What Is Digital Public Infrastructure for Agriculture, and How Does It Work?

Digital public infrastructure (DPI) for agriculture is a set of reusable digital foundations—trusted identity, interoperable payments and secure data exchange—combined with agriculture-specific systems such as farmer registries and farm data services. Governments, cooperatives, banks, insurers and other authorized providers can connect to those foundations to deliver support payments, credit, advice, market services and social protection. It is not one agriculture app or one giant database, and digitization alone does not guarantee better yields or fairer outcomes.

The World Bank describes DPI as foundational systems that enable secure, trusted interactions across society. Its agriculture-sector approach applies those foundations to farming while adding sector data, standards, consent rules and institutions. See the World Bank overview of DPI and the World Bank agriculture DPI report.

What the term means

DPI is shared infrastructure that many services can reuse. A national digital identity service, for example, can help a public agency verify a person, while an interoperable payment rail can send money without every program building a separate transfer system. Secure data-sharing mechanisms allow authorized systems to exchange information under defined technical and legal rules.

For agriculture, those general-purpose foundations are connected to records and services about farms, crops, land, livestock and rural livelihoods. The result is an ecosystem: different applications can use common rails, but each application still has its own purpose, users and accountability. A subsidy portal, crop-insurance service and extension-advice platform might all use the same identity and consent mechanisms without being the same product.

The two layers of agriculture DPI

Keeping the layers separate prevents a common misunderstanding. A farmer registry is not automatically a country’s foundational identity system. It can use a foundational identity to verify a person while storing additional facts about agricultural activity, such as land use or production.

Layer Typical components What it contributes
Foundational DPI Digital identity and verification; interoperable payment systems; secure data-sharing frameworks A common way to identify participants, move funds and exchange information across programs
Agriculture-specific building blocks Farmer or farm registries; crop, land and livestock information; agricultural data services; sector standards and consent mechanisms Context about who farms, what they produce and where, so general-purpose services can deliver relevant support

Interoperability is the connection between the layers. It includes common data definitions, application programming interfaces (APIs), authentication, permission rules and procedures for correcting records. Without those agreements, agencies may hold large datasets that cannot safely work together.

How an agriculture DPI service journey works

The following is an illustration, not a universal national architecture. Countries choose different institutions, technologies and legal models, but the logic is similar.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Establish identity and agricultural context. An eligible person is verified through an identity system. An agriculture registry records relevant information, such as the farm location, land use, crops or livestock. The registry may contain information that is not part of the civil identity record.
  2. Set permission and purpose. The farmer, an authorized agency or another lawful basis determines what information may be exchanged and for which service. Consent screens, notices, data-sharing agreements and legislation should make the purpose understandable and limit reuse.
  3. Connect systems through standards. APIs and shared formats allow the farmer registry to communicate with a social registry, payment network, weather-data service, credit provider or advisory platform. Interoperability should avoid forcing every service to rebuild the same database.
  4. Deliver a service. An agency or provider uses the verified and permitted information to send a benefit, offer a financial product, target an input program, provide localized advice or connect a producer with a market. The connected systems should expose only the data needed for that transaction.
  5. Maintain trust and access. Operators monitor security, investigate misuse, correct inaccurate records and provide appeal channels. Assisted, offline or agent-supported options remain necessary for people without reliable connectivity, compatible devices, literacy or confidence using digital services.

The shared foundations can reduce duplicated infrastructure and let new providers build on existing rails. They do not remove the need for operating budgets, trained staff, institutional coordination, reliable connectivity and clear responsibility when something fails.

What agriculture DPI can enable

Better targeting of agricultural support

When an authorized program can verify identity and match it with current agricultural information, it may target seed, fertilizer, equipment or climate-support programs more accurately than disconnected paper lists. A registry can also help identify overlaps or gaps between programs. The quality of targeting depends on how often records are updated, whether informal or tenant farmers can be recorded and whether people can challenge an incorrect eligibility decision.

Digital payments and financial access

Interoperable payment systems can send subsidies or compensation directly to an eligible recipient and create a transaction history that a bank or other lender may use, subject to its own assessment and applicable law. The World Bank agriculture report identifies digital payments as a route to agricultural support and access to credit. A payment rail does not itself make credit affordable or guarantee approval; fees, identity requirements, network coverage and consumer-protection rules still matter.

Localized information and advisory services

Connections among location, weather and agricultural data can support advice tailored to a crop, place or growing stage. A service might combine a farmer’s registered location with weather observations and agronomic guidance to issue a planting or pest alert. Such advice is only as useful as the underlying data, the model or expert content, the language and delivery channel, and the farmer’s ability to act on it.

Links to markets and risk-management services

Shared identity and data standards can make it easier for producer organizations, buyers, insurers or logistics providers to verify participants and exchange selected information. They may support contract processes, traceability or claims handling. These are potential uses, not evidence that a connected platform will produce better prices or eliminate market power imbalances.

What is a farmer registry?

A farmer registry is an agriculture-focused record of people, farms or agricultural units and attributes relevant to programs or services. Depending on national rules, it can include land use, production, crops, livestock, location, organization membership or contact details. It may link to a foundational identity number, but it has a different purpose from a civil registry or national ID database.

FAO reported on 25 April 2025 that standards developed through the Digital Convergence Initiative, with FAO contributions, were available to guide integration between farmer registries and social-protection systems. The distinction matters: farmer registries describe agricultural activity, while social registries generally describe individuals or households considered for social assistance. Connecting them can reduce repeated enrollment and help coordinate services, but only when data definitions, legal authority, security and correction procedures are agreed. Read FAO’s report on the interoperability standards.

