Local governments have large spending duties but constrained revenues; financing platforms known as local government financing vehicles (LGFVs) borrowed to fund infrastructure and other quasi-public activity; and the property downturn weakened land-sale income and related cash flows. Beijing’s debt swaps can lower interest costs and extend maturities, but they refinance and reclassify liabilities rather than erase the underlying economic burden.
The central question is therefore not “What is China’s one debt number?” It is “Which liabilities are being counted, who ultimately bears them, and can the entities that borrowed generate enough revenue to service them?”

What people mean by “China’s debt crisis”
The phrase describes the interaction of four problems:
- Local fiscal gaps: provinces, cities and counties are responsible for substantial public services and investment, while their stable, assigned revenues do not always cover those obligations.
- LGFV borrowing: local financing platforms raised money for infrastructure and other projects, often outside the formal government balance sheet.
- Property and land-revenue losses: the property slump reduced land-sale proceeds and weakened activity that supports local budgets and LGFV projects.
- Financial-sector exposure: banks and other creditors hold claims on local entities, property businesses and related borrowers, so a deterioration in repayment capacity can reduce asset quality.
That combination creates a debt overhang: even when a payment crisis is avoided, high obligations can restrain new spending, investment and economic growth. It also creates a measurement problem. A narrow legal count of “hidden debt” is not the same thing as an economic estimate that includes a wider range of LGFV liabilities.

China has not experienced a single nationwide sovereign default in the sense implied by the most dramatic use of “debt crisis.” The International Monetary Fund (IMF) instead describes accumulated official and LGFV debt as a macrofinancial-stability concern requiring fiscal reform, debt management and restructuring capacity.
How China’s local-government finances created the vulnerability
Responsibilities and revenues do not line up
China’s local governments deliver infrastructure, transport, education, health and other services. Their expenditure responsibilities can exceed the revenue they receive through ordinary taxes and transfers. When property markets were expanding, land-use-right sales supplied an important additional source of cash. Local authorities also relied on borrowing and investment activity to sustain growth.
This arrangement made public finances sensitive to the property cycle. A weaker market means fewer land transactions, lower land-sale proceeds and less activity for construction-related businesses. The resulting shortfall does not automatically become central-government debt, but it leaves local administrations with less cash for operating costs and debt service.
Why LGFVs became important
LGFVs are companies or platforms established or controlled by local governments to finance infrastructure and other projects. They can borrow from banks, issue bonds or use other financing channels, then invest in roads, industrial parks, utilities, housing-related projects and public-welfare facilities.
An LGFV is legally a company rather than a government department. That distinction allowed borrowing to occur outside the on-budget local-government debt recorded in official accounts. Economically, however, creditors may expect government support when a platform performs a public function or is closely tied to its sponsoring authority. The result is a blurred boundary between corporate, quasi-fiscal and government liabilities.
Not every LGFV has the same purpose or risk. Some may own revenue-generating assets; others depend heavily on land development, transfers or implicit support. Treating all platforms as identical can overstate or understate risk. Analysts therefore examine the legal relationship with the local government, the platform’s operating cash flow, collateral, maturity schedule and creditor composition.
“Official debt” and “hidden debt” are different measures
Official local-government debt is on-budget borrowing recognized in China’s government accounts. It generally consists of local-government bonds and other liabilities included under the formal legal perimeter.

Hidden debt, in the Ministry of Finance stocktaking described by the IMF, is a narrower legal category of off-budget borrowing explicitly backed by local governments. It includes liabilities incurred by financing platforms for public-welfare projects and some other obligations, including arrears. The criterion is explicit local-government backing, not every economic exposure connected to a public entity.
Broader IMF measures use an economic perimeter based on Government Finance Statistics principles. Depending on control, purpose and financial data, that perimeter can include substantially more LGFV debt than the authorities’ hidden-debt total. A platform classified as a non-financial corporation under one approach may still be economically linked to public policy and relevant to a broader debt assessment.

| Measure | What it includes | What it does not establish |
|---|---|---|
| Official local-government debt | On-budget borrowing recognized in official accounts | The full scale of government-related or LGFV liabilities |
| Authorities’ hidden-debt measure | A legal subset of off-budget borrowing explicitly backed by local governments, including specified platform borrowing and some arrears | Every LGFV liability or every economically government-related obligation |
| IMF broader or augmented measures | A wider economic perimeter that can capture more LGFV debt using government-statistics and financial-statement concepts | A directly comparable series to the authorities’ legal hidden-debt figures |
There is no single headline number that captures the whole issue. Any figure should be accompanied by its perimeter, date and treatment of LGFVs.
How large is China’s hidden debt?
The Ministry of Finance estimate reported by the IMF put legally defined hidden debt at RMB 14.3 trillion, or 10.6% of GDP, at the end of 2023. The same measure was reported at RMB 10.5 trillion in 2024.

