Anthropic’s original method combines supervised learning with reinforcement learning from AI feedback (RLAIF), so the principles guide both example generation and preference judgments.
The approach makes the values behind a model’s behavior more explicit and can reduce dependence on people labeling every harmful answer. It does not eliminate human judgment: people and institutions still choose the principles, interpret conflicts and decide how success is measured. A constitution can shape responses, but it cannot guarantee that every answer will be correct, safe or universally acceptable.

Constitutional AI in plain language
Think of a constitution as a model-behavior charter written in natural language. Instead of relying only on thousands of human rankings of chatbot answers, developers give the training system principles such as being helpful, avoiding harmful assistance, respecting privacy and acknowledging uncertainty. The model uses those principles to examine its own drafts and to judge which of two candidate answers better follows them.
CAI is not a legal constitution, a product or a safety filter that operates only after an answer is written. It is a training approach. The principles influence how the model learns to produce and select responses. Anthropic’s 2022 paper describes the method as using a list of rules or principles as its only direct human oversight in the process it studied. That wording describes the paper’s experimental setup, not a claim that human decisions disappear from AI development.

“The only human oversight is provided through a list of rules or principles, and so we refer to the method as ‘Constitutional AI’.”
The central idea is straightforward: make the standards for desirable behavior visible, then use those standards repeatedly while training the model. The difficult part is deciding what the standards should mean when they conflict or when a situation was not anticipated by the authors.
How Anthropic’s original Constitutional AI method works
Anthropic’s foundational description has two main phases. The first creates improved examples through self-critique and revision. The second uses AI-generated evaluations to train a preference model and then applies reinforcement learning. The phases are related, but they solve different problems.
Phase 1: supervised learning from critiques and revisions
- Generate an initial answer. An early version of the model responds to a prompt. Some prompts are selected because the answer may be unhelpful, unsafe or otherwise inconsistent with the principles.
- Ask the model to critique the answer. The constitution is supplied as guidance. The model identifies which principle the draft fails to meet and explains the problem in terms of that principle.
- Ask for a revision. Using the critique and the relevant principles, the model writes a new answer. A useful revision should preserve legitimate assistance while removing or changing the problematic part.
- Fine-tune on the revised examples. The training set contains the revised responses rather than only the original drafts. Supervised learning teaches the model to imitate this pattern of principled improvement.
This phase is different from simply inserting a safety message into a prompt at runtime. The revised examples become part of the model’s learned behavior. The result is still dependent on the quality of the critiques and revisions: if the model misunderstands a principle, the error can enter the training data.
Phase 2: reinforcement learning from AI feedback
- Produce alternatives. The model generates two or more candidate responses to a prompt.
- Evaluate the candidates against the constitution. An evaluator model compares the answers and determines which better follows the stated principles. The principles are used in the evaluation instructions, not merely in the original prompt.
- Build a preference model. The chosen-versus-rejected comparisons become training data for a model that predicts which answer would receive the better constitutional evaluation.
- Optimize the assistant. Reinforcement learning uses the preference model’s score as a reward signal. The assistant is adjusted toward responses that receive higher constitutional evaluations.
This is called reinforcement learning from AI feedback, or RLAIF. In conventional reinforcement learning from human feedback (RLHF), people usually provide the preference labels. CAI shifts much of that repeated comparison work to an AI evaluator guided by explicit principles. Anthropic’s paper presents this as a way to scale oversight while pursuing an assistant that is harmless without becoming unnecessarily evasive. Those are results and goals reported for Anthropic’s stated experiments, not guarantees for every model or deployment.
How a constitution influences an answer
A simplified response path looks like this:
- The model interprets the user’s request and drafts a possible answer.
- It checks whether the answer conflicts with relevant principles, such as avoiding dangerous instructions or protecting another person’s private information.
- If a conflict is found, it identifies a safer way to serve the legitimate part of the request.
- It revises the answer or chooses a candidate that better balances helpfulness, safety, honesty and other stated goals.
- During training, the critique, revision or preference decision contributes to later model updates.
The actual implementation can be more complex, and a constitution is not necessarily displayed to users. The important distinction is between training-time guidance and an ordinary user-facing instruction. In CAI, principles are used to create learning examples and reward signals. A deployed model may also receive system instructions, policy checks or other controls, but those are separate layers.

