It covers more than choosing tokens. A sound treasury plan links operating obligations to liquid reserves, sets authority for moving funds, protects signing keys, reconciles on-chain records, and limits exposure to market, smart-contract, counterparty, network, and regulatory risks.
Crypto companies generally hold assets through self-custody, a third-party custodian, or a hybrid of both. The right arrangement depends on who must be able to authorize transfers, how quickly money may be needed, what recovery capability exists, and how legal, provider, and insolvency risks are handled.

What DeFi treasury management includes
A treasury is the organisation’s financial operating system, not just its wallet balance. Treasury managers decide which assets the organisation may hold, how much must remain available for payroll and vendors, how much volatility is acceptable, and whether any assets can be lent, staked, supplied to a liquidity pool, or used as collateral.

Asset policy and operating liquidity
A policy should begin with obligations: payroll dates, taxes, grants, debt service, market-making commitments, and expected protocol expenses. It then sets a minimum liquid reserve and defines which assets count as liquid. A token that trades normally may still be difficult to sell during network congestion, thin market depth, a withdrawal queue, or a market shock. Liquidity therefore needs to be tested under stressed conditions rather than inferred from an ordinary-day price chart.

Authority and controls
The policy should identify who may propose, approve, sign, and release a transaction. Controls commonly include separate roles, approval thresholds, address allowlists, transaction-size limits, dual review of destination addresses, and a documented emergency process. A signer should not be able to unilaterally bypass the organisation’s accounting, security, or governance controls.
On-chain strategy decisions
When funds are deployed into DeFi, the organisation must review the protocol’s permissions, smart-contract design, collateral rules, oracle dependencies, withdrawal mechanics, network dependencies, and upgrade or administrator powers. Yield is only one input. A strategy that offers a high nominal return can be unsuitable if it prevents timely access to operating cash or creates a liquidation path during a price decline.
How a treasury policy turns obligations into allocations
A practical policy connects each liability to a reserve and each investment to a risk limit. It can specify approved chains and protocols, concentration caps, maximum leverage, minimum liquidity, permitted counterparties, review frequency, and the evidence required before a strategy is approved.
An illustrative allocation framework
Aave’s Asset Management Guidelines provide a clearly attributed example, not an industry standard. The governance document says that “at least 10% of the value of the treasury should be invested in assets that can be quickly liquidated without any significant adverse impact in value,” with stablecoins given as an example. It also recommends keeping illiquid investments below 50% of the investment portfolio. Those figures are recommendations in that Aave document; they are not evidence of current practice by every DAO or a universal rule for companies. Read Aave’s Asset Management Guidelines.
| Policy question | What the treasury must define |
|---|---|
| Operating reserve | Cash and crypto that can meet forecast obligations, including a stress buffer for delayed withdrawals or disrupted markets. |
| Permitted assets | Tokens, stablecoins, fiat accounts, liquid-staking assets, or other instruments allowed by the board or governance process. |
| Concentration | Maximum exposure to the organisation’s own token, one stablecoin, one chain, one protocol, one bridge, or one service provider. |
| Liquidity threshold | The minimum portion that can be converted without material price impact under a defined stress scenario. |
| Investment review | Required analysis of code, audits, admin keys, oracles, collateral, withdrawal terms, legal exposure, and responsible approvers. |
Where crypto companies keep their assets
The custody choice determines who controls signing keys and who bears day-to-day operating responsibility. It does not eliminate risk; it changes its location.
| Arrangement | Who controls transfers | Strengths | Risks and obligations |
|---|---|---|---|
| Self-custody | The organisation’s designated signers or policy engine. | Direct control, no dependence on a custodian’s withdrawal process, and flexible integration with protocols. | The organisation must secure devices and keys, manage signer changes, maintain backups, test recovery, and operate transaction review and reconciliation. |
| Third-party custody | A provider operates or safeguards key infrastructure under a service agreement. | Can reduce in-house key-management workload and provide specialist operational processes. | Provider controls, legal rights, jurisdiction, service continuity, records, withdrawal limits, and insolvency treatment must be assessed. |
| Hybrid custody | Different pools use different combinations of internal signers, governance, and providers. | Can keep working capital accessible while placing long-term or highly sensitive assets under additional controls. | More interfaces to reconcile and more complicated rules for deciding which wallet may fund an obligation. |
Self-custody in practice
Self-custody means the organisation controls the signing authority, not merely that an employee holds a hardware wallet. A multisignature arrangement can require several independent approvals, but its security depends on the details: signer independence, threshold settings, device protection, address verification, backup locations, personnel departure procedures, and emergency recovery.

