pica.exe is commonly associated with ElsterFormular, the German tax-filing desktop program, but the filename alone does not prove that a copy is genuine. Malware can use the same name. Check the complete file path, publisher, digital signature, installation source, and Microsoft Defender results before deciding whether to keep, remove, or repair it.
For an ElsterFormular error, repair or uninstall the parent application rather than deleting one executable. For a suspicious copy, stop running it, scan with Microsoft Defender, and use an Offline scan if the detection or symptoms persist.

What pica.exe is
The genuine pica.exe is commonly identified as a component of ElsterFormular, Germany’s desktop tax-filing software. An official ELSTER update guide also names the main installer install_pica.exe, which supports that association. The executable is therefore not a standard Windows system file.

Executable filenames are not unique. A different program, an unwanted download, or malware can copy the name and place it somewhere else. There is no authoritative current prevalence, detection-rate, or failure-rate statistic that establishes how often legitimate or malicious copies occur.

Is pica.exe safe?
There is no universal safe-or-unsafe verdict based only on the name. A likely legitimate copy should satisfy all of these conditions:
- Its full path is inside the ElsterFormular installation directory you intentionally installed.
- You obtained ElsterFormular from an official ELSTER source.
- The file’s Properties dialog shows an expected publisher and a valid digital signature from the German tax administration or the software publisher identified by ELSTER.
- Microsoft Defender and other security checks do not report the file.
- Its behavior matches ElsterFormular, rather than appearing unexpectedly at startup or from a temporary folder.
A file in C:Windows, C:WindowsSystem32, a temporary directory, or an unrelated download folder deserves investigation. Those locations do not automatically prove malware, but they are not a reason to trust the file.
File.net assigns a 24% technical security rating to a reference for this filename. That is a third-party heuristic, not a Microsoft or ELSTER malware determination, and it should not override the path, signer, provenance, and scan evidence on your own computer.

What a SmartScreen warning means
Microsoft SmartScreen uses download volume, download history, URL reputation, and antivirus results to calculate application reputation. A “not commonly downloaded” warning is a caution signal, not proof that a file is malicious. Microsoft’s SmartScreen FAQ states: “No – the Application Reputation warning is not an indication that the download is malicious.” You should still verify the source and signature before selecting an option to run the program, especially when the file is unsigned or arrived unexpectedly.
Check pica.exe before deleting or running it
Record the evidence first. Deleting an executable before checking it can destroy information needed to determine whether the problem is a broken ElsterFormular installation or an impostor.
- Press Ctrl+Shift+Esc to open Task Manager. If the compact view appears, select More details.
- On the Processes or Details tab, locate
pica.exe. Right-click it and choose Open file location. Record the complete path, including the drive letter and every folder. - Close the location window only after noting whether the folder belongs to ElsterFormular, an installer, a download, a temporary directory, or a Windows system directory.
- Right-click the file, choose Properties, and record the file description, product name, company or publisher, version, and creation or modification dates.
- Open the Digital Signatures tab, if present. Select the signer and choose Details to check whether Windows reports that the signature is valid. An absent, invalid, or unexpected signature is a reason to investigate, not by itself a complete malware verdict.
- Write down how the file arrived: an intentional ELSTER installation, an update, an email or browser download, or an unexplained appearance. Provenance is as important as the filename.
Do not run the file again while investigating an unexpected copy. Do not replace it with a DLL or executable downloaded from an unverified “fix” site.

Choose the response from the evidence

Fix “pica.exe not found” errors
This message often appears when ElsterFormular has been partly removed, moved, or upgraded while a shortcut, scheduled action, or startup entry still points to the old executable. The message does not identify the missing file’s owner by itself.

