Natural ocean carbon storage is the background carbon cycle: seawater continually exchanges CO2 with the air, while carbon moves through surface waters, organisms, deep water and sediments. The crucial distinction is intention and additionality. A natural sink exists without a project; an mCDR claim must show that an intervention caused extra, net removal that remains stored for an appropriate period.
What ocean carbon removal means
Marine carbon dioxide removal covers a family of proposed activities that deliberately enhance a biological or geochemical sink, or directly take dissolved CO2 out of seawater. The objective is to reduce the amount of carbon dioxide in the atmosphere, not merely to move carbon from one ocean compartment to another.

NOAA describes mCDR as an emerging field whose methods differ substantially in readiness, expected effectiveness, possible scale, cost and environmental or social consequences. Its overview does not establish that any one approach is proven for broad, climate-relevant deployment. The federal National Marine Carbon Dioxide Removal Research Strategy treats these techniques as research approaches that require evaluation of benefits, risks and trade-offs.

Measurement, reporting and verification (MRV) also need to detect unintended ecological effects.

How the ocean stores carbon naturally
The carbon cycle continually transfers carbon among the atmosphere, ocean, land and living organisms. At the ocean surface, CO2 moves in both directions between air and water. Circulation carries dissolved carbon into deeper waters, while organisms incorporate carbon into biomass. Some of that material is transported downward and may remain in deep water or sediments for long periods. This natural exchange is dynamic rather than a one-way storage vault. NOAA’s explanation of the cycle describes these transfers among atmosphere, surface ocean, organisms, deep waters and sediments (NOAA: What is the carbon cycle?).
Because the ocean is already a large natural sink, observing carbon in seawater or seeing biological growth does not by itself prove that a project removed additional atmospheric CO2. A project has to separate its effect from the background fluxes that would have occurred anyway. Carbon can also return to the atmosphere if circulation, decomposition or other processes bring it back to the surface.
Natural storage and mCDR: the differences that matter
| Question | Natural ocean storage | Marine carbon dioxide removal |
|---|---|---|
| Why does it occur? | Carbon moves through the ordinary ocean–atmosphere and marine carbon cycles without a removal project. | A human intervention is designed to increase uptake, alter carbon chemistry or extract dissolved CO2. |
| What must be demonstrated? | The existence and behavior of the natural sink. | Additional, net atmospheric removal caused by the intervention, relative to a defined baseline. |
| Where can carbon go? | Surface water, organisms, deep water and sediments, with exchanges among them. | A biological or geochemical reservoir, deep ocean or sediment, or a separately engineered storage route, depending on the method. |
| How durable is storage? | It ranges from relatively short-lived exchange to long residence in deep water or sediments; it is not automatically permanent. | Durability must be specified and monitored. Short-term biomass or dissolved-carbon increases do not prove long-term sequestration. |
| What evidence is needed? | Carbon-cycle observations and ecosystem or oceanographic measurements. | MRV that quantifies atmospheric removal, project emissions, storage duration and ecological effects. |
| Is it automatically creditable? | No. Background uptake is not an additional project action. | Only a carefully measured, additional and durable net result can support a removal claim. |
This is why “the ocean absorbs CO2” and “a project removed a tonne of CO2” are different statements. The first describes a natural flux; the second is an accounting claim that depends on a baseline, causal attribution and storage durability.

Approaches being studied
Ocean alkalinity enhancement
Alkalinity enhancement changes seawater chemistry so the ocean can absorb more CO2 and convert it into comparatively stable dissolved carbonate forms. It may also help counter ocean acidification in some settings. The central questions are how completely the added alkalinity reacts, how carbon moves after the intervention, what energy and material inputs are required, and whether local chemistry changes harm organisms. NOAA lists these uncertainties alongside the potential benefits (NOAA Ocean Acidification Program: Carbon Dioxide Removal).
Macroalgal cultivation and kelp farming
Growing kelp or other macroalgae captures CO2 during photosynthesis. Proposed removal pathways include transporting harvested or naturally detached biomass to depths where carbon could reach sediments. Algal uptake alone is not durable sequestration: the carbon can be respired or decomposed and return to the atmosphere. A project therefore needs evidence about the fraction that reaches a stable reservoir, the fate of that carbon and the emissions associated with cultivation, harvesting and transport.
Ocean fertilization
Fertilization adds nutrients such as iron, nitrogen or phosphorus to stimulate phytoplankton growth. The intended chain is nutrient addition, extra biological uptake and export of some carbon to deeper water. Ecosystem responses can include changes in species composition, oxygen conditions and food webs, and only a fraction of the additional carbon may remain stored for long periods. The federal strategy identifies these ecological and storage questions as subjects for investigation rather than settled performance characteristics.

