What Is Cross-Screen Measurement? A Guide to TV and Streaming Ad Metrics

Cross-screen measurement estimates how many distinct people an advertising campaign reached across linear TV, connected TV (CTV), streaming apps, and other digital screens. Its key job is deduplication: instead of adding each platform’s audience totals—which can count the same person several times—it estimates the campaign’s combined reach, overlap, and the additional audience contributed by each channel.

Why measure TV and streaming together?

A viewer might see one campaign on linear television, then encounter it again in a streaming app on a connected TV, phone, or computer. Each channel can report its own impressions and reach, but those figures do not reveal how many people the campaign reached in total. Cross-screen measurement attempts to connect exposures across the included channels and estimate both repeated and newly reached audience.

For example, a combined report might separate people reached by both TV and streaming from people reached only by one of them. The streaming campaign’s added or incremental reach is the audience it contributes beyond the comparison base—in this case, beyond those already reached by TV. The exact definition of “added” or “incremental” depends on the provider’s methodology and report.

What the main ad metrics mean

Metric What it describes What to check
Impressions Ad exposures recorded by the relevant measurement system. Which event counts as an impression and which environment or guideline governs the count. IAB’s video-guidelines page covers counting impressions in streaming video players across browser, mobile, and OTT settings: IAB Digital Video Ad Impression Measurement Guidelines.
Reach or unique reach The estimated number of distinct people reached during a defined period. Depending on the report, the unit could instead be households, devices, or modeled users. Audience unit, geography, population, and campaign dates. Google says its Campaign Manager 360 unique-reach results represent unique users, not cookies: Google Campaign Manager 360 unique reach and frequency.
Frequency How often the reached audience was exposed, commonly shown as an average and sometimes as a distribution such as 1+, 2+, or more exposures. Whether the report shows only an average or also the exposure distribution, and which channels and time window it covers. Google documents both average frequency and frequency distributions in its unique-reach reporting: Google Campaign Manager 360 unique reach and frequency.
Overlap or duplicate reach The estimated audience appearing in more than one compared channel or campaign. Which audiences and channels are compared, and how the provider defines duplication. Google’s cross-media report includes duplicate and exclusive reach measures: Google Campaign Manager 360 cross-media report.
Deduplicated reach The estimated combined audience after removing overlap across the included channels. Which screens are included and what identity signals and modeling connect their exposures.
Incremental or added reach The estimated additional audience associated with a channel or campaign relative to a specified comparison base. The comparison base and the provider’s definition of “added” or “incremental.”
GRPs A traditional TV planning and buying measure calculated by multiplying reach by frequency. GRPs are not a count of unique people. Nielsen notes that frequency can remain largely uncontrolled for individual viewers in multi-platform campaigns: Nielsen’s 2023 TV measurement explainer.

These measures answer different questions. Impressions describe recorded exposures; reach estimates how many distinct people encountered the ad; frequency describes the number of exposures among that audience. Deduplicated reach answers how large the combined audience is after estimated overlap is accounted for.

Why CTV co-viewing complicates reach

A connected TV device or stream is not automatically one person. Several people may watch the same screen and see the same ad together, so equating one device with one viewer can undercount the audience. This is known as co-viewing. Google says Campaign Manager 360’s unique-reach and frequency metrics account for co-viewing when multiple people watch ads together on connected TV devices: Google Campaign Manager 360 unique reach and frequency.

Co-viewing estimates are one reason a reported audience should be understood as a measurement result, not a simple tally of devices or streams. Ask whether the report counts people or households, how shared viewing is handled, and whether the same approach is used across all included screens.

How providers estimate cross-screen audiences

A measurement provider combines exposure information from the channels in scope with audience inputs, then uses identifiers, statistical modeling, or a combination of methods to estimate which exposures belong to the same person or household. The report can then calculate reach, frequency, overlap, and related measures. Inputs and definitions differ by provider, so two reports using the phrase “cross-screen reach” are not necessarily measuring the same population in the same way.