The IMF says it largely reflected two accounting and policy changes: some liabilities were swapped into official local-government debt, and some LGFVs were reclassified as non-financial corporations. Moving an obligation between categories changes the reported stock and its creditor-facing form; it does not necessarily remove the obligation from the economy.
The IMF also notes that the authorities had not published a complete hidden-debt time series in its 2026 report. The 2023 and 2024 observations therefore should not be treated as a fully comparable, uninterrupted official series showing a clean trend.
Why year-to-year LGFV changes can mislead
Debt swaps and reclassification make simple changes in reported LGFV debt an unreliable proxy for new borrowing or fiscal deficits. IMF staff updated their analytical approach to rely more on interest-bearing liabilities and financial-statement data. This helps distinguish a genuine change in obligations from a change in where those obligations are recorded.
How to read larger debt projections
In its 2026 baseline, IMF staff projected China’s general-government debt ratio to rise from 117% of GDP in 2024 to 163% in 2034. Those are projections, not observations of 2034. The IMF simultaneously assessed overall sovereign risk as moderate, citing fiscal space and favorable domestic financing conditions. A high projected debt ratio signals a worsening trajectory under stated assumptions; it is not a forecast of an automatic default.
Why the property downturn makes local debt harder to manage
Land sales are a direct fiscal channel
Local governments have historically depended on land-use-right sales for significant non-tax revenue. When developers reduce land purchases or prices fall, those proceeds decline. The IMF says continued weakness in land-sale revenue has exacerbated local fiscal gaps.
Lower land income affects more than the current budget. It can reduce the cash available to support LGFVs, service project-related debt, pay contractors and maintain infrastructure. Local authorities may then defer payments, seek refinancing or cut other spending.
Property weakness also affects the wider economy
The IMF’s 2026 Article IV overview links the prolonged property adjustment and spillovers to local finances with weak domestic demand and deflationary pressures. Falling construction and related activity can reduce taxes, employment and business income, further limiting revenue.

Why property losses do not automatically become government debt
It is inaccurate to say that every developer liability or unsold apartment becomes a public obligation. The transmission is indirect and depends on ownership, guarantees, collateral, local policy choices and the financial condition of lenders. Property weakness can damage local revenue and LGFV cash flow without converting every private debt into sovereign debt.

LGFVs and property companies borrow from banks and other financial institutions. If project revenues disappoint, borrowers may seek extensions, restructuring or new support. A bank that holds those loans could then face higher non-performing assets, lower collateral values or reduced earnings.
The IMF’s 2025 Financial System Stability Assessment identifies property and LGFV vulnerabilities as possible sources of deterioration in banking-system asset quality. It highlights smaller banks and institutions with riskier business models as more exposed. This is a risk channel, not a quantified prediction that a nationwide banking failure is imminent.
- Borrower channel: weaker project cash flow reduces scheduled repayments.
- Collateral channel: falling land or property values can reduce recovery value.
- Local-support channel: a fiscally constrained local government may be less able to assist a platform.
- Confidence channel: concern about one platform or bank can raise refinancing costs for similar borrowers.
China’s predominantly domestic financial system and public-sector influence can provide tools to contain stress, but those tools may shift losses among governments, banks, investors and households rather than eliminate them.
What China’s RMB 10 trillion debt swap does
Chinese authorities announced a RMB 10 trillion program over five years beginning in 2024 to refinance hidden debt using a combination of new and existing local-government bond quotas.

Potential benefits
- Lower debt-service costs: official local-government bonds can carry more favorable terms than some off-budget borrowing.
- Longer maturities: refinancing can reduce near-term repayment peaks and rollover pressure.
- Greater transparency: liabilities moved onto an official balance sheet are easier to identify and monitor.
- Room to clear arrears: the IMF expects the swap to create scope for some overdue payments to be settled.
What the swap does not solve
A debt swap is refinancing and reclassification, not automatic forgiveness. The combined economic liability may remain broadly intact even if the creditor, interest rate, maturity and accounting category change.
IMF staff say the program does not materially address the commercial viability problem of many LGFVs, inadequate revenue to cover operating costs or weak debt-servicing capacity. An entity that cannot generate cash still needs restructuring, a revenue source, asset sales, transfers or a negotiated burden-sharing arrangement after its debt is refinanced.
There is also a governance risk. If local officials and creditors expect repeated central or provincial bailouts, they may have less incentive to screen projects, recognize losses or impose discipline. The IMF warns that repeated bailouts can create moral hazard. Reclassification could also weaken monitoring if quasi-fiscal activity continues under a different label.
LGFV reclassification and the exit conditions
By 2025, Chinese authorities said more than 71% of approximately 18,000 LGFVs had been reclassified under their criteria. The IMF notes that the official list differs from the set used in its augmented-debt calculations.

