Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minutehhc.exe is Microsoft HTML Help Workshop’s compiler. It turns a help project and its source files into a compiled .chm help file. It is different from hh.exe, the Windows HTML Help viewer. A copy installed with HTML Help Workshop is normally legitimate, but an unexpected copy should be checked before you run it. Most “hhc.exe not found” errors are fixed by installing Workshop and pointing the documentation tool to the complete path ending in hhc.exe.
What hhc.exe does
HTML Help projects are collections of source files rather than a single document. The project file uses the .hhp extension. Contents are stored in an .hhc file, the index in an .hhk file, and the individual help pages are usually HTML files. Images and other assets are included as needed.

When a documentation generator or a developer starts the compiler, hhc.exe reads those inputs and creates one compiled HTML Help file with a .chm extension. Microsoft describes the compiler as the part of HTML Help Workshop that compiles the project, contents, index, topics and related files into a compiled help file. The compiler may be started by a graphical documentation program or directly from a command prompt.
- The build tool locates
hhc.exe. - The compiler opens the selected
.hhpproject. - It follows the topic, contents, index, image and other paths listed in that project.
- It checks links and input files while creating the output.
- It writes the finished
.chmfile and a compiler log containing notes, warnings or errors.
A missing compiler does not mean that Windows has lost its ability to open an existing CHM file. Compilation and viewing are separate jobs.

hhc.exe and hh.exe are not the same program
| File | Role | Typical input or output | What a missing file affects |
|---|---|---|---|
hhc.exe |
HTML Help compiler supplied with HTML Help Workshop | Reads .hhp, .hhc, .hhk, HTML and asset files; produces .chm |
Documentation builds and CHM creation |
hh.exe |
HTML Help viewer documented by Microsoft | Opens and displays an existing .chm |
Opening compiled help files |
If a build program says that hhc.exe is missing, selecting hh.exe will not solve it. Conversely, reinstalling the compiler is unnecessary when your only goal is to read a CHM file that already exists.
Is hhc.exe safe?
The name alone cannot establish whether an executable is safe. A genuine copy normally appears because HTML Help Workshop or another trusted documentation tool installed it, and it is used when you compile documentation. An executable with the same name in a temporary folder, an email attachment, or an unexpected download location needs investigation before execution.
Check where the file came from
The safest acquisition route is Microsoft’s HTML Help Workshop download documentation and the Microsoft Download Center, or a software vendor you already trust. Avoid random executable-download sites. If a build tool supplied the file, confirm that the tool’s installer and documentation identify it as the Microsoft HTML Help compiler.
Check the path
A commonly documented Workshop location is C:Program Files (x86)HTML Help Workshophhc.exe. On some 64-bit installations the program may instead be under a Program Files directory, depending on how the software was installed. The path is evidence, not proof: malware can imitate a familiar filename, so combine the path check with provenance and scanning.
Scan an unexpected copy
Do not launch an unexplained copy just to see what it does. In File Explorer, right-click the file and use the Microsoft Defender scan option, or run a full scan when you suspect unwanted software. Microsoft also documents an offline scan for cases in which unwanted software may be hiding while Windows is running. Keep real-time protection enabled and install software only from trusted sources.
Treat downloaded CHM files cautiously
The compiler and a CHM document are different risk decisions. HTML Help has had documented security controls for remote content, including settings such as MaxAllowedZone and UrlAllowList. A CHM downloaded from an unknown source can contain links or content that deserve more caution than a local project you created yourself. Do not open an untrusted CHM merely to test whether the viewer works; scan it first and, when appropriate, inspect it on an isolated system.

Identify the failure before changing Windows
Read the complete message and note which program produced it. The remedy differs depending on whether the compiler is absent, misconfigured, or running correctly and rejecting a project file.

| A CHM will not open | Viewer, file association, security zone or the CHM itself | Use hh.exe for viewing; do not substitute it for the compiler |
Fix “hhc.exe not found” step by step
1. Confirm that you need the compiler
If you are creating or rebuilding a CHM, you need hhc.exe. If you are only opening a finished CHM, you need the viewer, hh.exe. This distinction prevents a common repair mistake: installing or configuring the wrong executable.
2. Install or reinstall HTML Help Workshop
Download HTML Help Workshop from Microsoft’s HTML Help download documentation. The Microsoft page lists Workshop 1.3 and makes the package available through the Microsoft Download Center. Use the official installer rather than copying an executable from an unknown computer or download site.
If Workshop is already installed but the file is missing, reinstall the complete package. A partial copy can leave the compiler absent even though another HTML Help component remains on the machine.
3. Locate the actual executable
Check the commonly used directory C:Program Files (x86)HTML Help Workshop, then check the corresponding Program Files location if your installation uses it. Search for the exact filename hhc.exe, not just a folder named HTML Help.

You can also open Command Prompt and run where.exe hhc. If PATH is configured, Windows returns the executable location. If it returns no result, that does not prove the file is absent; it may simply be installed outside PATH. Use File Explorer or your documentation tool’s browse button to locate it.

