participation in the 2023 conference, not spectrum capacity or satellite-market size.
What to check before relying on a band
- The current Radio Regulations edition and exact table entry.
- The ITU region and any footnotes that modify the entry.
- Whether the allocation is primary or secondary, and which service and transmission direction it covers.
- Technical limits, sharing conditions and applicable coordination procedures.
- National licensing and operating requirements for each relevant country.
The ITU provides the 2024 Radio Regulations as a primary reference; for a particular operation, check the current treaty text and the relevant national regulator rather than inferring authorization from a general-purpose band chart.