The authorities’ stated exit conditions are:
- Hidden debt is fully cleared.
- Major creditors agree to the new arrangement.
- The platform stops financing on behalf of local government.
These conditions describe a change in institutional role and classification. The 71% statistic does not, by itself, demonstrate that those platforms’ liabilities or risks have vanished. Their future treatment depends on whether they operate as commercially viable companies, receive transparent fiscal support or enter restructuring.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the Ministry of Finance says it implemented in 2025
China’s Ministry of Finance reported that its 2025 fiscal response included measures to reduce existing hidden debt, prevent new hidden debt, reform and transform local financing platforms, and direct more resources to lower levels of government. This is the ministry’s account of policy implementation, not an independent measurement of the resulting debt reduction.
The ministry also said local special-purpose bonds were used to support land reserves and acquire unsold commercial housing for subsidized housing. Such measures can provide a buyer or financing channel for assets that otherwise weigh on developers and local markets. Their fiscal effect depends on purchase prices, rental or operating income, funding costs and whether the acquired assets ultimately generate enough social or financial value.
What a durable solution would require
Reassign revenue and spending responsibilities
Debt management cannot substitute for a better fiscal framework. Local governments need a more dependable match between their mandated services and the revenues or transfers available to pay for them. A clearer division of responsibilities would reduce the incentive to use off-budget platforms to fill recurring operating gaps.
Separate viable projects from insolvent borrowers
Not every LGFV should receive the same treatment. Projects with dependable cash flow may be refinanced or sold; platforms without commercial prospects may need asset sales, debt restructuring or insolvency. The IMF’s 2026 policy paper recommends that corporate insolvency frameworks play a central role in LGFV restructuring.
Make creditor burden-sharing credible
If all losses are socialized, borrowing discipline weakens. A workable framework identifies which debts are legally guaranteed, which have implicit support and which are ordinary corporate claims. It then gives creditors a predictable process for extensions, haircuts, collateral enforcement or equity conversion where appropriate.
Prepare for fiscal and financial stress
The IMF recommends prepared mechanisms to manage fiscal and financial stress, coordinated by central-government leadership. Preparation matters because ad hoc rescues can be slower, less transparent and more likely to preserve unviable borrowers.
Monitor banks and local cash flow together
Supervisors need data on LGFV interest-bearing liabilities, project cash flows, local arrears, collateral values and banks’ concentrations. Looking only at official government bonds misses corporate exposures; looking only at bank non-performing loans misses fiscal constraints that may emerge first in local budgets.
How to judge whether the crisis is improving
Readers can track several indicators rather than relying on a single debt ratio:
Best Value
- Debt-service burden: Are interest and principal payments taking a smaller share of recurring local revenue?
- Operating viability: Can LGFVs cover operating costs and debt service from project income rather than continuing transfers and refinancing?
- Arrears: Are payments to contractors and suppliers being cleared, and are new arrears accumulating?
- Land and property exposure: Are local budgets becoming less dependent on land-sale proceeds?
- Transparency: Are authorities publishing consistent definitions and time series for official, hidden and LGFV debt?
- Bank resilience: Are smaller and higher-risk banks recognizing losses and holding enough capital and provisions?
- Restructuring quality: Are non-viable platforms entering orderly insolvency or merely receiving repeated maturity extensions?
A lower reported hidden-debt balance is encouraging only if it reflects durable fiscal adjustment and viable borrowers, not merely transfers between accounting categories.
Common misunderstandings
“China’s hidden debt is the country’s total debt.”
No. It is a legally defined subset of off-budget borrowing. Broader economic measures can include more LGFV liabilities.
“The RMB 10 trillion swap writes off RMB 10 trillion.”
No. The announced program refinances obligations into local-government bonds. It can reduce costs and extend maturities without eliminating the underlying liability.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute“A falling official figure proves the crisis is over.”
No. Reclassification and swaps can lower a reported category while leaving economic exposure in another category.
“Property losses automatically become sovereign debt.”
No. Property weakness affects public finances through land revenue, activity, LGFV cash flow and bank exposure. The legal treatment of each liability still matters.
“A high projected debt ratio means default is inevitable.”
No. The IMF’s 2034 figure is a baseline projection, and its overall sovereign-risk assessment remains moderate. Outcomes depend on growth, interest rates, fiscal reforms, restructuring and the state’s capacity to mobilize domestic financing.
Bottom line: a solvency and governance problem, not one dramatic default date
China’s debt crisis is the accumulated result of local-government funding gaps, LGFV borrowing, property-related revenue losses and financial-sector exposure. The most important analytical discipline is to define the perimeter before quoting a number: the Ministry of Finance’s hidden-debt estimate is narrower than broader IMF measures that capture more economically government-related LGFV liabilities.
The debt-swap program can buy time by lowering interest costs, extending maturities, clearing some arrears and bringing liabilities into official accounts. It cannot by itself make unprofitable projects profitable, replace missing local revenue or decide who bears losses. Sustainable resolution requires clearer fiscal assignments, commercially credible LGFV restructuring, functioning insolvency procedures, transparent creditor burden-sharing and close monitoring of banks and property-linked exposures.