Google describes Campaign Manager 360 unique reach as using statistical models of aggregated behavior across Google products together with other signals and local inputs, including census data and probability surveys, to deduplicate across sessions, formats, networks, and devices. Read estimates within their boundaries

Modeled results have limits. Google documents country-level modeling, possible inconsistency for small geographies, minimum impression and unique-user thresholds, and a delay of up to three days before modeled reach and frequency data appear. It also says most of these metrics can be reported only for date ranges of 92 days or less. These are Google Campaign Manager 360 reporting details, not limits that apply to every provider: Google Campaign Manager 360 unique reach and frequency.

Methodology can also change over time. Google says its calculations for unique reach, duplicate, exclusive, and overlap in the cross-media report changed on January 13, 2026. Earlier reports and rerun reports may therefore differ: Google Campaign Manager 360 cross-media report.

Signals and identifiers are not the whole measurement

CTV supply chains do not always provide consistent signals or use uniform standards. IAB’s CTV guide page identifies fragmented standards and inconsistent signal quality as barriers to accurate measurement: IAB CTV Programmatic Guide.

IAB Tech Lab’s Ad Creative ID Framework (ACIF) v1.0 defines a persistent identifier framework for ad creatives across the supply chain, with intended uses that include frequency management and cross-platform campaign measurement: IAB Tech Lab Ad Creative ID Framework. A creative identifier helps identify which ad ran; by itself, it does not identify the person who saw it or prove that audience deduplication is accurate.

Examples of current cross-screen measurement

Google Campaign Manager 360

Google describes its cross-media report as combining historical campaign information and third-party TV data with digital campaign data, including CTV. Its documented measures include co-viewed impressions, average frequency, overall reach, TV campaign reach, added reach, duplicate reach, and exclusive reach. Google lists support for Australia, Brazil, Canada, Chile, Colombia, Japan, the United States, and Vietnam. Availability and metric definitions should be checked against the current product documentation: Google Campaign Manager 360 cross-media report.

Nielsen’s Italy measurement announcement

In an announcement dated June 8, 2026, Nielsen said it expanded YouTube campaign deduplication measurement in Italy to combine YouTube viewing on computer, mobile, and CTV with linear TV. The described comparison considers YouTube reach, including CTV, alongside linear-TV ad buys. This is a country-specific announcement and does not establish availability elsewhere: Nielsen’s announcement on four-screen TV measurement in Italy.

TV measurement context: C3 and C7

Nielsen’s 2023 TV measurement explainer describes C3 and C7 as average commercial minute ratings that include live viewing plus three days or seven days of playback, respectively. It says C3 was widely used for transactions in the context of that article. These are dated definitions and context, not proof that every market currently uses the same transaction currency: Nielsen’s 2023 TV measurement explainer.

How to compare measurement reports or providers

Do not compare headline reach figures until you know what each one includes and how it was calculated. Use these questions when evaluating a provider, report, or campaign result:

  • Audience unit: Does the output count people, households, devices, or modeled users?
  • Channel coverage: Which linear TV, streaming/CTV, web, mobile, social, or other environments are included?
  • Deduplication method: Which identity signals and modeling methods connect exposures across screens?
  • Co-viewing: How are multiple viewers sharing one connected TV device estimated?
  • Metric definitions: How are unique, incremental, duplicate, exclusive, and overall reach defined?
  • Frequency: What time period and frequency distribution are reported? Can campaign-level frequency caps be managed across the included channels?
  • Inputs and validation: What panels, impression signals, census or other big-data inputs, audits, or standards support the estimate?
  • Geography and thresholds: Where is the method available, and what minimum audience or impression thresholds apply?
  • Latency and revisions: When is reporting complete, and can a methodology update change the comparability of historical results?

These questions reflect documented differences in Google’s reporting methods, IAB’s description of CTV measurement challenges, and IAB Tech Lab’s creative-identifier framework. They help clarify what a figure represents; they do not imply that one provider or standard is universally preferred.
