Check the file’s full path, parent application, digital signature and security-scan result before running it.
The safest way to repair a missing or damaged copy is to repair or reinstall the trusted List & Label application that installed it. Do not download a replacement EXE or DLL from a random “DLL fixer” site.

What llview21.exe does
llview21.exe is the viewer program supplied with combit’s List & Label reporting software. A List & Label application can generate a preview file, and the standalone viewer opens that file so a user can inspect and print the report without running the original report-building program.
combit’s documented example uses this command:
llview21.exe c:test.ll /nosplash /pt \prnsrvprinterIn that example, the viewer opens c:test.ll, suppresses its splash screen with /nosplash, and sends the output to a network printer with /pt. The viewer also supports the /p print switch. These switches are useful when a business application launches reports from a script, shortcut or scheduled process.

The List & Label setup program normally associates the .ll extension with the viewer. The manual also documents /regserver and /unregserver switches for registering or unregistering the viewer’s Windows integration. The exact switches available can depend on the List & Label generation and the way the parent product deployed it.
Is llview21.exe safe?
A legitimate copy is plausible when it came with a trusted List & Label installation or a known commercial application that embeds List & Label, is stored in that application’s installation directory, and carries a valid publisher signature. Third-party uninstall inventories have listed a roughly 3.03 MB llview21.exe bundled with products such as CREALOGIX ClubMaker and PayMaker. Therefore, seeing the filename outside a pure List & Label folder does not automatically mean malware; it may be part of another legitimate program.
Conversely, a familiar filename is not proof of authenticity. Malware can copy the name of a real executable. Treat a copy in a user profile, Downloads folder, AppData temporary directory or an unexplained startup location with caution, especially if it is unsigned, recently appeared without a related installation, or makes unexpected network connections.

- Record the location. In File Explorer, right-click the file, choose Properties, and note the complete path. Identify the parent application folder and whether that application is installed on the computer.
- Check version details. On the Details tab, record the file description, product name, company, file version and original filename. A blank or inconsistent identity is a warning sign, although metadata can be forged.
- Inspect the signature. Open the Digital Signatures tab, select the signer and choose Details. Windows should report that the signature is valid. An absent or invalid signature does not by itself prove malware, but it means you need stronger evidence from the installer and a security scan.
- Scan with Microsoft Defender. Update Defender’s security intelligence, right-click the file and choose the Microsoft Defender scan option. If the file came from an untrusted download, do not open it first.
- Use a second analysis path when necessary. If no antivirus is installed, Microsoft’s support guidance identifies Microsoft Safety Scanner as an additional on-demand option. In a business environment, submit the file hash or the file itself through the organisation’s approved malware-analysis process rather than uploading confidential software to an unknown service.
- Compare provenance. Look at the installer that created the file, the installed product’s publisher and the file’s creation or update time. A copy that appeared immediately after installing or repairing a known List & Label-based application is more credible than an unexplained copy.
Do not whitelist or restore the executable merely because its name is familiar. If Defender or another security product continues to flag it, leave it quarantined until the publisher, source installer and a clean scan establish what it is.

How the viewer depends on other files
llview21.exe is not normally a self-contained utility. The List & Label runtime loads companion modules, including CMLL32.DLL, CMDW32.DLL, CMCT32.DLL, CMBR32.DLL, CMLS32.DLL and CMUT32.DLL, together with a language resource file. The exact directory and bitness depend on the product that installed the runtime.
That dependency explains why copying only the EXE from another computer often creates a new error. The copied file may be a different build, may require registration, or may be unable to find the matching DLL set. Repairing the parent program restores the viewer, runtime modules and registration as a compatible group.
Diagnose the symptom first

Fix “llview21.exe is missing”
1. Confirm which product needs it
Look at the error message, the shortcut target and the program that generated the report. Search installed applications for List & Label or for the commercial program that bundles it. Do not assume that every installation uses the same folder or file version.
2. Repair the parent application
- Open Settings > Apps > Installed apps (or Control Panel > Programs and Features on older Windows).
- Select the List & Label-based application and choose its available Modify, Repair or equivalent maintenance option.
- Allow the repair to restore the viewer, runtime DLLs, language resources and registration.
- Restart Windows if the installer requests it, then open the same report again.
If the product has no repair option, uninstall it only after confirming that you have its installer, license information and any required report templates. Reinstall from the vendor’s trusted media or download channel, then apply the product’s supported updates.