Artificial upwelling or downwelling
These proposals deliberately alter water movement. Upwelling can bring nutrient-rich water toward the surface to encourage biological production; downwelling can push surface water and its carbon downward. Results depend strongly on location, depth, timing, energy use and the chemistry of the water moved. Changing circulation can also alter productivity, oxygen and nutrient distributions beyond a project boundary, making monitoring especially important.
Direct ocean removal or capture
Engineered systems can extract CO2 directly from seawater. Removing dissolved CO2 changes the local chemical balance, which can encourage additional atmospheric CO2 to enter the water. That potential drawdown is not the same as permanent storage: the captured carbon still needs a defined, durable storage pathway, and the system’s energy and material emissions must be counted. The approach therefore combines seawater chemistry, engineered separation and a separate storage decision.
Why monitoring, reporting and verification determine the claim
MRV is the boundary between a plausible mechanism and a defensible climate result. NOAA notes that biomass growth or a measured change in one carbon pool does not establish how much atmospheric CO2 was removed, how long it will remain stored or what side effects occurred.

A credible result may therefore be smaller than the gross amount of carbon taken up by algae or removed from a water sample. Gross uptake is only one input to a net-removal calculation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is ocean carbon removal the same as blue carbon?
Blue carbon usually refers to carbon captured and stored by coastal and marine ecosystems, especially seagrass meadows, mangroves and salt marshes. Coastal soils can retain carbon for thousands of years, but disturbance or ecosystem loss can release some of it back to the atmosphere. NOAA includes these ecosystems in its carbon-cycle explanation.

That is valuable conservation, but it is not automatically a new removal. A restoration project could qualify as CDR when it causes additional uptake and storage beyond the baseline and applies suitable MRV. The distinction is important: avoiding the release of existing carbon, maintaining a natural sink and removing additional atmospheric CO2 are related services, not interchangeable accounting categories.

How mCDR differs from capture at an emissions source
Conventional carbon capture at a power plant or industrial facility intercepts some CO2 before it enters the atmosphere. Marine CDR targets legacy CO2 already in the atmosphere, either by enhancing ocean uptake or extracting dissolved CO2 after it has entered seawater. Source capture can prevent a new emission; mCDR seeks a net atmospheric reduction. They should not be reported as the same climate service, even when both involve capture equipment and geological or ocean storage.
What is established—and what remains uncertain
The well-established part is the natural carbon cycle: the ocean exchanges CO2 with the atmosphere and moves carbon among surface water, organisms, deep water and sediments. It is also established that coastal ecosystems store carbon and that damage can reverse that storage. The uncertain part is how much additional, durable removal each proposed intervention can deliver after full energy, material and ecological accounting.
Official assessments do not justify a universal ranking of methods by cost, scale, readiness or environmental safety. Performance will depend on site, design and monitoring. A method that looks promising in a laboratory or limited demonstration may behave differently at ocean scale, where circulation and ecosystems create wider feedbacks. The National Academies’ report, A Research Strategy for Ocean-based Carbon Dioxide Removal and Sequestration, began a report series in 2022; a standing committee established in 2025 was intended to update and expand that work (National Academies report).
A practical test for any ocean-removal claim
- Ask what is being changed. Is the project enhancing a biological sink, changing alkalinity or circulation, or extracting dissolved CO2?
- Trace the carbon. Follow it from the atmosphere or seawater through the intervention to its claimed storage reservoir.
- Separate gross from net. Deduct project emissions and account for carbon that would have been absorbed naturally.
- Set a durability standard. Specify the expected storage period and the processes that could reverse it.
- Demand MRV before credits or claims. Check whether measurements can resolve the project’s effect from natural variability and whether independent reviewers can reproduce the accounting.
- Include the ecosystem ledger. Evaluate acidification, oxygen, nutrients, habitat, fisheries, communities and effects outside the project boundary.
If a proposal cannot answer these questions, it may still be useful research, but its claimed climate removal is not yet demonstrated.
