An assessor who is independent of the system’s developer or operator examines the model together with its data, software, people, controls, governance and operating environment. The result is a bounded conclusion about specified claims, evidence and remaining uncertainty—not a permanent certificate that an AI system is safe.
A useful assurance question is not “Is this model safe?” but “For this version, use case, population, period and criteria, what was independently tested, what did the evidence show, and what risks remain?”

What independent AI assurance means
AI assurance is a structured process for testing claims about an AI system against defined criteria. “Independent” means the assessor has enough organizational, financial and technical separation from the team that built or runs the system to make an impartial judgement. Independence is a matter of scope and conflicts, not simply whether the assessor is an outside company. An internal audit function may be independent from a product team; a contractor that helped build the model may not be independent for the same claim.
The claim must be precise. It should identify the system and version, intended use, affected population, jurisdiction, assessment period, criteria and outcomes. A conclusion might address whether a credit-decision workflow meets documented performance and governance requirements for a particular customer segment during a stated period. It cannot automatically be extended to a different model version, market, data distribution or purpose.

“without standards we have advice, not assurance.” — UK Department for Science, Innovation and Technology, Introduction to AI assurance (12 February 2024)
Assurance supports governance and remediation. It does not replace legal compliance, model validation, internal audit, regulatory supervision, conformity assessment or product certification. Those activities can overlap, but they have different mandates, evidence rules and users.
Why financial AI must be assessed as a system
The Financial Conduct Authority (FCA) describes an AI system as “an ecosystem of people, processes and technologies designed to deliver intended outcomes.” In practice, the model is only one component. A financial-services review should normally map:
- input data, provenance, permissions, quality checks and retention;
- feature engineering, prompts, transformations, model or external service and version controls;
- interfaces with core banking, trading, claims, fraud or customer-service systems;
- human review, overrides, escalation and the authority to stop or change an output;
- vendor dependencies, cloud infrastructure, cybersecurity and continuity arrangements;
- policies, staff training, monitoring, incident response and record keeping.
A model can score well in a test set while the surrounding process creates unacceptable outcomes. For example, a fraud model may be statistically accurate but generate disproportionate manual reviews for one group, or a generative assistant may produce plausible text while staff lack a reliable way to detect fabricated answers. System-level assurance connects technical behaviour to customer impact, operational resilience and regulatory obligations.
How a financial-services assurance engagement works
The following sequence is a practical synthesis of UK, French and international supervisory guidance. It is not a universal legally mandated procedure; the appropriate depth depends on the use case and risk.

1. Set boundaries and independence
Identify the owner, model or service version, intended users, affected customers, jurisdictions and deployment dates. Name the assessor, funding source, reporting line and conflicts. Agree whether the work is internal audit, supervisory review, external assurance, certification or advisory support. Record what the assessor can access: source code, training and production data, logs, vendor documentation, staff and operating sites.
Write down exclusions at the start. “Model-only review” and “end-to-end system review” are materially different engagements, as are assessments performed before deployment and those based on live outcomes.

2. Agree intended outcomes and criteria
Ask the FCA’s operational questions: “What is the intended goal and outcome for the AI system – at a point in time and over time?” Then define acceptable performance, relevant customer and conduct risks, security and privacy expectations, legal or policy requirements, and the level of residual risk management will accept.
Criteria can come from internal model-risk policies, contractual commitments, recognized standards, supervisory expectations or documented business requirements. They should specify thresholds and test conditions rather than broad aspirations such as “fair” or “explainable.”
3. Map the lifecycle and dependencies
Document the path from data collection to decision, recommendation or generated content. Include data lineage, preprocessing, retraining, release approvals, human intervention, downstream actions and monitoring. Record third-party models, application programming interfaces, hosting, subcontractors and fallback procedures.

4. Collect evidence and test the claims
Evidence may include policies, inventories, risk assessments, architecture diagrams, data dictionaries, source-code or configuration samples, test results, access records, incident tickets, staff interviews and production logs. Analytical review can examine code, data and documentation. Empirical work can test outputs on suitable data, compare a challenger model, use auditor-curated benchmark datasets, or apply explanation, robustness, bias and security techniques where relevant.
No single score establishes every property. Accuracy tests do not prove fairness; an explanation method does not prove that a decision is lawful; a penetration test does not establish statistical stability. Methods should match the claim and the harm being considered.
5. Report a bounded conclusion
The report should state the system and version, purpose, population, period, criteria, methods, evidence reviewed, results, exceptions, uncertainty and access limitations. It should distinguish supported claims from claims that were not tested. If the provider could not supply production logs, training data, code or vendor information, that limitation belongs next to the affected conclusion.
Findings should identify the control or outcome at issue, the evidence, risk significance, recommended action, owner and due date. A conclusion can be positive while still listing material residual risks; assurance is not a guarantee of future performance.