Country and platform examples

Zambia’s ZIAMIS

FAO reported that the Zambia Integrated Agriculture Management Information System (ZIAMIS) had registered over one million farmers (FAO, 2025) and connected them with input support and digital financial services. That is the figure and date in the FAO article; it should not be presented as a verified 2026 enrollment count without a newer source. The example shows the potential reach of a registry linked to services, not proof that every registered farmer receives equal benefits or that the system has solved inclusion and data-quality challenges.

Digital public goods are related, but not the same

Digital public goods (DPGs) are open-source software, open data, open AI models, open standards or open content intended to advance sustainable-development goals. They can provide affordable components for agriculture DPI, but the terms are not interchangeable. DPI includes the live systems, institutions, operating processes, legal arrangements and governance that make services work. A DPG is a reusable digital resource that may be incorporated into those systems.

FAO lists the Hand-in-Hand Geospatial Platform, FAO Digital Services Portfolio, Water Productivity Open Access Database (WaPOR) and Open FORIS in the Digital Public Goods Alliance registry. They illustrate how open tools or data can contribute to digital agriculture without constituting a complete national DPI arrangement. See FAO’s explanation of its Digital Public Goods Alliance participation and its summary of agrifood DPI.

Governance and safeguards determine whether it helps

Technical connectivity is only one part of the public infrastructure. Before connecting systems, policymakers and operators should define:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Purpose and legal authority: what each dataset is for, which laws permit collection and sharing, and whether secondary uses are prohibited or separately authorized.
  • Consent and transparency: when consent is required, how it can be withdrawn, what notice people receive and how an authorized representative acts for someone else.
  • Data quality and correction: who can update a record, how duplicates are resolved, how quickly errors are corrected and how a farmer appeals an automated or administrative decision.
  • Access control: which agency or provider can see each field, how access is logged and how credentials are revoked when staff or contractors change roles.
  • Security and resilience: encryption, secure software development, incident response, backups, continuity plans and testing against unauthorized access or service outages.
  • Inclusion: support for women, tenants, migrants, remote communities, people with disabilities and farmers with limited literacy, documents, connectivity or phone access.
  • Accountability: an identifiable institution responsible for complaints, audits, procurement, vendor performance and decisions made with shared data.
  • Long-term financing: a realistic plan for hosting, maintenance, updates, help desks, field verification and standards stewardship after a launch project ends.

The World Bank identifies concentration of service providers, weak data governance, privacy problems, exclusion and cybersecurity breaches among digital-agriculture risks. It also stresses that adoption depends on connectivity, affordability, skills, trust and complementary investment. DPI should therefore preserve assisted and non-digital channels rather than making a phone or data plan a condition for receiving a public benefit. See the World Bank discussion of digital-technology risks in food systems.

How to design or assess an agriculture DPI initiative

A ministry, donor or consortium can use this sequence before commissioning a new platform:

  1. Start with a service problem. Specify whether the goal is faster payments, coordinated social protection, better advisory coverage, improved registration or another measurable public function. Do not begin with a database purchase.
  2. Map existing systems and legal duties. Identify identity, payment, land, social-protection, weather and agricultural datasets already operating. Record ownership, data quality, coverage, interfaces and retention rules.
  3. Define minimum data and common standards. Collect only fields needed for the stated service. Agree identifiers, geographic references, crop terminology, API behavior, authentication and error codes so systems can evolve independently.
  4. Design the farmer experience. Test enrollment, consent, correction, authentication and payment with different groups. Provide local-language explanations, agents, call centers, paper or in-person alternatives and a way to continue when connectivity drops.
  5. Build governance before scaling. Publish roles, permitted uses, complaint routes, security controls, procurement obligations and an independent oversight mechanism. Pilot data exchanges with real safeguards rather than treating a pilot as an exemption.
  6. Measure service outcomes, not registration totals. Track successful payments, time to correction, advisory reach, inclusion gaps, complaints, security incidents and operating cost. A large registry alone is not evidence of service quality.

A practical comparison checklist

When comparing two proposed agriculture DPI designs, score both against the same questions instead of choosing the one with the largest platform or registry.

Question What a strong proposal explains
Interoperability Open standards, documented APIs, portable identifiers and a plan to avoid vendor lock-in
Privacy and consent Purpose limitation, lawful basis, understandable notices, consent handling and data-minimization rules
Inclusion Coverage of underserved farmers, accessible interfaces and functioning offline or assisted channels
Governance Named data stewards, correction and appeal procedures, audits and transparent accountability
Local fit Alignment with national law, languages, institutions, connectivity and agricultural practices
Security Threat modeling, access logs, incident response, backups and resilience testing
Sustainability Post-launch funding, staffing, maintenance, standards management and an exit plan for contractors

What DPI cannot promise

There is no universal agriculture DPI architecture and no automatic productivity effect established by the examples above. A connected system can reproduce exclusion if registration requires documents that some farmers lack, expose sensitive information if permissions are weak or centralize market power if a few providers control access. Weather and farm data can be incomplete; an identity match can be wrong; and a digital payment can fail because of a network outage or an inaccessible agent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The useful test is therefore practical: can the intended farmer obtain the service, understand the data exchange, correct mistakes, use an alternative channel and obtain help when the system or a provider fails? If the answer is no, adding another app or enlarging the registry will not create trustworthy public infrastructure.