An offline or hardware signing device can protect a private key from some online attacks. It does not provide corporate governance, transaction screening, accounting, legal protection, disaster recovery, or proof that a transaction was approved. Those controls must be designed around the device. Signers should use separate devices and credentials, verify transaction details on a trusted display, and rehearse recovery without exposing production keys.
Third-party custody
A custodian may safeguard keys, execute approved transactions, or provide policy controls through an institutional service. Before relying on one, the organisation should document exactly what the provider can do, what the customer can do without provider consent, how withdrawals are authenticated, which records are supplied, and what happens during an outage.
Legal location matters. FINMA’s 12 January 2026 announcement warns that foreign custody can create complex legal questions, particularly if a custodian becomes insolvent, and stresses that provider oversight and clear bankruptcy protections matter. FINMA states: “Expertise and a robust technical infrastructure are needed to mitigate these risks.” See FINMA’s custody guidance announcement.
Hybrid designs
A hybrid model may keep payroll reserves in an immediately accessible wallet, place long-term reserves behind a higher approval threshold, and use a regulated provider for assets that require specialist reporting or segregation. The policy must state which pool funds each obligation and how balances are reconciled across internal wallets, provider statements, and protocol positions.
Risks that are specific to DeFi treasury activity
DeFi combines familiar financial risks with technical and governance dependencies. A protocol audit or open-source codebase can improve visibility, but neither guarantees safety.

Market and concentration risk
Token prices can move sharply, and a treasury may be overexposed to its own governance token or to assets that are correlated during a crisis. A stablecoin can also lose its target value. Limits should be measured by economic exposure, not just by wallet labels: wrapped, bridged, staked, or derivative forms may depend on the same issuer, bridge, validator set, or collateral.

Liquidity and withdrawal risk
Liquidity can disappear when a pool is shallow, a lending market reaches a utilization limit, a protocol pauses withdrawals, or a chain is congested. Test the complete exit path, including the time and fees needed to move collateral, unwind a position, bridge an asset, and convert it into the currency required for payroll or taxes.
Smart-contract, oracle, and administrator risk
A coding error, exploit, faulty price feed, compromised administrator key, or unsafe upgrade can impair access or value. Review whether contracts are open source, how upgrades are controlled, whether administrator powers are timelocked, and which oracle feeds determine collateral value. These are risk considerations, not guarantees; an audit, a timelock, or open-source code cannot make a protocol risk-free.
Credit and counterparty risk
Stablecoin reserves, delegated assets, external managers, custodians, bridges, and liquidity providers can each introduce reliance on another party. A policy should identify the legal entity or mechanism behind every material exposure and define what evidence is required about reserves, segregation, redemption, and default procedures.
Leverage and liquidation risk
Borrowing against volatile collateral can create forced sales during a price move. Monitor collateral value, health factor, loan-to-value, interest coverage, and liquidation penalties. Set limits that leave room for oracle delays, network fees, and an abrupt market gap rather than relying on the protocol’s liquidation threshold as a target.
A 2024 systematic review by Krzysztof Gogol, Christian Killer, Malte Schlosser, Thomas Bocek, Burkhard Stiller, and Claudio Tessone says its taxonomy covers over 90% of DeFi total value locked. That statement describes the paper’s coverage of protocol categories, not current market share. The authors also explain that user exposure depends on protocol design, how a service is used, and the tokens involved. Read the 2024 DeFi taxonomy paper.
A practical treasury operating cycle
- Forecast obligations. List upcoming payroll, taxes, vendors, grants, debt, governance commitments, and expected transaction fees by currency and due date.
- Set the liquid reserve. Define a base reserve and a stress reserve. Specify which assets qualify and how quickly each must be convertible without material loss.
- Approve the asset universe. Record allowed tokens, chains, stablecoins, protocols, and counterparties. Set concentration and leverage limits.
- Map signing authority. Document who can propose, review, approve, and execute transfers; set thresholds and require independent address verification.
- Evaluate each strategy. Review contract code, upgrade and administrator powers, oracle design, collateral, withdrawal queues, bridge dependencies, fees, legal terms, and failure scenarios.
- Execute with separation of duties. Use independent signers or policy controls, verify destination addresses out of band, and retain the transaction hash and approval record.
- Reconcile continuously. Match wallet balances, protocol positions, provider statements, accrued fees, and accounting records. Investigate any unexplained difference immediately.
- Stress-test and rehearse recovery. Model a token price shock, stablecoin depeg, chain outage, custodian outage, signer loss, and delayed withdrawal. Test backup restoration and emergency communications.
- Review and rebalance. Reassess limits when obligations, protocol code, governance, market liquidity, legal status, or provider terms change.
Records, reconciliation, and business continuity
On-chain transparency does not automatically produce usable financial records. The organisation should preserve transaction hashes, approval messages, wallet ownership evidence, protocol statements, exchange or custodian reports, valuation timestamps, and the accounting treatment for rewards, fees, loans, and collateral.