6. Track remediation and change
Assign owners and deadlines for findings, define monitoring thresholds and escalation routes, and agree when reassessment is required. Material changes include a new model or prompt, training-data shift, vendor or infrastructure change, altered workflow, new customer segment, changed regulation or a significant incident.
Analytical and empirical methods
ACPR’s discussion of AI in finance presents a useful dual approach.
Analytical facet
- Inspect source code, model cards, data documentation and algorithm specifications where access permits.
- Trace data provenance, transformations, labels, permissions and quality controls.
- Check governance records: approvals, segregation of duties, change logs, incident handling and retention.
- Assess whether controls described in policy actually operate in the deployed workflow.
Empirical facet
- Test performance, calibration, stability and error patterns on representative and stress data.
- Use challenger models or independent implementations to identify implausible results.
- Apply auditor-curated benchmark datasets and document their relevance and limitations.
- Examine individual explanations and overall behaviour where explanations are part of the claim.
- Test bias, robustness, privacy or security when those risks are material to the use case.
Sampling, statistical uncertainty and data drift should be disclosed. A benchmark can reveal weaknesses, but passing it does not prove safe operation outside its coverage.
Comparing assurance approaches
| Decision factor | Questions to ask |
|---|---|
| Independence | Who pays the assessor? Who controls scope? Did the assessor build, sell or operate the system? |
| Scope and access | Does the work cover only the model, or the complete data-to-decision system? Are code, data, logs, vendor details and staff available? |
| Methods and criteria | Will the review use documentary analysis, standards-based process assessment, outcome testing, benchmarks, challenger models, red-team or security methods? |
| Competence and quality control | Does the team combine financial-sector, model-risk, data-science, audit and regulatory expertise? Are tests reproducible and peer-reviewed? |
| Report use | Who may rely on the report? What disclosures, remediation tracking, monitoring and reassessment rights apply? |
These factors matter more than a label such as “independent audit.” A narrow, well-evidenced review can be more credible than a broad statement backed by little access.
What the report should—and should not—say
A credible report explains the claim and its boundaries in plain language. It should include:
Best Value
- system name, version, purpose, users, population, jurisdiction and assessment dates;
- criteria and thresholds, including how residual risk was judged;
- evidence sources, sampling, test data and analytical methods;
- results, exceptions, confidence or uncertainty and unresolved questions;
- access restrictions, supplier dependencies and assumptions;
- actions, owners, deadlines, monitoring indicators and reassessment triggers.
It should not claim that an AI system is universally safe, fair, accurate or compliant. It should not imply that one fairness metric or benchmark result covers every customer group and operating condition. It should also avoid presenting an assurance-process assessment as certification of the AI product itself.
Lifecycle assurance after deployment
Evidence ages. Customer behaviour, economic conditions, fraud tactics, data pipelines, vendors and regulations change. Ongoing validation and monitoring should therefore be connected to the initial review. Useful controls include drift indicators, performance and error dashboards, complaint analysis, override rates, incident reporting and periodic sample testing.
Change management should define which changes require approval, targeted testing or a fresh independent review. For generative AI, supervisory practices summarized by the OECD include limiting scope, maintaining human oversight and applying third-party risk controls such as compensatory testing, contingency planning and contractual protections. These are observed practices, not identical binding rules in every country.

United Kingdom
The FCA’s AI Live Testing material starts with intended outcomes, contextual risks, mitigation and acceptable residual risk rather than treating accuracy or bias as isolated metrics. The FCA’s current AI page says 75% of firms had adopted some form of AI, 84% had an individual accountable for their AI approach, and more than 200 firms had been helped by FCA AI testing and machine-learning services. The displayed page does not state an underlying survey year for those figures.
The UK Department for Science, Innovation and Technology’s 2025 trusted third-party AI assurance roadmap estimates more than 524 companies operating in the UK AI assurance market and approximately £1.01 billion in gross value added in 2024. It describes potential to exceed £18.8 billion in gross value added by 2035; that is a conditional market-potential estimate, not a guaranteed forecast. The roadmap identifies skills, information access, immature standards and provider quality infrastructure as challenges.
France and broader international practice
ACPR and Banque de France guidance, updated 24 September 2026, stresses lifecycle governance and the analytical/empirical combination described above. The OECD’s January 2026 review of AI supervision summarizes Singapore Monetary Authority practices including AI inventories, materiality-based risk assessment, cross-functional oversight, validation and monitoring throughout deployment, change management, data quality, explainability, bias mitigation and independent reviews. Requirements still depend on the institution, use case and jurisdiction; there is no single global financial-services AI-assurance law.
The UK roadmap mentions BSI’s Algorithm Auditing and Dataset Testing service and ISO/IEC TR 24027 methods for measuring bias. Those references describe possible assurance services and methods, not a universal certificate that makes an AI system trustworthy.
Common failure modes
- Unscoped claims: “The model is safe” hides the version, users, period and criteria.
- Model-only testing: ignoring data lineage, human overrides, vendors and operational controls misses system risks.
- Insufficient access: conclusions are overstated when code, logs, production data or supplier information were unavailable.
- Metric substitution: one accuracy, fairness or explainability score is treated as the whole assurance case.
- Conflicted independence: the same party designs controls, operates the model and gives the supposedly independent opinion.
- One-time approval: no trigger exists for reassessment after drift, incidents or material changes.
- Regulatory overreach: guidance from one supervisor is presented as a binding rule everywhere.
A practical buyer and governance checklist
- Write the claim with system version, use case, population, jurisdiction, period and outcome.
- Map the complete data, model, human and vendor workflow.
- Declare conflicts and confirm the assessor’s reporting independence.
- Agree criteria, thresholds, test data, sampling and acceptable residual risk.
- Provide controlled access to documentation, code, data, logs and operational staff.
- Combine analytical review with empirical tests that fit the risks.
- Record limitations beside each conclusion and separate tested from untested claims.
- Assign remediation owners, deadlines, monitoring indicators and escalation paths.
- Define material-change triggers and the date of the next review.
Independent AI assurance is therefore best understood as a repeatable governance discipline: a defined claim, an independent evaluator, appropriate evidence, transparent limitations and follow-through after deployment. Its value comes from making trust testable for a particular financial decision or service—not from attaching an unconditional safety label to an AI system.
