Low-Latency HLS (LL-HLS) is Apple’s extension to HTTP Live Streaming (HLS) that reduces the delay between a live event and its playback. It does this by publishing partial media segments before a full segment is complete and by letting players obtain playlist updates with less waiting. It still uses HTTP delivery and is designed to work with CDNs and caches.
How LL-HLS reduces delay
Conventional HLS commonly makes a player wait for a complete media segment before it can download and play that segment. LL-HLS allows the packager to publish smaller parts of a segment while the full segment is still being produced. The player can fetch those parts sooner, reducing the time it waits for media to become available.

LL-HLS also changes how the client gets playlist updates. Instead of repeatedly checking for new content, a client can request an update and have the server hold that request until the requested media sequence or partial segment is represented. Preload hints can let the client request an upcoming resource before it is ready, so delivery can begin as soon as it becomes available. These mechanisms aim to reduce waiting and unnecessary network round trips; none, by itself, guarantees a particular end-to-end delay.

Partial segments
The packager publishes portions of a media segment before the complete parent segment is ready. In a playlist, EXT-X-PART identifies partial segments, while EXT-X-PART-INF provides information about their target duration. Apple’s implementation guide illustrates 200-millisecond partial segments within a six-second parent segment. Those figures are examples, not required or universal settings.

Blocking playlist reloads
A client can ask for a playlist update that includes a future media sequence or partial segment. The server waits to respond until the playlist has reached that requested point, rather than making the client poll repeatedly. The delivery directives include _HLS_msn and _HLS_part.
Preload hints
EXT-X-PRELOAD-HINT tells the client which resource the server expects to publish next. The client can request that resource before it is ready; the request can be fulfilled when the partial segment becomes available. This can remove an additional round trip after a playlist update. At WWDC 2020, Apple engineer Roger Pantos described the intended benefit: “The benefit of preload hinting is that it gets the media flowing to the client from the server as soon as it’s available.”

A client can request a reduced playlist update instead of downloading all prior entries again. The EXT-X-SKIP tag allows older entries before the skip boundary to be omitted from that update.
Rendition reports
EXT-X-RENDITION-REPORT gives the player information about another rendition’s current playlist position. That can help a player switch between stream renditions without extra discovery round trips.

How low can LL-HLS latency get?
At WWDC 2019, Apple engineer Roger Pantos described a design target of one to two seconds from live at scale over the public internet under reasonable round-trip conditions. That was a target for the technology, not a measured result or a promise for every implementation. Apple’s cited materials do not establish a universal latency benchmark across vendors.
Actual delay depends on the complete delivery path: media packaging, server behavior, CDN and cache handling, player implementation, device, network conditions, and round-trip time. A playlist containing LL-HLS tags does not prove that viewers will experience a particular delay. Measure playback under the network, player, and device conditions that matter for the intended service.

What an LL-HLS deployment needs
LL-HLS is an end-to-end implementation choice, not a playlist-only switch. Apple’s documentation says low-latency delivery requires the Low-Latency Server Configuration Profile and describes delivery through CDNs and other HTTP caches, including how clients obtain a reasonably current playlist from cached delivery. The packager, server, cache/CDN path, and player must work together.

- Server behavior: The server must support the LL-HLS configuration aspects used by the client, including the relevant playlist requests and delivery directives.
- Cache and CDN behavior: The HTTP delivery path must support the expected low-latency behavior and provide sufficiently current playlist and media updates.
- Player support: The client must be able to use the LL-HLS playlist features and handle the delivery behavior correctly.
- Validation: Check observed playback delay and reliability across the actual devices, players, and networks your audience uses.
If a server does not support a required configuration aspect, clients can fall back to regular-latency HLS. That fallback may preserve playback compatibility, but it does not provide evidence that low latency is working.

How to evaluate an LL-HLS implementation
When comparing possible implementations, focus on end-to-end results and the systems that produce them, rather than counting playlist tags. Apple’s materials explain the protocol mechanisms but do not rank vendors or provide a universal compatibility matrix.
- Measured latency: Establish how delay is measured and test under representative network and playback conditions.
- Player and device support: Confirm that the actual clients used by viewers support the required LL-HLS behavior.
- Server and CDN support: Verify partial-segment delivery, blocking reloads, preload hints, and cache behavior across the full path.
- Reliability: Check whether playback remains stable when network round trips vary or a client changes rendition.
- Operational cost: Assess the cost and complexity of packaging, delivery, monitoring, and supporting the required infrastructure.
LL-HLS and StreamNeo serve different purposes
LL-HLS is a delivery protocol for reducing the delay in live HLS playback. StreamNeo is a separate cloud service for keeping a YouTube channel live from uploaded videos: you upload a recording or playlist, add your YouTube stream key, and go live while StreamNeo loops the video from the cloud. It is not an LL-HLS implementation or a way to send a live camera feed. If your goal is an always-on YouTube stream of uploaded video rather than low-latency delivery of a live event, you can try StreamNeo.