4. Set the documentation tool to the file, not the folder
Open the documentation generator’s compiler or HTML Help settings and choose Browse. Select the executable itself, for example C:Program Files (x86)HTML Help Workshophhc.exe. Microsoft Q&A guidance specifically warns that the configured path must end with hhc.exe. Selecting the containing folder, selecting hh.exe, or entering a path with a misspelled filename will continue to produce a not-found error.
5. Test the compiler with a full path
Before changing global settings, test the installation directly. In Command Prompt, quote the path if it contains spaces and pass the project file as the input:
"C:Program Files (x86)HTML Help Workshophhc.exe" "C:pathtoproject.hhp"
Replace the example project path with your own. A compiler log or a project-specific message confirms that Windows found the executable. If the command reports a missing topic or malformed project, the executable is working and the next repair belongs in the project.
6. Add the containing directory to PATH only when needed
PATH is useful when a build script invokes hhc by name. It is not required when the documentation tool stores the full executable path. Add the directory containing hhc.exe, such as C:Program Files (x86)HTML Help Workshop, to either your user PATH or the system PATH according to your organization’s policy.
- Open Start and search for environment variables.
- Choose Edit the system environment variables, then click Environment Variables.
- Under User variables for your account, or under System variables if all users need it, select Path and choose Edit.
- Choose New, enter the folder that contains
hhc.exe, and confirm every dialog. - Close and reopen Command Prompt, PowerShell, your editor, and the documentation build process. Existing processes keep the old PATH.
Do not replace the entire PATH with one folder. Add a new entry and preserve the existing entries used by Windows and other applications.
7. Rebuild and separate executable errors from project errors
Run the build again and read the new log from the beginning. If the compiler starts and names a topic, image, index, contents file or link, stop changing PATH. Repair the referenced project item instead.

8. Reinstall rather than download individual DLLs
If the log reports an Itircl.dll registration problem, reinstall the complete HTML Help Workshop package. Do not download a replacement DLL from an untrusted DLL website. A package reinstall is safer because it restores the related files together and uses the vendor’s installation process.
Repair compiler and project errors
Once hhc.exe starts, many failures are ordinary project problems rather than Windows executable problems. Keep the project in a stable folder and use paths relative to the project whenever possible.
Missing topics or assets
Check every filename named in the log. Confirm that the HTML topic, image, stylesheet or other asset exists, that its extension is correct, and that the spelling and capitalization match the reference. If you moved the project, update the path in the .hhp, .hhc or .hhk file instead of pointing the compiler at a random copy.
Broken links and navigation
Open the contents and index files and verify that each target topic still exists. Remove stale entries left by renamed pages, then compile again. A successful executable lookup does not make an invalid link valid; the log will continue to report the project defect until the target is corrected.
Malformed project files
Compare the project’s entries with a known-good project created by the same documentation tool. Look for truncated lines, accidental characters, duplicate settings or paths that point outside the project. Make a backup before editing these files manually.

Images and other formats
Confirm that referenced GIF, JPEG and other assets can be opened and that the project points to their real locations. A broken image path can stop or degrade compilation even when all HTML topics are present.

Full-text-search initialization
If the log identifies full-text-search initialization, treat it as a compiler or project configuration message rather than assuming that hhc.exe is missing. Preserve the exact text, correct any named file or setting, and test a small project to determine whether the problem is global or limited to one project.
HHC6003 and other numbered messages
For an error such as HHC6003, do not rely on the number alone. Read the complete line that follows it, record the filename and path, and apply the repair named by that context. The same number can be encountered in different project situations, while the message text identifies whether the problem is a missing input, an invalid reference or another compiler condition.
Use the compiler log as a diagnostic map
Microsoft’s HTML Help compiler documentation groups messages by number:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →| Range | Meaning | How to respond |
|---|---|---|
| 1000–2999 | Notes | Read them for context; they do not by themselves indicate a failed build |
| 3000–4999 | Warnings | Check the named file or condition and decide whether the resulting CHM is acceptable |
| 5000–6999 | Errors | Repair the referenced project, input or configuration issue before relying on the output |
| Above 7000 | Internal errors | Capture the complete log, simplify the project, and reinstall Workshop if the problem persists |
Save the log before making changes. The filename, line or path in the message is usually more useful than the numeric code by itself. After each correction, compile again so you know which change resolved the failure.
Choose the least risky repair approach
| Approach | Source trust | Task it solves | Configuration effort | Risk and trade-off |
|---|---|---|---|---|
| Install or reinstall Workshop from Microsoft | Highest among the options listed here | Restores the compiler and related Workshop files | Low; run the installer and reselect the executable | Requires reinstalling the package instead of copying one file |
| Configure the full executable path | Depends on the existing installation | Fixes a documentation tool that cannot locate an installed compiler | Low; browse directly to hhc.exe |
Only that tool receives the setting |
| Add the compiler directory to PATH | Depends on the existing installation | Allows scripts and terminals to invoke hhc by name |
Moderate; edit PATH and reopen processes | Affects more software, so preserve existing entries |
Copy an unknown hhc.exe from the internet |
Unknown | None that the trusted installer does not address | Appears easy | Highest trust and malware risk; avoid it |
After the repair: verify both build and viewing
- Confirm that the configured path points to
hhc.exe, nothh.exeor a directory. - Compile a small project with a known-good HTML topic, contents file and index.
- Check that a new
.chmfile is created in the expected output directory. - Open that CHM with the viewer and test its contents, index, links and images.
- Then rebuild the larger project and review the complete log for warnings that still need attention.
If a small project succeeds but the production project fails, Windows and the compiler installation are probably functioning; focus on the production project’s paths, links and assets. If even the small project cannot start, verify the installation path, reinstall Workshop, and inspect any registration or internal-error message.