3. Check quarantine and access controls
Review Defender’s Protection history and any enterprise endpoint-security console. If the file was quarantined, do not restore it automatically. First verify the signature and installer source. Also check that the account running the application can read the installation directory and that another security product has not blocked one of the companion DLLs.
4. Avoid single-file replacement downloads
Random DLL repositories can supply an incompatible build or a tampered executable. They also leave the installation without the registration and language files that the viewer expects. A complete repair is safer and easier to roll back.
Fix “llview21.exe DLL not found”
Write down the exact missing module named in the dialog. If it is one of the List & Label runtime files, inspect the application’s installation directory to see whether the file exists and whether its timestamp and version match the other runtime modules. Do not copy a DLL from a different List & Label release merely because the filename is identical.

- Run the parent application’s repair process.
- Restart Windows and test a known-good
.llfile. - If the message remains, capture the full path, exact DLL name, Windows edition and application version for the vendor or administrator. A 32-bit application running on 64-bit Windows may require its runtime in the application’s 32-bit directory; moving files between system folders can create additional failures.
Repair the .ll file association and register the viewer
If llview21.exe exists and scans cleanly but double-clicking a .ll file does nothing, first use the parent application’s repair or setup utility. Setup normally registers the viewer automatically.

When the product documentation specifically calls for manual registration, open an elevated Command Prompt and change to the directory containing the confirmed vendor-supplied executable. Then run:
llview21.exe /regserverTo remove that registration, the documented counterpart is:
llview21.exe /unregserverUse these commands only with the executable whose path, signature and provenance you have verified. Running registration against an impostor changes Windows integration for that file. If the command reports a missing DLL or access error, stop and repair the complete parent installation instead of forcing registration.

Fix the case where every EXE opens the wrong program
When only .ll files are affected, the problem is usually the viewer association. When all .exe files launch the wrong application, Windows’ per-user executable association may be damaged. This is a Windows configuration problem, not a special property of llview21.exe.
Microsoft’s documented procedure uses a registry backup and a temporary Exe.reg file to reset the per-user .exe association keys:
- Use a working computer or an alternative way to open an editor if EXE launching is broken. Back up the registry before changing it.
- Create a plain-text file named
Exe.regusing the exact registry content in Microsoft’s support instructions. Do not improvise key names or values. - Save the file locally, then open a Command Prompt and import it with the command below, replacing the path if necessary:
REG IMPORT C:PathToExe.reg - Sign out and sign back in, or restart Windows, so Explorer reloads the association.
- Delete the temporary
Exe.regfile after confirming that ordinary programs launch normally.
Registry edits can make Windows unusable if the wrong keys or values are imported. If you cannot follow Microsoft’s procedure exactly, use System Restore or obtain help from an administrator rather than downloading a “registry fixer.”
What to do when antivirus flags the file
- Stop launching the file and disconnect the computer from sensitive networks if your organisation’s incident process requires it.
- Update Microsoft Defender’s definitions and run a full scan, not just a quick scan.
- Record the detection name, full path, file hash and the application that installed it. Preserve those details for an administrator or security team.
- Allow the security product to quarantine or remove the file according to its recommendation. Do not add an exclusion while the file’s origin is uncertain.
- After the system is clean, reinstall the parent application from a trusted vendor source. If the detection returns, investigate startup entries, scheduled tasks and other persistence mechanisms with your security team.
A detection can occasionally be a false positive, but the correct response is verification through a clean installer and security analysis, not an assumption that the familiar filename is harmless.

How to compare two copies of llview21.exe
If two machines contain different copies, compare them using evidence collected from both systems. There is no single authoritative SHA-256 hash or universal default path for every List & Label 21 distribution, so a hash is useful only when compared with the same trusted installer or a vendor-provided reference.

When to contact the software vendor or an administrator
- The trusted installer repeatedly omits the viewer or one of its runtime modules.
- Registration fails even after a complete repair.
- The application requires a specific List & Label build that is not available in your company’s installation media.
- Defender detects the file after a fresh installation from trusted media.
- The executable appears in a startup location or makes network connections unrelated to report viewing.
- Changing executable associations has affected multiple users or computers.
Provide the exact error text, Windows version, parent application and version, full file path, signature status, hash and scan result. Those details let support distinguish a missing dependency from a damaged Windows association or a security incident.