Remove the remaining ElsterFormular installation
- In Windows 11 or Windows 10, open Settings > Apps > Installed apps (the label may be Apps & features on older builds).
- Search for ElsterFormular or the related ELSTER entry. Select its menu and choose Uninstall, then complete the vendor’s uninstaller.
- If it is not listed in Settings, open Control Panel > Programs > Programs and Features and remove the remaining ElsterFormular entry there.
- Restart Windows and check whether the error still appears. If a startup item still references the old path, open Task Manager, select Startup apps, and disable or remove only the entry you can identify as belonging to the uninstalled program.
If you still need the tax software, download the current installer only from the official ELSTER source and install it normally. The ELSTER installation guidance describes a digitally signed download and checking its certificate fingerprint; use that guidance rather than a file-hosting or “missing DLL” site.
Fix crashes or application errors in a legitimate ElsterFormular copy
Verify the installation before repairing it
Return to the file-location and signature checks above. A crash in an expected folder with a valid signer points toward a damaged, incomplete, or incompatible parent installation. A crash from an unrelated path requires security investigation first.

Repair by updating or reinstalling the parent application
- Save any tax documents or configuration data according to the ElsterFormular documentation before removing the program.
- Use the normal Windows uninstall path for ElsterFormular rather than deleting
pica.exealone. - Restart Windows after the uninstall.
- Obtain the latest compatible ElsterFormular package from ELSTER, verify its digital signature as described in the official installation guidance, and reinstall it.
- Reproduce the original action. If the crash remains, preserve the exact message, the time it occurred, the ElsterFormular version, Windows edition, and whether the failure happens at launch or during a specific tax task for support.
Never download a replacement pica.exe, DLL, or “patched” installer from an unverified website. A replacement can hide the original problem and introduce a second one.
Respond to a Defender detection or a suspicious location
Update security intelligence
- Open Windows Security.
- Select Virus & threat protection, then choose Protection updates.
- Select Check for updates and wait for the security-intelligence update to finish.
Run a full scan
- In Windows Security > Virus & threat protection, select Scan options.
- Choose Full scan and select Scan now. A full scan can take substantially longer than a quick scan because it checks files across the system.
- Allow Defender to quarantine or remove anything it identifies. Do not restore or exclude
pica.exesolely because the filename is familiar.
Use Microsoft Defender Offline when the problem persists
If the detection returns, the process keeps reappearing, or Windows cannot remove the unwanted software while it is running, select Windows Security > Virus & threat protection > Scan options > Microsoft Defender Offline scan. Save open work first. Windows restarts and scans outside the normal desktop, which can make it easier to inspect persistent unwanted software. Microsoft’s guidance identifies Offline scanning as an escalation option when unwanted software persists.

In Windows Security > App & browser control > Reputation-based protection, review the controls for potentially unwanted apps and SmartScreen. Microsoft says, “We recommend that you leave this feature on, and that you enable both block apps and block downloads.” The exact labels can vary by Windows release, but disabling these protections removes useful warnings for unexpected installers and downloads.
Can you delete pica.exe?
Do not manually delete a lone pica.exe from a legitimate ElsterFormular directory. The parent program may depend on it, and deleting one file can leave an incomplete installation that produces “not found” errors. If you no longer need ElsterFormular, uninstall it through Windows Apps or Programs and Features so its shortcuts, services, and associated files are handled together.
If the file is detected as unwanted, let Microsoft Defender quarantine or remediate it instead of trying to delete it while active. If the file is only a leftover after an uninstall, remove the parent application entry first, restart, and then investigate any remaining file using its path and signature. Do not delete a file from C:Windows or C:WindowsSystem32 merely because its name matches the tax software component.
What to preserve when the error remains
There is no single universal pica.exe fix because the same filename can refer to a genuine ElsterFormular component or an impostor. Before contacting ELSTER, Microsoft, or a trusted technician, preserve:

- The date and time of each failure.
- The complete path shown by Task Manager.
- The publisher and digital-signature result from Properties.
- Whether the file was intentionally installed, downloaded, or appeared without explanation.
- Defender’s detection name and the result of the full or Offline scan.
- Whether ElsterFormular is still installed and which action triggers the crash.
This record lets support distinguish a missing-file reference from a damaged installation, a reputation warning, or a security incident without guessing from the filename.
