Google’s web browser is Google Chrome. A web browser is software that lets people access and interact with web content hosted on internet-connected servers. Chrome lets users open web pages and use their content and features.

What does “web browser” mean?

In the context of the European Union’s Digital Markets Act, Article 2(11) of Regulation (EU) 2022/1925 defines a web browser as software that lets end users “access and interact with web content hosted on servers that are connected to networks such as the Internet.” The definition covers both standalone browsers and browsers integrated or embedded in other software. The European Commission applies this definition to Chrome and concludes that it qualifies as a web browser. Read the Commission decision.

This is a legal definition for that EU regulation, not a claim that every technical or legal context must use the same wording.

What does Google Chrome do?

Chrome accesses and displays web pages, allowing users to interact with their content and functionality. The Commission decision reports Alphabet’s description of Chrome as a free browser based on the open-source Chromium project that lets people locate, fetch and display web content; the Commission’s own finding is that Chrome lets users access and interact with web pages and their content and features.

Are Chrome’s features part of the definition?

No. Features such as tabs, password management, extensions and privacy settings are examples of what Chrome offers, not requirements for software to count as a browser. Google also describes Chrome features including tab organization, cross-device access, autofill, extensions, Safe Browsing, Safety Check and privacy settings. These are Google’s product descriptions, not independent evidence that Chrome is safer or faster than other browsers. See Google’s Chrome feature overview.

What does Incognito mode do?

Google says Chrome deletes browsing history from the browser after Incognito windows are closed. Incognito is intended to limit what Chrome retains locally and help keep activity private from other people using the device; it does not make a user invisible to websites. Websites still process data when someone browses. Google’s Chrome Help explains Incognito browsing.