Business continuity requires more than a seed-phrase backup. Maintain independent backups, an inventory of signers and devices, documented succession rules, alternate communication channels, and a tested process for suspending or rotating compromised addresses. Recovery instructions should be usable by an authorised successor without giving one person uncontrolled access during normal operations.

United States banking organisations
On 14 July 2025, the Federal Reserve, FDIC, and OCC said existing risk-management principles apply to banks providing crypto-asset safekeeping. They said such activities must be conducted safely and soundly and in compliance with applicable laws and regulations, while clarifying that the statement created no new supervisory expectations. This statement concerns banking organisations and their safekeeping activities; it does not give every crypto company the same regulatory status. Read the U.S. interagency statement.
United Kingdom firms in scope of CRYPTOPRU 7
The UK Financial Conduct Authority finalised FG26/10 on 30 September 2026. The guidance addresses overall risk assessment, stress testing, recovery actions, wind-down preparation, and financial resources for firms regulated under CRYPTOPRU 7. It is scheduled to come into force on 25 October 2027, so firms should distinguish the publication date from the effective date. Read FCA FG26/10.
The FCA’s 2026 cryptoasset regime overview says its rules and guidance can apply to DeFi firms where there is an identifiable controlling entity, with scope assessed case by case. It also covers crypto safeguarding, record-keeping, and a technology-agnostic approach to private-key management. These are UK-specific materials, not global requirements. Read the FCA cryptoasset regime overview.
Questions to ask before adopting a custody or DeFi strategy
- Who can move funds, and how many independent approvals are required?
- What is the recovery process if a signer, device, provider, chain, or protocol becomes unavailable?
- Can the organisation meet its next obligations if withdrawals are delayed or market depth disappears?
- Which legal entity, issuer, bridge, oracle, or administrator is the organisation relying on?
- How are balances, rewards, fees, collateral, and liabilities reconciled to accounting records?
- What happens if the provider or protocol fails, becomes insolvent, pauses withdrawals, or changes its code?
- Can the organisation explain every material exposure to its board, token holders, auditors, regulators, and affected stakeholders?
DeFi treasury management is therefore a coordinated discipline: asset allocation, liquidity planning, key governance, operational security, accounting, and legal risk management. Holding tokens is only the starting point; the quality of the approval, recovery, monitoring, and exit systems determines whether those assets remain usable when the organisation needs them.