What Constitutional AI is intended to improve
More scalable oversight
Human reviewers are expensive and cannot examine every possible prompt. AI-generated critiques and comparisons can cover many more examples, provided the evaluator is capable of applying the principles consistently. This is the scalability argument behind RLAIF. It does not mean the evaluator is unbiased or infallible; it means the feedback process can be repeated at a larger volume.

A written constitution gives developers something concrete to inspect, debate and revise. Instead of leaving all behavioral expectations implicit in a collection of labels, a team can ask whether a particular principle is too broad, too narrow or missing an important exception. Anthropic’s 2023 explanation of Claude’s constitution emphasizes this inspectability.
A balance between safety and usefulness
A blunt rule such as “never discuss dangerous topics” would block legitimate education, prevention and emergency help. CAI’s critique-and-revision pattern can ask a more precise question: which part of the request is risky, and how can the model answer the legitimate part without providing harmful operational detail? Anthropic’s original work framed its goal as harmlessness without evasiveness. Whether that balance is achieved depends on the principles, examples and evaluation process.
A basis for discussing trade-offs
When principles are written down, disagreements become easier to locate. One principle may favor openness while another favors privacy; one may support a direct answer while another requires caution. The constitution does not automatically resolve the conflict, but it makes the competing considerations visible to the people designing and auditing the system.
Constitutional AI versus RLHF
CAI and RLHF can both use preference-based reinforcement learning. The key difference is where the preference signal comes from and how explicitly the standards are represented.

| Potential advantage | Feedback can be generated at greater scale and the intended standards are easier to inspect. | People can apply contextual judgment directly and notice issues an automated evaluator misses. |
| Main risk | The evaluator may misunderstand, oversimplify or systematically apply the constitution’s values. | Labels can be expensive, inconsistent and shaped by the reviewers’ own assumptions. |
| Typical failure to watch for | Over-refusal, formulaic safety language or confident application of a flawed principle. | Inconsistent behavior across reviewers or gaps caused by limited label coverage. |
These are trade-offs, not a declaration that one method is always superior. A production system may combine human review, AI feedback, red-team testing and other safeguards.

General principles versus specific principles
Anthropic’s 2023 work on principle specificity describes a useful design choice: broad principles and detailed principles can serve different purposes.
| Type of principle | Example wording | Strength | Limitation |
|---|---|---|---|
| General | “Be helpful, honest and harmless.” | Can support generalization to situations that were not listed in advance. | Leaves more interpretation to the model and evaluator. |
| Specific | “Do not provide step-by-step instructions that would enable a person to make a weapon.” | Offers finer control over a clearly defined risk. | May not cover new cases and can create rigid or awkward refusals. |
A short constitution is not automatically better, and a long one is not automatically safer. Broad language can help the model carry a value into unfamiliar situations; detailed language can clarify boundaries where precision matters. Effective design often requires both, along with examples and tests that reveal how the principles interact.
Rules and contextual judgment in Claude’s current constitution
Anthropic’s current Claude constitution, accessed in October 2026, discusses a distinction between explicit rules and contextual judgment. Rules are easier to inspect and can make behavior more predictable. Judgment can adapt to unfamiliar circumstances and weigh competing considerations that a fixed list may not anticipate.

This current document should not be treated as an unchanging specification for every Claude version or as a verbatim description of the 2022 training procedure. Anthropic’s page was published in 2023 and notes a constitution update in January 2026; the current document is a later policy and values description. The foundational paper and the current constitution therefore answer related but different questions: the paper explains an alignment method, while the newer document explains how Anthropic describes behavioral principles and judgment for its models.
What the constitution cannot solve by itself
People still choose the values
Writing principles makes value choices visible; it does not make them neutral. Authors decide what counts as harm, whose privacy receives priority, how much uncertainty to disclose and when a refusal is justified. Anthropic’s “Collective Constitutional AI” project explored public input into constitution design and described the effort as preliminary, while noting the significant role developers still play in selecting values. Representation and governance remain human responsibilities.
Principles can conflict
“Be transparent” may pull against “protect private information.” “Answer directly” may pull against “avoid enabling harm.” A model needs an ordering, balancing instruction or contextual judgment to handle such conflicts. If the constitution does not explain how to prioritize competing principles, two reasonable evaluators may choose different answers.

Following a rule is not the same as being correct
A model can produce a polite, principled-sounding answer that contains a factual error. Constitutional training addresses behavioral preferences; it does not by itself provide a reliable database, current information or a proof of truth. Systems still need retrieval, testing, monitoring and appropriate user verification for high-stakes tasks.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesSafety is not guaranteed in every context
Models can misread a prompt, fail to recognize a risk, follow a malicious instruction or apply a principle too broadly. CAI can reduce some classes of undesirable behavior in the training setting described by Anthropic, but it is not a guarantee of harmlessness, security or compliance in all deployments.
Over-refusal remains possible
If evaluators penalize risky-looking answers too aggressively, the model may refuse benign requests about history, medicine, cybersecurity or public safety. A constitution aimed at harmlessness must also define how to preserve legitimate assistance. Testing should therefore measure not only dangerous answers, but also unnecessary refusals and vague responses that leave users without useful alternatives.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical example of constitutional guidance
Suppose a user asks for instructions that could facilitate serious physical harm. A purely helpfulness-focused model might provide the requested steps. A blunt safety rule might respond with a one-line refusal even if the user’s purpose is prevention or emergency response.
Under a CAI-style process, the model would identify the conflict between assisting the user and avoiding actionable harm. A revision could refuse the dangerous operational details while offering high-level safety information, warning signs, lawful professional resources or emergency guidance. The constitution does not determine the perfect wording automatically; it gives the critique and evaluation process a stated basis for choosing among possible answers.

For a privacy request, the same pattern could distinguish between explaining how privacy settings work and revealing another person’s private data. For a medical question, it could encourage appropriate professional care, state uncertainty and provide general educational information rather than pretending to diagnose. These examples illustrate the decision pattern, not guaranteed behavior from every CAI-trained model.

How teams can evaluate a Constitutional AI system
Anyone assessing a CAI-style model should examine more than whether it refuses obvious harmful prompts. A useful evaluation plan includes:
- Principle coverage: Check whether the constitution addresses safety, honesty, privacy, fairness, user autonomy and other goals relevant to the deployment.
- Conflict cases: Test prompts where two principles point in different directions and inspect whether the model explains its trade-off coherently.
- Benign near-misses: Include legitimate requests that resemble risky ones to measure unnecessary refusals.
- Unfamiliar scenarios: Probe cases not listed in the constitution to see whether broad principles generalize sensibly.
- Factual accuracy: Evaluate whether answers remain correct, cite uncertainty and avoid inventing sources or capabilities.
- Consistency: Rephrase the same request and test whether the model applies its principles consistently.
- Human review: Have qualified reviewers audit both harmful outputs and overcautious outputs; an automated evaluator should not be the only judge.
These checks do not prove that a model is safe. They reveal where the stated principles, evaluator and learned behavior diverge.
Common misconceptions
“The model has a literal constitution inside it.”
The constitution is a set of natural-language principles used in training and evaluation. After fine-tuning, the model does not necessarily retrieve a document verbatim before every answer. Its behavior reflects learned patterns, system instructions and other controls.

“Constitutional AI removes humans from alignment.”
Humans still select and revise principles, design prompts and examples, choose evaluation criteria, monitor failures and decide what trade-offs are acceptable. CAI changes how feedback is generated; it does not remove governance.
“A constitution guarantees harmless answers.”
No. It can guide the model toward safer behavior and make intended values easier to inspect, but errors, ambiguity, distribution shifts and evaluator weaknesses remain.
“The current Claude constitution is identical to the original 2022 method.”
No. The 2022 paper describes a particular training approach. Later constitution documents describe principles and judgment for current models. They should be read together for context, not treated as the same artifact.
Bottom line
Constitutional AI trains a model to use explicit principles when it critiques drafts, revises answers and evaluates alternatives. Anthropic’s original approach combines supervised learning with reinforcement learning from AI feedback, replacing much repetitive human preference labeling with AI judgments guided by a written constitution. Its promise is scalable, more inspectable oversight; its central limitation is that people still choose the values, and the model can still misunderstand or misapply them. The quality of a CAI system therefore depends on the principles, the evaluator, the training data, the handling of conflicts and ongoing human testing—not on the existence of a constitution alone.
